THE PRESIDENT OF THE EUROPEAN CHESS UNION SILVIO

DANAILOV VISITED ARGENTINA AND URUGUAY

From 17th to 25th March, 2013 the President of the European Chess Union Silvio Danailov visited Argentina and Uruguay together with the former World Chess Champion Veselin Topalov.

The purpose of the visit was the collaboration and common projects between the ECU and Latin America and the promotion of the ECU Chess in School program.

In Uruguay they met with the Ministers of Education and Sport, Dr. Ricardo Erlich, Mrs. Lilian Kechichian and the Governor of the city of Montevideo Ana Olivera.

In Buenos Aires, Argentina, Mr. Danailov had meetings with the Governor of Buenos Aires Ing. Mauricio Macri, Minister of Sport of Argentina Claudio Moressi, Minister of Education of the City of Buenos Aires Mr.Esteban Bullrich, Minister of Culture of Buenos Aires Mr.Hernán Lombardi, Governor of Buenos Aires state Daniel Scioli.

In Latin America, there is a big interest regarding the Written Declaration 50/2011 of the European Parliament about the ECU project “Chess in school”.

During their visit, ECU President Silvio Danailov and GM Veselin Topalov were special guests in schools where children study chess as a subject in their curriculum.

GM MARK TSEITLIN AND WGM MARGARITA VOISKA ARE

THE NEW EUROPEAN SENIOR CHESS CHAMPIONS

GM Mark Tseitlin (ISR – ELO 2380) and WGM

Margarita Voiska (BUL – ELO 2289) are the new

European Senior Chess Champions.

They won the 13th European Individual Senior

Chess Championship which was held from 11-19

March, 2013 in Plovdiv.

In the men section the winner Mark Tseitlin finished with the final result of 7.5 points

out of maximum 9. The silver medal went to GM Evgeny Sveshnikov (LAT – ELO

2534), who finished with 7 points. GM Nikolai Pushkov (RUS – ELO 2352) came

third.

In the women section the winner WGM

Margarita Voiska finished with the final result

of 7 points out of maximum 9. WGM Galina

Strutinskaya (RUS – ELO 2313) was second

with 6.5 points, while WGM Tamar

Khmiadashvili (GEO – ELO 2148) won the

third place with 6 points.

One hundred and fifteen chess players in both sections took part in the competition

for the title. The European Senior Chess Championship was played in 9 rounds

according to the Swiss system with time control 40 moves in 90 minutes and 30

minutes to the end of the game + 30 seconds increment per move, starting from move

one.

The 13th European Individual Senior Chess Championship was officially opened by

the President of the European Chess Union, Silvio Danailov. The championship was

held under the high patronage of the Vice President of the Bulgarian Parliament,

Mrs. Menda Stoyanova, who made the first symbolic move in the game of legendary

Nona Gaprindashvili to start the tournament.

The Championship was organized by the European Chess Union and the Bulgarian

Chess Federation, with the kind help of the Bulgarian Ministry of physical education

and sports and the Municipality of Plovdiv.

The rapid section of the championship was held from 20th to 21st March, 2013. The

winners are GM Ivan Radulov (BUL) and WIM Ruzhka Genova (BUL).

The European Senior Rapid Chess Championship was also played in 9 rounds

according to the Swiss system. The time control was 25 minutes for the game of each

player with additional 10 seconds for each move.

DAN GOLUB WINS THE MOLDOVAN NATIONAL CHESS

CHAMPIONSHIP

Dan Golub (ELO 2277) won the Moldovan

National Chess Championship with the final

result of 8.5 points out of maximum 11 and

better tie-break than the second in the ranking

IM Ruslan Soltanici (ELO 2399). The bronze

medal was won by GM Vasile Sanduleac (ELO

2416), who scored 8 points.

The Moldovan Chess Championship was held from 10-20 March, 2013 in Kishinev.

