About the New Hampshire State Council on the Arts
The New Hampshire State Council on the Arts (NHSCA) was established by legislation in 1965. Since 1985, it has been a division of the Department of Cultural Resources. The State Arts Council is one of fifty-six state and jurisdictional arts agencies in the United States that exist in partnership with the National Endowment for the Arts. State arts agencies share similar goals, all directed at ensuring every community in America enjoys the cultural, civic, economic, and educational benefits of a thriving arts sector.
The State Arts Council addresses its authorizing legislation (19-A) and its strategic plan through programs, grants, and services that stimulate economic growth and enhance the quality of life of New Hampshire communities through the arts; invests in the creativity of students so they are able to meet economic and social challenges; ensures the arts are available to all New Hampshire citizens, including underserved populations such as the elderly, disabled, rurally isolated, and the very young; and preserves traditional heritage arts so that future generations may continue to benefit from them.
State Arts Council arts grants are a public investment in the cultural life of New Hampshire. This report includes a listing of arts grants funded in Fiscal Years 2009, 2010, and 2011 and information on services and programs that benefit New Hampshire citizens. Grants range from investment in the arts infrastructure of our state thereby assisting organizations to enrich their communities economically and culturally; to bringing artists into the schools to help develop the creative skills of our youth; to introducing artists into health care facilities to help heal and improve the quality of life for residents and patients; to supporting the perpetuation of our most treasured heritage arts; and to providing professional development opportunities that help artists build essential business skills.
Funding for NHSCA administration, grants, programs, and services is provided through appropriations from the New Hampshire Legislature and through partnership funding from the National Endowment for the Arts, a federal agency. A portion of dedicated funds generated through Conservation License Moose Plate funds allocated to the Department of Cultural Resources are also administered by the NHSCA. These grants are reported seperately. Each competitive grant category is adjudicated through a peer panel review process insuring public input on the expenditure of public funds.
The NHSCA also administers the State Art Fund (19-A:8 &9) and oversees the Percent for Art Program for the acquisition and commissioning of artwork for Capitol budget building projects in order to enhance the services provided in state buildings and provide greater access to the arts for all citizens.

9 New Hampshire State Council on the Arts
Arts GrantsState Arts Council grants are a public investment in the cultural life of New Hampshire. Grant
categories have been developed to align with the mission, goals and objectives of the State Arts Council’s strategic plan.
Invest in the infrastructure of cultural nonprofit organizations, which helps to create economically vibrant communities that draw visitors and business to the state.
Promote community engagement in the arts so that all New Hampshire citizens have opportunities to benefit from and participate in creative activities, thereby helping to build a well rounded and informed citizenry.
Invest in arts learning, which brings skilled teaching artists into the schools and alternative education sites to help develop the creative skills of youth so they can meet the complex challenges of the 21st century. Arts learning grants also address the needs of youth at risk, helping them to make better life choices.
Promote access to the arts to underserved segments of our population, especially in the area of arts in health care, which bring highly trained artists into health care settings such as hospitals, nursing homes, hospice care facilities, and rehabilitation centers to help create an environment of healing.
Preserve New Hampshire’s time honored traditional crafts, music and dances, by assisting in the preservation of traditions, assuring that our heritage is secure for future generations to benefit and learn from. Traditional arts grants also bring traditions to the broader public helping to build awareness of the cultural roots of communities.
Invest in the business skills and professional commitment of artists, helping them to become stronger as entrepreneurs and small business owners that contribute to the vitality of New Hampshire’s economy.
Grants are competitive and adjudicated through a “peer panel review process” that assures public input determines the allocation of public funds, a standard practice for determining funding utilized by the National Endowment for the Arts. In this process, individuals from the community with expertise in a variety of areas are asked to serve on a review panel. The panel reviews all applications and work samples submitted. The review criteria for all grant categories include competence in administration, excellence in programming, and community impact.
Grant categories require a commitment of matching funds or in kind contributions, thereby assuring that there is broad support for the project and that diverse funds are leveraged. All grantees are required to submit final reports detailing the final expenditures and the quantitative measurements of their outcomes. Final reporting figures are submitted to the National Endowment for the Arts and the National Assembly of State Arts Agencies. A nationwide system of reporting codes specified in the National Information Standard Practices (NISP) assures that national trends in impact can be measured and assessed.

