A meeting of the Stowe Historic Preservation Commission (SHPC) was held on Wednesday, January 31, 2018 in the Akeley Memorial Building Zoning Office starting at approximately 5:15 pm.

Luke Colombo (under contract), 377 Mountain Rd Façade Modifications
Luke Colombo presented the application. The applicant is proposing to create a wrap-around porch, add a shed dormer, and modify some windows. The Commission reviewed plans prepared by Kim Brown dated 1/18/18 and window cut sheets provided by the applicant. The Commission found that the dormer was not the appropriate scale. It was recommended that the dormer be shorten in length, that a portion of the dormer facade be recessed, and that the dormer not go up to the ridgeline. The Commission also asked for details on the porch railing and columns.
The applicant agreed to return to the Commission with modified plans. To shorten the DRB approval process, the Commission agreed to hold a special meeting on February 7, 2018 to review the plans. No formal action was taken regarding this plan.
Jolley Associates, 911 South Main St (Stowe Car Wash), Convert Car Wash to Storage Area; Brick in Garage Opening and Add Window
Aristotle Souloitis presented the application. The applicant is proposing to brick in one of the car wash garage doors and to add a window. The brick and windows will match the existing brick and windows. The inside area will be used for storage. The Commission reviewed an elevation prepared by James Smith dated 10/4/17. The Commission found that the project met the criteria for a façade modification.
A motion was made to recommended approval as submitted and to classify the project as minor.
The motion carried 5-0.
Newton and Jason Wells, 72 Main St, Façade Modifications
Newton and Jason Wells presented the application. The Commission previously reviewed this project. The applicant is proposing modifications of the previous approval. The applicant is proposing to modify the staircase and to create a mudroom using a portion of the side porch. The Commission reviewed hand drawn modifications of the previously approved elevations. The Commission found that the project met the criteria for a façade modification.
A motion was made to recommended approval as submitted and to classify the project as minor.
The motion carried 5-0.
Crestview Hospitality LLC, 613 South Main St. (Seasons Pass), Façade Modifications
John Lupien presented the application. The applicant is proposing to replace three sliding doors on the front elevation with a door and a window and to add several windows and a door on the right and left elevations. The Commission reviewed elevations prepared by Kim Brown dated 1/30/18 and lighting details provided by the applicant. The

Commission found that the project met the criteria for a façade modification. However, they did not find the proposed carriage lights to be appropriate for the building. The applicant proposed to use barn-style lights.
A motion was made to recommended approval with a condition that barn-style lights be used for any new or replacement lights and that the light locations be added to the elevations.
The motion carried 5-0.

John Lupien presented the application. The Commission previously approved facade amendments for this building on January 31, 2018. This application was for additional amendments. The Commission reviewed elevations prepared by Kim Brown dated 2/7/18. The Commission found that the project met the criteria for a façade modification
Gordon Dixon made a motion as a minor for a conditional approval pending the submission of complete and revised elevations with existing and proposed new light locations and style of existing lights and location of new exterior stairs. Mr. Scofield second the motion.
The motion carried 4-0.
Luke Colombo (under contract), 377 Mountain Rd Façade Modifications
Luke Colombo presented the application The Commission previously reviewed facade amendments for this building on January 31, 2018 and suggested various modifications. The Commission reviewed plans prepared by Kim Brown dated 2/6/18 and railing cut sheets. Approved changes reflected on A-6 regarding posts, railing and lattice.
Sam Scofield made a motion as a major with a condition that new drawings be submitted that show the dormer cut back as reflected on the hand drawn plans dated 2/6/18. Mr. Dixon second the motion.
The motion carried 4-0.

The Commission found that the project met the criteria for a façade modification.
A motion was made to recommend approval as submitted and to classify the project as a minor amendment.
Peak Properties, 294 Mountain Rd., Add Refrigeration Unit in Rear
John Lupien presented the application. The applicant proposes to construct an addition in the rear to facilitate installation of a cooler. The Commission reviewed plans prepared by Kim Brown dated 2/28/18. The project will not be visible from a public road. The Commission found that the project met the criteria for a façade modification.

