The Parkland College’s Trades and Technology center is coming soon, and evidence is in the heavy construction work currently happening on Dracup Ave. To com-memorate the event, the college held an official sod turning ceremony. Dr. Fay Myers, President of the Parkland College, says that it’s exciting to see the ground moving on the site, knowing it’s going to happen and going to open in September 2015. The 29,000 sq. ft. facil-ity will have a 10,000 sq. ft. trades shop, a power engineering lab, six classrooms, a science lab, tutoring and small seminar rooms. The trade shop will offer a number of trades, Myers says, including welding and multiple mechanical trades. Rob Norris, Minister for Advanced Education, says that the facility is an example of the Government of Saskatchewan’s commit-ment to post-secondary education in the prov-ince. “It marks a further investment in Yorkton and the surrounding area, but most impor-tantly in our students and their families, to
stay, study and work here in the Yorkton region and meet a very robust labor market.” Norris says that the community support for the project made it easy
for the provincial gov-ernment to get behind the project with a $10 million commitment. He says that the college has set a new model for com-munity involvement and
gaining support from the city and corporate part-ners. He also says there needs to be more capaci-ty for trades education in the community, and
that the Parkland College’s focus on trades is something that is needed for students and businesses. “It’s vital for today and increasingly important
for tomorrow.” Myers concludes by saying the college would like to thank supporters for making the new facil-ity possible through the capital campaign.

TD Economics reports that more than 500,000 Canadians spend signif-icant periods of time in the United States. These individuals may be unaware that a Canadian can be deemed a U.S. person and subject to U.S. tax filing require-ments if holding certain investment vehicles. The definition of a U.S. person is quite broad. It generally includes U.S. citizens and residents, U.S. green card holders, any-one with a substantial connection to the U.S. and certain entities organized in the U.S. The Internal Revenue Service (IRS) says any-one deemed to be a U.S. person holding certain investment vehicles is subject to Passive Foreign Investment Company (PFIC) rules. A PFIC is a non-U.S.
corporation that has either 75 per cent or more of its gross income consisting of passive income or 50 per cent or more of the fair market value of its assets con-sisting of assets that produce passive income. According to an IRS directive, this means the majority of Canadian mutual funds and exchange-traded funds (ETFs) are PFICs. In some instances, certain public companies such as REITs are considered to be PFICs. PwC notes that PFIC rules are designed to prevent taxpayers from deferring tax on passive income earned through foreign corporations or converting this income into capital gains taxed at preferential rates. There is much debate whether Canadian funds belong in that category.
The Investment Funds Institute of Canada (IFIC) argues there is sufficient similarity between the tax treat-ment of mutual funds in Canada and the U.S. to support the exclusion of Canadian mutual funds from the PFIC rules. They have made a sub-mission to U.S. congress to exclude Canadian mutual funds from PFIC rules; however, there is yet to be any change. U.S. persons who hold PFICs have three options regarding taxa-
tion. The default taxa-tion method (Excess Distribution) is the most onerous. Generally speaking, gains and dis-tributions are fully taxed as income. Also, amounts allocated to the previous three years are subject to U.S. tax at the high-est marginal rate and subject to deemed inter-est charges. However, there are two alternative elections that U.S. persons can make. One is the Mark-to-Market election, which requires investors
to report all distribu-tions as ordinary income and recognize all increases/decreases to the value of the invest-ment as a gain/loss on their holdings, even if they were not disposed of. The preferred election for most investors is the Qualified Electing Fund (QEF), which requires investors to report their pro-rata share of the fund’s earned income and capital gains for U.S. tax purposes. This means that distributions or gains from sale would be taxed in a similar fashion to how mutual funds in the U.S. are normally taxed. Some mutual fund companies are supply-ing tax-reporting infor-mation to help U.S. per-sons make the QEF elec-tion, and investors should ask their fund
