Europe Network!

The European Office of Cy-prus (EOC) has become, since 1 January 2015, an offi-cial partner of the "European Centre of Business Support in Cyprus", together with the Cyprus Chamber of Com-merce and Industry (CCCI) and the Research Promotion Foundation (RPF) which coor-dinates the project. The European Business Support Centre in Cyprus is a member of the “Enterprise Europe Network” and it will be a reporting mechanism providing advisory services for the development of competitiveness and innovation of Cypriot enterprises. The project is funded by the COSME

programme for the period 2015-2020.

Take-up of European funding by Cypriot SMEs is below the EU average, as many SMEs lack the expertise and experience to draft applications and the requisite business plan.

The EOC by providing advice, support and information services focusing on EU pro-grammes, policies and legislation that are relevant to the SMEs, will play a significant role in raising awareness about the existing

opportunities and will enhance the participation of SMEs in Eu-ropean projects, especially in the fields of research and innova-tion.

The European Centre for Entre-preneurial Support in Cyprus will play an important role in the fol-lowing issues:

• Ensure access of SMEs to the existing information on the functioning of the internal market and the relevant oppor-tunities.

• Provide feedback from SMEs for policy development and impact assessment.

• Provide support to businesses for cross-border cooperation.

• Dissemination of information and raising awareness of policies on innovation, legis-lation and support programmes.

• Promotion of the research projects’ results;

• Provide brokerage services for technology and knowledge transfer.

• Create partnerships between innovation actors.

Cyprus International Fair “Education and Career 2015”

The date of one of the most important events in the field of education is approaching, as the International Fair “Education and Career 2015” will take place on 13-15 March 2015. The organisers, including EOC, aim that the Cyprus International Education and Career Exhibition will be-come the gate where the representatives of the higher educational insti-tutions will meet and attract Cypriot and international students living in Cyprus and wish to study either locally or abroad.

The Exhibition offers an opportunity to providers of educational equipment and technology, books and other products and services addressed to students, such as career services, to be promoted to at least 10,000 students and youngsters. Those who are interested to participate as exhibitors are requested to promptly send their registration form.

The new call for proposals on Research and Innovation Staff Exchange (RISE) under the Marie Skłodowska-Curie Actions is now open. This scheme aims to promote interna-tional and inter-sector collaboration through research and innovation staff ex-changes, and sharing of knowledge and ideas from research to market (and vice-versa) for the advancement of science and the devel-opment of innovation.

RISE supports short-term mobility of research and inno-vation staff at all career levels, from the most junior (post-graduate) to the most senior (management), including also administrative and technical staff. It is open to part-nerships of universities, research institutions, and non-academic organisations both within and beyond Europe. In worldwide partnerships, academia-to-academia ex-changes are permitted.

The organisations constituting the partnership contribute directly to the implementation of the joint research and innovation activities by se-conding and/or hosting eligible staff members. The proposed research and innovation activi-ties should exploit complementary compe-tences of the participants, as well as other synergies, and enable networking activities,

organisation of workshops and conferences to facilitate sharing of knowledge, new skills acquisition and career development for research and innovation staff members. Activities can focus either on one dimension of mobility (intersectoral / international), or include a combination of both.

Submission of COST Action proposals

The European Cooperation in Science and Technology (COST) contributes to strengthen-ing Europe’s research and innovation capacities by supporting high quality, collaborative net-works in all fields of science and technology while facilitating focus on existing but less pre-

vailing areas. COST is now inviting proposals for Actions aiming at contributing to the scientific, techno-logical, economic, cultural or societal knowledge advancement and development of Europe to close the gap between science, policy makers and society throughout Europe and beyond.

COST does not fund research itself, but supports networking by the means of different tools such as meetings, short term scientific missions, training schools and dissemination activities. COST encourages and fosters trans-, multi- and interdisciplinary approaches by integrating scientists from different fields and horizons such as universi-ties, research centers, companies, in particular small and medium-sized enterprises, as well as other relevant actors. Proposals for a COST Action must represent a network of proposers from at least 5 COST countries. The COST Open Call will continue having the spring and autumn Collection Dates, when all submitted proposals are gathered and evaluated. A COST Action proposal can be submitted at any time throughout the year via the new e-COST online submission tool. The 2015 spring Collection Date is 24 March.

