I.

1.1 AIIMS, New DelhiAn Act of Parliament in 1956 established the All India Institute of Medical Sciences (AIIMS) asan autonomous institution of national importance and defined its objectives and functions. Byvirtue of this Act, the Institute awards its own medical degrees and other academic distinctions.The degrees awarded by the Institute under the All India Institute of Medical Sciences Act arerecognized medical qualifications for the purpose of the Indian Medical Council Act andnotwithstanding anything contained therein, are deemed to be included in the first schedule ofthat Act, entitling the holders to the same privileges as those attached to the equivalent awardsfrom the recognized Universities of India.1.2 Six other AIIMSUnder the Pradhan Mantri Swasthya Suraksha Yojana six new All India Institutes of MedicalSciences have been established similar to AIIMS, New Delhi. The “PG admissions hasalready done in five AIIMS Bhopal, Bhubaneswar, Jodhpur, Raipur, and Rishikesh exceptAIIMS Patna. However, for AIIMS Patna it may be notified separately before counselingsubject to approval/directions from competent Authority.” As per the directives of theMinistry selection for admission will be done through the same Entrance Examination throughwhich candidates are selected for AIIMS, New Delhi. The admission will be done on the basis ofmerit-cum-choice of the candidates.

2.1 AIIMS, New DelhiIn the field of postgraduate education, the most important function of the Institute is to provideopportunities for training teachers for medical colleges in the country in an atmosphere ofresearch and enquiry. Postgraduate students are exposed to newer methods of teaching andgiven opportunities to actively participate in teaching exercises. The other important objectivesof the Institute are to bring together in one place educational facilities of the highest order for thetraining of personnel in all the important branches of health activity and to attain self-sufficiencyin postgraduate medical education. The educational principles and practices being adopted arethose which are best suited to the needs of the nation.2.1 Six other AIIMSAims & objectives of the other six AIIMS Institutes are also of similar nature as mentioned abovefor AIIMS, New Delhi. The number and distribution of seats may vary depending upon theperiodic directives / directions from Competent Authorities.

The candidates joining MD/MS/MDS degree courses shall be called Junior Residents in the ClinicalDisciplines and Junior Demonstrators in Basic Clinical Disciplines.

2. ELIGIBILITYa) A candidate must possess MBBS degree for MD/MS and BDS degree for MDS courses of a

University recognized by the Medical Council of India/Dental Council of India and must havecompleted the required period of 12 months compulsory rotating Internship/Practical training on orbefore 30th July, 2018 [As per DCI endorsement No.DE-130-2011/B-4978, dated 13.12.2011,candidature will be as per DCI Revised BDS Course (4th Amendment) Regulation-2011published in Gazettee notification (Extraordinary) Part-III, Section-4, dated 9.12.2011].Candidates who complete their internship after 30th July, 2018 are not eligible for Registration in thisexamination.

b) In case it is found that a candidate who does not fulfil the eligibility qualification / criteria(such as Internship Completion dates etc.) has provided false information solely forappearing in the examination for practice purpose, the candidate shall be debarred fromappearing in AIIMS Entrance Examination in future. Selected candidate will be verifiedagainst previously available data for further action as above.

c) The candidate must have obtained a minimum of the following marks in aggregate in all theMBBS/BDS professional examinations(i) For candidates belonging to the SC/ST Categories 50% marks in aggregate(ii) For all other categories including OBC Category 55% marks in aggregate(iii) For Persons with Bench-mark Disabilities [PWBD] candidates the minimum aggregate as

provided in (i) and (ii) for the category to which the candidate belongs shall apply.

3. COMPETETIVE ENTRANCE EXAMINATIONThe Entrance Examination shall be conducted through a Computer Based Test (CBT).• The examination shall be held on Sunday, the 6th May, 2018.• The duration of the examination shall be 3 hours (Three hours/ 180 minutes) for MD /MS Courses

and 1½ hours (One and a half hours /90 minutes) for MDS Courses.• The Online (CBT) Entrance Examination will be conducted in one shift:

Timing - MD/MS: 10:00 AM to 01:00 PM MDS: 10:00 AM to 11:30 AM• The examination centres are tentatively proposed in 68 cities all over India

4. TYPE OF PAPER:The Competitive Entrance Examination will have one paper in English consisting ofFor MD /MS: 200 (Two hundred) Objective Type (Multiple Choice type) questionsFor MDS: 90 (Ninety) Objective Type (Multiple Choice type) questions

5. SUBJECTS:

The entrance test for MD/MS will consist of multiple choice questions covering all the subjectstaught at M.B.B.S. level

The entrance test for MDS, will consist of multiple choice questions covering all the subjectstaught at BDS level.