companies for the neces-sary data. For example, Fidelity Investments provides a PFIC Annual Information Statement. On the ETF front, Purpose Investments is also helping investors comply with PFIC rules. PFIC filing rules are exceedingly complex and non-compliance can bring costly consequenc-es. Investors should seek advice from a qualified U.S. tax expert. Canada’s Federal Ag-riculture Minister Gerry Ritz and Saskatchewan Agriculture Minister Lyle Stewart recently an-nounced improvements to the Farm Stewardship Program. The program provides support for pro-ducers to adopt benefi cial management practices that maintain or improve the quality of soil, water, air or biodiversity re-sources. “Farmers and producers have always been excel-lent stewards of our land, air and water resources,” says Ritz. “The changes being made to this pro-gram will enable them to continue producing high-quality agricultural prod-ucts in a way that is both environmentally respon-sible and sustainable in the long term.” “The Farm Stewardship Program recognizes that good environmental prac-tices and a successful ag-riculture sector go hand-in-hand,” Stewart adds. “Saskatchewan producers continue to be leaders in environmental steward-ship and these improve-ments will help the indus-try continue to grow.” The Farm Stewardship Program, with an annual
budget of $4.6 million, pro-vides eligible Saskatche-wan producers assistance to implement practices that ensure the long-term health and sustainability of their operations, posi-tively impact economic and environmental viabil-ity and minimize negative impacts and risk to the environment. New benefi cial man-agement practices added to the Farm Stewardship Program will increase fo-cus on important areas such as precision farming and land management. These include:Riparian area grazing management and fencing: funding 50 per cent of eli-gible costs (fencing and la-bour to establish riparian area grazing paddocks) to a maximum rebate of $5,000. Used oil, fi lter and fl uid storage: funding 50 per cent of eligible costs (engi-neering and construction of berm and pad for stor-age area) to a maximum rebate of $3,000. Variable rate irrigation technology: funding 30 per cent of eligible costs (equipment to enable variable rate irrigation) to a maximum rebate of $15,000.
Variable rate mapping: funding 30 per cent of eligible costs (consulting fees to create zone maps for variable rate fertil-izer and/or variable rate irrigation application) to a maximum rebate of $2,000. Funding for the Farm Stewardship Program is provided under the fed-eral-provincial Growing Forward 2 framework, which will see govern-ment invest $388 million in Saskatchewan on stra-tegic initiatives.
Ed, my neighbor next door, was impressed to find out that we will be off to British Columbia for a two week holiday. Being a hunter Ed likes the idea of a mountain wilderness teeming with elk, moose and deer waiting to challenge the hunters who come after them there. He can also visualize in his mind’s eye the thrill of catching huge salmon that he can brag about for years. Ed is eager for us to visit BC. He is also eager for us to buy property there, so he can visit us and go hunting. Ed has family scattered around Alberta, but no family in British Columbia. I told Ed that the trou-ble with moving is that you never know what kind of neighbor you might get beside you. Ed confirmed that new neighbors are a possible hazard when you move, as some neighbors, are like sandpaper, who can rub you the wrong way. In fact, Ed added that some folks are rough to take no matter where you are. He doesn’t believe in travelling far or moving, because at least you know the per-sons you are dealing with when you stay close to home. Ed says that you may as well deal with the devil you know as go somewhere new and tangle with a new one. I told Ed we will be visiting Chilliwack, Abbotsford and Nanaimo BC, and that I wasn’t sure they would be good places for hunters. Ed was disgusted as he said that all the places I men-tioned were too close to the city of Vancouver. There is another prob-lem with Nanaimo, according to Ed, and that is that you have to take a ferry to get to it on Vancouver Island. Ed said that I just didn’t understand how confin-ing and suffocating it can be to live on an island. I told Ed that there are problems to living anywhere. Life is best wherever you are if
you have people that you love. Our one daughter and her family will be meeting us in BC, and mountains, rivers, islands, cities, etc. will all be second place to being with our family. Distance separates us from our daughter and her family in Washington State, but getting togeth-er only makes our love for each other sweeter. Ed is doubtful about the importance of love. He claims he has lots of family that he would really love not to see. He believes that anyone can love family you seldom see. The more often you see your family, and are with them, the less like-ly you are to be sweet on them. He says that some family members can be irritating after two min-utes, others after two days, and two weeks can mean they rubbed away any liking you ever had for them. We can find it hard to love our family members at times. I also know that there are times
when I’m downright unlovable myself. No one is lovable all the time except God, who is love. He loves the unlov-able. In love, he sent his Son Jesus Christ to save sinners. You cannot earn God’s love he gives his love in Jesus to anyone who will receive it. His love is truly amazing because it’s limitless.

