ABOUT THE SHIRE

Colac Otway Shire is a picturesque municipality of approximately 20,578 people in south west Victoria, 138 kilometres south west of Melbourne along the Princes Highway. The shire covers a diverse land area of volcanic lakes, craters and plains in the north, the hinterland forests of the Otway Ranges and the famous Great Ocean Road coastline in the south. From the Great Ocean Road towns of Apollo Bay and Lavers Hill, to the beacon of the Cape Otway Lighthouse, the cascading waterfalls, nature trails and native wild life, the lush tree ferns of the rainforests and tall timber of the Otway forest, Colac Otway has it all. Colac is the key industrial, commercial and service centre for the shire with a population of more than 11,000. Situated on the banks of Lake Colac, Colac is only 74 kilometres from Geelong and 101 kilometres south of Ballarat. Apollo Bay is the other major urban centre with a permanent population of 1,100 that swells to more than 15,000 during the summer season. The municipality is serviced by three major roads – the Hamilton Highway, the Princes Highway and the Great Ocean Road, as well as rail passenger and freight facilities and a vast network of road transport operators. Lifestyle Colac Otway Shire offers a quality lifestyle with a thriving economy, which provides a variety of employment opportuni-ties and very affordable housing. New residents will appreciate the extensive choice of cultural, recreational and sporting facilities. Families can choose from numerous kindergartens, primary and secondary schools and childcare facilities throughout the shire. The Colac Otway Shire has a number of smaller settlements where community values and relaxed living is paramount. Consider the stunning coastal village of Apollo Bay, to quiet bush townships such as Gellibrand and Forrest, to charm-ing heritage settlements such as Beeac and Birregurra. All are within easy travelling distance of Colac. History

The township of Colac was settled in 1837 by Hugh Murray, a pastoralist whom Colac’s main street is named after. Colac is positioned on the southern shore of Lake Colac which is 16.91km² in area and approximately 32.30km in cir-cumference. The name Colac is derived from the local Aboriginal people, Coladjin, who lived around the lake. Apollo Bay is a coastal town located on the Great Ocean Road, 188km south west of Melbourne on the Otway coast-line adjacent to the Southern Ocean. The town was originally established during the 1860s, served as a centre for whaling and timber industries and also serviced the surrounding agricultural district. It is also home to the first under-ground telephone link to Tasmania, established in 1936. The City of Colac, Shire of Colac and the Otway Shire amalgamated on the 23rd September 1994 resulting in the newly-formed Colac Otway Shire emerging as a stronger, more diverse and progressive municipality, well prepared to lead its ratepayers into the future. ARTS, CULTURE AND EVENTS Arts and cultural activities, interest groups, festivals and events thrive across the Colac Otway region. The Colac Otway Performing Arts & Cultural Centre (COPACC) is a state-of-the-art venue for the performing arts, films, functions and meeting room hire. The centre embraces the skills, arts, beliefs, traditions and aspirations of our community, providing theatre, live music, dance and exhibitions. Events Events and festivals across the Colac Otway Shire reflect the community in which they are held. The Shire assists the community to develop arts and recreation activities by providing funding on an annual basis. Major festivals include the Kana Festival in Colac, Apollo Bay Music Festival, the Colac Custom Car and Bike Show and the Birregurra Weekend Festival. Library Services The shire provides two libraries, a library annexe and an outreach library van which are operated by the Corangamite Regional Library Corporation. The Colac Community Library and Learning Centre (5231 4613) is at 173 Queen Street and serves both the public and students of the Colac Secondary College. This library provides:

EMERGENCY MANAGEMENT

The emergency management team at Colac Otway Shire Council is responsible for developing and implementing strategies to assist communities before, during and after natural and man-made emergency events. The emergency management functions are generally more strategic and include developing and reviewing a num-ber of plans including the Municipal Emergency Management Plan and Municipal Relief & Recovery Plan. Council develops and reviews these plans but also plays a key role in enacting these plans when an emergency occurs. ENVIRONMENT Colac Otway Shire is widely regarded as one of the most picturesque municipalities in Victoria. It comprises spec-tacular coastal areas, lush rain-forested hinterlands and beautiful vast open plains with native grasslands and wildflowers. Council has a strong commitment to environmental management and this is reflected in our Environment Strat-egy 2010-2014 and the related Environment Action Plan. Our environmental commitment carries through to Council’s planning scheme overlays, timber industry guidelines, roadside management guidelines, our biodiversity incentive scheme and stormwater management plan as well as numerous other projects that are being under-taken to improve our local environment. Council’s Environment Department can assist you with information on native flora and fauna, sustainability, vege-tation removal, pests, weed control and environmental events. FIRE PREVENTION Victoria is one of the highest fire prone areas in the world, with the Otways, plains country and Southern Victorian grasslands having a long and established history of devastating wildfires. In addition, townships see regular fires in industrial and commercial buildings and house fires affecting local families occurring on an all too regular basis. Awareness of how and why fires occur and cause the damage they do is vital in preparing the community to pre-vent, respond to and recover from the fires that affect us all. The shire’s fire prevention is managed in accordance with Council’s Municipal Fire Prevention Plan which outlines how Council, fire agencies and other relevant authorities and organisations will work together to prepare for, re-spond to and recover from wildfire. Fire Inspections It is the owner’s responsibility to ensure that they maintain their property in a safe, non-hazardous state during the fire danger period. Properties found to be non-compliant are issued with a fire prevention notice requiring maintenance works to be carried out within a set timeframe. Non compliance can result in court action. HEALTH AND COMMUNITY SERVICES Children’s Services Colac Otway Shire Council provides the Family Day Care scheme which offers quality care in private homes and pro-vides care for children from birth to 12 years of age. An hourly rate is set each year for child care and subsidies may be available. All carers are registered and offer care in their own homes. Carers are resourced and supported by Family Day Care staff. There are also privately run child care centres in Colac. Family Day Care inquiries can be directed to (03) 5232 9425. Health Colac Otway Shire Council’s Public Health Unit provides a variety of public health services which includes the enforce-ment of health related State Government laws and regulations. Maternal and Child Health Centres Maternal and Child Health services are provided at 12 locations throughout the shire. The fully qualified and experi-enced maternal and child health nurses provide care and ad-vice for families of children aged 0-6 years. Services include contacting families of new babies within seven days of birth, regular child health monitoring, ongoing parenting education, hearing screening for babies aged 7-9 months and vision tests for children older than 3 ½ years. ANIMALS All cats and dogs aged three months and over must be registered with Council and must be microchipped prior to reg-istration. When you register your pet, Council will automatically issue with a registration tag that must be worn by your pet at all times. When your pet is wearing a registration tag, the tag number can be matched against the owner contact details to ensure a safe return. The tag will ensure that your pet is not mistaken for a stray. Animal Adoption Adopting a family pet from your local Council is a great option when considering pet ownership. All abandoned animals go through an assessment period to verify they are suitable for rehousing before being made available for adoption. If you have a preferred option for your family pet, officers will take your details and notify you if any animals become available that suit your circumstances. Livestock Primary production is an important part of the economy in Colac Otway Shire. Livestock is usually grazed in a fenced paddock but occasionally there is a need to move stock along roadways. For guidelines relating to moving stock or to obtain a permit, visit Council’s website.