6. CENTRES FOR EXAMINATION

Applicants should indicate his/her choice of city of examination at the time filling the applicationform. The city chosen is subject to confirmation of payment of the examination fee.

The city of examination shall be allotted on first-come first-serve basis subject to availability ofnodes in respective city.

The city of examination once chosen and allotted will not be changed and any request in thisregard will not be entertained. Applicants should therefore indicate the choice of city withutmost care.

Applicants are advised to register themselves, make payment and submit their application form atthe earliest without waiting for the last date, to avoid not getting the city/centre of their choice.

8. MINIMUM CUT-OFF SCORESIn accordance with decision of the Governing Body, AIIMS dated 14 September 2013, the minimum cut-offnecessary in the Entrance Examination to determine eligibility for admission is 50th Percentile.

9. PERCENTILE SCORESPercentile scores are scores based on the relative performance of all those who appear for the examinationBasically the marks obtained are transformed into a scale ranging from 100 to 0 for each group of examineesThe Percentile Score indicates the percentage of candidates that have scored EQUAL TO OR BELOWthat particular Percentile in that examination.The highest score is converted to a Percentile score of 100.The marks obtained in between the highest and lowest scores are also converted to appropriate PercentilesThe Percentile Scores would be converted to 3 decimal places to avoid bunching effect and thereforereduce tiesThe following is a further explanation of the interpretation of the scores in an examination with 100 candidates.• If candidate A’s Percentile score is 100, it indicates that amongst those who have taken the examination,

100% have scored either EQUAL TO OR LESS THAN the candidate A. It also indicates that no candidatehas scored more that candidate A.

• If candidate B’s Percentile score is 90, it indicates that 90% of the candidates who have taken theexamination have scored either EQUAL TO OR LESS than candidate B. It also indicates that remainingcandidates have scored more than candidate B.

• If candidate C’s Percentile score is 50, it indicates that 50% of the candidates who have taken theexamination have scored either EQUAL TO OR LESS than candidate C. It also indicates that remaininghalf of those who took the examination have scored more than candidate C.

• If candidate D’s Percentile score is 30, it indicates that 30% of the candidates who have taken theexamination have scored either EQUAL TO OR LESS than candidate D. It also indicates that remaininghave scored more than candidate D.

• If candidate E’s Percentile score is 1, it indicates that none of the candidates who have taken theexamination have scored either EQUAL TO OR LESS than candidate E. It also indicates that all remainingcandidates who took the examination have scored more than candidate.

10. METHOD OF RESOLVING TIESThe overall merit / ranking shall be based on the Percentile scores.The method adopted for breaking ties (similar Percentiles) shall be:(i) Candidates obtaining higher aggregate marks in all the MBBS/BDS Professional Examinations shall

be placed higher than candidates with lower aggregate marks in MBBS/BDS ProfessionalExaminations.

11. PREPARATION OF MERIT LISTMerit list shall be prepared based on the Percentile Scores and applying the above method forresolving tiesOverall and Category-wise merit Lists shall be prepared accordingly.

12. RESERVATION OF SEATS

(i). 49.5% of the total Post-Graduate seats (15% for SC, 7.5% ST and 27% for OBC) excluding thosefor Sponsored/Foreign National candidates are reserved for the candidates belonging to theScheduled Castes, Scheduled Tribes and the Other Backward Classes (Non-creamy layer).

