The organization is one of leading

organization implementing many

Environment Conservation

programs. With the aid of UNDP

SGP/ GEF organization started

newly program to construct waste

management program in

Trincomalee Naval Base, Tangalle

Prison. Till this moment able to

handover the biogas units in

Trincomalee Naval Camp workingwell. The latest update is finished

the all construction of the biogas

units.

On the month of May conducted

the two awareness programs for

Prison officers and for the

prisoners. Conducted an extra

program for prisoners because they

are using this basically they should

get good knowledge about this unit

and how it function in properly.

Now we need to officially handover

this biogas unit for prison and we

provided one mobile cart for them

to carry the waste easily. This is our

first biogas unit that we

implemented in side of the Prison.

Bio gas will unit soon handover for

the prison.

Colombo is the capital city of the Sri

Lanka and it is well populated and heartof the economy. The waste collection is

very high on the city and it is very hard

work to manage and there are many

government institutions for manage that

waste and for care this problem.

Colombo Municipal Council (CMC)is

one of largest Municipal Council of the

country and CITYNET is facilitating

many cities for waste management and under many themes and provide

necessary assistance for them and its located in Japan.

HELP-O, CMC and CITYNET implementing join program for Gothami Pura

for community biogas unit. This is one of place highly waste generate and

expect to conduct some awareness programs for them. Before we implement

this program we had a discussion with CMC commissioner.

The Monaco village situated in Negambo it is an

island and those resident people are suffering

serious problem that is their toilet pits overflow

every time because water level and ground level is

same.

CITYNET is the leading organization and network

that provide much assistance for their member

cities and CITYNET sponsored for this program.

Other stakeholders are HELP-O and NegamboMunicipal Council. At the present time Municipal

side already done the survey and the technical

planning for this program and very soon expect to

start this program. Awareness programs are one of

main activity of the program.

For the first time in Sri

Lanka we aspire to use

the Eco Tanks for this

purpose and we connect

one biogas dome for

generate the biogas from

it and sediment goes to

eco tanks. After filtering

and cleaning from theEco Tanks water goes to

natural environment and

it is harmless. Through

this way we can solve

this massive problem.

What is Bio Energy city .?

Bio energy city is a model city with biogas units in every major place of the

city and using only biogas for majority for their daily needs and waste

generation is low. On the city major places like Hospitals, Schools, Prison,

Navy Camps, Police, Hotels, Restaurants. This city has education center to

learn about Bio Energy city.

What is the necessity to implement this concept ?

Clean & Green concept is world one of famous and effective one for

environment conservation. From city level many cities and countries

implementing this concept and them already achieve to that goal. But HELP-O

determined to change this concept and develop this concept and changed

Make Galle, Clean & Green Bio Energy City for the Galle city.

Because HELP-O implemented first biogas unit in

Hospital Asia that is Karapitiya teaching hospital with

the support of USEAP. On second time activated

biogas unit for Galle Municipal Council with the

support of USAID from those programs could able to

achieve much things in short time.

After that implemented community biogas units with

UNDP and Central Environment Authority (CEA)

PTREEP Project. From this project constructed 09

biogas units and 08 are community based and other is

for Mahamodara Teaching Hospital biogas. Even

Southern Province Development Authority

(SPDA), Practical Action, Science and

Technology Ministry (Vidatha) also

implemented many domestic biogas units.On the other hand many organizations

implemented biogas units in various sectors

and there are many biogas units in the city

and we expect to survey that. Those reasons

we deicide to go for this step.

How this going on ?

For implement this program in sustain way we established a committee with

involve of the major stakeholders of the city. The key point of the committee is

the Galle Mayor and Secretarial works and coordination works by the HELP-O

Central Environment Authority (CEA),

Naval Camp, Galle Prison, Chamber of

Commerce, Deputy Post Master General,

Galle Police, Galle Port Authority,

Department of Fisheries of Galle, S chools,

Hospitals, Rotary Club, Community,

Southern Province Development

Authority, Urban Development Authority,

Water Board are few members of this

committee . These are active committee and gather on ones a month and

discuss about the progress of the program.

The main object is to monitor the process and encourage the people for reach

to this. From every institution they try to reach to this goal and gave highest

publicity for this program. As one of the main objective of the committee to

make a survey of the city about total constructed biogas units and guide and

monitor the biogas unit process of the city. Before construct biogas unit should

approve by this committee and they monitor this continue. Final objective of

Our organization expects envisage

Make Galle city Clean and Green

Bio Energy City while on thisjourney we met one milestone with

USAID South Asia Initiative for

Energy (SARI Energy Program)

and got support for construct 05

community biogas units.