Mike Beugnies presented the application. The applicant is proposing to build a garage towards the rear of the lot. The Commission reviewed elevations prepared by Mike Beugnies and a lighting cut sheet. They found the elevations acceptable with amendments of the garage doors design and by modifying a window on the side to be two windows. The elevations were modified at the meeting to reflect the changes.
A motion was made to recommend approval as modified and to classify the project as a minor amendment.
David Wolfgang, 504 Mountain Road, Demolish and Reconstruct Rear Building
David Wolfgang presented the application. The applicant is proposing to demolish and reconstruct an office building in the rear of the parcel. The Commission reviewed elevations prepared by Kim Brown dated 3/5/18 and lighting cut sheets. They found the elevations acceptable with amendments of the front windows to be 2 over 1, the front door windows to be 4 lights, the rear windows to be 2 over 2 and all lights to be the proposed barn light. The elevations were modified at the meeting to reflect the changes. The project will be reviewed by the DRB as a new commercial building.
A motion was made to recommend approval to the DRB as modified.
Ampersand Properties, 18 Main Street, Reconfigure Entrance to Whip
Ken Biederman and Sam Scofield presented the application. The applicant is requesting to reconfigure the entrance to the Whip. The Commission reviewed elevations prepared by Sam Scofield dated 3/7/18, a sketch plan for the front elevation of the Green Mountain Inn and a photograph of the existing conditions. The applicant discussed the general plans for upgrading the front elevation of the Green Mountain Inn. The applicant then presented the detailed plans for improving the Whip entrance. An approval is only requested at this time for the Whip entrance.
The Commission found the Whip elevations acceptable as presented.
A motion was made to recommend approval as modified and to classify the project as a minor amendment.

Albert Hardy, 1009 South Main Street, Construct two platform tennis courts and warming building
Al Hardy and Ramey Hoehn presented the application. The applicant is proposing to construct two platform tennis courts and a warming building. The Commission reviewed very rough elevation sketches and photographs of similar courts and a similar warming building. The consensus of the Commission was that the general style was acceptable. The applicant was asked to return with elevations, a site plan, and specification details for the windows, lighting, and fencing.
No official action was taken. The applicant will return to the Commission later date.
Mojo Management, 672 South Main Street, reconfigure windows and door
Dan Alavio presented the application. Gordon Dixon recused himself from the discussions. The applicant is proposing to change out windows on the street side and to modify a door. The Commission reviewed a conceptual plan prepared by Tektonika dated 3/28/18. The consensus of the Commission was that the door and replacement of the windows on the northern section of the building were acceptable. The Commission prefer to not alter the windows on the southern section of the building which was rebuilt to duplicate the original historic building. The applicant was asked to return with elevations and specification details for the windows.
No official action was taken. The applicant will return to the Commission later date.
Peter Beck, 123 Thomas Lane, Demolish existing building and construct new multi-family buildings
Peter Reiley presented the application. The applicant is proposing to demolish the existing building and construct three three-unit buildings. The Commission reviewed a photograph representing the proposed style for buildings and a rough site plan showing the building locations. The consensus of the Commission was that the general style was acceptable. The applicant was asked to return with elevations, a site plan, and architectural details.
No official action was taken. The applicant will return to the Commission later date.

Mary Lou Baraw presented the application. The Commission previously approved the elevations for this project. The previously approved plans were modified with different siding and window configuration. The Commission reviewed elevations undated all prepared by Bud Wilson. The plans were modified at the meeting to show two potential HVAC locations in the rear of the building and three new light locations in the rear of the building.
A motion was made to approve the application as modified at the meeting and to classify the project as minor. Motion passed unanimously.
Alice Spencer, 2295 Weeks Hill Road, Barn addition
Jason MacDohough presented the application. The applicant is proposing to construct a 48’ x 10’ addition to an historic barn. The Commission reviewed elevation sketches and photographs prepared by the applicant. The applicant testified that the new windows will match the existing barn windows. The barn cannot be seen from any roads.
A motion was made to approve the application as presented. Motion passed unanimously.
TJVT LLC, 502 Mountain Road, New Building
The applicant was not present for the meeting. The Commission previously approved the elevations for this project. The previously approved plans were modified to add a heat pump and small roof overhang on the side of the building. The Commission reviewed elevations dated 4/4/18 all prepared by Kim Brown.
A motion was made to approve the application as presented. Motion passed unanimously.