(ii) Reservation for the Persons with Benchmark Disabilities (PWBD)a) For MD/MS:

As per provisions (Chapter VI Clause 32) of the Rights of the Persons with Disabilities Act.2016 Five percent of seats shall be reserved for Persons (Indian nationals) withBenchmark Disabilities (PWBD) The reservation will be provided on horizontal basis, asper their rank in order of merit in examination.

b) For MDS:As per 100-point roster, 1 (one) seat is reserved for Persons (Indian Nationals) withBenchmark Disabilities (PWBD) for the July 2018 session.

c) CRITERIA FOR PERSONS WITH BENCHMARK DISABILITY(PWBD) (Common to AIIMS, New Delhi & Eight other AIIMS):

In accordance with the provisions of the Rights of Persons with Disabilities Act, 2016, 5% seatsof the annual sanctioned intake capacity shall be filled up by candidates with benchmarkdisabilities, based on the merit list of AIIMS PG Entrance Examination, July/Januarysession. For this purpose, the Specified Disability contained in the Schedule to the Rights ofPersons with Disabilities Act, 2016 is annexed in APPENDIX-IV. The candidate must possessa valid document certifying his/her physical disability. The disability certificate should becertified by a duly constituted and authorized Medical Board of the State or Central Govt.Hospitals/Institutions. All PWBD candidates shall be evaluated by a Medical Board of theInstitute to determine eligibility.

For detailed distribution of seats, category-wise please see the tables in page 2 and 3.13. INSTITUTIONAL PREFERENCE FOR AIIMS GRADUATES

(a) By way of institutional preference the institutional candidates i.e. those who have graduated fromAll India Institute of Medical Sciences, New Delhi shall be preferred for admission against 50%of total MBBS seats of AIIMS of the open general seats without any discipline wise preference,in accordance with the judgment of the Hon'ble Supreme Court and subsequent judgment dated07-05-2004 of the Supreme Court in Saurabh Chaudhary Vs. Union of India W.P. (C) No. 29 of2003 and connected matters.

(b) Applicable to medical graduates of AIIMS New Delhi only for PG seats of AIIMS, New Delhi.

(c) Any seat left vacant out of the AIIMS preferential seats or any other reserved seats shall beavailable to other open general category candidate in order of merit.

14. CONTRACT

1. Each Junior Resident will be on contract service for a period of three years.2. Original certificates of any candidate who opts for a confirmed seat will be retained in the Academic

Section. The same will not be returned to the candidate before completion of the course unlesshe/she deposits a sum of Rs.3,00,000/- (Rupees Three Lakh only) once seat has been confirmedirrespective of the fact whether he/she joins the course or not. If any candidate who joins theMD/MS/MDS & M.Ch./DM (direct 6 years) courses, leaves the said course within six months ofjoining, he/she shall be liable to pay a sum of Rs.3,00,000/- (Rupees Three Lakh only) and anycandidate who joins the PG courses and leaves after six months of joining shall be liable to pay asum of Rs.5,00,000/- (Rupees Five Lakh only) as compensation for losses incurred by the AIIMSdue to such midstream departure. The salary for the month in which his/her resignation fromthe PG seat becomes effective, shall also stand forfeited.

15. OTHER TERMS & CONDITIONS

A. EMOLUMENTSJunior Residents/Demonstrators (three years tenure period) will be paid a sum of Rs.15600 +Rs.5400 Grade Pay + NPA and other allowances as admissible under the rules in the first year ofthe residency or revised pay scale as per 7th CPC as applicable.

B. SELECTION OF SPONSORED/FOREIGN NATIONAL CANDIDATESA combined merit list of the sponsored/foreign national candidates will be made. Seats will be allottedpurely on merit on the basis of performance in the Entrance Test. Detailed requirements forSponsored/Foreign National candidates are given on next pages under the heading “IMPORTANTINSTRUCTIONS APPLICABLE TO ALL EXAMINATIONS”.

C. DUTIES AND RESPONSIBILITIESDuties and responsibilities of Junior Residents will be fixed by the Institute from time to time. They will berequired to perform such work as may be needed in the legitimate interest of patient care in the hospital.

D. LEAVE

During the term of his/her employment, he/she will be entitled for leave as under:

First year 30 days leaveThe competent authority has decided that the JR (Acad,) will be entitled to the leave calculated on Pro-rata basis i.e. JR Acad. during the first year of their tenure they will be sanctioned leave for only thatmuch number of days which they have already earned.Second year 36 days leave.Third year 36 days leave.As per rule, leave cannot be carried forward and they are not entitled to any other leave except theabove-mentioned leave. However, can be accumulated for the purpose of leave encashment oncompletion of tenure. Further, the residency period as well as exam of residents, who avail leave over &above their entitlement, will be extended.

E. ASSESSMENTAt the end of first six months of the admission, each Junior Resident will be assessed and, in casehis/her performance is not found satisfactory, his/her registration may be cancelled.

