1. ConferenceManagementandOperations 1.1ConferenceDescription

1.1.1ManagementoftheaffairsandactivitiesoftheConferenceareperformedbytheelectedOfficersandMembers-at-LargeoftheNewEnglandIntercollegiateSailingAssociation(“NEISA”)ExecutiveCommittee.EachRegularMemberschoolmaynominateindividualstoserveasOfficersorMembers-at-Large.BothundergraduatesandgraduateFacultyAdvisorsorCoaches,asappropriatetotheposition,maybenominatedpriortoorattheAnnualMeeting,andelectionstakeplaceatthatMeeting,heldanywherebetweenDecemberandearlyFebruary.QuestionsofgeneralconcernshouldbedirectedtotheConferenceCommissioner.

1.2ExecutiveCommittee1.2.1GraduateCommissioner1.2.2UndergraduatePresident1.2.3UndergraduateVicePresident1.2.4UndergraduateSecretary1.2.5GraduateTreasurer1.2.6GraduateSchedulingCoordinator

1.2.7RegionalRepresentatives1.2.7.1TheRegionalRepresentatives,areresponsibleformonitoringthe

healthoftheteamsintheirregion,andprovidingguidanceandsupporttothoseteams.Inparticular,thisinvolvesassistingandfosteringnewteams,helpingtosupportandbuoy“dangerzone”teams,andrecruitmentofwomen’steamsfromallAssociateandRegularMemberteams.

1.3.2Membershipdues,billinginformation,andregattafeeinformationcanbefoundinAppendixA1.

1.3.3Billsforeachsemesterwillbesentoutpriortotheendoftheprevioussemesterandwillhavetobepaidbytheendofthesemestertowhichthebillappliesorelseteamswillhavetovacateberthsinthefollowingsemester.

1.3.4SchoolsattendingtheMarchiando,SNETR,TeamRaceNewEnglandChampionship,andMatchRaceNewEnglandChampionshipwillbechargeda$100surchargetohelppayforUmpires.

1.4ConferenceMeetings1.4.1ThebusinessoftheConferenceisconductedatperiodicExecutive

CommitteemeetingsandtheNEISAAnnualMeetings.ExecutiveCommitteemeetingswilltakeplaceviaamonthlyconferencecall.TheNEISAAnnualMeetingshalltakeplaceonthefirstSaturdayofDecember,tobecompletednolaterthan12:30pmwheneverpossible.

1.4.2TheNEISASchedulingmeetingshalltakeplacefollowingtheAnnualMeetingviateleconference,oralivemeetingfollowingtheAnnualMeetingifnecessary.

2. MembershipLevels2.1AssociateMembership:Associatemembersarethenewestmembersofthe

association.Theseteams,whicharetypicallyintheirformativestages,arepermittedtoparticipateinallregattasexceptInterconferenceRegattas,ConferenceChampionships,andNationalChampionships.TheymaynotvoteonbusinessoftheConference,andindividualsfromassociatemembersmaynotserveontheNEISAExecutiveCommittee.

2.2Provisional:ProvisionalMembersenjoythesamerightsasRegularmembersexceptforservingontheNEISAExecutiveCommitteeandvotingonmembershiporbusinessoftheConference.

2.3RegularMembership-Regularmembersareentitledtoallprivilegesofmembershipintheassociation.Theymayparticipateinanyregatta,votenewmembersintotheassociation,andvoteonbusinessoftheConference.2.3.1RegularMemberCollegeisthelevelprovidingfulltimemembershipto

NEISA.FullguidelinesandprivilegescanbefoundintheProceduralRules(p.IIIs.11).

2.4CategoryUpgrades:Membersareencouragedtopursueupgradesinmembership.RequestsforupgradesmustbemadeinwritingtotheConferenceCommissionerpriortotheAnnualMeeting,andshouldincludeanyplans/procedurestheteamhasinplacetoensuretheywillbecomeapermanentfixtureinNEISA.

3. VotingProcedures 3.1Attendance

3.1.1AttendanceatallmeetingsisopentoanyoneinterestedintheaffairsofNewEnglandCollegeSailing,exceptforthemeetingoftheNominatingCommitteeatthetimeoftheAnnualMeeting,whichislimitedtoExecutiveCommitteeMembers-at-Largewhoareseniors,Officers,andGraduateAdvisors.

3.2ExecutiveCommitteeMeetings3.2.1VotingatExecutiveCommitteemeetingsislimitedtothedulyelected

membersoftheCommitteeaslistedintheAddressBulletin.AQuorumatExecutiveCommitteeMeetingsis50%oftheExecutiveCommittee.