The Sunrise Cycling Club – Yorkton’s recreational bicycle club – members have begun their weekly Wednesday evening rides. Club President, Terry Ross, invites anyone who wishes to join the club to join in. “We just ask that every rider wear a helmet. We meet at the Public Library and ride approximately 10-20 kms an evening and increase the distance as the season goes along. We ride to the par-ticipants abilities and no one is left behind. We would ask that everyone that comes out to the rides has a bike in good repair and that they abide by the rules of the road and group riding.” Along with the Wednesday evening recreational rides, plans for weekend rides and some overnight bike camping trips are also in the works. In addition, the cycle club wants to expand its membership to riders who wish to train for distance and time. “We also plan to host bike mainte-nance clinics and attend the local Public Bike Rodeo hosted by the RCMP on May 17.” The Club has several loaner bikes that are lent out to interested club members to try. “Most people buy a Mountain Bike style bike for comfort more than speed and they are great for most riding in around town. But once they experience a road bike, they can feel the ease in
which they roll and how light they are to handle making riding any distance easi-er on pavement than the knobby tires on a mountain bike. “We want new riders to have a good experience and providing a bike in excel-lent condition can give them that. The club does a lot of highway miles during the season but we do also plan mountain bike rides in and around the local parks. The Good Spirit Provincial Park has approximately 20 kms of excellent moun-tain bike trials as well as Duck Mountain and Lake of the Prairies.” Riders of any skill or style of bike are welcome to join the weekly rides and then participate in any of the other rides that are planned as the season goes. “We are a pretty casual bunch and as the spirit moves us is how plan for the other excursions we ride,” says Ross, “we just want to see cycling in Yorkton expand and become a common means for transportation and pleasure.” Long time club member Anne Stupak adds, “there are a lot of people who state that they work all day and have no energy left to get on the bike and ride crazy distances but there has never been anyone that has ridden with us that has not come back energized and glad to have come along, yes maybe tired and even a bit butt sore but the joy of doing the rides just seems to make it okay and they’re geared up for the next ride!” For more information contact [email protected] or saskcycle.ca

IT’S GARDEN SEASON! – What better way to head into gardening sea-son than with a tour of a top notch greenhouse? After a harsh, cold winter local horticulturists were excited to view the greenhouses of Kangro Gardening, taking in the sights of spring and the tastes of summer. The tomato greenhouse was the first to impress these avid gardeners. Eight hundered plants all standing about five feet tall and bearing the first fruits of the season, from beef steak tomatoes to grape and cherry tomatoes. Several questions arose as to the variety and how Bob and Brendon Purton get them to grow like they do. “It’s an amazing sight to come into at this time of year!” From the tomato greenhouse into the lettuce and cucumber greenhouse where row on row the lettuce is grown and the mini cucumber plants stand 6’ tall laden with flowers and cucumbers. Along with the Swiss Chard, Kale and radishes this all keeps the two garden-ers busy picking and packing on a daily basis. The next greenhouse hosts the larg-er Jade and sweet slice cucumber variety as well as peppers. The fourth greenhouse was the most awe inspiring of all. The flower baskets were a blaze with color and just about ready for market along with several thousand cabbage plants ready to plant in the garden. The father and son team
of Bob and Brendon have their work cut out for them and only fellow gardeners can appreciate the work that goes into tending, water and monitoring the grow-ing conditions as the visiting Horticultural club can. Now into the 13th year of producing fresh vegetables for the local markets Bob Purton was very happy to wel-come his son Brendon to join the busi-ness three years ago. “We work well together and with Brendon, Kangro Gardening plans to meet their ever growing market and demand for pesticide and herbicide free produce. We are proud of what we grow and we know that when people try our vegetables, that they will taste the difference.” Produce is picked fresh daily, packaged and taken to market. Kangro Gardening supplies the Yorkton Farmers Market, the Regina Farmers Market as well as the Fort Qu’Appelle market during the summer. “There are times we simply can’t keep up with the demand,” Purton states. The recent tour ended with com-ments such as, “Wow this was really worth seeing, I can’t believe how much work that needs to be done! are the hottest ticket these days. There are more sold-out events across North America than ever before and fans are salivating for lineup releases months after pre-buying their pass-es.
