The CLYMA project marks its progress with the 1st edition of its newsletter

It is my pleasure to welcome you to this first edition of our newsletter. As
the project advances towards its completion next year, this newsletter
will serve as a medium for us to communicate the project’s progress and
results to you, as our partners and members of the Stakeholder’s Forum,
and keep you in the “loop” on the upcoming developments.
The newsletter will be compiled by the Project Office; however any/all
contributions from you are welcome. We would also love to be able to
use this publication as a means to share Your news with the rest of us.
The main objectives of the Action are to develop an efficient intermodal
managerial structure for the Axis as a pilot system for the whole Corridor;
to develop the “green corridor” concept in the Lyon – Madrid Axis as a
pilot system scalable to the whole Corridor; to identify the main
bottlenecks on the corridor and to propose solutions to these
bottlenecks; to develop an analysis of supply and demand on the Axis; to
develop a strategic plan for the ICT integration among the Axis agents
and administrations in order; to facilitate the coordination and execution
of intermodal activities and to develop an efficient promotion of the Axis
as a section of the Mediterranean Corridor.
I hope that the information contained herein will provide you with a
general update on the progress of the CLYMA project.

Draft demand study on the CLYMA project prepared
One of the objectives of CLYMA is to identify the current flows of goods on the Lyon-Madrid
section of the Mediterranean Corridor, and to analyze the expected evolution of these flows.
To this end, during the development of the demand study, two essential points had been taken
into consideration: the increase in the demand in future years and modal transfers from road to
more sustainable modes.
The CLYMA team initially analysed the current volumes exchanged among the different
territories by the different transport modes have been analysed. Similarly the minimal
requirements for modal shift were researched. Today the modal shift is not taking place mainly
as the rail alternative offers services below the minimal requirements and expectations of its
potential users. The chances to opt for a modal change depend on different factors and to have
an unbiased analysis the total traffic volumes need to be split by product categories.
In the Mediterranean corridor, a significant demand of transportation comprises refrigerated or
temperature-controlled cargo - which is sensitive to transit time and guaranteed delivery
schedules. Currently this transport is done almost exclusively by road. As soon as rail is able to
offer adequate solution to refrigerated multimodal units, very significant traffic could be
shifted from road, increasing the demand of rail.
In future years, assuming that from 2015 rail will meet the minimum requirements for a modal
shift, and assuming an annual increase of 3%, a generally accepted rate, it was possible to
estimate the volumes expected by 2020 and 2030.

The Corridor Coordinator visits the Port of Barcelona to analyse connection problems On 7 April, the European coordinator of
the Mediterranean Corridor, Mr. Laurens
Jan Brinkhorst with his advice in DG Move,
Mr. Günter Ettl, visited the Port of
Barcelona. They were received by the
President of the entity, the head of port
strategy, the CLYMA project manager and
the port infrastructure managers. They
informed Mr. Brinkhost about the port’s
TEN-T projects, CLYMA project objectives
and first results and the problems on the
Spanish side of the Lyon-Madrid section,
especially the crossbordering difficulties
and the lower than expected use of the Le
Perthus connection with France. Then they
visited the port and the rail facilities of
BEST terminal, which was financed with
European funds.
New Rail Motorway service Calais – Le Boulou VIIA announced the launch of a new line of
a Rail Motorway between Calais and Le
Boulou that will start operating during the
second semester of 2015. This new line
aims to encourage modal shift of freight
transport between the UK, the Nord-Pas
de Calais region and the north-east of
Spain, currently a particularly jammed
route.
The platform of Calais is located inside the
Port of Calais. The roro-rail is a very
interesting development which will permit
the transport of trailers from Spain to UK,
crossing France, without using tractors or
consuming any fuel.
A preliminary report on border issues completed
A report on the analysis of the border issues that occur in intra-European transport between
France and Spain is now available online. The report summarizes the findings from the 1st
Activity of the Project (Analysis of the current situation on the Lyon – Madrid Axis), paving the
way towards the 2nd stage of the project and the development of an intermodal corridor.

CLYMA presented at international logistics fairs This spring the CLYMA Project has been
actively promoted by the Project office, the
Project Coordinator and the partners.
Between the 3rd and the 5th of June the
project was presented at the SIL
International Logistics Exhibition in
Barcelona, Spain (In the exhibition stands
of the ports of Barcelona and Tarragona,
MP2, VIIA the Escola Europea de Short Sea
Shipping. A presentation was also given by
the Port of Barcelona on the 4th of June.
In April 2014 representatives of the
CLYMA project promoted the initiative at
the International Week of Transport and
Logistics (SITL), held between the 1st and
the 4th of April 2014 in Paris, and the
LogisExpo, held between the 1st and the
3rd of April 2014 in Zaragoza.

Database on documents and projects active in the Corridor is prepared Under the CLYMA Project a database has been created containing documents and projects
currently relevant to the Corridor. The database will serve as a reference point, open for any
additions and alterations by the partners, so that they can add any documents / projects /
studies. It is accessible from the CLYMA website, on the private section.

CLYMA praised in Perpignan The start of the year marked the first meeting of the CLYMA project’s Stakeholder’s Forum. On
the 24th of January the members of the initiative met in Perpignan to coordinate the studies to
be made in this section of the railway axis. The Vice-president of the Conseil Général des
Pyrénées-Orientales, Jean-Louis Chambom pointed out during the meeting that the
Mediterranean Corridor infrastructure is essential for the economic development around the
central and the Mediterranean parts of Spain, and the southern and central France. The Catalan
Minister of Planning and Sustainability Santi Vila stressed the need for a comprehensive
management of the Mediterranean Corridor that goes beyond investing in their own
infrastructures.
The event marked the beginning of the studies and works to be undertaken in the promotion of
the Lyon-Madrid section of the Mediterranean Corridor. It brought together more than 220
representatives, including key stakeholders from the transport industry of southern Europe, in
addition to French, Spanish and Catalan authorities, senior officials of the Directorate General
for Mobility and Transport of the European Union (DG Move), and members of the university
sector.
During the event the Stakeholders´ Forum was created – a body that will review the studies and
proposals that will be developed under the framework of CLYMA.