Staff exchanges in the field of Research and Innovation

Pilot initiative to bring ideas to market quicker

The European Commission has launched the new, €100 million Fast Track to Innova-tion (FTI) pilot initiative to promote innovation by reducing the time it takes to bring innovative ideas to market. Over the next two years, the pilot initiative will be open to all types of participants, particularly from industry, while stimulating first-time applica-tions from industry and SMEs to Horizon 2020, the EU's research and innovation fund-

ing programme. Projects funded under the pilot are to be ‘business-driven’ to ensure promising innovative ideas are exploited faster.

The FTI Pilot will be implemented in 2015-2016 as a new initiative under Horizon 2020. It has a budget of €200 mil-lion across the Horizon 2020 priority “Societal Challenges” and the specific objective “Leadership in Enabling and Industrial Technologies (LEITs)”, without further restrictions to topics. Activities supported include systems validation in real working conditions, testing, piloting, business model validation as well as standard setting and pre-normative research. The pilot will be implemented through one common and continuously open call. Continuation of the Fast Track to Innovation beyond 2016 will depend on the results of an in-depth evaluation of the scheme.

Development of evidence-based strategies to improve the health of

isolated and vulnerable persons

The Directorate-General for Directorate-General for Health and Food Safety of the European Commission has pub-lished a call for tenders concerning "Pilot project related to the development of evidence-based strategies to improve the health of isolated and vulnerable per-sons".

The subject of this contract is to support the development of actions to address the health needs (both physical and mental) of people living in isolated and vul-nerable situations in the EU. A particular focus will be on those living in more geographically and socially isolated communities - including the elderly and people with disa-bilities - identifying and highlighting differences for men's and women's health needs.

The contract will include the following ac-tions:

• Assessing the situation, reviewing the current state of the art and collecting best practices;

• Establishing a group of experts to exchange information and provide policy guidance;

• Implementing capacity building and training activi-ties; and

• Disseminating project results.

Natural and legal persons are invited to submit tenders until 13 March 2015

The European Commission and its non-food Scientific Committee on Emerging and Newly Identified Health Risks (SCENIHR), have pub-lished the final opinion ‘Guidance on the Determination of Potential Health Effects of Nanomaterials Used in Medical Devices’.

The guidance provides information on how to evaluate the risk when a nanomaterial is used in a medical device. According to the EU Recommendation for the definition of a nanomaterial (Commission Recommendation 2011/696/EU, EC 2011) any particulate substance with at least one dimension in the size range between 1 and 100 nm is considered a nanomaterial. These particles (nanoparticles) exhibit specific characteristics that differ from the characteristics of larger sized particles with the

same chemical composition.

This Guidance addresses the use of nanomaterials in medi-cal devices regarding specific aspects that need to be con-sidered in the safety evalua-

tion of nanomaterials and it should be considered in con-junction with the ISO 10993-1:2009 standard 'Biological evaluation of medical devices'. The Guidance highlights the need for special considerations in relation to the safe-ty evaluation of nanomaterials, in view of the possible distinct properties, interactions, and effects that may dif-fer from conventional forms of the same materials.

The SCENIHR recommends a phased approach based on potential release and characteristics of the nano-materials.

Protection of private data and safety information necessary

for the promotion of mobile healthcare

Europeans are increasingly using mobile devices to monitor their health and con-nect with healthcare professionals. But barriers remain to fully unlock the potential of mobile healthcare or "mHealth".

According to the results of a public consultation published today by the European Commis-sion, strong privacy and security tools (such as data encryption) are essential to help mHealth flourish in Europe. Ensuring patient safety and developing a clear legal frame-work to facilitate the access of entrepreneurs to the market are also important require-ments for the respondents, the results show. The European Commission will, in the course

of 2015, discuss with stakeholders the options for policy actions as part of the creation of a Digital Single Market.

European Year for Development 2015

Better protection for victims of violence anywhere in the EU

As from 11 January 2015, victims of violence - notably those who have suffered domestic violence or stalk-ing – will be able to guarantee them-selves better protection in any EU Member State. The new rules mean that restraining, protection and bar-ring orders issued in one Member State are now quickly and easily recognisable across the EU through simple certifica-tion.

A citizen who has suffered domestic abuse will now be able to feel safe to travel outside their home country – by simply transferring the order that protects them from the offender. Previously, victims would have to go through complex procedures to get their protection recognised in other EU Member States – and enter a different proce-dure for certification in each country. Now, such protec-

tion orders will be easily recognised in any EU Member State, meaning a citizen who has suffered violence can travel without having to go through burdensome procedures.