Applicant Nancy Small presented the application and provided an overview of the proposed project. The
Applicant is requesting approval to construct an 8’ x 12’ deck, replace an existing window with a door, install an
outdoor light fixture above the new door, and enlarge an existing basement window for egress. The Commission
reviewed the provided application materials and inquired about the proposed railing height, the location of the
light fixture, and the chimney clean-out. The Applicant reported that the railing fixture is proposed to be 42” to
meet public building code requirements, the light fixture will be installed over the proposed door, and that the
chimney is no longer in use.
Commission member Gordon Dixon made a motion, seconded by Commission member Sam Scofield, to approve
the application as presented incorporating the relocated light fixture above the exterior door. The motion passed

Request: Construct rear porch/Modify previously approved kitchen wall addition
Applicant Sam Scofield presented the application on behalf of property owners David and Patricia Jaqua. Mr.
Scofield provided an overview of the proposal and reviewed the previously approved alterations. Mr. Scofield
reported that the property owner is requesting approval to construct a rear porch and modify previously approved
alterations to the kitchen addition. The proposed project includes “bumping out” the kitchen wall 3’ 6”, enlarging
a kitchen window, and adding a rear porch. Commission members inquired whether or not outdoor lighting
would be installed to illuminate the rear porch area. The Applicant stated that it has yet to be decided and that
they may consider adding recessed fixtures, wall scones, or a hanging fixture.
Commission member Gordon Dixon made a motion to approve the application as presented with the condition
that any exterior lighting (other than recessed lighting) installed on the rear porch would require additional
review. The motion was seconded by George Bambara. The motion passed unanimously. Sam Scofield
(recused). The application was classified as a minor.

Request: Revise previously approved window configuration and light fixtures
Applicant David Wolfgang presented the application and provided an overview the proposed alterations. He
requested approval to amend the previously approved windows on the front façade of the building, as well as
eliminate one window on the left elevation due to the location of internal stairs. He reported that one of the
previously approved light fixtures on the left elevation would also be eliminated and that one light fixture would
be placed over the center window. Commission member Barbara Baraw made a motion to approve the

existing signs. The soffit will match the existing clapboard siding. Members discussed the proposed LED lighting
and whether or not it will be one continuous strip light or individual lights.

Applicant Al Karosas presented the application and provided an overview of the proposed project. The Applicant is

existing service door and window will be relocated as part of the project. The proposed siding material will match the
existing building. Chair McLane inquired about the trim and siding detail underneath the soffit. The Applicant
reported that it would be constructed to match the existing trim and siding details.
Commission member Gordon Dixon made a motion, seconded by Commission member McKee MacDonald, to
approve the application as presented with the condition that the trim and siding detail underneath the soffit match the

Season Pass. The Applicant provided elevation drawings showing the proposed alterations. The Applicant reported
that the proposed new door would match the existing half-light door with nine panels.

Applicant Stephen Fishman presented the application and provided an overview of the proposed project. The
Applicant is requesting approval to install two retractable awnings at the Stowe Craft & Design at 55 Mountain Road.
The Applicant provided photographs showing the rendered awnings. The Applicant reported that the awnings would
measure 15’ x 8’ 6” and 18’ x 7’ 8”. Commission members discussed the proposed color of the awnings but reported
that the Commission does not review color. The Applicant reported that they are planning on painting the trim of the
building a crème color with soft yellow accents.
Commission member McKee MacDonald made a motion, seconded by Commission member Barbara Baraw, to
approve the application as presented. The motion passed unanimously 6-0. The application was classified as a

Building Project: Exterior Alterations
The Applicant was represented by Architect Sam Scofield who presented the application and provided an overview of
the proposed project. The Applicant is requesting approval for exterior alterations of the former Snow’s Market
Building. He reported that the Applicant is proposing to renovate the interior space for the purpose of creating a
donut shop and one residential dwelling unit. Mr. Scofield reviewed the revised building elevations and floor plans
and reported on the proposed window and door alterations, as well as siding improvements (composite siding on
lower portion of the building with shingle siding above). He stated that there will be recessed lighting under the
overhand and the Applicant’s are considering an exterior illuminated donut sign.
Commission member McKee MacDonald made a motion, seconded by Commission member Gordon Dixon, to
approve the application as presented. The motion passed unanimously 5-0 (Sam Scofield, recused). The application
was classified as a major and will be referred to the Development Review Board.