We organized a meeting with the

participation of all main

stakeholders of the city for

establish a committee for monitor and evaluate this program as well as the other

biogas programs of the city. We coordinated this program with the combination

of Galle Municipal Council (GMC) and there were for objectives of that program

and mention below.

Make Galle City in Clean and Green Bio Energy Model city To conduct a survey to find out about the availability of constructed total

biogas units in the city

Establish a strong monitoring committee Make an action plan for make Galle Clean and Green Bio Energy Model

city

The mayor conducted the welcome speech and he explained that from the

Municipal side give full of contribution for this program to success and for Make

Galle Clean and Green Bio Energy City.

As first step decided the places for construct the biogas units. Proposed places

are

While of this time many participants express their ideas about this program and

they appreciate this work and effort of the Municipal and HELP-O

From the beginning I was involve to this

when I was in Galle Municipal council as a

municipal commissioner and this program

has many benefits. On that time waste

collection was 50 tons per day and that

reduced for 20 tons per day as one of reasons

of the biogas program. I proposed strong monitoring committee for implement

those programs and goals. Some times from the municipal side we have to

follow the strict rules and legal actions for achieve this goal. Through this

committee we need to make a big support and push for community and

private sector to implement their waste management plan properly.

Mr. Pallethanna Chief Jailor Galle Prison

I believe this is a good effort for minimize the

waste of the city as one of main places of waste

generation of the city is Prison. We would like

to implement this kind of unit inside of the

prison and expect to get the people who

resident near to prison and expect to give thebiogas for them.

We could able to get one community biogas

and it functions well and we could able to get

Rs.24, 000 from the environment fund. Even

we collect the polythene and plastic too and wesell the organic fertilizer. From community

level this program is success and people get

more benefits.

Introducing new turning point for

Environment Conservation by HELP-O because we are planning to Make,

Galle Clean and Green Bio Energy

City under this concept we introduce

the Green Certificate for every

beneficiary like for Hotels, Hospitals,

Schools, Domestic Level.

We expect to encourage that biogas

use effort to protect the environment

because from their places MethaneGas emission to air has been stopped.

This certificate will issue from the

committee which monitor and

dedicate to Make, Galle Clean &

Green Bio Energy City. This is

added advantage for them especially

for hotels institutes because from thatthey can show that they dedicate to

protect the environment. Through

this certificate they can use this

Green world to their places like

Green Hospital, Green Hotel, Green

Prison, Green Restaurants are few

names for them and from our side we

gave maximum publicity for them

and their eco friendly products too.

From the committee we always

monitor about their behavior with

Environment Protection with the

recommendation of them we gave

this certificate for beneficiaries.

This is a new article that shows

about latest update of previously

constructed biogas units. From

this can easily understand about

what is the current situation of

those constructed biogas units.

Karapitiya Teaching Hospital

biogas unit is the first biogasunit that constructed by the

USEAP in 2004. Up today this is

working now without any

failure. Hospital can get more

than Rs.35, 000 profits from this

unit.

This is a good example thatwaste management can

implement in Hospital too. Now

this hospital became

Environment friendly hospital

and stopped the methane gas

emission to air.

Special milestones of the program

1. Within the city need to minimize the waste and implement proper system

for manage it.

2. Good environment conservation process with involvement of allstakeholders

3. Biogas is a good alternative solution for waste problem and for energy

problem as well as for climate change

4. Only municipal cant mange the waste and need an integrated process of

Public Private Partnership.

5. Use Envelops to promote this concept to outside use a message in envelops.

6. Strong committee for monitor and for evaluates this program in future.

The organization is conducting programs

for aware the school children. In this month

conducted a program for Sangamitta Girls

College program about Climate change,

Waste Management and Biogas benefits.

For this program children as well as

teachers were participated. After this

program decided to do many environment

programs with involve of all.

One is to organize an art contest and

select the best arts and second again draw

those arts in the school wall. The second

thing is to celebrate the environment day

and plant trees inside of the school are

few decisions that were taken after that

program. The benefits of the biogas and

how it functions and what are the row

materials for that. How this effect globally

and locally and what is the effect for

environment are few themes were discussed. This is a necessity that we have

taken because those kids are the key point to aware the parents and they will

responsible of the tomorrow world.

