MANDATE Performing our work on behalf of the department of Trade and

Industry. We regulate products in the following industries.

• Automotive • Safety of vehicles and vehicle components such as headlights,

bulbs, brakes, brake fluid and tyres. This includes Manufacturers, Importers and Builders (MIBs) that are covered by the mandatory requirements.

• Electronic products • Safety of electrical appliances (such as televisions, home theatre

systems, stoves, fridges, microwave ovens, kettles and power tools), electrical cords, electrical components (adaptors and plugs), IT equipment (such as computers and computer equipment) and gaming equipment

To execute our mandate, we carry out market surveillance through inspections,

the issuing of pre-market approvals (including sales permits) and when products

are discovered to be non-compliant, apply sanctions to prevent their sale.

The NRCS is funded through fees collected from industry, which comprise 75%

of the income, and a government grant, which is used primarily for legal metrology functions.

OPERATIONAL PLAN

In addition to the NRCS Goals that are fully supported by the Division’s activities, the division also has the following objectives: • To at least recover all costs where possible (in line and in compliance

with Corporate requirements, as may also be dictated by the Government of the day).

• To work efficiently and cost effectively. • To maintain and improve the high standard of work necessary to build on

the high esteem the Division enjoys worldwide. • To provide evidence of accuracy and credibility of work and inspection

results to national and international bodies and stakeholders. • To maintain and increase the number of satisfied stakeholders and • To provide assurance to consumers and other stakeholders that products

comply with the minimum safety and quality requirements that are prescribed. Food safety and consumer interest are non-negotiable.

Responsibilities • FAI is the officially appointed competent authority for

the issuing of Health Guarantees for fishery products exported to the European Union.

• Appointed by the Department of Health to issue Health Guarantees to the Far East, etc.

CODEX ALIMENTARIUS

• The NRCS represents South Africa and leads the delegation at the Codex Committee for Fish and Fishery Products (CCFFP)

• Attend CAC, CCFICS and CCAFRICA meetings as part of RSA-delegations.

• Contribute to other relevant Codex work and attend and participate in National Codex committees

ELECTRONIC SYSTEM

• The NRCS cited the need for an electronic system that will be used to

register external clients to enable them to lodge applications for permits or certificates, declare levies online and act as an electronic link between the NRCS and other partners.

• Consequently, Odirile IT Holding PTY LTD was appointed as a suitably qualified service provider for the implementation of the proposed solution. Given the business case that was presented by NRCS, Siebel Customer Relationship Management (CRM) 8.1.1.1 was identified as a suitable solution.

PROJECT OBJECTIVES

• The main objective of this project is to deliver an online system that will enable the NRCS to conduct its business in the most efficient and the most cost effective way.

• The system should be able to achieve the following: • Register clients online • Lodge applications online • View certificates and commodities online • Approve / Reject applications • Link with other strategic partners to share information • Declare levies online • Instant communication with clients on status of

application or levies due • Records samples handling • Draw reports on all process and • The system should have workflow and audit trail of

application from start to finalization.