Applicant Laura Misiaszek presented the application and provided an overview of the proposed project. The Applicant is requesting design review approval for exterior alterations to the building including removing the shutters, replacing and installing light fixtures, and replacing the rotten siding and sunburst pattern underneath the gable with clapboard. She also reported that she intends of painting the building a barn red. Commission members noted that they did not regulate color. Members reviewed cut-sheets and discussed the proposed lighting fixtures near the entrances.

Applicant Steven Foster presented the application and provided an overview of the proposed project. The property owner Steve Goldsmith was also in attendance. The Applicant is requesting design review approval to replace the first floor windows and doors, add additional light fixtures, repair the rear foundation, add an ADA ramp, and replace the rear deck with a 14’ x 56’ outdoor patio/terrace. Members discussed the replacement windows. The Applicant reported that they are proposing a 6/6 window to replace the front first floor windows in order to make them uniform. It was reported that the windows had previously been replaced.
Commission member Gordon Dixon made a motion, seconded by Commission member George Bambara, to approve the application using the architectural drawings as drawn for window #3 (simulated with divided spacers). The motion passed unanimously 5-0. The application was classified as a minor.
Estate of Rita Buchanan, Project # 5833, Tax Parcel #: 11-149.00; 3314 Mountain Rd Project: Exterior alterations to previously approved lodging facility (#5280) Zoning: MRC/Historic Building

Applicant Doug Moses presented the application and provided an overview of the proposed project. Also in attendance was Jesse Peck and Shawn Brennan of Freeman French Freeman architects. The Applicant is requesting design review approval for exterior alterations to the previously approved lodging facility. The Applicant reported that the previously approved elevation did not provide sufficient details. The Applicant presented updated elevations and requested approval to replace the 1:12 pitched roof with a 4:12 pitched asphalt shingle roof.
Members reviewed and discussed the proposed alterations and voiced concerns over the massing of the roof. Commission members asked the Applicant to incorporate dormers, changes in ridgeline, and/or materials to break up the massing of the roof. Members discussed the exterior door on the southern façade and its proportion to other features. The Applicant reported that exterior mechanical equipment will be screened by a parapet wall and other interior equipment stored in the roof truss. Members discussed exterior lighting. Mr. Brennan reported that the exterior doors will have can lights in the soffit and no exterior lights will be installed on the side of the building. Members discussed possible changes in roof material to help break up the massing. The building was previously approved for a standing seam roof, the Applicant is now requesting that the roofing material be replaced with asphalt shingle.
Commission members agreed that the Applicant should revise the drawings to reduce the massing of the roof and better proportion the door and surrounding windows on the southern entrance area. The Applicant reported that it is their intention to incorporate the recommendations of the Commission and present revised drawings for the next meeting on June 27th. Chair Sarah McLane noted that she cannot attend the next meeting.

Applicant Al Hardy presented the application and provided an overview of the proposed project. The Applicant is requesting design review to construct two platform tennis courts and a warming hut. The Applicant previously appeared before the Historic Preservation Commission in March 2018. During the last meeting, the Applicant was instructed to return to a future meeting with elevations, a site plan, and specification details for the windows, lighting, and fencing. The Applicant provided photographs of the tennis platforms, lights, fencing material, etc. and elevation drawings for the warming hut. He reported that the 30’ x 60’ courts are raised 3-4 feet above the ground surface and surrounded by a black aluminum structure with fencing. This application was continued from the June 13, 2018 HPC meeting in which the Commission requested that the Applicant revise the drawings to reduce the massing of the roof and better proportion the door and surrounding windows near the southern entrance area. Applicant Doug Moses presented the application and provided an overview of the proposed project. Also in attendance was a representative from Freeman French Freeman architects. The Applicant is requesting design review approval for exterior alterations to the previously approved lodging facility.
Members reviewed and discussed the revisions to the designs. Changes to the building design include altering the roofline and material, adding standing seam metal roofing, and reconfiguring the door and window size and placement on the southern elevation. The architect stated that the building compressors will be mounted on an outdoor deck and be shielded by a 42” solid wall. Members reviewed building material samples and discussed the windows on the south elevation. The Applicant reported that they will utilize interior shades when necessary. Members continued discussion on the center portion of the building and the possible need for a wider span of standing seam metal roofing along the drip edge. Members reviewed the east elevation and had concerns with the similar slope in the two rooflines. There was continued discussion of the roof massing, the previous design of the building, and possible solutions to break up the massing of the main roofline.
Members discussed the window configuration. The proposed designs include 2/1 windows on the 2nd story and 1/1 on the first floor. The Applicant reported that the proposed window design and configuration was previously approved, but they were open to including 2/1 windows on the first floor for consistency.
Commission member McKee MacDonald made a motion, seconded by Commission member George Bambara, to approve the application with the following conditions:
1. An additional three feet (minimum) span of standing seam roofing shall be added along the drip edge on the south and west elevations (as shown below).

