Sunday, October 23, 2016 Sheridan, Noblesville, Cicero, Arcadia, Atlanta, Carmel, Fishers, Westfield Vol. 3, No. 211 Sunny today, mostly clear tonight. TODAY’S WEATHER HIGH: 68 LOW: 47 By FRED SWIFT Work could begin soon on a new section of the Noblesville Riverwalk from Logan Street to Riverside Cemetery. A $1.7 million contract has been awarded to Beaty Construction Company for the work. The Indiana Department of Transportation is paying for the project which is considered an alternative transportation route. Whether work begins this year or early in 2017 will depend on the construction company schedule and weather conditions this fall. The riverwalk will eventually connect to the proposed east-west Midland Trail which is planned on the old Midland Railroad bed. To the north, the riverwalk will connect to the existing Potters Bridge trail along White River. County Highway Director Brad Davis also announced continued progress on the reconstruction of 276th Street. Phase One of the project, anticipated next year, extends east from U.S. 31 to Gwinn Road in Jackson Township. In their meeting Monday, County Commissioners will accept right-of-way donations from Beck's Hybrids seed company for part of the improvements. In a later Phase Two of the project, an entirely new section of roadway will curve north from 276th to meet 281st Street and continue east to State Road 19. The overall improvement will provide a better east-west route for trucks and farm equipment, especially those coming and going from the Beck's company operation. In other business on Monday, commissioners will hear requests from Hamilton County Area Neighborhood Development (HAND) for funding the proposed Home Place Gardens housing complex. The project for low to medium income residents is planned south of 106th Street and east of College Ave. Money being requested is from federal Community Development Block Grant funds which are administered locally. Also on the agenda is consideration of plans for re- occupying the former juvenile detention center which is part of an overall plan to eliminate overcrowding at the jail complex, and a marketing (public relations) update on the multi-million dollar upgrade of State Road 37 for which planning is now underway. New section of Noblesville Riverwalk By JANET HART LEONARD I've always said when you have a child they not only wrap you around their little finger but also, they wrap themselves around your heart. It's just the way it is. Watching Leah "wrap" Emily into doing what she wants her Mommy to do, makes me smile. She is so like her Mommy. A few days ago Emily and Leah and Aiden were at our house when we all decided to walk uptown for the soup cook off. Emily thought she would drive "in case" almost four year old Leah didn't want to walk back to our house. Leah has a way of convincing her Mommy that her legs get tired and she needs picked up and carried. I just smile as Emily lifts her up on her hip and off they go. I tell Leah that she is too big to be carried. She smiles and says "no, I'm not, I just need my Mommy to carry me". Emily drove while GrandChuck, Aiden and Leah and I walked, skipped, hopped and ran the somewhat six blocks to the courthouse square. Leah never once complained...until she saw her Mommy. She reached up and said "I need up". As Emily picked her up to stand in line, Leah looked over her Mommy's shoulder and smiled at me. I knew what that smile was saying. I saw the same smile on her Mommy some thirty-one years ago, when Emily was four. Back then, Emily could convince me of about anything with her sweet smile and pleading words. "Just one more story Mommy, just one more drink of water. can we stay just a little longer?" Just. Just. Just. Though a little girl be tiny, believe me, she can be a force with which to be reckoned. The word, "just" pushes a button in a weak place of a mother's heart. Today, Emily is not only my daughter but a best friend. She can make me smile with just a simple phone call to say, "Wanna do lunch?" As she shares her thoughts with me I realize "just" how important those moments were when she was little and in control. She knew her Mommy would always be there for her. I would always pick her up. Today, I pick her up with words but the feelings are still the same. It's simple The "just" of it Hamilton County Emergency Management along with the Hamilton County Local Emergency Planning Committee (LEPC) hosted a three-day training exercise October 12, 13, and 14 at the training grounds located on River Road in Noblesville. This full-scale exercise was designed to test and train first responders, the scenario presented was a simulated real-life situation law enforcement and fire departments may encounter in Hamilton County as well as assess the tactics, skills, and equipment used to respond to those situations. This training, conducted in partnership with the Hamilton County Sheriff’s Office, Noblesville Police and Fire Departments, Carmel Police and Fire Departments, Westfield Police and Fire Departments, Cicero Fire Department, Fishers Fire Department, Indiana State Police, Department of Natural Resources, and Hamilton County Public Safety Communications, is part of an on-going series of trainings to foster cooperation among the many jurisdictions represented in Hamilton County as they prepare for a variety of responses to natural and man-made disasters. Members of the Indiana State Police SRT coordinate with fire and medical personnel on taking a K9 officer through hazardous material decontamination during the Hamilton County Emergency Management’s training exercise earlier this month. By CHARLES E SCHMIDTAs leader of the nationrsquos largest