F. SUBMISSION OF PROTOCOL AND THESISThe Junior Residents/Demonstrators registered for MD/MS/MDS course shall be required to get his/herplan of thesis protocol approved by his/her departmental faculty within 4 months of enrolment, andsubmit it to Academic Section. If a candidate fails to submit the thesis protocol within theprescribed period, his/her registration will stand cancelled. The last date for submission of thesis forthe students registered for MD/MS/MDS degree will be 30th June for those appearing at the Decemberexamination and 30th November for those appearing at the May examination.

G. INTERNAL ASSESSMENTInternal assessment/progress report should be evaluated periodically by the faculty members of theconcerned department on the theoretical knowledge and practical skills of a candidate. The Head of theDepartment should send such an internal assessment/progress report of each candidate on regularbasis i.e. six monthly and send to the Academic Section for official records. The weightage of the internalassessment/progress report i.e. 20% marks of the candidate will be added in his/her finalexamination. [Ref. Notification No.4-7/2015-Acad.1 dated 22.06.2015]

ELIGIBILITY

The candidate must possess a MBBS degree and should have completed the required period of one-yearcompulsory Internship. He/she must have obtained at least 55% marks in aggregate in all the MBBSprofessional examinations. The eligibility criteria are same as specified for MD/MS (3 years) courses.

DURATION OF COURSEA minimum period of 6 academic years is the duration for those registering after MBBS degree andcompletion of one year's compulsory internship. The candidates selected for this course will spend first sixmonths in the super specialties opted for. At the end of six months there will be a departmental examinationto assess the suitability of the candidate to pursue training in the super speciality. On successfullyqualifying in this assessment, the candidate would proceed to the next phase and this period would beincluded as a part of the full course. In case a candidate fails to qualify in the assessment or decides todiscontinue the course, he/ she would be given a certificate of six months Junior Residency.

The next phase will consist of a period of one year devoted to a course in principles of surgery. It willconsist of pre-determined course of didactic teaching and clinical work concerned with the basic principlesof surgery. At the end of this period, i.e. 18 months after selection for the course, the candidates wouldappear for a qualifying examination in the basic principles of surgery. The examination would be conductedjointly by the Departments of Surgery and the super speciality to which the candidate belongs. Thecandidate must pass this examination before he/she is permitted to appear in the final examination.

A candidate shall become eligible to appear for final examination at the end of five years. He/She can alsoappear for the final exam at the end of 5½ or 6 years as well. However, in any case, the period ofregistration will remain six academic years which is mandatory.METHOD OF SELECTIONThe method of selection and other terms & conditions for these candidates will be the same as for MD/MScourses. 1. INSTRUCTIONS FOR FILLING THE ONLINE APPLICATION FORM

Candidate should fill in the online Application Form taking utmost care and following instructionsand help manual as given in the APPENDIX - IV of the Prospectus, step by step. Candidate shouldfill in the Online Application form correctly. Incorrect filled form may result in rejection.2. ONLINE REGISTRATION & SUBMISSION OF APPLICATION FORMA candidate seeking admission to the Entrance Examination is required to submit his/her application inthe prescribed format available online with the Prospectus on www.aiimsexams.org The cost ofApplication Form includes the fee for entrance examination which is non-refundable and nocorrespondence in this regard will be entertained. The candidate is required to go through the prospectuscarefully and acquaint himself/herself with all requirements with regard to filling in of the online applicationform.

Online Registration: After selecting the online registration, fill the mandatory details asked for depositthe prescribed fee in the through Debit/Credit Card/Net Banking after submitting fees filled requiredinformation step by step. Follow the Instructions scrupulously.

However, the candidate may be Sponsored for more than one AIIMSfor that subject only. All eligible “sponsored" candidates will be called by the Institute for an entrancetest.

e) The subject for which the candidate is being sponsored should be clearly specified in the sponsorshipform by the sponsoring authority. The candidate can be sponsored for only one subject. Theapplications of those candidates who are sponsored for more than one subject will not be considered.

f) No "Sponsored" candidate will be paid any emoluments by the Institute during the training period.Such payments will be the responsibility of the sponsoring authority (i.e. Central/State Government orDefense Authorities).

g) Sponsored candidates must submit/send sponsorship certificate in original from their employers inthe following format along with the print out of the application form & Registration Slip to the Asstt.Controller of Examination, AIIMS, New Delhi-110 608 by 10.04.2018. Those who fail to doso should submit it before the date of issue of Admit Cards as mentioned under IMPORTANT DATES“AT A GLANCE" in the prospectus failing which their candidature will be cancelled.

