Event Summary Report

The sixth annual Nevada Wildfire Awareness Week (NWAW) was held May 1 - 8, 2011. Assisted by grant funds from BLM, NDF and USDA Forest Service, University of Nevada Cooperative Extension coordinated this multi-agency effort. Through these collaborative efforts, additional funding sources, public service contributions by corporate sponsors, and in-kind contributions; we had an extremely successful awareness week. This year’s message was “Wildfire Survival - It Takes A Community.” This message supports the concept of Fire Adapted Communities (FACs), introduced to Washoe County in 2010 as the next step in wildfire preparedness. FACs are communities located in wildfire-prone areas that can survive wildfire with little or no assistance from firefighters. During a wildfire, FACs reduce the potential for loss of human life, minimize damage to homes and infrastructure, and reduce firefighting costs. The FAC concept represents a departure from traditional thinking about our response to the wildfire threat. Historically, we responded by protecting communities with firefighters and equipment when wildfire occurred. In FACs, the emphasis changes from "protection of communities" to "preparation of communities." Efforts included 163 events and activities with 3,250 direct participants and 66,631 others receiving educational materials via direct mail or distribution. This report summarizes the events and activities that occurred as part of NWAW.

Key Results

• All of Nevada’s 17 counties participated.

• Proclamations, resolutions, and letters in support of NWAW were issued by Governor Sandoval, 12 counties, two cities, the Nevada Association of Counties, and Senator Harry Reid.

• 163 events or activities were held as part of NWAW, which included promotional efforts and

Proclamations/Resolutions. (See list of events/activities by county - Attachment 1)

• 3,250 people attended community events and 66,631others received information via direct mail or distribution.

• 7,816 pieces of educational and promotional materials were distributed.

• 102 partners collaborated on these efforts.

• The multi-state Proclamation was expanded this year to include California, Idaho, Nevada and

Oregon.

Key Events

• A community kick-off event was held on Saturday, April 30 at Galena High School, in conjunction

with a wildfire evacuation drill conducted by Sierra Fire Protection District. This family friendly event featured activities for children, including an “Ember House” game created by University of Nevada Cooperative Extension, visits with Smokey Bear, and fire engines and helicopters to explore. Adults were able to visit with vendors displaying products and services to help them prepare their home and property for wildfire. Additional support was provided by area fire departments, the Bureau of Land Management, the Nevada Fire Safe Council, the Nevada Division of Forestry, USDA Forest Service and others. Presentations by federal, state and local fire and agency representatives, as well as local dignitaries capped off the event. A free raffle drawing was held using prizes donated by vendor participants. Over 400 people participated. Promotional efforts for this event included planning partners distributing flyers, including via email to Washoe County Citizen Advisory Board members and Washoe County School District employees and the distribution of 1,500 small flyers to nearby businesses (see flyer samples - Attachment 2); a

2-week radio station promotional package, including a live remote during the event; direct mail announcement to 6,300 residences (see sample - Attachment 3); newspaper ads (see samples - Attachment 4); and others. In-kind contributions included raffle prizes donated by local sponsors, valued at $1,200; radio advertising package funded by State Farm Insurance in cooperation with the Nevada Fire Safe Council, valued at $1,000; live remote provided by Americom Broadcasting, valued at $1,000; Ember House game prizes supplied by the USDA Forest Service, valued at $350; and others provided by the cooperating partners in planning and facilitating this event. (See event photos - Attachment 5)

• The fifth annual Junk The Junipers event was also held during the kick-off event. An area was

provided for homeowners to discard their ornamental junipers which had been removed from their property. The junipers were chipped by representatives of the USDA Forest Service into dumpsters provided by the Nevada Fire Safe Council. Moana Nursery provided participants with a free plant from a selection of good plant choices for high fire-hazard areas. 41 households participated in this event, many bringing a large truck-bed or trailer full of hazardous junipers. In-kind contributions included the supply of replacement plants from Moana Nursery, valued at $1,025; use of the USFS chipper, valued at $250; and use of the dumpster provided by the Nevada Fire Safe Council. (See photographs - Attachment 6)

• A Junk The Junipers event was also held in Carson City. 20 households participated in this

collaborative effort between the Carson City Fire Department, Casino Fandango, Greenhouse Garden Center, Nevada Fire Safe Council and University of Nevada Cooperative Extension. Approximately 45 yards of discarded junipers were collected and disposed of. In-kind contributions included the supply of replacement plants from Greenhouse Garden Center, valued at $500 and the use of the property from Casino Fandango, value unknown. (See flyer and photographs - Attachment 7)

• Two Firewise/Fire Safe Day events were held in Eureka County. These joint efforts by the Eureka

Department of Natural Resources, BLM, NDF, Nevada Fire Safe Council, local volunteer fire departments and others, attracted over 275 participants. Future Farmers of America students from the local high school grew plants to sell as replacements for the removal of flammable plants. (See photographs - Attachment 8)

• In Clark County, community clean up days in Mt. Charleston, Cold Creek, and Mountain Springs

were organized by the Nevada Fire Safe Council, with 181 households participating. A large community educational event was held at the Logandale Volunteer Fire Station, with 278 people participating. (See photographs - Attachment 9) A presentation by University of Nevada Cooperative Extension was given during town hall meetings held in Pahrump and Beatty, with over 120 people in attendance.

