2017 Q4 Open 1 Malaysian Gas Association |MGA Quarterly Update | 2017 Q4 | www.malaysiangas.com MGA QUARTERLY UPDATE NEW YEAR MESSAGE from MGA President Dear Members, Associates and Friends of the Malaysian Gas Association, As we usher in the new year, I am excited with developments achieved in the Malaysian gas industry. The gas industry reforms remains on track. The grace period for the Third Party Access ends in January 2018 and the regulated gas price is projected to achieve market price by 2019. Malaysia is well underway advancing towards a sustainable gas industry. Looking back to 2017, MGA is proud to gain further recognition of our role as the voice of the gas industry when we were appointed into both the steering and technical committees for the national Gas Price Rationalisation Communication Plan, led by the Economic Planning Unit (EPU). MGA will be playing an active role in communicating the benefits of the gas industry reforms to key stakeholders, providing perspective as an industry representative. 2017 has been quite a busy and eventful year for MGA. Our priorities for 2017 has been the following; 1. Gas Advocacy 2. Enhancing Value Proposition for Members We stepped up our Gas Advocacy with more engagements with policy makers, series of interviews and articles in the newspapers, face to face engagements at our booths in major exhibitions and media launch of the report on “Natural Gas: Flipping the Switch’. We ended the year with a “Gas Advocacy Series” campaign on social media We are extremely grateful for the support and contribution from our members throughout 2017. We are particularly appreciative of the efforts put in all working committees, taskforces the respective organising committees for our major events. Your commitment and contributions ensured the success of our activities. On average, we have organised 2 events or major activities per month, more than what we have achieved in the previous years. Going into 2018, we expect our priorities to remain. We will be stepping up our Gas Advocacy even further with more advocacy related activities, more communication and more engagements with the media. The country needs to increase utilisation and demand for gas in order to make the market more attractive to third party gas suppliers. MGA has proposed to collaborate with Federation of Malaysian Manufacturers (FMM) to jointly promote cogeneration and will be collaborating with PEMANDU Associates to organise an “Increasing Gas Demand” workshop Before I sign-off, I would like to take the opportunity to congratulate and thank the MGA Secretariat for their keen dedication and oustanding efforts. On behalf of the Council of MGA, I close by again thanking all our members, including all the volunteers from members organisations, for your keen support and participation in all our activities. NEW YEAR MESSAGEfrom MGA PresidentDear Members, Associates and Friends

of the Malaysian Gas Association,

As we usher in the new year, I am excited with developments achieved in the Malaysian gasindustry. The gas industry reforms remains on track. MGA is a member of SIRIM’s Industry Standards Committee for Petroleum and Gascovering the following scopes;• Standardisation of methods of measurement, sampling and test, terminology, classifications

and specifications for petroleum, petroleum products, its derivatives, industrial gas and bio-fuels.

• Standardisation of materials, equipment and offshore structures used in the drilling,production, processing, transport by pipelines, storage, handling and utilization of liquids andgaseous hydrocarbons within the petroleum, petrochemical and natural gas industries.

MGA is represented by it’s Technical Manager, Rosli Khairon

MGA is a member of both the Steering and Technical Committees on the CommunicationPlan for Gas Price Rationalisation. The committees are tasked to develop and execute a planto communicate the gas price rationalization plans and status to the affected stakeholders.

The Steering Committee is chaired by the Economic Planning Unit (EPU) and the Technical Committee by Energy Commission (ST).

MGA is represented by it’s Council Member, Zahid Osman in the Steering Committee and by it’s Secretary General, Rosman Hamzah, in the Technical Committee.

The leaders of the Working Committees (WC) presented the respective WC2017 report and 2018 work plans to the WC advisors on 5 December 2017.

MGA would like to record our appreciation to the leaders for their keencommitment and valuable contributions.

MGA – FMM Collaboration on CoGeneration

Upcoming Event: MGA-IGU Diplomatic Gas Forum

UTM’s Energy Security Summit Identified Gas as a Future Energy

MGA on 9 December 2017 collaborated with theGas Engineering Students Society of UniversitiTeknologi Malaysia (UTM) to organise a panelsession at UTM’s Regional Summit On EnergySecurity for Next Generation – Reality andChallenges 2017 at UTM, Skudai. In the panelsession, gas was identified as a major energy forthe future. Full report HERE

MGA on 7 November 2017 met with the Federation of MalaysianManufacturers (FMM) to explore potential collaboration inpromoting cogeneration. MGA has been engaging policymakerssince 2015 to promote cogeneration but until today, there are stillbarriers hampering its growth.