Chief Arbiter of the tournament, organized by the Moldovan Chess Federation, was

S. Kharitonova.

In the women’s section, the winner was IM Svetlana Petrenko (ELO 2194), who

finished with the final result of 9 points out of maximum 11. Paula-Alexandra Gitu

(ELO 1844) was second with 8 points and better tie-break than the bronze winner

Olga Hincu (ELO 1928).

THE TEAM OF VIKING WINS THE SWEDISH ELITE LEAGUE

2012-2013

The team of Viking won the Swedish Elite League

2012-2013 with the final result of 16 match points.

The team of Limhamn won the second place with

15 points. The bronze medal went to LASK, who

finished the competition on a point distance from

the second in the ranking.

The Swedish Elite League was held from 5th

October, 2012 to 17th March, 2013.

Chief Arbiter of the competition, organized by the Swedish Chess Federation, was IA

Tapio Tikkanen.

SK SPARKASSE JENBACH WINS THE AUSTRIAN BUNDESLIGA

2012-2013

The team of SK Sparkasse Jenbach won the Austrian

Bundesliga 2012-2013 with the final result of 21 match

points. SK MPÖ Maria Saal was second with 16 match

points, and one point ahead from the third in the ranking –

SK Advisory Invest Baden.

The Austrian Bundesliga was held from 2nd November 2012 to 24th March, 2013 at

different sites - 2.-4.11.12 Hohenems, 17.-20.1.13 Graz, 21.-24.3.13 St.Veit/G. Chief

Arbiter of the competition, organized by the Austrian Chess Federation, was IS

GENERAL REGULATIONS

1. INVITATION

European Chess Union (ECU), Serbian Chess Federation and Vojvodina Chess Federation (technical

organiser) have the honour of inviting National Chess Federations and eligible players to the

European School Championship 2013 organised in Novi Sad, Serbia from 20th June (Arrival) to 28th

June (Departure)

2. PARTICIPATION – AGE LIMITS

2.1. Each National Federation or School Association or schools may enter an unlimited number of

players in each of the 12 age groups. In case that one girl group has less than 10 participants, it will be

merged with the same open age group category.

2.2. Entitled to participate are players (Boys & Girls) who shall not have reached the age:

Of 7, by 1st January 2013 (date of Birth – January 1st, 2006 and after) – Tournament Under 7;

Of 9, by 1st January 2013 (date of Birth – January 1st, 2004 and after) – Tournament Under 9;

Of 11, by 1st January 2013 (date of Birth– January 1st, 2002 and after) – Tournament Under 11;

Of 13, by 1st January 2013 (date of Birth – January 1st, 2000 and after) – Tournament Under 13;

Of 15, by 1st January 2013 (date of Birth – January 1st, 1998 and after) – Tournament Under 15;

Of 17, by 1st January 2013 (date of Birth – January 1st, 1996 and after) – Tournament Under 17;

Upon arrival, captains or players may be requested to present the passports of their players for

verification of age eligibility.

2.3. Accommodation and travel expenses will be covered by the participants, federations, schools and

their Sponsors. Delegations of players must be accompanied by at least one adult (chief, coach or

parent) who is taking care about the travel details.

3. ENTRY - FEES

3.1. Each participant must pay 30 EUR to the Organizing Committee as a registration fee.

3.2 ECU fee: In accordance with the ECU regulations an ECU entry fee of 20 EUR is required for each

player. Their National Federations must send this amount to the account of the European Chess

Union:

For participants who register through their School, the ECU entry fee must be paid before the start of

the second round either to their National Federation (proved by a receipt document) or to the

Organizing Committee in Novi Sad.

4. REGISTRATION AND TRAVEL CONDITIONS

4.1 Entry forms must be sent by the National Federations or the players and returned to the

Organizing Committee not later than Friday May 31th 2013. If the registration form is not forwarded

by the Federation a copy must be sent to the National Federation.

