DUTIES AND RESPONSIBILITIES: • Responsible for the development and supervision of the department’s safety program. • Update and develop safe operating procedures and all other requirements necessary to maintain COR compliance regarding department operations. • Participate in the divisions daily tool box meetings. Ensure daily equipment checks and hazzard assessments are completed. • Plan and co-ordinate master plans for infrastructure improvement and renewal programs • Develop, schedule and manage long-term work assignments conducted by the department’s division managers. • Develop annual operating budgets, capital budgets and long term capital plans. • Development of bylaws, policies, procedures and standards for water and sewer operations, drainage repairs, roadway and fleet operations. • Investigate and conduct feasibility studies in regards to new technologies, equipment and best practices for all department operations. • Monitor and co-ordinate all infrastructure updates into asset management database (AssetNav) for all the department’s divisions. • Identify the department’s annual material requirements (gravel, road salt, water and sewer materials, etc.) and assist division managers in preparing tender documents. • Identify/justify staffing increases required for department operations for budgetary purposes and participate in recruitment process. • Provide input to engineering consultants for the preparation of designs for City projects. • Assist Director of Public Works in preparing council reports related to the departments operations. • Act as a liaison with other utility companies. • On-Call Supervisor for Public Works approximately every 5 to 6 weeks (oversees any required emergency work done by Public Works employees in any operation required). • Responsible for leadership, recruitment, training and evaluation of Public Works employees. • Identify required staffing levels and budgetary figures for annual maintenance operations. • Supervise employees and contractors to ensure compliance with Occupational Health and Safety Act and regulations. • Organize employee training programs and certification renewals. • Identify employee training requirements.