Triennial Report FY 2009-2011 44
Percent for Art ProgramThe State Art Fund was enacted by the New Hampshire State Legislature in 1979 through
RSA-19A:9 & 10 and authorizes half of one percent of the capitol budget appropriation for new buildings or significant renovations to be set aside in a non-lapsing account for the acquisition or commissioning of artwork in state buildings.* The Percent for Art program is administered by the New Hampshire State Council on the Arts; New Hampshire is one of 27 state and 35 municipal Percent for Art Programs around the country.
New Hampshire’s Percent for Art Program is dedicated to aesthetically enriching state buildings, enhancing the effectiveness of the services through the art that is displayed there, and making the arts more available to our citizens.
The State Arts Collections stewarded by the State Arts Council include the artwork that is commissioned for specific buildings and the Arts Bank Collection that consists of relocatable artworks available for display in public locations of state buildings.
The New Hampshire State Council on the Arts oversees the process for selection of artwork by convening a Site Selection Committee made up of planners, architects, state employees, art professionals and private citizens who collaborate in the selection and commissioning or purchasing of works of art.
In accordance with the Percent for Art guidelines, up to 80 percent of the amount generated by each Percent for Art project is applied to the acquisition and/or commission of artwork for display in that building. The balance is utilized for costs related to convening committees, labeling, and the periodic acquisition of artwork for the Arts Bank Collection so that other state buildings may benefit from the program.
Prior to the State Arts Council issuing a Request for Proposals to artists for a project, the Site Selection Committee identifies the primary locations where the public will have the greatest access to the artwork and also identifies themes they would like the artwork to address.
The Site Selection Committee reviews proposals submitted by artists and makes recommendations to the State Arts Council for the selection of artwork. Rules call for preference to be given to artists residing in New Hampshire and the Northeast.
Stewardship of the State Arts Collection is the responsibility of the Department of Cultural Resources and the State Arts Council. Professional standards of collection management include consistent labeling, yearly assessment of conditions, and repairs to artwork. At the close of Fiscal Year 2011, the collection consisted of 560 artworks located in state buildings around the state.
* New Hampshire’s Percent for Art legislation applies to the first $15,000,000 of the bid contract price of each new building or major addition authorized by the capital budget to be paid from the general fund. “Major addition’’ is defined as any addition which increases the square footage of the building to which it is being added by 25 per-cent or more. Contracts for the following projects are excluded: repairs; the University System of New Hampshire; projects paid for by the highway fund, fish and game fund, or federal funds; and self-liquidating projects.

Arts in Education & Arts LearningPoetry Out Loud
Building Literacy & Language Competency
Poetry Out Loud is a program initiated and funded by the National Endowment of the Arts (NEA) in partnership with the Poetry Foundation and carried out by the 56 state and jurisdictional state arts agencies. Funds to support Poetry Out Loud are awarded by the NEA to the New Hampshire State Council on the Arts as part of the agency’s State Partnership Grant.
Poetry Out Loud encourages the nation’s high school-aged youth to learn about great poetry through memorization and perfor-mance, and helps students master public speaking skills, build self-confidence, and learn about their literary and cultural heritage.
Students memorize and recite poems that they select from an anthrology compiled by the NEA and the Poetry Foundation to represent the breadth of great poetry in the English language. Students compete first at the high school level. Champions from each school go on to compete in regional competitions; regional champions compete at a statewide final championship. Competitors are judged on the quality of their presentation, the poem’s difficulty and the student’s accuracy in reciting it.
Participation in New Hampshire’s Poetry Out Loud is open to any NH high school—public, private, parochial—and to home schoolers. In FY 2009, the fourth year of the program, over 5,000 students from 24 high schools participated in the program. In FY 2010, over 8,000 high school students from 31 high schools participated. In FY 2011, the program grew to include almost 10,000 New Hampshire high school students representing 35 high schools. Information on participating schools, semifinal competitions and champions is on the the NHSCA website, www.nh.gov/nharts.