3.3SchedulingMeeting3.3.1VotingattheSchedulingMeetingandwhenevermattersofascheduling

natureareatissueislimitedtoonevotepercollegeinattendance.AsidefromtheSchedulingMeeting,schedulingdecisionsrequireofquorumof50%ofregularmemberschoolstoholdavote.

3.4AnnualMeeting3.4.1VotingattheAnnualMeetingislimitedtooneundergraduateandone

graduaterepresentativefromeachRegularMemberschool.Writtenproxiesfromrepresentativesnotinattendancearerequired.

3.5Exceptions3.5.1ExceptattheAnnualMeetingandtheSchedulingCommitteemeetingheldin

conjunctiontherewith,anyproposalthesubstanceofwhichhasnotbeendulycirculatedintheprintedagendarequiresapprovalbyathree-fourthsmajorityofthosepresentandeligibletovoteinordertobecomeeffective.

4. Scheduling 4.1Description

4.1.1ThefullracingscheduleforthenextfallandspringseasonsisdevelopedattheSchedulingMeeting.ChangesmaybearrangedthroughtheScheduleCoordinator.ThesechangesshouldbecompletedbyJanuary15th.

4.1.2TheNEISASchedulingMeetingshalltakeplaceonaweekdayfollowingtheAnnualMeeting.

4.1.3FullDraftOrdercanbefoundinAppendixA4. 4.2SchedulingInfractions

4.2.1AnychangestotheprintedSchedulemustbemadethrough,andapprovedby,theScheduleCoordinator.Thedeadlinetodropanyin-conferenceregattaistheFridaytwoweekendspriortotheweekendoftheevent.ForaregattaonApril16-17,2016,thedropdeadlineisApril1.TobeexcusedfromanIn-Conferenceschedulecommitmentwithoutsubsequentschedulingpenalties,acollegemust:a) Ifwithdrawingmorethantwoweeksbeforeanevent,notifytheSchedule

Coordinatorandthehostschoolbyemail.b) Ifwithdrawinglessthantwoweeksbeforeanevent,notifybytelephone

oremailboththeScheduleCoordinatorandthehostschool.Thisisa“late-drop.”

c) Ifwithdrawingonthedayoftheevent,notifythehostschoolbytelephoneandemail.Thisisa“late-drop.”

4.2.2Awithdrawalwithnonotificationisthemostseriousinfraction.Thisisa“no-show.”Inadditiontopenaltypoints,additionalpenaltiesmayapplyper4.2.6

4.2.3Eachteamhasa12point“penaltycushion.”Late-droppointsaccrueat4pointsperday.No-showpointsaccrueat6pointsperday.Attheendofthecalendaryear,teamsarerankedina“PenaltyRanking.”

4.2.4Late-dropscanbeexcusedforthefollowingreasons:4.2.4.1Injurytoplayerswithin2weeksoftheevent.Adoctor’sortrainer’s

noteisrequired.4.2.4.2Inabilitytotravelduetoinclementweather.4.2.4.3Thevacatedberthisfilledbyanotherteam.4.2.4.4Ateammaydrop,withoutpenalty,aconferenceminortoattenda

conferencemajor,aconferenceminororconferencemajortoattendaninterconferenceregatta.

4.2.4.5TheSchedulingCoordinatormayusetheirownjudementtocancelormoveregattasfollowingtheguidelinesin7.4.3,andinsuchcasesmayusetheirdiscretiontoforgivelate-drops.Thisincludes,butisnotlimitedto,ice,storms,and/orothereventsorconditionsbeyondthecontrolofthehost.

4.2.5Ifateamlate-dropsornoshowsanin-conferenceinterconferenceregatta,thatteamwillnotbepermittedtoschedulein-conferenceinterconferenceregattasduringthenextSpringseason.

4.3ScheduleRanking4.3.1In-conferenceschedulingandout-of-conferencedraftingisdeterminedby

SchedulingRanking.ThisrankingcombinesthePerformanceRankingandPenaltyRanking.Theformula(.7*PerformanceRanking)+(.3*PenaltyRanking)providesateam’s“SchedulingScore.”Schedulingrankingisalow-pointsystem,determinedbyschedulingscoresrankedlowesttohighest.

4.4FreshmanRestrictions4.4.1Onlybonafidefirst-yearstudentsmaycompeteinregattasdesignatedas

freshmanevents.Freshmanmaycompeteineventsnotrestrictedtofreshmanonly.

4.5MembershipRegattaDraftOrder4.5.1CompleteDraftOrdercanbefoundinAppendixA4.