Canada is offering up some major festivals on home turf this year, includ-ing Osheaga in Montreal, Pemberton Music Festival in B.C., and VELD and Boots and Hearts in Ontario. Whether you’re a little bit country or a little bit rock ’n roll (or a little bit EDM), good planning is essential for what should be an amazing weekend with friends and family. Consider some of these tips when heading out:
Pick a Good Crew: A solid group of people can make or break your festival experience, especially if you are camping. Be sure to choose the people that will keep you laughing on a long road trip and late nights around the tent. The constantly-fighting couple or the flakey friend are probably going to have you more annoyed than relaxed. Make sure everyone is on the same page and brings their own toilet paper.
Read the Fine Print: Most festivals have strict regulations on driving, parking, camping, etc. Know exactly where you are going to park, how many people to a camping site, what you can bring to
the site and the festival and what everything costs. Festival-goers are pretty helpful to each other too, so check the event Facebook page to see if other attendees have posted any useful tips to navigate the weekend.
Discover the Music: One of the best parts of a festival is being exposed to a plethora of new bands you’ve never heard of. Do some recon’ before head-ing out and get to know some of the unknowns on the bill. And on the drive up, explore your SiriusXM satellite radio to hear the latest buzz bands before seeing them live. Channels like Sirius XMU, Iceberg, AltNation and The Verge play all the newest indie rock, while The Highway will keep you up to speed with the hottest in country.
BPM, Shade 45 and Hip Hop Nation have you cov-ered for EDM, Hip-Hop and Rap. And if you ignored the first tip about choosing a good group, what better excuse is there to not have to talk during the drive?
Tech is Your Best Friend (or Worst Enemy): Plan on not having cell phone service. Plan on not having anywhere to charge your phone. Plan on get-ting lost from your group. When you wander off to get some tacos and your friends head to the cooling station, make sure to set a designated meeting spot so you can always be reunit-ed, even without texting. If you do have service, your phone will die at some point. Probably at the exact moment that James Franco is standing beside you in
the dance tent or Toby Keith lets your daughter try on his hat. So your Instagram followers don’t have to go without, bring a power stick to cordlessly charge your phone any-where. Also, make sure to download the Festival app ahead of time to seamlessly organize your lineup for the day and follow the fest on Twitter for real-time giveaways on the grounds.
Most importantly, have fun and be respectful to everyone around you. It’s bound to get sweaty, some-one will accidentally push you and not apologize, and lineups will frustrate you. Just don’t forget the real reason you’ve all gathered: to enjoy amazing music with your loved ones in the great Canadian outdoors.

Coming up with weeknight dinner inspiration can be tough. With every-one’s busy schedules, putting a sim-ple, tasty meal on the table that the whole family will enjoy night after night requires some advance thought and planning.
Natalie Richard, Montreal-based author, foodie and mom, has some great tips to help with life’s dinner SOS moments that will make plan-ning a bit easier and much more fun.
• Seek inspiration – With so many great sources for quick, simple and delicious recipe ideas. Perusing Pinterest for recipe inspiration is a great start, seeking out boards that specifically cater to quick and tasty recipe ideas, such as ones from Barilla Canada.
• Make meal planning fun – Create a fun menu planning board that gets the whole family involved. Whether on a chalk board, cork board or white board, visually laying out your meal ideas for the week can make the act of meal planning a bit more fun and creative.
• Leftovers are your friend – When
creating a meal, be sure to cook with larger quantities in order to have left-overs for lunch or dinner the next day. That way, you’re taking care of multiple meals in one shot, maximiz-ing your time for other things.
• Less is more – Pick a simple recipe where you can incorporate ingredients commonly found in your pantry. The fewer the ingredients, the better for a quick and simple recipe. A farfalle pasta with sweet bell pep-pers, chick peas and shredded Romano Cheese from Barilla is a great example of a classic yet simple recipe that still tastes delicious.
Give this recipe a try:Prep Time: 10 minCook Time: 15 minIngredients:1 box Barilla farfalle4 Tbsp Extra virgin olive oil2 garlic cloves, minced1 red bell pepper, diced1 yellow bell pepper, diced1 green bell pepper, diced1 can chick peas, drained1 Tbsp oregano, chopped½ cup Romano cheese, shredded
Salt and pepper to tasteProcedure:Bring a large pot of water to a
boil, meanwhile sauté garlic with olive oil until slightly yellow in colour, about one minute. Add the peppers and oregano and sauté for 4-5 minutes over medium heat. Add chick peas and sauté for 1 minute. Cook pasta according to directions, but drain two minutes earlier reserv-ing ½ cup (50ml) water, and finish cooking in the sauce over high heat with the cooking liquid. Top with cheese before serving.