4.2 The complete registration form must include the surname/s, first name/s, FIDE ID number, FIDE

rating and passport number (for visa purpose only) of each player and each accompanying person. It

must also include the name and telephone/e-mail/fax number of the Delegation chief.

4.3 The cost of bus transportation from Belgrade airport (70 km) to the Tournament hotel with return

on the departure day is 40 EUR per person.

4.4 By the registration deadline on Friday May 31th 2013, the amount of 30 EUR (registration) + 50% of

the total accommodation cost + 40 EUR transportation cost (if required) must be transferred to the

bank account of the Organizing Committee for each participant or accompanying person. All bank

charges must be paid by the sender. The rest of payments must be made on arrival at the latest.

Delegations are advised to pay the total amount of their expenses through the bank account before

their arrival.

Bank details will be published until 15th March 2013 or sent with Proforma Invoice upon the request.

5. VENUE - ACCOMMODATION

5.1. Accommodation and board will be provided at Hotel “Novi Sad” (3 stars). Playing Hall is in the

elementary school “Mileva Maric Einstein” which is situated 150 meters from the hotel.

5.2. Every participant is obliged to lodge at the official hotels. Every accompanying person that

requests a visa from the Organizing Committee is obliged to lodge at the official hotels. Bookings are

made only through the Organizing Committee.

5.3. Hotel payments for all players and accompanying persons must be made in advance as described

6. RULES AND REGULATIONS

The ECU Tournament Rules shall be followed.

The tournament will be played according to the Swiss system in 9 rounds. National ratings will not be

taken into consideration for pairings. The time rate will be 90 minutes for the first 40 moves followed

by 30 minutes for the rest of the game with an addition of 30 seconds per move starting from move

one.

Zero-tolerance rule will be applied for each round. Players may only agree to a draw after the 40th

move has been made by Black. Players violating this rule will be forfeited. If a player is offered a draw

before the 40th move has been made by Black, he should call an arbiter. His opponent shall be

punished for distracting, according to the FIDE Laws of Chess.

TEAM STANDING

National Federation or School Association or schools can register a team consisting of 4 or more

players, regardless of whether they are boys or girls or which category they play in.

Entry fee is 10 € per team member.

The standing is determined on the final number of points won by 4 most successful players of the

team at the individual championship. In case of a tie, the ranking of the best player shall decide, then

the second one and so on.

The first three teams will win trophies and all their players will be awarded medals.

9. VISA INFORMATION

Teams or players needing visas are requested to contact the Organizing Committee before May 1st

2013 and apply on time to Serbian Authorities. The Organizing Committee will provide invitations

for visas only after the necessary payments. The O.C has no responsibility for late or incomplete

applications.

GENERAL REGULATIONS

1.Invitation

The Montenegro Chess Federation (hereinafter organizer) and the European Chess Union have the

honor to invite all European Chess Federations affiliated to FIDE and ECU to participate in the

EUROPEAN YOUTH CHESS CHAMPIONSHIP organized in Budva, Montenegro from 28th

September (arrival) to 9th October (departure) 2013.

2. Participation

2.1. Each federation can register one (1) player in each of the categories - under 8, 10, 12, 14, 16 and 18

(boys and girls), with the maximum number of twelve (12) players (“invited players”).

2.2. The players placed 1-3 in the previous European Youth Chess Championship will have the

personal right to participate in the tournament in the corresponding age-category or a higher age-

January 1st 2013.

This privilege may be exercised once, exclusively in the subsequent year following the year of the

qualification.

2.3. In order to ensure proper tournament standards, all invited players and extra players have to

register through their national federations before 25 August 2013 (registration deadline). The entry

form should be filled in by the national federation on the official website of the championship.

2.4. Each federation can register an unlimited number of extra players.

2.5. According to the ECU Rules (Article 14.5.1) for youth tournaments the players are obliged to stay

in one of the official hotels.

Access to playing areas and hotel will be allowed only to people accredited by the organiser.