5. ChampionshipSelection 5.1SelectionProtocol

5.1.1TheExecutiveCommitteeworkswiththeCompetitionCommitteetoschedulethehostsitesforconferencechampionshipseachyear.

5.1.2NotwoSpringNewEnglandChampionshipsmaybeheldonthesameweekend.

5.1.3NoschoolmayhostthesameSpringFleetRacingChampionships(Women’sorCoed)within3yearsofpreviouslyhostingthatSpringChampionship.

5.1.4TeamsthatputinabidforaConferenceChampionshipsshouldincludeatleastonenamedjudge.IftheeventforwhichaschoolissubmittingabidistheNewEnglandTeamRaceChampionships,thatschoolshouldhaveatleastthreenamedumpires.

5.2FinalSelection5.2.1FinalsiteselectionforConferenceChampionshipsismadeattheScheduling

Meeting.A“slate”ofChampionshiphostsiteswillbeselectedattheFallExecutiveCommitteemeeting,withfinalapprovalattheSchedulingMeeting.

5.2.2IntheeventtheHostofaConferenceChampionshipscannothosttheevent,thehostmustnotifytheConferencewithsufficienttimetoholdavoteviaemail.

5.3ChampionshipContingencyPlan5.4Qualifications

5.4.1NewEnglandDinghyChampionships—AsPre-qualifiedviatheSchedulingRankingpositionssitat16teamswiththelasttwoberthscomingfromqualificationthroughtheNewEnglandDinghyTournament.

5.4.2NewEnglandWomen’sChampionships-AsPre-qualifiedviatheSchedulingRankingpositionssitat18teams.

5.4.3NewEnglandTeamRaceChampionships—AsPre-qualifiedviatheSchedulingRankingpositionssitat10teamswiththelasttwoberthscomingfromqualificationthroughtheStaakeTrophy.

5.4.4Schell—Berthallotmentsarethetop17teamsfromthePerformanceRankingSystemplustheHostTeam.

6. InterconferenceEvents 6.1Selectionprocess

6.1.1NEISAhasacommitmenttofurnishteamsforvariousout-of-conferenceregattas.SelectionfortheseeventsisdeterminedattheScheduleMeeting.TeamsarenotpermittedbyICSAregulationtoacceptinvitationsdirectlyfromhostcolleges.AllinvitationsbeyondtheestablishedconferencequotamustbeapprovedbytheScheduleCoordinator.

7.RegattaOperations 7.1ContestantObligations

7.1.1Contestingcollegesareobligatedto:a) ReportontimetoRegattas.b) Bringafullteam,allofwhommeetalleligibilityrequirements.c) BringandwearCoastGuardapprovedlifejackets.d) Notifythehostcollegebytelephoneifdelayedenroute.e) KnowthoroughlyandobservetheRacingandProceduralRulesofICSA

andNEISA.f) Observecustomsandregulationsofhostcollegeoruniversity.g) Stayuntilaregattaiscompletedunlesspermissiontoleaveisgivenby

regattaofficials. 7.2RecordofParticipation(RP)FormCompletion

7.2.1RegattasandteaminformationshallbeautomaticallyfinalizedonlinethroughTechscore24hoursaftertheconclusionoftheregattaandanyteamswithmissingRPinformationshallbeautomaticallypenalizedandnotifiedofsuchpenalties.

7.3ContestantConduct7.3.1Nocontestantshalluse,eitheronoroffthewater,duringanycollegiate

regatta;marijuanaoranyothercontrolledsubstanceoralcoholicbeverages(distilledspirits,wine,andbeer).Violationofthisregulationshallresultinthedisqualificationofthecontestant’sentireteamfromthecompetition.Inaddition,byICSAregulation,anyviolationofthisregulationshallbereportedtotheConferenceGraduateCommissionerandtheICSAExecutiveVice-Presidentforappropriateaction.

7.4HostCollegeObligations7.4.1Thehostcollegeisresponsiblefor:

a) Theorganizationoftheeventandforconformancetoallgoverningregulations.

b) TheHostCollegewillprovidethesailboats,equipmentandsafetyboatsnecessarytorunafairandsaferegatta.

c) Theboats,sailsandequipmentshouldbemaintainedasequallyaspossible.

d) Thehostcollegeassumesmuchoftheresponsibilityfordecisionstocontinue,curtail,postponeorcanceleventsduetotheextremesofweather.

e) IntheabsenceofappointedNEISAofficials,thefacultyadviserorcoachshouldbeincharge,NOTleavingsuchresponsibilitytoundergraduates.AlthoughfinaldecisionrestswiththeHostCollegestoprotectpersonnelandequipment,saidofficialsshoulddiscussthesituationwithvisitingadvisers,coaches,andorteamcaptains.Personalsafetyisoftheutmostimportance.