Overhanging Branches Routine inspections are carried out annually in the streets of Colac, Birregurra, Skenes Creek and Apollo Bay, for properties that have overhanging vegetation such as trees, shrubs and bushes that encroach onto or over the footpath area. Owners of properties that are identified with overhanging vegetation are sent a notice which requests that they trim or remove the vegetation within 14 days of receiving the notice. Residents should report problem areas to the Local Laws Department on (03) 5231 9400.

PLANNING AND BUILDING Planning Council’s Planning Department has the responsibility for controlling land use and development under the Planning and Environment Act through the provisions of the Colac Otway Planning Scheme and for administering subdivi-sion in accordance with the Subdivision Act 1988. Statutory Planning Before you start a new business, construct a new building, alter a building or change the use of a building or land you will need to check with Council Planning Department to see if a planning permit is required. The permit gives permission for proposed works to be carried out and may be required subject to the land zoning and whether overlays apply. Strategic Planning The control of land use and development through the planning scheme is one of the most important tools avail-able to Council in implementing its planning policies and strategies. Council’s strategic planning functions are based around the preparation of forward planning policies and strategies that form a framework, providing direc-tion for land use and development across the shire. Enforcement It is Council’s responsibility to enforce compliance with the Planning and Environment Act 1987 and of conditions of issued planning permits. Council’s Planning Enforcement Officer is responsible for investigating complaints and potential breaches of the planning scheme. Breaches to the planning scheme or to a permit conditions can result in fines, enforcement or-ders or even prosecution in the Magistrates Court. Council always seeks to resolve non-compliance before taking formal steps, but often this action is needed to en-sure compliance is achieved.

Building Council’s Building Department provides a number of services including issuing building permits, siting variations and is the responsible authority for enforcement of illegal works. Building Permits A building permit is required for most building works from constructing a new house to changing the size of a win-dow. Before commencing any works it is advised that you check with a building surveyor to see if you require a permit. The permit must be in place prior to works commencing. Permits can be obtained through Council or a building surveyor. Swimming Pools All pools and spas containing more than 300mm of water must have a building permit prior to installation and a compliant safety barrier. Council carries out regular inspections to ensure safety barriers are kept maintained. Enforcement Where works are constructed without a building permit, it is Council’s responsibility to investigate the matter and commence enforcement action to resolve the issue. Works carried out without a building permit can become a costly and difficult exercise for the owner. A list of works that require a building permit is available on Council’s website or Customer Service Centres.

SPORT AND RECREATION

Recreation With more than 100 sporting clubs and organisations, Colac Otway Shire has a very active community utilising many rec-reation reserves, community halls and Bluewater Fitness Centre. Bluewater Fitness Centre is a first class sporting facility which boasts a six lane, 25 metre indoor swimming pool and a fully equipped gymnasium. Sailing, rowing and cycling are just some of the recreational pursuits available in the Colac Otway Shire. There are also many running trails and walking tracks across the Shire. There are also four skate parks at Colac, Birregurra, Forrest and Apollo Bay for skating, rollerblading and BMX enthusiasts. Community groups may apply for funding to assist with recreational activities through Council’s annual community funding program. Bluewater Fitness Centre The centre offers a 25 metre indoor heated swimming pool, spa and sauna facilities with a fully equipped gymnasium and adjacent recreation centre which includes basketball and squash courts. Other services include fitness assessments, crèche, school holiday programs, swimming classes in Austswim, Bronze Star and Bronze Medallion, seniors gym and birthday parties. Place your bins out the night before collection

Place your bin close to and facing the kerb, with the bin’s wheels nearest to the house.

Ensure that there is half-a-Metre clearance between each bin.

Ensure your bin is not placed under a tree or other overhead obstructions and is at least one Metre away from power poles, street signs or other objects that may hinder pick up.

Allow at least one metre between your bin and any parked cars as the mechanical arm will not be able to pick up bins from behind parked cars.

Do not place extra items next to the bin as these cannot be collected.

Do not compress the contents of each bin (ie. stomp it down to get more in), as items may jam and not empty properly
