GEOTECHNICAL-EARTHQUAKE ENGINEERING

A new ISET award “ISET Shamsher Prakash Award for Significant Contributions in Geotechnical-Earthquake Engineering” has been instituted by the generosity of Prof. Shamsher Prakash

Prof. Shamsher Prakash is an Honorary Fellow of the Indian Society of Earthquake Technology (ISET), former President of ISET and Professor Emeritus, Department of Civil Engineering, University of Missouri Rolla, U.S.A. The award is to honour individuals world-wide for their outstanding contributions in Geotechnical-Earthquake Engineering. The award consists of an award money of Rs. 51,000/-, a shawl and a plaque. The award was instituted on March 12, 2008 and will be given for the first time in the 14th Symposium on Earthquake Engineering to be held in December 2010. The nomination process of the first award will start from April 2009. This is the highest award given by ISET.

37.4 Considered the Annual Audited Report of Accounts of the Society for the year ending March 31, 2007 as

approved by the Executive Committee and the same was approved by the general body. 37.5 Considered the Annual Report of the Secretary for the period December 19, 2006 to March 11, 2008 as

approved by the Executive Committee and the same was approved by the general body. 37.6 The E.C. in its 154th meeting held on August 24, 2007 has recommended Prof. A.S. Arya for Honorary

Fellowship of the Society. The General Body has unanimously confirmed the Honorary Fellowship on Prof. A.S. Arya.

37.7 The proposal to amendments Clause V 3.2 of the Bye Laws for upgrading IInd class train fare to three-

tier A.C. Train fare was approved unanimously. The amended Clause is a follows: V 3.2 “The amount of travel grant shall be limited to three-tier A.C. train fare both ways.” 37.8 Any other items:

(i) The General Body has approved unanimously following amendments in the bye laws: (a) The recommendation of the EC for the membership of the society for diploma holders with more

than 10 years experience was considered and approved. The amended Clause is as follows:

II.1.2 Individual Members: The membership of the Society is open to all individuals associated with or interested in earthquake technology. In addition to this, they must have a degree in any branch of science or technology or diploma in engineering with more than 10 years professional experience or its equivalent.

(b) The general body considered the issue of processing of application of ISET fellows and approved the EC’s recommendation for deleting the word ‘immediate’ from the clause II.1.4. The amended Clause is as follows:

II.1.4 Fellows: Individual Members can apply for Fellowship of the Society if they are more than 40 years of age and have made significant contribution to Earthquake Technology. All such applications shall be considered by a committee comprising of the President and two past presidents of the Society.

(c) The EC’s recommendation to increase the processing fee of all the awards from existing 10% to

25% was considered and approved. The approved Clauses VII4.1 and IX.10.1 are given below:

VII4.1 Award money and 25% of it for processing expenses should not exceed 75% of interest earned in 4-years and balance of interest after taking out award money as well as processing expenses should be added to corpus of that award. If an award is not given when due, the award money should be added to corpus of that award. If 75% of interest earned in 4 years is insufficient for already announced award money and processing expenses due to inadequate corpus for that award, that award may be skipped when due and award money be added to corpus of that award. The E.C. should increase award money by Rs. 500/- whenever 75% of interest earned in 4 years is adequate to meet such increased award money. Award money already announced should not be decreased.

IX.10.1 Award money and 25% of it for processing expenses should not exceed 75% of interest earned in 4-years. Balance of interest should be added to corpus of that award.

(ii) Reporting Items: (a) The President informed the General Body about the institution of the “ISET Shamsher

Prakash Award for Significant Contribution in Geotechnical Earthquake Engineering” a 4-yearly International Award according to the Clause IX of the Bye-Laws of the Society with a face value of award Rs. 51,000/-, a shawl and a plaque.

(b) The award money for four-yearly Trifunac Award has been increased from existing Rs. 25,000/- to Rs. 30,000/- as per clause IX 10.4 of ISET Bye-Laws.

(iii) The suggestions were made to explore the following items:

(a) Publication of a magazine/monograph on practical work by ISET

(b) Organization of AGM and Annual Lecture by ISET local chapters by rotation.

The society put on the record thanks and appreciation for ISET Delhi local chapter for making all the arrangement and efforts for organizing the 156th EC meeting, 28th Annual Lecture and 37th AGM held on March 12, 2008. Particularly we are thankful to Chapter’s Chairman Prof. Khalid Moin and Secretary Dr. Rehan Khan for all the excellent arrangements at Jamia.

The meeting ended with a vote of thanks to the chair.

Dear Members, It gives me pleasure in presenting the Annual Report of Indian Society of Earthquake Technology for the period 19thth December, 2006 to March 11, 2008). The salient activities of the Society during this period are presented in this Annual Report.