On the other hand we discussed about

POP gas and its bad effects to

environment and for the people important

of the proper waste management and

benefits. Finally we aware them how as

school children encourage the parents to

protect the environment and aware them.

This program was very important for

them because HELP-O constructed a

biogas unit for the School and they

needed added information about this process and we helped them to fill thatgap.

Due to heavy rain on last 17th & 18th May

2010 many villages of Galle district were

under water & it was badly effect to the

community branches of our peoplesmovement also. Many people lost

everything from this disaster. After aware

about this disaster by all of the members of

Walawwaththa branch talk each other to

take immediate action to help their

neighbors who became victims of this natural disaster.

The special thing was the community of the

village became front to help their neighbors

who were affected from the disaster. As per

their financial ability they decided to

distribute bread for breakfast & Rice &curry for lunch. They prepared this food

from their own hands with the great hope to

help them from their own funds of the

peoples movement branch of HELP-O.

They have distributed food for 15families of the village, around 60 people.

From them 8 families were members of the Walauwaththa branch peoples

movement. All the expense for this program was beard by walauwaththa

peoples movement branch fund. It was great example for all community to

help each other when need help in such type of unavoidable disastersituations.

Helping people to people

From this good experience they show to

others that about their strength and when

their people is in trouble this strong

peoples movement can help them. When

outside support was came to their village

that was not necessary.

On that time and they turn back those

foods for other villages affected people and

they said we have the peoples movement

and they provided the assistance first. This

is the power of the people and we have

planned to establish a disaster fund for

provide this kind of assistance as quickly

Within the month Sri Lankafaced big tragedy that is the

heavy monsoon and flood.

Many people lost their many

assert from this flood and

needed quick assistant for

them. HELP-O organization

has been affected from this

flood too but had a quick

program for provide assistant

for the people.

For this problem we have

cognizance short term, mid

term and long term activities

for solve this problem. As

quick assistant we have been

provided the breakfast for

them because on that time

their no accesses for them formake foods in their houses. As

second stage HELP-O was

seeking funds and outside

support for provides assistance

for them.

This program was

implemented with the

partnership of the People

movement and we got theirhelp for distribute those goods

for the people.

Walawwaththa branch, one branch of HELP-O

peoples movement in Galle district hasorganized their monthly congress meeting on

15th of May 2010 at 3.00 pm in their

community center in Walawwaththa. They

have invited Help-O Chairmen Mr. Chatura

weliwitiya, HELP-O Executive Director Mrs.

Abewickrama, HELP-O Treasure Dr. Jayasiri

& HELP-O Micro Finance staff for this occasion. The Treasure of the Society

welcomes all the guests firstly & she presented the past performances of the

society to the audience.

In her speech she presented the history of their branch & their future plans which

they going to implement in future. On this speech she aware the audience about

their transactions also as the transparency take much important place to go

forwards with well performances.

It was special program as the community has invited for

Ayurvedic Doctor who is in director board of HELP-O with

the hope of getting medical advice also. The community

asked many questions regarding their health problems &

they got some solutions for it.

Finally they were lucky to have a free community medical

campaign for their village. It was great opportunity for

them as many of the members to aware about their health.

From this program people attention and interest was

increase for this program because through this program they can get many

things for their lives.

The HELP-O chairmen Mr. Chatura weliwitiya

describe about the important of conducting the

meetings regularly & special thanks for theircreativeness to organize this program with

various activities. Future more he expressed idea

to organized community based activities such as

Shramadana campaigns or any other construction

works by participate all community other than

Micro credit programs.

Mrs. Abeywickrama was aware the community

about importance of understanding childrens

mentality in her speech. As many members were

mothers all of them were happy with that speech

also. Then she told the strength of the unity and

she got example when disaster comes people can

give some AID from within their village just like

you have done in past heavy monsoon time.

The Bandugoda branch which is one branch of

HELP-O peoples movement has organized a New

Year Festival Program on 1st of May 2010. All the

Members as well as other people of the village also

participated on that program. The program was

started by lightning the traditional oil lamp by the

chief guests. The whole program organized by the

grass root level community and their strength.

The agriculture officer of the village, the HELP-O

officers& the small group treasures of the Bandugoda

branch lighted the oil lamp by their own hands by

wishing the success of the program as well as for the

branch future also.

There were many items organized for this festival.

