NOTES FOR APPLICANTS

The New Zealand In-Country Awards (ICA) Scholarships are offered to individuals from Tonga to undertake studies locally at selected post-secondary, undergraduate and tertiary education institutions in Tonga. The purpose of this scholarship is for recipients to gain knowledge and skills in subject areas that will assist in the development of Tonga. The ICA Scholarships are offered by the New Zealand Ministry of Foreign Affairs and Trade (MFAT) through the New Zealand Aid Programme’s Tonga bilateral programme. The ICA Scholarships are managed by the New Zealand High Commission in Nuku’alofa on behalf of MFAT.

Eligibility Criteria

1. Applicant must not hold another scholarship or funding subsidy that would give overlapping benefits.

2. Applicant must not hold or have held an Australian or New Zealand Government Scholarship to study overseas in the preceding 24 months at the time of application closing, being Friday 10th of February 2017 .

3. Applicant must not have had a New Zealand or Australian scholarship that has been terminated.

4. Applicant must satisfy the admission requirements of the institution in which the qualification is to be undertaken.

5. Applicant must be able to take up the award in the calendar year for which it is offered.

The Selection Criteria MFAT Will Use To decide who should get an ICA Scholarship we will be considering

Your previous study record and results; and Study areas which will help Tonga’s development.

What Will I receive if my application is successful

Successful applicants will receive 50% of their first and second semester and or first year course costs (depending on the length of the course). Payment will be provided directly to the institution to cover 50% of school fees for successful applicants on acceptance from the education institution of their place in the course of study. Successful applicants studying at University of the South Pacific are required to have a current Bank Account. Applicants will receive the remaining refund of their course costs depending on the grades achieved. A and B grade averages will receive reimbursement for the remaining 50% of course costs. C grade averages will receive 25% reimbursement of course costs. Successful applicants will need to produce evidence of grades achieved to receive these additional payments. Applicants who achieve a D or E grade average will not receive any further funding and will not be eligible for future ICA Scholarships.

and Salote Roads. All applications are to be addressed to the ‘Scholarships Officer’ and please clearly mark on your form ‘In-country Awards Scholarship.

Applications close at 4:00pm on Friday 10th of February 2017.

MFAT APPLICATION DECLARATION

To be completed and signed by the applicant I certify that the information provided about and by me in this application for a New Zealand In-Country Scholarship Award (ICA) Scholarship is true, complete and correct to the best of my knowledge. I acknowledge that supplying incomplete or false information may result in MFAT withdrawing a scholarship, if offered. I understand the conditions under which the ICA Scholarship is offered. If I am accepted for an ICA Scholarship, I agree:

a) to the release of information contained in this form to relevant authorities in accordance with the NZ Privacy Act 1993 to enable collection of academic results, placement in an education institution, consideration for a scholarship, and the ongoing administration and monitoring of my scholarship;

b) to the exchange of information between MFAT and authorities and any other relevant New Zealand or Tongan government agency;

c) to advise MFAT immediately should there be any change in circumstance which affects my ICA Scholarship;

d) if I withdraw from study (for any reason reasonably within my control), the education institution terminates my study, or I fail to meet the conditions of the ICA Scholarship, I may be required to return the funds paid to me by MFAT as soon as is practicable.

e) MFAT reserves the right to terminate my scholarship or the ICA Scholarship programme at its sole discretion.

I acknowledge that MFAT, as a New Zealand government agency; is subject to the Official Information Act 1982 and maybe required to release information relating to all the ICA Scholarships, including mine. In applying for an ICA Scholarship, at the time I sign this declaration, I believe that there is no medical, personal or other circumstantial reason that may prevent me from completing the study for which the ICA Scholarship would be awarded. I accept that if I am awarded an ICA Scholarship it in no way means I am a representative of MFAT or the New Zealand Government. However, I acknowledge that my behaviour may reflect on MFAT or the New Zealand Government during the period of the scholarship and agree that I will adhere to any behavioural expectations of the education institute at which I am studying, including signing any behavioural standards the education institute may ask me to sign. In understand, that should I be awarded an ICA Scholarship, this Declaration and any confirmation letter between myself and MFAT will fall under the jurisdiction of New Zealand law.
