OVERVIEW
Electronic Visit Verification(EVV) is a system which
electronically verifies that homeor community-based servicevisits occur by capturing and
documenting six points of data:
Type of service performed Individual receiving services Individual providing services
Date of the service Location of the service
Time services begins and ends
EVV is a federal mandate underthe 21st Century Cures Act that
requires compliance by Medicaidagencies by January 1st 2021.
What EVV System will Palco use?
Palco has partnered with FiServ to providestakeholders with one of the best EVVplatforms that exists nation wide.
How will the six data points be captured?
Palco clients will be using the telephony/IVRoption. Using a landline or mobile phone, thesystem will capture the location and 5 other datapoints in real time. Please review the trainingprovided by Palco for more information.
When will EVV be implemented?
EVV must be implemented for all New Mexicorecipients by January 1, 2021 for applicableservice codes.

This is not for the Managed Care / Self Directed Community Benefit (SDCB)
All Medicaid data, EVV relatedor not, is stored on secure
servers that are managed andmaintained by Palco. We areresponsible for ensuring the
data meets state cybersecurity and Health InsurancePortability and Accountability
Act (HIPAA) requirements.
How will service detailscollected through EVV be
kept safe?
Can the EVV solution beused in rural areas?
The EVV Solution is designedto work across the state. Thetelephony/IVR option can beused with any landline or cell
phone.
How long does clockingin/out take?
We estimate the averagetime to be less than one
minute.
Telephony or InteractiveVoice Recognition (IVR) is amethod of EVV used via the
participant's landline ormobile phone. The
employee uses a landline ormobile phone to call in atthe beginning of the shift
and call out at the end. Callsare to a toll-free numberand voice prompts guide
the entire process.
What is telephony/IVR andhow does it work?
What happens if thereis a mistake with the
time entry?
The EOR can accessFOCoS to add any time
that was missed. Thisapplies to self-directed
services only.
Can I use theTelephony/IVR option
from my cell phone?For the state of New Mexico, in Phase one, cell phones canbe used for IVR to capture allthe required data as part ofthe 21st Century Cures Act.
This will change in Phase twoof the implementation and
only verified landlines and themobile app will be allowed.
Whose phone can beused for clocking in?
For Phase one, any phonecan be used. The phone canbe the participant's phone,
caregiver's phone oranother avalaible phone.
Does it have to be thesame phone every time?
For Phase one, no. Anyphone can be used.

If I am exempt from onlinetimesheets, am I alsoexempt from EVV?
Yes, the exemption process foronline timesheets will be thesame exemption process for
EVV. Specific criteria must bemet in order to receive anexemption. Contact you
consultant or CSC forinformation.
The approved hours
and services do not change
because of EVV. You are
still only approved
for the same amount of
services and hours on your
plan. If you have
questions about what is
approved, please follow up

What if my employee liveswith me and takes care ofme 24/7 and 365 days a
year?
No, if your EVV timeand your timesheet for
other services aresubmitted on time, you willget paid for EVV and otherservices at the same time
since they are for the samepay period.
Will I get separate checksfor EVV and my other
services that are not EVV?

You must clock in and clockout as the services begin
and end.
Can I record all of my timeat the end of the day?
Two EVV required servicesshould not be provided at
the same time.
What do I do if I amproviding two services at
the same time?
Services should only beprovided to one participant
at one time.
What do I do if I amproviding services for twoParticipants at the same
time?
Both employees should clockin when the shift starts and
clock out when the shiftends.
What if two employees areproviding services at the
same time?
The self-directing employercan review and approve the
time in the Focos system.
Who will approve the EVVtime?
The provider agency isresponsible to train and
ensure all employeesproviding EVV required
services are in compliance.

Yes. Agencies will need toensure all employees andindependent contractors
that they employ to provideEVV required services
comply with the FederalMandate.
Agencies must register withAuthenticare and use theAuthenticare system to
register and manage theirworkers. Please see the
training for moreinformation on how to
register with Authenticare.
The EOR and Agency shouldwork together to determinethe responsibilities of eachparty and ensure the EVV
mandate is met.

Nothing with billing practiceshas changed. Agencies mustensure compliance with EVV
by ensuring employees arecomplying. EVV will be tied to
claims and records will need toalign starting in phase 2.