7. REQUIREMENTS FOR ADMISSION OF FOREIGN NATIONALS/ Overseas Citizen of India (OCI)a) Foreign nationals are required to fill in the prescribed online application form indicating the choice

of subject (only one subject) for admission to Postgraduate courses leading to award ofMD/MS/M.Ch. (6 yrs.)/MDS degree.

b) The foreign nationals are required to send their Registration Slip of Online application throughDiplomatic Channel. They are also required to appear in the Competitive Entrance Examinationalong with other candidates. An ‘Advance Copy’ is required to be submitted at AIIMS, New Delhibefore the last date of online registration. However, the application of all such candidates will beprocessed only after receipt of the same through Diplomatic Channel.

c) The foreign nationals will be considered against the seats advertised under the "Sponsored"category for MD/MS/MDS courses. They should be registered with MCI/DMC/DCI before they willbe allowed to join the said course. If they are selected for the same.

d) Seats are not reserved in any discipline for foreign nationals (except the bilateral agreementbetween the Government of India and any other nation).

e) Nominations/No objection for the candidate should reach the Examination Section before thedate of issue of the Admit Card as specified under “IMPORTANT DATES “AT A GLANCE". Incase of non-receipt of the nominations/clearance/no objection from the concerned Ministryby due date, their candidature will not be considered.

f) No emoluments will be paid by AIIMS to the Foreign National candidates.g) OVERSEAS CITIZEN OF INDIA (OCI) : OCI registered under Section 7A of Citizenship Act 1955

Candidates who fail to submit the OBC category certificate with above details or submit OBC certificatevalid for state only will not be allotted seat in the OBC category by the counseling committee. 9. 10. It will be the responsibility of the candidate to ensure that correct address, Mobile No. & email ID inthe Application Form is filled. The Institute shall not be responsible for any miscommunication due toincorrect address, Mobile No. and email ID given by the applicant on the Application Form or non-receipt for any communication.

11. Downloadable Admit cards of all the eligible candidates will be hoisted on websitewww.aiimsexams.org as per the schedule mentioned under IMPORTANT DATES ‘AT AGLANCE’. All the candidates are advised to down load their Admit Cards from the website. Itmay please be noted that the Admit Cards will not be sent by Post.

12. Change, if any, in the address mobile No. and email ID should be immediately intimated to thisoffice. Candidate should also ensure that any communication sent at the previous address isredirected to him/her at the new address.

13. If a candidate is at any stage found to have provided false information/certificate or is found to havewithheld or concealed some information in his/her application form, he/she will be debarred fromadmission, his/her residency will be terminated with immediate effect.

14. If ineligibility is detected at any stage, candidature/admission of the candidate will be cancelledwithout any notice.

15. Candidate must not obtain or give or attempt to obtain or give irregular assistance of any kind duringthe examination; this will entail expulsion and cancellation of candidature for the examination. Theadmission of the candidate will be cancelled and appropriate criminal/civil proceedings will beinitiated against the candidate, if at any stage of the examination the candidate is found to havesecured admission by using any unfair means.

16. The Institute will not intimate the result of Entrance Test individually. No correspondence in thisregard will be entertained. However, the marks of individual candidate will be made availableon AIIMS website www.aiimsexams.org on completion of the admission process.

17. There is no provision for re-checking/re-evaluation of the answer sheets and no query in this regardwill be entertained.

18. The decision of the Director of the Institute shall be final in the matter of selection of candidates foradmission to various courses and no appeal will be entertained in this regard.

19. Selected candidates must join the course on the date stipulated in the letter of selection, failingwhich the selection/admission shall stand cancelled/withdrawn.

20. The selected candidates will have to submit the original Permanent Registration Certificate at thetime of joining.

21. The selection of Junior Residents will be subject to medical fitness. No selected candidate will bepermitted to pay fee/join the course unless declared medically fit by the Medical Board appointed bythe Institute. The decision of the Medical Board shall be final.

22. Each candidate selected for admission shall have to pay the fee/dues within the prescribed periodfailing which his/her admission shall be cancelled.