NOTICE: Taking into consideration the fact that the tournament will be played in a sports hall,

presence in the audience during the game is allowed only to persons with official accreditation.

3. Fees

3.1. In accordance with the ECU regulations, the entry fee of 65 EUR is required for each invited player

and player with a personal right; and 130 EUR for each extra player (those who play as “open”

participants).

3.2. According to the ECU regulations, federations are obliged to make the payment of the ECU fee

until the end of the second round.

3.3. The organizational fee of 80 EUR for covering part of accommodation expenses, required for each

invited player and player with a personal right must be paid until August 25, 2013.

4. Registration

4.1 Information about the payment and registration will be published on the championship’s website

by April 15. The entry form must be filled in by the national federation on the official website of the

championship not later than August 25, 2013. This date is the registration deadline. After that,

federations will not be able to register or modify any registrations. After this date all the registrations

have to be confirmed by the organizer and the ECU.

4.2. Players will not be paired until all their registration details are filled in.

5. Travel details

5.1 Travel expenses for transfers must be paid by all participants as follows:

a) Tivat airport – Budva (20 km) , price 20 Euro, two ways

b) Podgorica airport – Budva, (65 km) price 50 Euro, two ways.

Upon the request, the organizer may provide transfer from Cilipi (Dubrovnik-Croatia) airport and Bar

port &railway station.

5.2 These transport services will be available on September 28, 2013 (arrival) and on October 9, 2013

(departure). If it is necessary, the organizer can accept special requests of Federations.

5.3 Players who make private transport arrangements and clearly indicate this in the registration form

will be fully responsible for any problems they experience during arrival or departure.

6. Payment

6.2 After the entry form has been filled in on the official website of the championship by the national

federation, Proforma invoices for bank payments will be attached in the federation's web control

panels for every approved participant. Proforma invoice will contain all the necessary details for the

bank payment.

6.3. All bank commissions must be paid by a sender. In case they are not paid, the organiser will

provide an invoice which must be paid before the start of the championship.

7. Accommodation and meals

7.1 Accommodation will be provided on the full board basis in tourist place “Slovenska Plaza” (900

rooms) in Budva per person for the period 28.09-09.10 as follows:

Special offers regarding accommodation for the participants will be available on the official website of

the tournament.

Considering that the number of both category rooms is limited, the reservation will be done on the

'first come, first served' basis.

7.2 Free accommodation and full board will be provided for invited players and players with personal

rights from August 28, (dinner) to October 9 (lunch).

7.3. Chiefs of delegations will have the following discount (regardless of the hotel and room type)

- 25%, if there are at least 15 players participating from their federation

- 50%, if there are at least 25 players participating from their federation

- free accommodation with full board, if there are at least 40 players participating from their

federation.

7.4 The organizer will accept requests for early arrival or late departure at the prices stated above.

Representatives of federations who are not present at the delegates meeting will not be paired

according to the decision of the ECU Board.

10. Rules and regulations

The ECU Tournament Rules shall be followed.

The tournament will be played according to the Swiss system in 9 rounds. National ratings will not be

taken into consideration for pairings. The time rate will be 90 minutes for the first 40 moves followed

by 30 minutes for the rest of the game with an addition of 30 seconds per move starting from move

one.

Zero-tolerance rule will be applied for each round.

Players may only agree to a draw after the 40th move has been made by Black. Players violating this

rule will be forfeited. If a player is offered a draw before the 40th move has been made by Black, he

should call an arbiter. His opponent shall be punished for distracting, according to the FIDE Laws of

Chess.

11. Arbiters and Appeals committee

The names of the Chief Arbiter and members of the Appeals committee will be published not later

than May 1, 2013.

12. Information

The tournament bulletin will be available on the website for all interested persons free of charge.

13. Information about visas

The federations, players and accompanying people needing visa are requested to contact the organizer

until August 1, 2013.

14. Prizes

14.1 The first three players of each group will be awarded with medals. The first five will be awarded

with trophies.
