The FPSC instituted this Quarterly

Newsletter to reflect a capsule of its activities and functions in fulfillment of its mandate. The prime responsibility of the Federal Public Service Commission is to carry out recruitments in the Federal Government in a fair, objective and transparent manner. This Newsletter helps to promote and realize those objectives.

The current focus of the Commission is not only to maintain its distinction of conducting the recruitment process in a transparent and fair manner, but to establish

the supremacy of merit and integrity in all recruitments. These objectives are like a mission for us and we consider these our guiding principle which, if pursued sincerely and earnestly, will carry our nation out of the woods. By recognizing “merit and excellence” we are doing a service to the nation.

Retirements/Left the Commission

After completing their three years tenure Syed Asif Shah and Mr. Suhail Safdar, relinquished the charge of office of Member FPSC on 8th January and 25th January 2012 respectively. The Commission enthusiastically appreciates their substantive inputs and commendable services rendered in the public interest for recruitment of quality human resource for public service.

Meeting of Inter Provincial Public Service Commissions held at Karachi 11th meeting of Inter Public Service Commissions was held on 11th February, 2012 at Karachi. The meeting was hosted by Sindh Public Service Commission and presided over by Former Justice Rana Bhagwandas, Chairman Federal Public Service Commission. Syed Irshad Ali Shah, Chairman Sindh Public Service Commission during his welcome address hoped that meeting will provide an occasion to discuss and deliberate issues being experienced by Public Service Commissions. Major General (Rtd) Ovais Mushtaq Qureshi, Member, FPSC informed the meeting that during detailed scrutiny of applications of candidates of Competitive Examination, it has been observed from documents of many candidates that their permanent addresses given in the application forms are different from their district of domicile. It creates confusion and the Commission has to write letters to the concerned Domicile issuing authority to verify its authenticity and genuineness. This process takes time, causing delay in the

recruitment process. He suggested to evolve a mechanism to overcome this situation. After threadbare discussion on the issue, a Committee headed by Maj. Gen (R) Ovais Mushtaq Qureshi, Member FPSC with following Member was constituted:- i. Mr. Muhammad Pervez Rathore, Member,

Fourteen (14) agenda items presented by other Provincial Public Service Commissions were also discussed and decisions were taken. It was also decided that next meeting of Inter-Public Service Commissions would be hosted by FPSC on 19th May, 2012 at Islamabad.

Commission held at Karachi CSS COMPETITIVE EXAMINATION UPDATES

i. Re-Allocation of Groups/ Services in Competitive Examination 2010

FPSC in terms of Rule 7(v) of CE.2010 disqualified Mrs Noorish Sabah Roll No. 6845 a candidate of CSS-2010, due to questionable domicile of Sindh (U). She filed writ petition in Islamabad High Court and Honourable Court set aside orders of FPSC. In

compliance with the orders of Honourable Court, her result was announced and she was declared finally qualified in the CSS-2010 with overall merit order of 162. According to her merit order and domicile, she was allocated to DMG against Sindh (U) quota. As there was no vacancy available in the allocated group, the Commission recommended that a fresh vacancy of DMG may be created to adjust Mrs Noorish Sabah by the Establishment Division or approval for deduction of one vacancy of DMG reserved for the CSS-2011 be accorded. The Establishment Division has conveyed approval of the Competent Authority to deduct one vacancy of DMG CSS-2011 of Sindh(U) quota to be allocated to the said candidate, as decided by the Court.

ii. CSS Competitive Examination 2011 Out of 13071 applicants, a total of 9062 candidates appeared in CSS Competitive Examination, 2011 and 882 qualified the written examination. The number increased to 883 after Commission’s decision to restore candidature of a candidate whose application form had a deficiency.

iii. Medical Examination

Directorate of Central Health Establishment Karachi scheduled Medical Examination of 883 candidates of CE.2011 for the Central Medical Board as per detail given below:-

CSS Competitive Examination 2012

Written part of Competitive Examination 2012 was conducted from 25-02-2012 to 10-03-2012 simultaneously at 21 cities. Out of 14335 registered candidates, 10066 candidates appeared in the Examination.

Centre-wise break-up of candidates is as under:

GENERAL RECRUITMENT FOR EX-CADRE POSITIONS

During the quarter January-March 2012, following activities were performed for recruitment against ex-cadre positions in various Ministries/ Divisions/ Departments:-

i. Advertisement

The FPSC advertised 76 posts in BS 16 and above which were requisitioned by various Ministries/ Divisions/ Departments during 1st quarter of 2012.

ii. Schemes and Syllabi for Professional Screening Tests

Test Schemes and Syllabi for 33 recruitment cases were finalized in consultation with concerned Ministries/ Divisions/ Departments and after

approval of the Commission, these were placed on FPSC website for guidance of the candidates.

