The Dictionary Project

The Republican Women of Henry Co. is once again looking for folks to sponsor the Dictionary Project. Ourgoal is get a dictionary into the hands of every public school 3rd grader in Henry Co. This is our 10th year witthis wonderful project and we are currently at 46% sponsorship. We need your help, and do the kids.

The dictionary contains more than words, it also has the Constitution, Bills of Rights, periodic table,multiplication table chart, sign language, braille, and the longest word in the English language (1909 letters).We tell the kids it's on their spelling test, always gets them to open the book. The book also contains

information on the Presidents, Countries and the solar system. It is litera

a wealth of information.

Rocky Creek 3rd grade

The Dictionary Project is becoming a legend of its own. The kids who havolder siblings have heard of it. They love the sign language and the longeword. The books are presented to each school along with an explanation what it contains and all donations are tax deductible. Sponsors are giventhe opportunity to attend and see for themselves what a difference a simbook makes.

Books are $2@ in a case of 24, which comes to $48 a case. Most schools

require 4 - 5 cases. Anything helps. Sponsoring one case, or 5 books brinus that much closer to getting this book into the hands of the kids. It is a worthwhile investment in their futuand yours.

No amount of spin or wordy explanation can justify this so-called Ethics bill.

A lobbyist spends 'other people's money, provides gifts and perks, makes a living out of it. Volunteers,citizens involved in peaceful assembly, social and/or activist organizations spend THEIR OWN Money toadvocate for or against legislation or positions held by legislators. NO LAW infringing or limiting orcontrolling these activities is acceptable.

This law is designed to hinder peaceful assembly, church groups, Tea Party, political parties - everyone!The fact that paid lobbyists are required to register and report their activities is strictly because of the grand corruption that follows their work. When you see the first unpaid, volunteer groups give or barter ortrade anything of value, then take action. Then and only then have they become lobbyists.

As Jeff Jones said,"Having to fill out a form IS registering. The purpose of this bill is to reduccitizens' involvement on issues with their representatives and get those citizens out of theway of the paid lobbyists. This is a Rockefeller Republican't bill. Just let it die."

Buzz Brockway, state representative from Lawrenceville, tried to explain and justify the measure.

Unfortunately there is a lot of inaccurate information going around about the lobbyist registrationprovision of HB142, the ethics reform bill the House passed yesterday. I explained it in my post opost on Peach Pundit this morning but here is another succinct explanation from my friend B.j. Pa

"First, neither you, nor Debbie Whelchel (or anyone for that matter) will need to register as alobbyist if you are just there at the capitol, no matter how many days.

Lobbying means advocating for, or against, a proposition. However, if you are merely expressingyour own opinion to any person--e.g. 'Rep. Pak, as a citizen, I ask you to please vote against HB142" -- you are exempted from lobbyist registration. See Lines 305-309.

IF you are representing an interest of another or a group (unpaid/volunteer) the 5 day limitationapplies in order for you to be exempt from registration. So for example, if a church member,representing the CATHOLIC CHURCH (not his or her own personal view) came to advocate (lobbyfor a pro-life bill on Catholic day, that person is exempt.

But if he or she is there for more than 5 days in a calendar year representing anyone other thanhim/herself, they will need to get a badge. AND, if that person doesn't make any "lobbyingexpenditures," he or she is also exempt from paying registration fees if they sign a statementsaying, "I am a volunteer, I received no compensation, and I do not plan on making lobbyingexpenditures" see Lines 275-290, AND need not file any reports! see Lines 473-476."

I'd urge everyone to please read the bill (linked below) and not listen to rumors spread around thCapitol or the internet.

In fact,no elected official who bends to the pressures of the Speaker in passage of a law

restricting or infringing on the right of Citizens to petition or otherwise participate in thelegislative process is worthy of the office they hold..

Ronnie Reagan said, "When you can't make them see the light, make them feel the heat." It is notacceptable for legislators to build a legal structure to protect themselves from citizens.

Cobb Countys Hen Proposal

The Cobb County commission voted 3-2 for the code change with Lee and Birrell opposed.Commissioners approved a code change that would allow property owners who want to have hens onfewer than two acres to apply for a variance with the countys Board of Zoning Appeals.

Just about all of the speakers at the meeting said they favored allowing hens on fewer than twoacres.

The votes were Bob Ott: Chickens, yes. Helen Goreham, Chickens, yes. Lisa Cupid: Chickens,yes. Tim Lee: Chickens, no. JoAnn Birrell: Chickens, no.

The commissioners actually voted to create a bureaucratic maze with huge costs. Asummary of what the amendment really means:

"The "Hen Proposal" is only a small wisp of mist in the wind. Commissioner Cupid, to mydelight, is on the right course. I understand Commissioner Ott has to negotiate choppy watersthus his long pre-apology before proceeding with presenting his amendments.

Under this amendment, unless I am incorrect, I will need to begin the process at a cost ofaround $1750 including the application fee of $150, the sign deposit of $100, the drawings ofmy proposed hen coop $300 and a lot survey $1200. EVEN THEN, evidently, anyone "in myarea" (not limited to my adjacent neighbors - who know and trust me) may be able to comeforward to object to my application and I would be out the above costs.

To put some perspective on this I can go today and purchase a male and female of any breeddog and start churning out puppies - no further permission or announcement required. By theway - once my application is approved I'll still have the approximately $1500 cost of buildingthe type of hen coop I want to have and the cost of the hens my wife has already picked outand the daily upkeep. A total investment of around $3250 to own 4 hens. Oh, and in 2 years, Ineed to renew my variance meaning any Mary or Joe in my vicinity who doesn't like the factI'm a Braves fan or drive a red car can protest my hens ...

At this rate if I put a value on any eggs I may end up with after the first year it would besomewhere around $2.50 each."

Henry County Code allows the following:

One (1) miniature pig which does not exceed one

hundred pounds in weight and one (1) miniature goatwhich does not exceed forty (40) pounds. Only one (1)miniature pig and/or one (1) miniature goat may belocated on any premises and/or property which is lessthan three (3) acres in size. Property exceeding three(3) acres in size may have more than one (1) suchanimal. A license is also required and must be obtainedfrom Henry County Animal Control Department.

County Code does not restrict owning and raising dogs, cats, hamsters, white mice, other caged birds(parrots, cockatoo, myna) even snakes!

Yet none of those pet owners can say My Pet Makes My Breakfast

I have discussed this matter with three commissioners and the chairman and the response has beenpositive. Since the verbiage of ordinances already in use around the state is readily available we do notexpect a great investment of time or resources by county staff. In fact we are happy to draft the changand submit them for review.

address the board and ask them to directstaff to review and update the ULDC.

In a previous mailing we provided ordinance citations from across the state listing specific requirements

and qualifications for raising chickens, which we hope to see expanded to other egg producing fowl. Agwe want to state that no commercial use or endeavor is sought. The sole purpose is to allow people toraise and produce their own food.

We propose the county code changes to specifically protect the right to grow food crops and raise smallanimals on private property so long as such crops and animals are used for human consumption by theoccupants, gardeners, or raisers and their households and not for commercial purposes.

We are seeking the ability to raise fowl (specifically chickens) in our residential backyard. Please contacyour district commissioner. Tell him that you support this update to Henry Countys Unified LandDevelopment Code (ULDC) and want him to vote in favor.
