David was invited by Citizens Association Legal Counsel Stephen Jacobs (Steve's wife Sherry is a Board member of the Cultural Council). He noted his organization's Mission Statement "Fulfilling the need for arts and cultural experiences in Palm Beach County. Champion, Engage, Grow." The Council is at the epicenter of Palm Beach County arts and culture. They interface with artists and per- formers, educators and students, cultural organizations, visitors, vacationers, and with Cultural Council mem- bers and donors( it is a private, nonprofit organization). They are located at 601 Lake Avenue in Lake Worth (561-471-2901) Several suggestions were reviewed, and future discussions are planned. Stay tuned! Chief of Police Nicholas Caristo noted it is critical for our concerned citizens to contact at least one of the State Senators on each subcommittee to express support”. Were working with Mayor Coniglio to change the pre-emptive laws for single-use plastic bags in local municipalities. Note the prohibition of plastic straws and stirrers goes into effect on 12/12/19. They requested a presentation and an opportunity to discuss expectations for the approved plan. WHG will be making their report, which includes sea level rise, and will be requesting input from both the Town Council and the public at the Dec. Council meeting. Citizensattended the meet- ing and will review the recommendations and develop a statement that is in the best interest of our membership. PALM BEACH CULTURAL COUNCIL'S CEO AND PRESIDENT SPOKE WITH DIRECTORS

“WHERE HAVE ALL THE SONGBIRDS GONE?” Kirk Blouin, Town Manager, has passed along a YouTube link for an edited, 30-minute version of the event your organizations co-sponsored with the Town last February, Where have all the Songbirds Gone? Mr. Blouin thanked the co-sponsors from the Citizens’ Association, the Palm Beach Civic Association, and the Palm Beach Preservation Organization for joining the Town of Palm Beach by sponsoring a very well-attended discussion and for joining with the Town again to co-sponsor Part 2 of the Songbirds series on Monday, Feb. 3, 2020, at the Town Hall at 2 PM (more details forthcoming). Town Manager Blouin stated the Town is grateful to Palm Beach resident, Bill Metzger, Chairman of the Palm Beach Film Institute, who was the videographer at the event, and the students he worked with at G-Star School of the Arts in Palm Beach County who created the 29-minute video of our 2+ hour event. He also thanked two Palm Beach families who generously underwrote the speakers’ costs and the reception: Susanne and Douglas Durst and Linda and Keith Beaty. The Town Plans to post the Songbirds YouTube link on its website for interested residents to download and enjoy. SHORE PROTECTION UPDATE By: Rob Weber, Coastal Program Manager

It’s that time of the year again. Cold temperatures, warm blankets, and hot cocoa. Those adjectives are not what describe the winter season for the Town of Palm Beach. Here, it is sun, surf, and (new) sand. The winter season is the time of the year when the sea turtles have vacated the beach leaving the Town with an ability to

add more sand. This winter, the Town is looking to restore storm protection along several miles of shoreline. The Corps of Engineers is currently cleaning out the inlet for navigation and placing all the sand on the beach at the north end at no cost to the Town. Next up, the Corps will be constructing the Mid-Town project with the Town in early 2020 at a 50:50 cost share. To further save the Town money, the Corps’ contractor will place sand in the south end of Town once Mid-Town is complete so that the Town does not need to pay a contractor to come to us. Essentially, one project follows another. From Sloan’s Curve to the southern Town limits, and continuing through the Town of South Palm Beach, beach and dune restoration is scheduled. The sand will come from an offshore source. Ships, bulldozers, dump trucks, and a lot of pipe will be occupying our beaches in the coming months to put back all the sand lost from hurricanes Matthew, Irma, and nor’easters. There is a lot of work to do and it must be done before the turtles come back. The latest that the Town is permitted to work on the beach is the end of April. If the work is not completed in time, these sand placement efforts and any dune plant-ings would need to resume when the turtles leave the beaches again next November.

UNDERGROUNDING PROJECT UPDATE By: Steve Stern, Underground Project Manager

Phase 1 South (as of November 26th) there remain 3 of 55 condominium buildings pending FPL conversion

from overhead to the underground system. These remaining locations will be converted in December. Ibis

Isle is 100% complete. Pole removal activities will begin after the 3 remaining conversions are complete.

Phase 2 South beginning north of Sloan’s Curve is now transitioning to start of construction. Property owners

MORTON & BABARA MANDEL RECREATION CENTER

A ceremony was held on 12/6/19 for the grand re-opening of the Recreation Center. This re-opening is an exemplary public-private partnership between the Town of Palm Beach, the Mandel Family Foundation, and the Friends of Recreation. Each entity contributed one-third of the total cost. The event began with the presentation of our Colors by students from the PB Day Academy and PB Public Schools. Mrs. Carolyn Stone, Director of Business, introduced speakers...Honorable Mayor Gail Coniglio, and the Friends of Recreation Mr. Matthew Smith and Michael Ainslie. The Mandel Family Foundation was represented by Mrs. Stacy Mandel Palagye who noted that her parents would be so proud of what was accomplished. All of the Town Coun-cil Members, Senior staff and staff of the Rec Center were in attendance. The approximately 17,000 sq. ft. facility includes a field-house (gymnasium), after-school room, fitness center, multi-purpose rooms, snack bar/cafe, game room, lobby and Administrative offices. The project also includes a renovated tennis pro-shop and viewing pavilion, larger playground and an updated multi-purpose playing field with smart irrigation. As stated by the Rec Center’s program “Today’s ribbon-cutting marks the start of a new era of health wellness, and fitness in Palm Beach.