The new mechanism consists of two separate instruments: the Reg-ulation on mutual recognition of protection measures in civil mat-

ters and the Directive on the European Protection Order. Together, the two instruments will ensure that all victims of violence have the possibility to get their protec-tion orders recognised in any EU Member State. The mechanisms reflect the differences in the Member States’ national protection measures, which can be of civil, crimi-nal or administrative nature. The rules together will en-sure free circulation of the most common types of protec-tion measures within the EU.

EU Gender Action Plan Implementation Report 2014

The commitment of the EU and of its members to improve gender equality and women's empowerment is clearly visible in the 2014 Implementation Report on the EU Action Plan on Gender Equality and Women's Empowerment in Development.

The EU is investing precious resources into improving women and girls' role as actors of change. The report shows that clear progress has been achieved in areas such as politi-cal dialogue, coordination, partnerships and on the post-2015 agenda. It covers the peri-od 2013 to 2014 and highlights how essential it is to stay focussed on gender equality for long term change, and to continuously seek to improve the way the EU promotes it across its international cooperation work.

Acknowledging all of this, and drawing on the lessons learnt over the last few years, the Commission will prepare with stakeholders a new action plan for 2016 – 2020.

Countries providing high quality jobs and effective social protection as well as investment in human capital have proved to be more re-silient to the economic crisis. This is one of the main findings of the 2014 Employment and Social Devel-opments in Europe Review, which has looked back at the consequences of the recession. It also stresses the need to invest in the formation and maintenance of the right skills in Europe's workforce to support productivity, as well as the challenge of restoring convergence among Member States.

The Review has looked into the les-sons learnt from the recession to see that its negative impact on employ-ment and incomes was smaller for countries with more open and less segmented labour markets, and stronger investment in lifelong learn-

ing. In these countries, unemployment benefits tend to cover many of the unemployed, are linked to activation, and responsive to the economic cycle.

Entrepreneurship education: Road to success

Entrepreneurship education is given a significant role in supporting the main goals of the Europe 2020 strategy. Therefore, it is important to gather knowledge and evidence from across Europe and elsewhere that shows wheth-er and how impact is achieved. In 2013 DG Enterprise and Industry commis-sioned ICF International to conduct a mapping exercise of examples of research on the impact of Entrepreneurial Education. The outcome of the mapping exer-cise is a report in which 91 studies from 23 countries have been identified.

The prevailing impression that emerged from the evidence collected is that entrepreneurship education works. Stu-dents participating in entrepreneurship education are more likely to start their own business and their companies tend to be more innovative and more successful than those led by persons without entrepreneurship education back-grounds. Entrepreneurship education alumni are at lower risk of being unemployed, and are more often in steady employment. Compared to their peers, they have better jobs and make more money.

The positive impact is not restricted to students and alumni. Besides impact on the individual, evidence from the ex-amples reviewed for this study also shows impact on educational institutions, the economy and society.

Call on Erasmus+ VET Mobility Charter

The Work Programme for Erasmus+ foresees a "VET Mobility Charter" for the accred-itation of bodies with a strong record of successfully organising high-quality mobility for VET learners and staff. The acquisition of VET Mobility Charter constitutes certi-fication of competence and capacity of the Institution/ VET Consortium for implemen-tation of exemplary projects of transnational mobility and is especially suited for VET Institutions and Organizations that submit annually applications for mobility. It also guarantees the quality of mobility projects submitted in terms of organization, man-agement and achievement of expected results and objectives. From 2016 a simplified submission procedure, allows the holders of Mobility Charter to submit their applica-tion.

Applications for the VET Mobility Charter can be submitted either by a single VET organisation or by a national mo-bility consortium comprised by at least 3 members. To apply, fan organization/consortium must:

• Have completed at least 3 VET mobility projects through the Lifelong Learning Programme 2007-2013 and/or Erasmus+ programme -2013. The same applies to all organizations / institutions VET which are members of a Consortium

• The funding from each of these projects must have absorbed by at least 80% of the project’s funding.

Applications must be submitted to the Erasmus+ National Agencies, with a deadline of 14 May 2015.

On 28 January 2015, the European Com-mission kicked off its project to create a Capital Markets Union (CMU) for all 28 EU Member States with a first orientation de-bate at the College of Commissioners. The CMU is one of the flagship projects of this Commission and ties in with the am-bition to boost jobs and growth in the EU. It is de-signed to help businesses to tap into diverse sources of capital from anywhere in the EU and offer inves-tors and savers additional opportunities to put their money to work.