23. Private practice in any form during the course is prohibited. The period of training is strictly full timeand continuous.

24. The rules are subject to change in accordance with the decision of the Institute to be taken from timeto time.

25. Any dispute in regard to any matter referred to herein shall be subject to the jurisdiction ofHigh Court of Delhi only.

2. HOSTEL ACCOMMODATIONThe unmarried Junior Residents will be provided partially furnished accommodation subject toavailability. Those married and living with family will be provided, subject to availability, partiallyfurnished married hostel accommodation on recovery of rent as per rules of A.I.I.M.S. However, thesponsored Junior Residents will be charged a sum of Rs.450/- per month for single room hostelaccommodation and a sum of Rs.650/- per month for married hostel accommodation.

3. INSTITUTE LIBRARYThe Institute library is well stocked with all important medical books and journals. Other facilities includephotocopying, Medline, video monitor facilities and modern learning resources materials (LRM). Booksand periodicals are loaned to bonafide members for a specified period of time.The National Medical Library is also situated in the vicinity of the Institute campus.

4. CODE OF CONDUCT FOR STUDENTS AT AIIMS, NEW DELHI

(i) Maintenance of Discipline among students of the AIIMS:

1. All powers relating to discipline and disciplinary action are vested with the Director, AIIMS.2. The Director, AIIMS may delegate all such powers, as he/she deems proper to the Dean and

to such other persons as he/she may specify on his behalf.3. Without prejudice to the generality of power to enforce discipline under the Rules. The

following shall amount to acts of gross indiscipline:a) Physical assault or threat to use physical force against any member of the teaching or

nonteaching staff of any Department/Centre of AIIMS or any other persons within thepremises/ Campus of AIIMS.

b) Carrying or use or threat of use of any weapon.c) Violation of the status, dignity and honour of students belonging to the Scheduled Castes,

Scheduled Tribes and Other Backward Castes.d) Any practice, whether verbal or otherwise, derogatory to women.e) Any attempt at bribing or corruption in any manner.f ) Willful destruction of institutional property.g) Creating ill-will or intolerance on religious or communal grounds.h) Causing disruption in any manner of the functioning of the AIIMS, New Delhi.i) Regarding ragging the directive of Supreme Court will be followed strictly. It is as

under:"As per direction of the Hon'ble Supreme Court of India, the Government has bannedragging completely in any form inside and outside of the campus and the Instituteauthorities are determined not to allow any form of the ragging. Whoever directly orindirectly commits, participates in abets or instigates ragging within or outside anyeducational Institution, shall be suspended, expelled or rusticated from the Institutionand shall also be liable to fine which may extend to Rs.10,000/-. The punishment mayalso include cancellation of admission suspension from attending the classes,withholding/withdrawing fellowship/ scholarship and other financial benefits,withholding or cancelling the result. The decision shall be taken by the Head of theInstitution."

4. Without prejudice to the generality of his/her powers relating to the maintenance of disciplineand taking such action in the interest of maintaining discipline as may seem to him/herappropriate. The Director, may in exercise of his/her powers order or direct that any student orstudents.a) Be expelled;b) Be, for a stated period: be not for a stated period, admitted to a course or courses

of study in AIIMS.c) Be fined with a sum of rupees that may be specified;d) Be debarred from taking any examination(s) for one or more semesters.e) Withhold the result of the student(s) concerned in the Examination(s) in which

he/she or they have appeared be cancelled.

f ) Be prohibited for appearing or completing any examination for any unfair meanslike copying taking notes, mobiles or any other electronic gadgets inside theexamination halls.

5. At the time of admission, every student shall be required to sign a declaration that onadmission he/she submits himself/herself to the disciplinary jurisdiction of the Director andseveral authorities of the AIIMS who may be vested with the authority to exercise disciplineunder the Acts, the Statutes, the Rules and the rules that have been framed there under bycompetent authorities of AIIMS.