veterans serviceorganization I amfrequently asked whoThe AmericanLegion is supporting inthis yearrsquos presidentialelection My answer issimple ldquoVeteransrdquoAnd by that answer Iam not referring to acandidatersquos militaryservice (or lack

thereof) but to his or her proposals onissues such as VA health care a strongnational defense and border security

Sometimes if the questioner is unawareof our nonpartisanship a follow-up is askedalong the lines of ldquowho does the Legionreally support Trump or Hillaryrdquo Myanswer is the same ldquoThe American Legionsupports veteransrdquo

While a lot of organizations claimnonpartisanship it is a mandate that isenshrined in The American LegionrsquosConstitution and is backed up by theexamples set forth by our World War Iveteran founders

During one of the earliest meetings ofThe American Legion in 1919 a movementwas afoot to nominate Theodore RooseveltJr as our first national commander AWorld War I hero and the son of a formerpresident ldquoTR Jrrdquo was widely perceivedto have political ambitions of his own andpossibly follow in his fatherrsquos footsteps tothe White House A term as nationalcommander would be a nice steppingstonefor the young Republican

But Roosevelt would have none of itOver shouts of ldquoWe Want TeddyrdquoRoosevelt told the delegates ldquoI wish towithdraw my name for a number ofreasonshellipWe are gathered together for avery high purpose I want every Americanthrough the length and breadth of this landto realize that there is not a man in thiscaucus who is seeking anything for himselfpersonally but that he is simply workingfor the good of the entire situationrdquo

Roosevelt knew that the best way forThe American Legion to advance its pillarsof fighting for a strong national defense

caring for veterans establishing wholesomeyouth programs and promotingAmericanism was to avoid partisanship andpolitical labels

While many Democrats Republicansand Independents have been active inThe American Legion throughout ourhistory the organization is only beholden toldquoGod and Countryrdquo the two entities thatare emblazoned on the back of everymembership card We endorse no politicaloffice seeker nor any political party Weoperate no political action committee andcontribute to no campaign

This does not mean that we are notengaged in the democratic process Farfrom it During election years we routinelyinvite the Republican and Democraticnominees for president to address ournational convention Only time constraintsprevent us from inviting the numerousindependent and third party candidates aswell

The American Legion is concerned thatthe candidates have barely uttered a wordabout veteransrsquo issues during any of thepresidential or vice presidential debatesThis comes at a time when an estimated 20veterans a day commit suicide more than80000 veterans have waited five years orlonger to have their claims appeals decidedand problems abound with the muchballyhooed Veterans Choice program

Moreover ISIS North Korea IranChina and Russia dominate headlineswhile lawmakers and the White Housecontinue to fund our military at pre-WorldWar II levels Recent terrorist attacks byimmigrants in Washington state New YorkCity and Minnesota demonstrate that thegovernment still has some deadly holes inits vetting process

Veterans care deeply about the securityof this country If they didnrsquot theywouldnrsquot have served In our all-volunteerforce the care and well-being of theseveterans is the cost of war and fielding astrong defense

