- 14.1% (or 148,401) of NYC public school children are ELLs (up from 13.4% in 06-07)

- 13% (or 19, 397) of ELLs are receiving special Ed services (up from 9.6%)

- 40.6% of students with IEPs in NYC are said to be Learning Disabled

- 29.3% of students with IEPs in NYC are said to be Speech Impaired

- 41.4% of students (down from 55%) are considered in MRE

- Compared to 23% in US (total)

- But ... 41.8% of NYC public schools students report an OTEL spoken at home

This is a system with a 4 BILLION dollar budget yet 33% of SE students graduate from HS.

ELLs (current) dropout rate in 06: 30%

ELLs (current) graduation rate: 26.2%

Non-ELLs dropout rate in 06: 14%

Non-ELLs graduation rate: 61.1%

Former ELLs dropout rate in 06: 10.3%

Former ELLs graduation rate: 69.1%

Who are our ELL and SE students?

In Network 14:- In 07-08, we had the highest # of SE

taking the NYSAA.- And had 103 SC and 41 CTT classes.- As a network, we showed a 2.8% growth

in ELA and a 9.0% growth in Math from 07 to 08.

- City showed 6.0% and 9.0% respectively.

In ELA, SE students were more likely to move a performance level than

GE students.

Last year, when comparing the gains made in ELA between SE and GE students, SE students made gains between 2.3% (grade 4) and 12.8% (grade 8) –

Double and triple GE gains.

When comparing the gains made in ELA between ELLs and non ELLs, they more than quadrupled:

The gains made were between 2.3% (grade 5) and 18.7% (grade 8)

Although city and state stats are bleak when it comes to ELLs and SE students (i.e. nearly 40% of students who start school in NYC public schools are gone by the 8th grade – E. Green (NYU))

ESO Network 14 schools continues to show progress and gains with their ELLs and SE students.

Group Activity:

1) At your table, go around in a round robin and share one practice (with your ELL/SE students) that has brought about student academic progress and achievement. Ensure that you give details such as time allotted, grade level, location, times of the day/week, participants, staff involved, outcome (how you track it / what’s next).