It aims to create a single market for capital for all 28

Member States by removing barriers to cross-border investment and lower costs of fund-ing within the EU, in the context of the In-vestment Plan for Europe. The orientation debate was very positive and supportive of the concept, and focused on the key chal-lenges and priorities for the integration of

capital markets. The College concluded that a Green Pa-per should be adopted in few weeks to consult all interested parties on the way forward and concrete areas for potential action.

New prudential rules for banks and the insurance sector

The European Parliament and the Council have given their backing to three new rules designed to bolster the resilience of Europe’s banking and insurance sector.

These delegated acts will help promote high quality securitisation, ensure that banks have sufficient liquid assets in testing circumstances and introduce international comparability to leverage ratios. They will enable the financial sector to support the wider economy without jeopardising financial stability.

The “Solvency II” rules will apply from 1 January 2016 and the detailed liquidity coverage requirement from 1 Octo-ber 2015

Commission launches work on establishing a Capital Markets Union

The Executive Agency for Small and Me-dium-sized Enterprises (EASME) wishes to enter into a service contract aimed at stimulating digital entrepreneurship by raising awareness on ICT potentialities and enhancing digital skills of European businesses, in particular of small and medium-sized enterprises (SMEs) which are starting up or already operating in the tourism sector.

The final goal is the professionalization of tourism ser-vices to the benefit of all existing or potential customers. This tender aims to achieve its objectives through the

following:

• Conducting a survey on the degree of digi-talisation, ICT training gaps / needs of tour-ism SMEs;

• Editing and optimising the content of the Tourism Business Portal;

• Continuing the online event series on digital tourism;

• Promoting the initiatives taken and/or funded by the European Commission in the field of digital tourism.

Promotion of e-leadership skills in Europe

The economy of the 21st century is increasingly demanding leaders with a T-shaped portfolio of skills, having expertise in new technologies and the development of suc-cessful and efficient organisations. They are of crucial importance for growth, innova-tion, competitiveness and job-creation in Europe. The Executive Agency for Small and Medium-sized Enterprises (EASME) has published a call for tenders concerning the “Promotion of e-leadership skills in Europe”.

The service contract will be part of the activities of the EU e-skills strategy. It aims at promoting e-leadership skills and providing Europe with a larger talent pool of highly-skilled entrepreneurs, managers and professionals. The goal is to further develop, promote and consolidate over the period 2015-2016 the existing activities in support of e-leadership skills. The deadline for submission of tenders is 18 March 2015.

The call for the 13th OPEN DAYS - European Week of Regions and Cities which is going to be held on 12-15 October 2015 in Brussels is now open. The event is an excellent oppor-tunity during which cities and regions show-case their capacity to create growth and jobs, implement European Union cohesion policy, and prove the importance of the local and re-gional level for good European governance.

The event’s this year topic is “Europe's regions and cit-ies: partners for investment and growth' 2015” and the events will be organised in the context of the following three priorities:

1. 'Modernising Europe': The regions in the energy Un-ion and the single digital market.

Fi-compass: a new advisory service on financial instruments

On 19 January 2015, the European Commission, in partnership with the European Investment Bank (EIB), launched fi-compass, a new advisory service on financial instruments under the European Structural and In-vestment Funds. It will form a key component of a "one stop shop" advi-

sory hub, to be launched in the summer as an important part of the EU Investment Plan

This platform will be an important enabler for Member States to make use of financial instruments under the Europe-an Structural and Investment Funds, as Cohesion policy will play a central part in reaching the objectives of the In-vestment Plan, in terms of strategic and fruitful investments, job creation and sustainable growth.

Open Days 2015 - European Week of Regions and Cities

The emphasis on economic transformation and on building interregional value chains calls for a new generation of cluster policy approaches. Clusters can be key delivery instruments for national and regional smart specialisation strategies, internal market, re-industrialisation and SME policy.

Within this context, DGs GROW and REGIO of the European Commission jointly organise an event enti-tled “GROW your REGIOn: Delivering Smart Specialisa-tion and Economic Transformation through Clusters” that will take place on 27-28 April 2015 in Brussels. Using interactive formats, this conference will provide a unique

opportunity for regional policy makers and clus-ter actors to share experiences on how smart specialisation strategies and clusters can help transform your region and drive growth.