2. The Applicant has the option of including 2/1 windows on the first floor.

The Applicant is proposing three buildings, each consisting of three residential units. The access will be shared by Copley Woodlands. Mr. Riley reported that each building will also have two louvered cupolas with functioning vents. Members reviewed photographs, elevation drawings, and a site plan provided by the Applicant. Members discussed the proposed utilities. The Applicant responded that each unit will have a heat pump installed at the end of the building. The Commission discussed the hidden location of the parcel and area to be developed and agreed that it is generally not visible. The Applicant reported that the buildings will have asphalt roofing material.

The Applicant and property owner, David Jaqua, presented the application and provided an overview of the proposed project. The Applicant is requesting design review approval to add a 32” x 25” window on the eastern gable of his property at 368 Covered Bridge Road. He noted that he has been before the Commission several times over the last twelve months for various alterations involving the porch and kitchen expansions. The subject property is an inventoried historic building and is regulated under Section 10 of the town zoning regulations. The Applicant passed around drawings including window specifications and design elevations. It was reported that the proposed window is consistent in design and will match the other windows.
Commission member McKee MacDonald made a motion, seconded by George Bambara to approve the application as presented. The motion passed unanimously 4-0. The application was classified as a minor. Sam Scofield recused.

The Applicant and property owner, Eric Gersham along with his Property Manager, presented the application and provided an overview of the proposed project. The Applicant is requesting design review approval to replace the windows and remove the existing chimneys from the roof of the carriage house at the Gables Inn at 1457 Mountain Road. The subject property is an inventoried historic building and is regulated under Section 10 of the town zoning regulations. The Applicant passed around drawings including photographs of the chimneys and window specifications and reported that all of the windows on the carriage house are proposed to be replaced. Commission members reviewed

photographs of the building. McKee MacDonald reported that there are multiple types of windows on the property. Chair McLane suggested the replaced windows be 6/6 with applied grills. Members discussed simulated divided light windows.
Commission member Cindy McKechnie made a motion, seconded by George Bambara to approve the application to remove the chimneys and to replace the windows with a simulated divided light. Sam Scofield also suggested that the windows be 6/6 on the double-hung and match the existing mullion pattern on the casement and fixed windows. The motion passed unanimously 5-0. The application was classified as a minor.

The subject property is within the Stowe Historic Overlay District and is regulated under Section 10 of the town zoning regulations. The Applicant passed around drawings including a basic site plan, photographs, and designs.

The Applicant’s Architect, Paul Rousselle, presented the application and provided an overview of the proposed project. The subject property is within the Stowe Historic Overlay District and is regulated under Section 10 of the town zoning regulations. He presented the Brackenbury Townhome Development project consisting of eleven duplex units. He reported that Phase I consist of the eleven duplex units, and subsequent phases may include a mixed-use component and a row-home type of residential units. The eleven duplex units in Phase I are located on the uphill (Type B) and lower (Type A) side of a cul-de-sac road leading to the development. Mr. Rousselle reviewed the architectural designs of the buildings. Members noted that the drawings lack the necessary entrance porch and deck railing details. Mr. Rousselle reported that the proposed building materials consist of board and batten and shiplap siding. The proposed roof materials include stainless standing seam and optional asphalt shingles. Brendan O’Reilly mentioned that the roofing materials will depend on the budget. Commission members stated that they will need to propose building materials and construct the buildings as proposed. Proposed windows include a manufactured Marvin window with muntins. Members noted that the Applicant will need to provide a cut-sheet for the proposed windows. The proposed doors include a full uninterrupted glass entry door. Members discussed whether a full glass door would provide the desired privacy. Mr. Rousselle discussed the proposed lighting to include a fixture mounted on the building, bollards on the sidewalk, and driveway markers. As proposed, there