1. Meetings The last Annual General Body Meeting (36th AGM) of the Society was held at Roorkee on 19th December 2006, minutes of which were published in the ISET News Letter of July 2006-January 2007. During the period of report, Five Executive Committee meetings (ECM) have taken place as detailed below:

Audit Report The Report on the Accounts of the Society for the financial year 2006-2007, audited by M/s Vikas Khanna & Co., Chartered Accountants, Roorkee, was approved by the E.C. in its meeting held on December 13, 2007. It may be noted that in this financial year, the total capital fund of the Society has significantly increased from Rs. 20,02,559.00 to Rs.. 26,93,339.00. The excess of income over expenditure for the year under report is Rs. 4,847.00 as compared to excess of income over expenditure Rs. 56,478.00 for the previous year. 3. Publications The March 2007 Special issue of the ISET Journal is in printing. The June 2007 issue and September-December 2007 combined issues of the ISET Journal are being printed. The March 2008 issue is under type-setting. 4. Membership Since April 01, 2007, 41 Life Members, 2 Life Fellows, 1 Annual Member and 2 Institutional Members have been enrolled.

9. Financial Assistance by DST The DST has sanctioned a sum of Rs. 75,000/- towards printing expenses of the ISET Journals & News Letters and their circulation. 10. Financial Assistance by AICTE The proposal was sent to AICTE, New Delhi. Response from AICTE is awaited. 11. Membership Fee The Society received a sum of Rs. 1,66,250.00 in the financial year 2006-2007 in the form of fee for various categories of membership of the Society. 12. Roorkee: Lecture on “Building Disaster Risk Models for India” was delivered on April 20, 2007 by Dr. Sushil Gupta, GM (Risk Management Group), RMSI, Noida Lecture on “Simplified Methods of Nonlinear Seismic Analysis” was delivered on August 08, 2007 by Dr. Pankaj, School of Civil and Electronics, Alexander Graham Bell Building, The University of Edinburgh, King’s Buildings, Edinburgh EH9 3JL, U.K. Lecture on “The Seismic Risk and Loss Assessment Tool, SELENA, Theoretical background, New features and Applications” was delivered on March 10, 2008 by Dr. Dominik H. Lang, Post Doc Fellow, NORSAR, Kjeller, Norway

2008 SHAMSHER PRAKASH ANNUAL PRIZE FOR EXCELLENCE I N THE

PRACTICE OF GEOTECHNICAL ENGINEERING

Shamsher Prakash Foundation solicits nominations (no applications) for the “2008 SHAMSHER PRAKASH ANNUAL PRIZE FOR EXCELLENCE IN THE PRACTICE OF GEOTECHNICAL ENGINEERING” for young (45 years) primarily from practicing engineers, all over the world. Nominations should reach the Honorary Secretary on or before September 30, 2008. The candidates should be specialists in Geotechnical Engineering and/or Geotechnical Earthquake Engineering and it is necessary that they have significant independent contributions to practice and show promise of excellence. Age may be relaxed for exceptional nomination at the discretion of the Judging Committee. The Award consists of US $1100.00 and a plaque. The nominations may be made on a plain paper. All nominations will be reviewed by a Judging Committee of International Experts from Canada, Japan, UK, China and United States. The award will be announced by December 31, 2008. Suitable arrangements will be made for awarding the Prize at an appropriate ceremony in the country of residence of the winner.

The following changes in ‘Indian Minerals’ the flagship Earth science journal published from the Geological Survey of India, are to be implemented soon (starting from Vol. 62, No. 1; January-March, 2008): 1) Name of the journal: To be changed from the present ‘Indian Minerals’ to ‘Journal of Geosciences

(formerly Indian Minerals)-Geological Survey of India’.

2) Size: To be increased to Demy Quarto size (11" x 9.5" approx.) from the existing Crown Quarto size (9.33" x 7.5" approx.).

3) Cover Design: Layout of the cover will also be changed concomitantly

4) Periodicity: Quarterly publication

The Indian Society of Earthquake Technology (ISET) was established in 1962. The ISET is a founder member of the International Association for Earthquake Engineering (IAEE) and represents India on this World Forum with various aspects of Earthquake Engineering. The aims and objectives of the Society are mainly to provide necessary forum for Scientists and Engineers for promoting and disseminating the knowledge in the field of Earthquake Engineering.

At present there are 1348 Life Members of ISET from various Government Institutes, NGOs and membership is increasing year by year. The Society is giving wide publicity to the technical know-how related to field of Earthquake Engg. and Disaster Mitigation through a Journal and News Letter quarterly.

The Society has no permanent source of income except fees of Life Memberships, to meet out the salary of its part time staff, postage and day to day contingent expenditure. Only partial grants are received from DST and AICTE for printing of ISET Journals/News Letters. More funds need to be generated for improving the performance of the Society.

OBITUARY

Members of the Indian Society of Earthquake Technology express their grief and sorrow over the sad and untimely demise of Dr. D.N. Krishnamurthy on January 09, 2008.

Dr. Krishnamurthy retired as Professor of Civil Engineering, Regional Engineering College-MACT now MANIT, Bhopal, Madhya Pradesh. After retirement he worked as Principal in 5 private engineering colleges. Two years back he shifted to Bangalore where he worked as Consultant for Structural Design.

The members of the ISET share the grief of his departure with the members of his family.

May his soul rest in peace.