MGA is hopeful that the policy on combined heat and power(CHP) being drafted by the Ministry of Energy, Green Technologyand Water (KeTTHA) will remove all barriers and provide thenecessary incentives to promote cogeneration projects.

Synergy between members of MGA and FMM offerscomprehensive representation of the cogeneration industry andboth organisations are keen to support KeTTHA in drafting of theCHP Policy.

On 28 December 2017 MGA’s Secretary General, Rosman Hamzah, appeared live on Bernama Today speaking about gas market reforms.

Amongst others, he clarified that;1. There is no longer shortage of gas

supply in Peninsular Malaysia2. With Third Party Access, now anybody

can sell natural gas3. Gas needs to be sold at market price

in order to attract third parties4. Base tariff for regulated gas price has

been determined up to Dec 20195. Natural gas is not the same as “tong

gas” (cooking gas cylinder or LPG)

Learning Perseverance & Collaboration From P. Ramlee– An Industry Gala Dinner To Remember

More than 600 members, associates and invited guests attended theMGA – MOGSC Industry Gala Dinner 2017 at Istana Hotel, KualaLumpur. This much anticipated annual networking event was alsograced by the presence of the Patron of MGA, YBhg. Tan Sri WanZulkiflee Wan Ariffin, and his spouse, YBhg. Puan Sri Dr. Azura AhmadTajuddin, as Guests of Honour.

The theme for this year's dinner is "Ala P.Ramlee and Saloma” and trueto the theme, the event looked more like a P. Ramlee movie shootwith guest decking costumes from that era.

In his welcome speech, MGA President, Hazli Sham Kassim underlinedthe importance of Perseverance and Collaboration in ensuring survivalof the industry under challenging global oil and gas market, drawingparallels with scenes from P. Ramlee movies such as “Bujang Lapok”and “Do Re Mi”.

INTERNATIONAL GAS UNION

MGA, as Charter Member of the International Gas Union (IGU),on 26 October 2017 attended the IGU Executive Committee andCouncil meeting in Tokyo.

Ms. Li Yalan, representing the People’s Republic of China, won theelection for the President of IGU for Triennium 2021-2024 and isset to become the first woman President of IGU. Her victorymeans that Beijing has won the rights to host the World GasConference (WGC) in 2024.

For Triennium 2018-2021, Ms. Li will be the Vice President of IGU,supporting the incoming President, Dr. Joo-Myung Kang fromKorea. With both President & Vice President coming from Asia,MGA will definitely be pushing for more active IGU involvementand support to its members in the ASEAN region.

Closer to home, MGA is delighted to announce that Malaysia hasbeen appointed as Vice Chair for the IGU Technical Committee onGas Markets for Triennium 2018-2021. This is in addition to theincoming Chair for IGU Technical Committee on Sustainability. Achair in any of the committees makes MGA eligible to be part ofthe IGU Executive Committee.

As most of you will remember, MGA held the Presidency of IGUfor Triennium 2010-2012 and hosted WGC 2012 in Kuala Lumpur.We are proud to share with you that quite a number IGUmembers that we met during the Council meeting still regardsWGC 2012 as the best ever WGC.

2017 saw some several major developments to the Association. The Working Committees (WCs) have beenexpanded from 3 to 5, the frequency of Council Meetings increased from quarterly to monthly and gas advocacyhas been placed as a key priority. To better serve the Association, the Secretariat itself has undergonetransformation.

The Secretariat organisational structure have been transformed into a flat structure to reduced reporting layers,one team member has been dedicated to coordinate the working committees, team members took turns to leadorganisation of events and overall teamwork was improved. As a result, the Secretariat, in collaboration with theWCs, succeeded in organising on average two key events/activities per month.

2017 also saw the first time a Secretariat lock-out was organised where we pondered on our respective roles andhow we can better serve the Association. Going forward, the team will play a more proactive role in WCs toensure all the activities are executed more effectively.

The Secretariat would like to thank the Council for their guidance, the working committees for their efforts andall members who have contributed towards MGA’s successes in 2017.

The Secretariat looks forward to a memorable 2018 and wish everyone a Happy New Year.