Connecting Artists with Communities
Arts activities contribute greatly to the lifestyle and economic well-being that makes New Hampshire a vital place to live and work, and artists are at the heart of it all. The New Hampshire State Council on the Arts maintains three on-line juried rosters, each one connects artists with organizations that can benefit from their particular expertise, training, and goals. Access to being listed on the rosters is open annually through an application process. Once accepted, artists are provided various levels of orientation and then listed on the State Arts Council’s website. Organizations are able to apply for competitive grants to include these artists in their programs.
Arts in Health Care Artist Directory – A place to find professional artists who trained to provide arts experiences to residents and clients of hospitals, nursing homes, and rehabilitation centers. Artists in this directory have been juried based upon their ability to work in health care settings.
New Hampshire Artist Roster – A place to find talented professional artists who can bring new ideas, skills, energy, and creativity to young people and communities in New Hampshire. Roster artists represent diverse disciplines and cultures and live in various regions of the state. They have been juried onto the Roster based upon the artistic quality of their work, their professional commitment, and their experience in working in various settings, especially schools.
Traditional Arts & Folklife Listing – A place to find traditional artists, community scholars and folklorists who are available for presentations, demonstrations, lectures, performances and workshops. Traditional arts are the crafts, music, stories and ways of doing things that are passed on from one generation to the next within families, communities and cultural groups of all types. Artists and cultural specialists on this listing have been juried based upon their artistry and ability to communicate with audiences and students.

Creative CommunitiesThe New Hampshire Creative Communities Network
Communities with a lively cultural sector contribute to a strong economy. The State Arts Council founded the Creative Communities Network (CCN) to provide a forum for town and city leaders to build and sustain healthy and prosperous communities through the arts. The consortium is made up of local arts councils, municipal arts commissions, statewide arts service organizations, and other partner organizations.
Quarterly meetings are hosted by member organizations in different regions of the state and provide an opportunity for members to discuss community arts related issues and share model projects. Members engage in collaborative initiatives to help strengthen the creative economy at local and state levels. Special projects have included designing an Artist Needs Assessment Survey and a workshop on affordable live/work spaces for artists and small businesses.
Network members also promote ways the arts can benefit communities, such as: incorporating the arts into health care settings; encouraging the creation of public art; bringing the arts into environmental projects; including arts and culture in community long-range planning; and measuring the economic impact of the arts sector.
In FY 2010 & 2011, NHSCA provided partnership initiative grants through network member Art-Speak/Portsmouth City Cultural Commission to invest in the infrastructure of community-based organizations that provide arts programs to underserved populations, strengthen the state’s creative economy, and attract visitors and new businesses to the state through the arts.

Heritage & Traditional ArtsPreserving & understanding Our Heritage & Traditional Arts
In the traditional arts, crafts, music, dances, and stories are passed down from one generation to the next within families, communities, and cultural groups. The New Hampshire State Council on the Arts recognizes that traditional artists possess important skills and knowledge and that this heritage is important to retaining community identity. Communities with vibrant and active traditional arts also offer authentic cultural experiences for visitors to our state.
To ensure that traditional arts are better understood by young people and preserved for generations to come, the State Arts Council carries out research and documentation of traditional arts and artists; invests in Traditional Arts Apprenticeship grants; presents special exhibits; and develops educational resources for students and teachers.
The New Hampshire Folklife website is one such unique online resource. The website (www.nh.gov/folklife) offers information on the diversity of traditional arts and folklife in New Hampshire including a Learning Center with essays on traditional arts and folklife for all ages; unique interactive learning games called Heritage Arts Build-A-Pictures designed especially for youngsters; a portal for teachers with ideas on how to use the activities in the classroom; information on New Hampshire’s presentation at the 1999 Smithsonian Folklife Festival and other exhibits and festivals produced by the State Arts Council; a Traditional Music Collection database to help connect musicians with people seeking their recordings; and many resource links.
In FY 2009, a traveling exhibit entitled “Discovering Heritage Arts in New Hampshire” was developed for community libraries. The exhibit featured artwork illustrating a wide range of traditions and words specific to the tools, processes, and concepts of these traditions. The project expanded the concept of literacy to include our heritage and deepened understanding of New Hampshire’s traditions. Designed for small community settings, the exhibit was displayed in nine town public libraries, one historic society, one regional visitor center, and at the Legislative Office Building.