7.4.2HostCollegesmusthavetheirregattas“Finalized”onTechScoreassoonasispracticableaftertheregattahasbeencompleted.

7.4.3Intheeventthataregattamustbemoved,thefollowingguidelinesshallbeusedtoselectanewvenue:a)Newvenuemustbewithin50milesoftheoriginalvenueandsailedonthesamescheduledday(s),b)sameboattypec)samenumberofdivisions.d)Onlyincircumstanceswheretheseconditionscannotfirstbemetmayaneventbemovedtoavenuethatdoesnotmeettheseconditions.

7.5RequiredEquipment7.5.1LifeJackets:FollowingICSARegulations,NEISArequiresallcompetitorsto

wearUSCGapprovedlifejacketsatalltimeswhileonthewater.PersonalFlotationDevicesarenotrequiredwhenashoreoronobjectsattachedtoshore.SeetheICSAProceduralRulesSection13c.

7.5.2Uniform:AccordingtoICSARegulations,TeamUniforms,i.e.PinniesorBibsarerequiredtobewornbyallcompetingsailingsinNEISAandICSARegattas.SuchTeamUniformshalldisplayanidentifyingname,nickname,mascotorimagewhichdesignatesthatteam’scollegeoruniversity.SeeICSAProceduralRulesSection13eandSection13f.

7.5.3NEISAstronglyrecommendstheuseofawetsuitordrysuitintheeventofinclementweatherwherethetemperaturedropsbelowasafedegree.ICSAPRsaysaHostCollegemayrequirespecialclothing(i.e.awetordrysuit)foranyregatta,providingadvancewrittennoticeisgiven.SeeICSAProceduralRule13d.

7.6Trophies7.6.1Perpetualtrophiesarenowretainedbyoneofseveralcustodialcolleges

(CoastGuard,MIT,Harvard,etc.).Perpetualtrophiesnolongercirculate.CollegesretainingcertaintrophiesforpermanentdisplayareresponsibleforbringinganyandalltrophiestotheSchedulingMeeting.TheGraduateCommissionerorhisdesignateshallcollectalltrophiesinordertomonitortheircareandarrangeappropriateengravingpriortotheirpresentationattheNEISAAnnualMeeting.CollegesarenottomarkanytrophieswithoutpriorpermissionfromtheGraduateCommissionerand/ortheGraduateTreasurer.

7.7RegattaGuidelines7.7.1ReportTime:Atvenueswithtwoormorefleetsofboatsreporttimeis10:30

AMonSaturday,and9:30AMonSunday.Forvenueswithonefleetofboats,reporttimeis9:30AMonSaturdayandSunday.

7.7.2FinishTime:Noraceshallstartafter6:00pmonSaturdayand3:00pmonSundays.

7.7.3Nomorethan10racesperdivisionshallbesailedperday.7.7.4WindLimit:Noraceshallbestartedinwindconditionsbelow3knots.7.7.5MultipleTeam(MT)Events:Teamsmayenteradditionalteamsatany

conferenceminororconferencemajorlevelregatta,providedthefollowing:a) IfAorBlevelPerformanceRankingevent,youmaynotenterasecond

team.b) Thehostandschedulingcoordinatorapprovetheadditionalteams.c) InterconferenceRegattasshallbelimitedtooneteamperschoolwiththe

exceptionofoneadditionalallwomen’steamatco-edInterconferenceRegattas.

7.7.6CombinedDivisions(CD)Events:Foreventswithsmallfieldsofentrants(ordinarilynineteamsorless)andfleetsofappropriatesize,theHostCollegemayspecifyinadvancethatalldivisionswillsailandbescoredtogether.Sucheventswillbearthenotation“CD”intheprintedScheduleBulletin.

7.7.7IntermediateSloopandBigBoatEvents:Becauseofthepower,expense,andspecialnatureoftheseboats,collegescompetinginslooporbigboateventsassumeanextraordinaryobligationtosendexperiencedandqualifiedskippersandcrews.Officialsareauthorizedandencouragedtoexcusefromcompetitionanycrewjudgednotcompetent.

7.7.8OpenCoaching:Inviteregattascanbedesignatedas“OpenCoachingEvents”wherethehostcoachcancoacheveryoneattheregatta-willhelpthesmallerteamswhodon’thavecoaches.

7.7.9InterconferenceandConferenceMajoreventsmusthaveagraduateastheRegattaChairunlessotherwiseapprovedbytheNEISAConferenceCommissioner.