iii. Conduct of Professional/Screening Tests

Professional/Screening Tests (Phase-I/2012) for ex-cadre posts in BS-16 to 19 were conducted from 21-02-2012 to 23-02-2012 at Islamabad, Karachi, Lahore, Peshawar, Quetta, Multan, Sukkur, D.I Khan and Gilgit. Out of 17905 applicants, 14371 candidates appeared in the tests.

iv. Interviews conducted by the Commission for Ex-Cadre Posts

During the quarter January-March 2012, the Commission conducted interviews of 200 short listed candidates against 107 posts and made recommendations for 66 posts in BS-16 to 19. Failure against 37 posts was reported and 4 posts were withdrawn by the concerned departments. Main causes of failure were reported non-qualification in interviews. v. Alternate Nominations

Occasionally, the principal nominees recommended by the Commission for different position(s) do not join for one reason or the other. The Commission on receipt of request from concerned Ministries/ Divisions/ Departments recommended 18 alternate nominees, who were next on merit in waiting list, for different recruitment cases.

I.T. Services

The Commission received 3057 applications in response to consolidated advertisements No. 9, 10, 11/2011 and 01, 02/2012 which were processed by I.T Wing. Admission certificates, attendance sheets and other required reports pertaining to 17905 candidates called for Professional/ Screening Test (Phase-I/2012) were generated during the 1st

quarter. 14335 applications received for C.E, 2012 were also processed for admission certificates, attendance lists, attendance sheets and other required reports for conduct of Competitive Examination 2012. Mark sheets of 1830 candidates who failed in written part of Competitive Examination, 2011 (Gilgit/ Baltistan) for the posts of Assistant Commissioner/Assistant Director were generated for dispatch to the candidates. Summary bio data of 278 candidates qualified in the said examination was compiled for conduct of interviews. In response to consolidated advertisement no. 1, 2, 3 of 2012, a total of 2439 applications were received online. IT Wing also issued acknowledgement to 34083 candidates through SMS on receipt of applications and intimation on schedule for tests/interviews etc.

Final Passing out Examinations after completing Specialized Training Programmes (STP) by Probationer Officers for different Groups/Services was conducted at FPSC HQs Islamabad. Details of examinations conducted during 1st quarter 2012 are as under:

Recruitment Rules

During Jan-March 2012, Commission approved 5 fresh and 11 revised cases of recruitment rules for various posts in Ministry of Defence, Ministry of Economic Affairs & Statistics, Ministry of Law, Justice & Parliamentary Affairs, Ministry of Interior, Planning & Development Division, Cabinet Division, Capital Administration & Development Division, Prime Minister’s Secretariat (Public) and Federal Board of Revenue, Islamabad.

Redressal of Grievances of Candidates

Candidates aggrieved by the Commissions’ decision have a right to make Representations/ Review Petitions to the Commission under Section 7(3) of the FPSC Ordinance 1977. Any candidate who is not satisfied with final decision of the Commission has the right to prefer an appeal in the High Court as per territorial jurisdiction of the Court. Appeals/Petitions mainly relate to matters of relevance of educational qualifications, experience and domicile etc. On 31st March 2012, a total of 236 such cases were pending in various Courts of Law. During the period Jan to March 2012, 22 new

cases have been instituted against the Commission while 07 cases were decided by various Courts of Law.

Appointments By Transfer

Mr. Zafar Nasrullah Khan, a BS-20 officer of DMG has assumed charge of the post of Director General (Administration), FPSC on 03.01.2012.

Appointments By Selection Miss Shehla Farouk was selected as Psychologist (BS-18). She assumed charge of the post of Psychologist on 26-03-2012.

Miss Kanwal Nawaz Janjua was selected as Assistant Director (BS-17). She assumed charge of the post of Assistant Director on 20-03-2012. Mr. Moazzam Abbas was selected as Assistant Director (BS-17). He assumed charge of the post of Assistant Director on 30.03.2012.

Upcoming Events for 2nd Quarter of 2012

Psychological Assessment and Viva Voce (Phase-II) of remaining written qualified candidates in CSS Competitive Examination, 2011 will continue during 2nd quarter of 2012.

Conduct of Professional/Screening Test Phase-II/2012 is scheduled from 6th May to 8th May, 2012.

12th meeting of Inter Public Service Commission is scheduled to be held on 19th May, 2012 at FPSC, Islamabad

Interview programmes for various Ex-Cadre posts is scheduled to be conducted at H/Qs and Provincial Offices of the Commission.

Vacancies of CSS-2011 have been received from Establishment Division and their distribution amongst the Provincial/ Regional/ Women/ Minorities quota will be carried out.

Announcement of final result of CSS-2011 is expected in June, 2012

Scrutiny/eligibility of the candidates appeared in CSS-2012 will be carried out.

Conduct of Final Passing Out Examinations for various Occupational Groups/Services after completing their Specialized Training Programme.