Networking and InformationConnecting People & Ideas & Opportunities
The New Hampshire State Council on the Arts provides valuable news and information services electronically to over 2,000 individuals and organizations.
The State Arts Council serves as a clearing house for national, regional and statewide opportunities in the arts and, with the help of the Department of Cultural Resources Public Information Officer, compiles these into E-Opps and sends out a twice-monthly update on opportunities in the arts community, including grants, jobs, workshops, and more.
The State Arts Council is also a source of breaking news stories, grant deadlines and more. Art Starts are e-news bulletins that provide timely updates.
In FY 2010, the New Hampshire State Council on the Arts initiated a Spotlight series from the home page of the agency website to provide a deeper insight into the many ways public investment in the arts helps to make possible a wide variety of projects, activities, and services that benefit families, students, teachers, artists, and communities statewide; making the arts more accessible to all citizens. The Spotlight series replaced the more costly print publication, Arts Journal.
The New Hampshire State Council on the Arts also maintains a public Facebook Fan page where the State Arts Council can provide information on opportunities, news, workshops and grant deadlines and thereby reach people and organizations that are part of a social media network. Artists, schools, and organizations can also post their most current arts-related news and stories.

Arts Outreach: Commissioner’s InitiativesArts, Culture & The Law Conference: FY2011
Members of the arts and culture industry – which includes large and small businesses (including individuals), not-for-profits, municipal organizations and others – often do not have a solid understanding of key legal issues, ranging from establishing and respecting copyright, to tax laws, to nonprofit governance and beyond. Many times they do not have the resources to obtain this information and end up seeking help once it is too late.
The FY 2011 Arts, Culture and the Law Conference sponsored by the Department of Cultural Resources in partnership with the New Hampshire State Council on the Arts, the University of New Hampshire School of Law, the New Hampshire Charitable Foundation, and the New Hampshire Center for Non Profits, as well as others brought together individuals from both the legal and the arts and culture communities to discuss these issues. Throughout the day, concurrent blocks of one-hour panel discussions addressing pertinent topics took place. The panels included one expert each from the legal and arts or culture industry as well as a facilitator; panelists gave five-minute presentations and for the balance of the session they responded to questions from attendees.
More than 140 people participated in the event. Post-conference survey comments included “One of the best I have attended in New England,” “Expertise assembled was fantastic” and “Should be a regular event.”
Commissioner’s Cultural & Heritage Tourism Roundtables: FY2009 – FY2011Commissioner’s Cultural & Heritage Tourism Roundtables take place on a quarterly basis
at a variety of cultural sites throughout the state. True “roundtables,” each focuses on a topic related to the cultural industry. The conversation is driven by those who attend and is facilitated by the commissioner of the Department of Cultural Resources. Attendees – who range from individual artists, members of for-profit and not-for-profit arts organizations, librarians, historians and historical society members as well as owners of small and large businesses – report that the content of the Roundtables is thought-provoking and that the networking opportunities presented open new avenues for collaboration.

NH Professional Theatre Association Convenings: FY2009 - FY2011New Hampshire has a long history of professional theatre and is home to the oldest summer
theatre in the United States. Nearly two dozen professional producing and / or presenting theatres currently exist in the state, some that focus on a summer season, some that have touring companies, and some that offer programming all year long.
The New Hampshire Professional Theatre Association (NHPTA) was convened through the Department of Cultural Resources Commissioner working in partnership with the State Arts Council in 2007; representatives from these theatres meet on a quarterly basis to discuss their organizations’ challenges and solutions, share resources, collaborate on marketing and plan for the future of professional theatre throughout the state.
One of the major initiatives of the NHPTA is its annual Auditions and Job Fair. The event gives participants the opportunity to meet with representatives from New Hampshire professional theatres seeking both cast members and staff, including positions working backstage or in marketing, administrative or box office capacities.
NHSCA Staff thanks the Department of Cultural Resources Public Information Officer Shelly Angers for the above entry.