(ii) Prohibition of and Punishment for Ragging:1. Ragging in any form is strictly prohibited, within the premises of College/Department of

Institution and any part of AIIMS and also outside the AIIMS Campus.2. Any individual or collective act or practice or ragging constitute gross indiscipline shall be dealt

with under this Rules.3. Ragging for the purposes of this rules, ordinarily means any act, conduct or practice by which

dominant power or status of senior students is brought to bear on students freshly enrolled orstudents who are, in any way, considered junior or inferior by other students and includesindividual or collective acts or practice which:

a) Involve physical assault or threat or use of physical force;b) Violate the status, dignity and honour of women students;c) Violate the status; dignity and honour of students belonging to the Scheduled Castes,

Scheduled Tribes and Other Backward Castes.d) Expose students to ridicule and contempt and affect their self-esteem;e) Entail verbal abuse and aggression, indecent gesture and obscene behavior.

4. The Director, Dean, Hostel Superintendent and Faculty of AIIMS shall take immediate action onany information of the occurrence of ragging.

5. Notwithstanding anything in Clause (4) above, the Dean or any other Faculty member/orauthority may also suo moto enquire into any incident of ragging and make a report to theDirector of the identity of those who are found involved and the nature of the incident.

6. The Dean may also submit an initial report establishing the identity of the perpetrators of raggingand the nature of the ragging incident.

7. On the receipt of a report under clause (5) or (6) or a determination by the relevant authoritydisclosing the occurrence or ragging incidents described in the Clause 3(a), (b) and (c) theDirector shall direct or order rustication of a student or students for a specific number ofsemester.

8. The Director may in other cases of ragging order or direct that any student or students beexpelled or be not, for a stated period, admitted to a course of study at AIIMS, departmentalexamination for one or more semesters or that the result of the student or students concerned inthe examination(s) in which they appeared be cancelled.

9. In case where students who have obtained degree(s) of AIIMS are found guilty under this Rules,appropriate action will be taken for withdrawal of degrees conferred by the AIIMS.

10. For the purpose of this Rules, abetment to ragging will also amount to ragging.

(iii) Anti Sexual Harassment Monitoring Committee:A statutory committee, comprising of members from the teaching and non-teaching staff as well asstudents looks into matters related to sexual harassment of students and staff in the college. Anyperson aggrieved in this matter may fearlessly approach the committee for a fair and concernedhearing and redressal.

(iv) Unauthorized absence of students:Unauthorized absence of students will be informed to the Students and also Parents or LocalGuardians. At least 3 reminders will be issued with a gap of 10 days by the Academic Section tothese students. Thereafter the action of cancellation of the registration of the concerned will bedecided by the Dean/ Director, AIIMS.

APPENDIX–IV

A SCHEDULE is annexed regarding, “SPECIFIED DISABILITY” clause (zc) of section 2, that states asunder,1. Physical disabilityA. Locomotor disability (a person's inability to execute distinctive activities associated with

movement of self and objects resulting from affliction of musculoskeletal or nervoussystem or both), including—(a) "leprosy cured person" means a person who has been cured of leprosy but is suffering from—

(i) loss of sensation in hands or feet as well as loss of sensation and paresis in theeye and eye-lid but with no manifest deformity;

(ii) manifest deformity and paresis but having sufficient mobility in their hands andfeet to enable them to engage in normal economicactivity;

(iii) extreme physical deformity as well as advanced age which prevents him/herfrom undertaking any gainful occupation, and the expression "leprosy cured"shall construed accordingly;

(b) "cerebral palsy" means a Group of non-progressive neurological condition affectingbody movements and muscle coordination, caused by damage to one or morespecific areas of the brain, usually occurringbefore, during or shortly after birth;

(c) "dwarfism" means a medical or genetic condition resulting in an adult height of 4feet 10 inches (147 centimeters) or less;

(d) "muscular dystrophy" means a group of hereditary genetic muscle disease thatweakens the muscles that move the human body and persons with multipledystrophy have incorrect and missing information in their genes, which preventsthem from making the proteins they need for healthy muscles. It is characterized byprogressive skeletal muscle weakness, defects in muscle proteins, and the death ofmuscle cells and tissue;

(e) "acid attack victims" means a person disfigured due to violent assaults by throwingof acid or similar corrosive substance.

B. Visual impairment—(a) "blindness" means a condition where a person has any of the following conditions,

after best correction—(i) total absence of sight; or(ii) visual acuity less than 3/60 or less than 10/200 (Snellen) in the better eye with

best possible correction; or 92(iii) limitation of the field of vision subtending an angle of less than 10 degree.