To make sure, every time, that we are cooking and serving that fabulous barbecue taste, we must take the time to clean the grill, say advisors in this field.
According to the 25th annual Weber Canadian GrillWatch Survey, Canadians are avid and passionate grillers with 84% grilling once a week or more during barbecue season. But when it comes to cleaning, it’s a different story with 68% of Canadians cleaning their grill from once to only a few times a year.
In addition, 56% of grillers understand that there is a specific or cor-rect way to clean a gas grill, but only a very few
know what that means and what is involved.
According to Weber Grills, a thorough cleaning and inspection should be done at least once a year—and more often than that if the grill is used year-round. Inspect and clean the cook-ing grates, burner tubes, flavourizer bars, warming racks, exterior elements, and grease collection tray. Be sure to check all gas fit-tings and hoses for leaks and replace if needed. You will need a stainless steel grill brush, fine steel wool pads, mild dish soap, a sponge or dishcloth, and a 1” plastic putty knife, all easily found at your local hardware store.
Here are five easy steps to follow to keep your gas
grill in top shape:• Clear the burner tubes
of any blockages—A blockage can be anything from spider webs or debris inside the manifolds or burner tubes that restricts gas flow and may prevent the igniter from lighting. To clean tubes, brush the portholes with a stainless steel wire brush in an up and down motion. Do not brush lengthwise across the ports, as this will only push debris from one hole to another.
• Clean the heat distri-bution system—Many grills contain heat distribu-tion systems such as fla-vourizer bars to help pre-vent flare-ups. To clean them, simply turn your grill on high and allow the
residue to burn off. Occasionally brush the bars with a grill brush or scrape with a putty knife. Then wipe with a cloth and warm soapy water.
• Clean the warming racks—A soapy, fine steel wool pad will keep the warming racks and grill basket clean and free of smoke stains and debris. Rub the racks gently and then rinse thoroughly.
• Carefully scrape the inside of the grill with a putty knife, and push the residue through the bottom hole. Remove the bottom tray from under the grill and empty debris in a trash can. To thoroughly clean the tray, use warm soapy water and a fine steel wool pad. Make sure you also clean the catch pan and replace the liner monthly, or as needed.
• Clean grease drippings on exterior surfaces by using mild, soapy water. Never use an abrasive lem-on-based solution or oven-cleaner as it can scratch the stainless steel or remove the paint finish. If you have a stainless steel finish, use an environmentally friend-ly stainless steel cleaner and a soft cloth to remove fingerprints and give it a nice shine. For porcelain enamel finishes, use a cloth and warm soapy water.
While cleaning the grill, take stock of any rusted or corroded pieces. Call the manufacturer’s customer service to order parts or to locate a dealer in your area that carries original parts. Protect your grill from the elements by investing in a durable, weather-resistant cover.

A snowball race? Labrador City? Yes, it's a perfect match!
The Canadian Tire Jumpstart Smokey Mountain Snowball Race is an annual fundraiser run by Chris Kondracki, an Associate Dealer, and his staff at the Canadian Tire store in Labrador City. All funds raised go to Canadian Tire Jumpstart, a national charity that helps kids from financially disadvantaged fam-ilies by assisting with the costs associated with organized play.
Back in March, Chris and his team asked customers for a donation in exchange for a road hockey ball that would be entered into a snowball race. Each ball was labelled with a number corresponding to a ticket given to cus-tomers who were invited to the race held at a nearby ski resort.
Each ‘snowball’ represented a dona-tion that would help a local kid partici-pate in organized sports or physical activ-ity. Leading up to the event, the staff at the store distributed approximately 2,000 balls and raised over $18,000 with 100 per cent of customer donations going to their local Jumpstart Chapter. Thanks to Canadian Tire employees and the entire Labrador City community, more than 180
local kids will get a sporting chance this year.
Cat Rizzuto, a cashier at the store, was the top fundraiser securing donations for 800 of the balls destined for the hill. Cat believes so strongly in the impact of Jumpstart in her community that she would not let one customer leave the store without telling them how Jumpstart helps.
“Our people always do an awesome job promoting the race and are all really excited to know that their efforts are get-ting kids into sports,” says Chris. “It's a tradition we hope to continue for many years to come.”