Proclamations, Resolutions & Letters of Support

• In an expanded effort, the states of California, Idaho, Nevada and Oregon worked together to secure a joint proclamation by their respective governors. The purpose was to stress the threats all Western states face each year from wildfires.

• Governor Sandoval issued a Proclamation on April 25. (See Joint and Nevada Proclamations - Attachment 10)

• County Proclamations were issued by 12 of Nevada’s 17 counties: Carson City, Clark, Douglas, Elko, Eureka, Humboldt, Lincoln, Lyon, Nye, Pershing, Storey and Washoe. (See samples - Attachment 11)

• The City of Reno and Winnemucca also issued proclamations.

• The Nevada Association of Counties issued a resolution to support an annual Nevada Wildfire Awareness Week in May of each year.

• Senator Harry Reid issued a letter in support of NWAW.

Promotional Efforts – Statewide

• This year’s poster depicts real Nevadans who all have roles in helping wildfire-prone communities survive wildfire. They represent homeowners, landscapers, roofers, ranchers, open space planners, firefighters, and others. 600 copies were printed courtesy of the USDA Forest Service, valued at $390. Additional posters have been printed using grant funds provided by the Bureau of Land Management.

• Chief James Wright, Nevada State Fire Marshal, supported the week by posting a letter encouraging

participation in NWAW efforts on the Division of Emergency Management website. (See letter - Attachment 12)

• A half-page ad was placed in the April and May editions of Sage Signals, sponsored by the Nevada

Cattlemen’s Association. The April edition also featured a short article on the importance of the awareness week. Their circulation is 600. In-kind contribution $180. (See article and ads - Attachment 13)

• The Progressive Rancher sponsored a half-page ad in their April-May edition, which has a circulation of 6,000. In-kind contribution valued at $600. (See ad - Attachment 14)

• Nevada Magazine once again sponsored a half-page ad in their May-June edition, which has a

statewide distribution/circulation of 152,000. In-kind contribution valued at $2750. (See ad - Attachment 15)

• The Bureau of Land Management - Nevada State Office supported community events by providing promotional toolkit giveaway items. A total of 1,800 were purchased with over 600 distributed during NWAW.

Promotional Efforts – Localized

• Four hotel/casino properties, located in Carson City, Elko, Reno, and Sparks participated as a

community service by placing our message on their electronic marquee. (See sample - Attachment 16)

• The Nevada Department of Transportation – Division II in Northern Nevada participated by featuring a wildfire awareness message on their 18 Dynamic Message Signs (primarily used for “Amber Alerts” and traffic delay messages). The signs are located in Carson City, Douglas County, and Washoe County, in highly visible spots along major interstates and highways.

• A 40-foot long banner was displayed over Main Street in Carson City. This was a collaborative effort

between BLM, Carson City Fire Department, and UNCE. The previously purchased banner was updated using grant funds from BLM. (See photo - Attachment 17)

• A full-page ad was included in May/June edition of Community Living Magazine, a regional publication that distributed from Fallon to Wells in Northern Nevada. Current distribution is 7,000 copies. (See page - Attachment 18

• A Public Service Announcement campaign was launched on KTVN to run from April 25 to May 29. The 30-second “I have a role” message can be viewed via translator in all but three counties (Clark, Lincoln, and White Pine) and only a very small portion of Esmeralda County. Funding for this project provided by a grant from BLM - Nevada State Office.

• A Public Service Announcement campaign was launched on Charter Cable in the Carson City/Gardnerville/Dayton viewing area to run from April 25 to May 29. This was a collaborative effort between Carson City Fire Department, East Fork Fire and Paramedic District and UNCE using grant funds provided by BLM - Carson City Office. The 30-second “I have a role” message aired on five different networks, including Fox News, HGTV, the History Channel, Hallmark, and USA Network. Five additional networks were provided as an in-kind contribution, courtesy of Charter Media, valued at $1,752.

• A Public Service Announcement campaign was launched on 58 Century Theater movie screens in the Reno/Sparks area. National Cinemedia will run these PSAs from April 29 to May 26. The 30-second “I have a role” message is projected to achieve 147,866 impressions during that time period. Additionally, Cinemedia provided an additional placement for the PSA to run May 1 to June 16, with an in-kind value of $11,136.

• A Public Service Announcement campaign was launched on 10 Galaxy Theater movie screens in Carson City, to run April 22 to June 2. The 15-second “I have a role” message is projected to achieve 7,420 impressions during that time period.

• Billboard ads were placed on five static and four digital billboards located within the Carson BLM District, featuring the “I have a role” message. Two additional static billboards were provided, courtesy of Clear Channel Outdoor Advertising, in-kind value of $1,100. (See samples and photos - Attachment 19)

• Sonya Sistare, UNCE, and Michael Johnson, the rural fire coordinator from Clark County Fire

Department, were taped for the May airing of “Extension Connection,” a public service production that airs in the Clark County area.

• Through the collaborative efforts of all the partners in NWAW, numerous television and radio interviews aired prior to and during the week, and many newspaper articles promoting NWAW events were published. (See list of events/activities by county – Attachment 1)