(b) "low-vision" means a condition where a person has any of the following conditions, namely: —(i) visual acuity not exceeding 6/18 or less than 20/60 upto 3/60 or upto 10/200

(Snellen) in the better eye with best possible corrections; or(ii) limitation of the field of vision subtending an angle of less than 40 degree up to 10 degrees.

C. Hearing impairment -(a) "deaf" means persons having 70 DB hearing loss in speech frequencies in both ears;(b) "hard of hearing" means person having 60 DB to 70 DB hearing loss in speech

frequencies in both ears;D. “Speech and language disability" means a permanent disability arising out of conditions

such as laryngectomy or aphasia affecting one or more components of speech andlanguage due to organic or neurological causes.

2. Intellectual disability, a condition characterized by significant limitation both inintellectual functioning (reasoning, learning, problem solving) and in adaptive behaviorwhich covers a range of every day, social and practical skills, including—

(a) "specific learning disabilities" means a heterogeneous group of conditions whereinthere is a deficit in processing language, spoken or written, that may manifest itselfas a difficulty to comprehend, speak, read, write, spell, or to do mathematicalcalculations and includes such conditions as perceptual disabilities, dyslexia,dysgraphia, dyscalculia, dyspraxia and developmental aphasia;

(b) "autism spectrum disorder" means a neuro-developmental condition typicallyappearing in the first three years of life that significantly affects a person's abilityto communicate, understand relationships and relate to others, and is frequentlyassociated with unusual or stereotypical rituals or behaviors.

3. Mental behavior,— "mental illness" means a substantial disorder of thinking, mood,perception, orientation or memory that grossly impairs judgment, behavior, capacity torecognize reality or ability to meet the ordinary demands of life, but does not includeretardation which is a condition of arrested or incomplete development of mind of aperson,specially characterized by sub normality of intelligence.4. Disability caused due to—

(a) chronic neurological conditions, suchas—(i) "multiple sclerosis" means an inflammatory, nervous system disease in which

the myelin sheaths around the axons of nerve cells of the brain and spinal cordare damaged, leading to demyelination and affecting the ability of nerve cellsin the brain and spinal cord to communicate with each other;

(ii) "parkinson's disease" means a progressive disease of the nervous systemmarked by tremor, muscular rigidity, and slow, imprecise movement, chieflyaffecting middle-aged and elderly people associated with degeneration of thebasal ganglia of the brain and a deficiency of the neurotransmitter dopamine.

(b) Blood disorder—(i) "haemophilia" means an inheritable disease, usually affecting only male but

transmitted by women to their male children, characterized by loss orimpairment of the normal clotting ability of blood so that a minor would mayresult in fatal bleeding;

(ii) "thalassemia" means a group of inherited disorders characterized by reducedor absent amounts of haemoglobin.

(iii) "sickle cell disease" means a hemolytic disorder characterized by chronicanemia, painful events, and various complications due to associated tissue andorgan damage; "hemolytic" refers to the destruction of the cell membrane ofred blood cells resulting in the release of hemoglobin.

5. Multiple Disabilities (more than one of the above specified disabilities) including deafblindness which means a condition in which a person may have combination of hearingand visual impairments causing severe communication, developmental, and educationalproblems.6. INSTRUCTIONS FOR UPLOADING LEFT THUMB IMPRESSIONInstructions for Thumb Print upload:

1. Draw a box of 4 cm horizontal and 3 cm vertical (4cmX 3cm)2. Left thumb impression is required. Use a blue/black ink pad for the thumb impression.3. Put your thumb print in the box drawn on paper sheet. Do not press thumb too hard

or too light. Practice on a sheet of paper beforehand so that the right amount ofpressure is applied to obtain a clear impression of the lines/curves of thumbimpression. Please ensure that the ink is on the entire area of the thumb required forthe impression.

4. Scan the box containing the Thumb print only, not the whole sheet at 200 dpi. Duringscanning most software allows selection of the desired area for final scanning afterinitial preview & scan.

The third step is Centre Choice. After filling qualification details candidate will be directed to Centre ChoicePage. Candidate can choose his/her centre on first come first serve basis from the centre availability list(centre availability list shows the real time status of seats in a city).

The allocation of centre is subject to the payment confirmation. The centre allocation will bedone on First Come First Serve basis; however AIIMS decision regarding the centre allocation willbe final and cannot be challenged at any stage. Candidate can choose the payment option to makeregistration fee payment at centre choice page.