Running competitions, Musical chair program, Rope

games were organized for the members as well as

other community of the village. The Fancy dress parade program was much

attracted by all villages as it was participate by the members of the branch.

They have organized balloon games, lime & Spoon

race for children also. All the villages were happy &

share there joy together through this program as it

was organized by Bandugoda branch members with

contain much activities for adults as well as children

also. This is one of good point for to increase their

mutual understanding and the interrelationships.

With the hope of to identify a need of

established a new branch in Thalapitiya area in

Galle district. HELP-O Micro finance Unit held

a Partcipatory Rural Approach (PRA) program

on 1st of May 2010. The entire Micro Finance

unit staff as well as Village Officer of the

Thalapitiya area & community of the village

also participated on this program. The

objective of the program is to identify the grass

root level needs and to provide necessary help for them because their

infrastructure facilities are not well developed and they need out side support

for develop their living standard that is whywe consider conducting this kind of program

for them.

The main idea of this program is to identify the

needs of the village through the ideas of the

villages. Social mapping, Wen Diagrom, Daily

Routing of Men & Women were some tools

which we used to identify the needs of the

villages. The villages contributed much for the

program & finally they identified the

Child misbehavior is the main threaten for the village as they are the newgeneration in future.

The unemployment & uncertain of their carriers was the next problem forthem.

Third was the shelter problem as many of them didnt have anypermanent house to live.

Most of the people share their ideas with us in happy faces as earlier no body has

implemented like this program for their village. Through this program we could

able to make more strong this people and finally got an idea what are the

services they need quickly and we are working on it.

On last 22nd of May 2010 we

conducted a work shop for all ourstaff. This was organized with the

purpose of aware all staff about Micro

Finance program in world acceptable

manner & to motivate all staff to work

& go ahead towards success of Micro

finance program as a one team.

Group discussion and activities are

regarding practical problems whichMicro Finance staff has to face when

they are working in field as well as

office environment. Through this

discussion they share their ideas with

all staff of HELP-O & it was nice

opportunity for all staff to express

their ideas regarding their field.

Discussions were regarding Micro finance &

community Finance to make sure for themabout differences & similarities about these

two concepts. Finally we able to identify the

Negative & Positive ideas Regarding field as

well as in office side from all staff & on this

exercise we able to take their opening to turn

that negative points in to positive side.

positive comments about organizing this work

shop. All participants highlighted the need of like

these programs to get a chance to share the ideas

with others in different environment. We able to

Fredskopeset (FK) as one of our Micro Finance

officer got chance to join with Fredskopeset

exchange program thorough Stromme Foundation

which is one of our

main donor

organizations of MicroFinance.

This was good

opportunity for

develop the skills of

the officers even this is

a big change for their

daily routine. One of

the positive outputs of

the program is divided

the responsibilities of

the MF field in proper

way and decided to

conduct this kind of

program more.

The month of May monsoon badlyaffected Sri Lanka and Galle District.

Samgaiwatta badly affected by the

heavy monsoon. Samagiwaththa is one

branch of our peoples movement &

due to heavy rain on last 05th May this

village was under water & people was

helpless as this water came inside

their homes and people lost their every

thing from this disaster.Water remained until next day our

branch members of peoples movement came forward with the idea to help their

own family members of peoples movement. They visited the houses of victims

after one day of the disaster & conducted a need assessment program to identify

their needs in this emergency time. Through this need assessment program other

branch members could able to see the disasters by their own eyes.

After the need analyze survey other

branches of our peoples movement

like Kalupe, Walawwaththa,Chinagarden & Thotagamuwa started

to collect dry food from their branch

members and from non members &

they able to collect rice, Coconut,

Sugar & some soaps immediately.

They packet these items each one item

for each family & decided to distribute

these among Samagiwaththa members

on 8th May 2010 in HELP-O office premises. This is another good example for

people power this thing is much help for them because on that time they didntget any outside help form others.

Through this program the mutual understanding and the interrelations were

increased in better way. The members also expressed about their ideas about this

great effort and became to take necessary steps for stop this flood situation. Here

is mention below.

It was really example, appreciate program as

the people of same status gave a helping hand

to same states community on this disaster

time. The entire program was coordinated by

the members of HELP-O peoples movement &

they distributed these all things which they

have collected by their own hand. All the

members of Samagiwaththa branch were

happy as they felt all members of other

branches are with them in their happiness time as well as sorrow times also.