The American Legion is not interestedin which candidate ldquowinsrdquo on election dayWe are instead encouraging candidates tofollow Rooseveltrsquos example and work forldquothe good of the entire situationrdquo

When that happens America wins

The second set was much tighter in itsfirst half with no team leading by morethan two points It wasnt until the score was19-all that Westfield was able to pull awayHuser served an ace to start a run of fourunanswered points Carmel closed to within23-21 but Ravenell put the set away witha pair of kills

The Shamrocks again jumped out to anearly lead in the third set first getting ahead4-1 then 9-4 then 12-7 The Greyhoundsgot as close as 14-13 but Westfield wasable to stay in front by two or three pointsafter that

With her team ahead 23-19 Husersmacked a kill to get the Rocks tochampionship point Carmel saved onethanks to a kill from Alexandria Hicks but

Huser converted the second opportunitywith another kill She had 15 kills on thenight

I felt like our girls and they executedour game plan to a T said Shamrockscoach Michelle Mapes And I couldnt askfor a better day

Westfield got on top early in the firstset jumping ahead 9-4 Abigail Huser hitthree kills while Natalie Ravenell put downa kill to put her team up by five points

I told Caroline (Sinicki) to set me onthat ball so I really wanted to finish it saidHuser I wanted the imprint to know thatI was the winning kill and Im here to makea difference at Westfield

Huser was all over the place for theShamrocks She also had 12 digs 35blocks and two aces Ravenell had a solidgame as well with eight kills and severalblocks Sinicki handed out 29 assists andMiller served two aces as well

To be honest I felt confident from thevery start said Ravenell I just felt likewe were playing as a team the entire daythroughout this entire tournament and I justfelt like we were going to come out and wewere going to do what we were supposedto do

For the Greyhounds Armstrong had 11kills while Bonnie Bostic got nine kills andtwo blocks Seaman handed out 31 assistsmade 12 digs and had two blocks as wellSophie Oliphant had 14 digs

Westfield played great you got to givethem credit for doing that said Carmelcoach Adam Havice My girls foughtThey never gave up they didnt quitTheyre a good group of kids and Im luckyto be their coach But Westfield got ustoday

SEMI-FINALSJust to get to the final Carmel had to

get past No 3-ranked HamiltonSoutheastern in the second semi-final of theday The Greyhounds did so in a hair-raising five-set match 28-26 20-25 27-2518-25 17-15

We beat them the very first match ofthe season just like this so we knew it wasgoing to be a battle said Havice Theyrea really good team Theyre well-coachedThey have a bunch of really competitivegood girls

The tone was set early for how close thematch would be as neither team led bymore than two points Carmel had four setpoints but HSE erased the first three ofthem Finally Hicks hit a kill on the fourthset point to get the Greyhounds the set

By RICHIE HALLReporter Sports EditorWhat would be the biggest shock to

come out of this weekends Sectional 8volleyball tournament at Fishers A teamwinning all of its matches without the lossof a set

But thats just what Westfield did TheShamrocks put together two solidperformances Saturday sweepingNoblesville 25-18 25-19 27-25 in thesemi-finals then upsetting Class 4A No 7Carmel 25-21 25-21 25-20 in thechampionship

The sectional title was the first forWestfield since 2011 and its fifth overallThe Shamrocks will now host the regionalchampionship at 7 pm Tuesday taking onZionsville

Carmel cut the Shamrocks lead to11-10 with Mo Armstrong hitting threekills of her own and Morgan Seaman hada successful spike as well But Westfieldwas able to respond whenever the Houndsgot too close Ravenell ended Carmels runwith a kill and Lienne Miller had a pair ofgood shots as well Huser gave the Rocksthe set on a kill

For the Greyhounds Armstrong had 11kills while Bonnie Bostic got nine kills andtwo blocks Seaman handed out 31 assistsmade 12 digs and had two blocks as wellSophie Oliphant had 14 digs