will be eleven driveway markers with a light mounted on a steel/wood sculptured post. Members asked for additional details on the lighting and noted that the DRB will review the illumination levels. The garage doors were reported to match the color of the unit. Members requested additional details on the garage doors. The proposed location of mechanicals, chimneys, gas vents, etc. was discussed. These items need to be shown on the plans. Unit Type A is proposed to be three bedrooms and roughly 1700 sf. Unit Type B is proposed to be three bedrooms and roughly 1600 sf.
The Commission agreed additional information is required prior to making any recommendations. The Applicant was asked to provide the following additional materials:
• Entrance porch and deck railing details.
• Proposed roofing materials
• Cut-sheet for the windows
• Additional details on the lighting-specifically the driveway markers
• Additional details on the garage doors.
• Show the location of mechanicals, chimneys, gas vents, etc.
Members agreed to meet on November 28th to review the remaining items.
Other Business- John Steel was in attendance to seek informal advice and guidance on a property on the corner of Depot and Pond Streets. Members discussed possibilities for the building and the types of alterations that would generally be acceptable. Mr. Steel noted that he hopes to collaborate with the Commission to make sure any alterations and/or building improvements fit within the district.

This Commission previously reviewed this application during the November 14th meeting. During the November 14th meeting the Commission requested the Applicant provide the following additional materials:
• Entrance porch and deck railing details
• Proposed roofing materials
• Cut-sheet for the windows
• Additional details on the lighting-specifically the driveway markers
• Additional details on the garage doors.
• Show the location of mechanicals, chimneys, gas vents, etc.
The Applicant’s Architect, Paul Rousselle, presented and reviewed the additional materials. He reported that the decks will be constructed with 4 x 4 fir post with lateral cables, the roofing material will be an architectural grade charcoal asphalt shingle, and the chimneys will be metal clad to serve the optional gas fire place. He also reported that they have revised the designs to include a small protective canopy over the slider doors and the HVAC systems will be recessed 4’ behind the buildings. Members discussed the elevation differences. Brendan O’Reilly stated that the maximum grade difference between the units would be no more than 3 ft. Members discussed the possible need for ADA accessibility. Mr. Rousselle stated that four of the units might need to be ADA accessible. Commission member Scofield reviewed Section 10.13 regarding the construction of new buildings within the Stowe Historic Overlay District. It was noted that new construction needs to respect the scale of the neighborhood and be compatible with the district. Mr. Rousselle reviewed the proposed driveway light post. He stated each driveway will have a fir light post with affixed steel and the house number. A similar light fixture will be installed on each garage. Unit A will have recessed entrance lighting under the covered porch and Unit B will have lighting below the roof overhang.

Commission member MacDonald made a motion to approve the designs as presented. Commission member Bambara seconded. The motion passed unanimously, 4-0. The Commission’s recommendations will be forwarded by Staff to the Development Review Board.

Zoning: VC-30/SHDO
Property owner Luke Colombo presented the application. The subject property is within the Stowe Historic Overlay District and is regulated under Section 10 of the town zoning regulations. The Applicant request design review approval for amendments to previously approved Project 5749. He reported that he recently met with the Division of Fire Safety and is seeking revisions to meet fire safety requirements. Proposed alterations include covering the rear porch and stairs and removing the landing; removing a bay style window to match the adjacent window; change the front side door type; and the potential addition of an egress window (replace window to match the current opening). He stated that the rear stairs are the only access and are required to be covered. The proposed alteration includes constructing a gable roof over the deck and covered stairs. Members discussed the fire suppression and sprinkler systems. He stated that the revised designs also include removing a bay window with a window to match the adjacent window.
Commission member Bambara made a motion to approve the designs as presented. Commission member MacDonald seconded. The motion passed unanimously, 4-0.

The Applicant David Wolfgang presented and reviewed the application. He reported that he is requesting approval for a new front entrance door on the building currently under construction at 504 Mountain Road. The Applicant passed around drawings of the originally approved door and the proposed door. Members reviewed the window pane configuration. Commission member McLane suggested that the window pane consist of three side by side vertical lights. Members and the Applicant agreed with the recommendation.
Commission member Dixon made a motion to approve the proposed door with the recommended window pane configuration of three side by side vertical lights. Commission member MacDonald seconded. The motion passed unanimously, 6-0. The application was classified as a minor.
