The aDplication for solar net/Gross metering of your proposed grid-connected

number-is technically feasible.

You are requested to proceed with the installation of the solar PV system and

inform us as soon as the system is ready for inspection, This Technical Feasibility

Intimation is valid for a period of 180 days (For Ground mounted projects the Solar

Power developer can take time up to 365 days) from the date of intimation of the

technical feasibiliw. we need to receive your installation readiness communication

within above cited period. You may intimate your readiness to this office by letter, in

person or by email at solarpvced(oqmail.com to Executive Engineer cum Nodal Officer,

Electy. Op. Divn. No. 2, UT Chandigarh. The Solar Power developer failing to meet

these deadlines will have to seek fresh approval as per the regulations. The test report

of the installation shall be submitted to this office within stipulated period.

. TERMS AND CONDITION FOR NET METERING FOR ROOFTOP/GROUND

MOUNTED SOLAR POWER PLANT

1. The Nodal ooint of contact for solar Net metering shall be the Executive Engineer

ElectriciW Operation Division No. 2, UT Chandigarh (Nodal Officer).

-fhe consute, can download the checklist including solar net metering rooftop

application (Form-1) and declaration form (Form-2) from the website

www.chdeng'ineering.gov.in and submit the application to the Nodal office and

tfrJjppiication fee of as.S0r per KW along with the declaration form and other

requisite documents as per the Checklist' The acknowledgement of the

application (Form-3) received with registration no. shall be provided by Nodal

Offlce.

The nodal omce shall complete the feasibility analysis of the Distribution

Transformer capaciry within 15 working days from the date of receipt of

completed Application Form and shall ensure that the solar net metering

application are processed expeditiously so that the solar energy targets set by

the Hon'ble JEdC are meticulously realized. The format for seeking the feasibility

is attached as Form-4.

4. On receipt of the Feasibility Report from the concerned Sub Divisional Offlcer,

the Nodal officer shall accord solar net metering approvals on non-

discriminatory & first come first served basis until the grid connected Solar Power

installed capacity reaches 30% of the closest upstream Distribution Transformer

rated capacity based on the verification by the Sub Divisional Officer (Operation)

concerned. The format for Feasibility Intimation /Approval is attached as Form-5

5. The prioriry for such applications shall be maintained at Sub Divisional office

(OP) and at the Nodal Office Level for which a separate register shall be

maintained by them.

6. The solar project shall not exceed the service connection capacity / sanctioned

Ioad. If a consumer proposes to install a solar project with the capacity that

exceeds the service connection sanctioned load, a service connection

enhancement aDDlication shall be submitted by the consumer before submission

of the solar net metering application. Service connection. enhancement

applications shall be processed as per the existing standard procedures'

7. If the application for solar net metering is found feasible, the approval shall be

granted'to the Consumer for grid connectivity of the Solar Project' This approval

ihall contain the minimum permissible capacity of the Solar Project' The

consumer shall install a Solar Project (within permitted Capacity limits)

8. Solar Power Developer will set up the plant in 180 days (For Ground mounted

prolecE the Solar Power developer can take time up to 365 days) f(om the date

of [he Technical Feasibiliry Intimation letter. In case of delay the consumer shall

have to get further extension from the Distribution Licensee. such extension will

be grantld for a maximum period of 2 (two) months only and the approval

gran-ted will lapse automaticaily if the projact is not setup even in the extended

2-months period. However, hei stre wiil be eligible to apply in the next financial

year but his / her application will be kept at the bottom of the list of applicants

ind he/ she will be permitted to set-up the plant only if all the applicants above

him/ her are selected and there is still capacity available for allotment'

9. When the Consumer has installed the Solar Project, he shall intimate his

readiness by post/by e-mail ( [email protected] ) or in person to the Nodal

Officer along with Single Line Diagram. The Nodal Officer shall acknowledge the

readiness intimation immediately' Readiness intimation shall be followed by

safew insDection and commissioning of Solar Net metering to be carried out as

per rules and reg ulations.

10.Safety inspection for grid connected Solar Project should be obtained from the

appropriate authoritiei (Electrical Inspectorate of Chandigarh Administration)'

the safew inspections shall be carried out by the inspection authority within 10

(Ten) working days from the date of readiness intimation by the Consumer'

iafety certific;tes shall be issued within 5 (five) working days from the date of

safety inspection or rectification of defects, if any. The nodal officer may

fdcilitate that the safety inspection of Solar Project by the Electrical Inspectorate

takes place as per the above mentioned time schedule through close co-

ordination with the Electrical lnspectorate.

11, l4andatory safety precautions/features which have to be taken into

consideration as part of the grid connected solar Project installations are:-

a) The Solar Power Output feeder from the location of the installation / premises

shall have all time access by the Distribution Licensee, for isolation in case of

repair on Power distribution system. The solar plant shall comply with the

reievant standards specified by the MNRE / Bureau of Indian Standards (BIS)

and CEA. The responsibility of operation and maintenance of the Solar Photo

Voltaic (SPV) Generator including all accessories and apparatus lies with the

consumer.

b) The design and installation of the rooftop SPV should be equipped with

approprialely rated protective devices to sense any abnormality in the system

and carry out automatic isolation of the SPV from the grid The inverters used

should meet the necessary quality requirements and should be certified for

their quality by appropriate authority; the protection logics should be tested

before commissioning of the plant.

c) The automatic isolation or islanding protection of SPV should be ensured for,

no grid supply and low or over vbltage conditions and within the required

resp;nse time. Adequate rated fuses and fast acting circuit breakers on input

and output side of the inverters and disconnect/isolating switches to isolate

DC and AC system for maintenance shall be provided' The consumer should

Drovide for all internal safety and protective mechanism for earthing, surge'

DC ground fault, transients etc,

d) To prevent bqck feeding and possible accidents when maintenance works are

cariied out by Distribution Licensee personnel, Double polen-riple pole with

neuhal isolating disconnect switches which can be locked by Distribution

Licensee personnel should be provided. Responsibility of handling /maintaining such disconnect switches will be the responsibility of the Owner

ofthepremisesinWhoseterritorythisswitchisinsta||ed.Thisdisconnectingswitch is in addition to automatic sensing and isolating device on grid supply

failure,anda|soisinadditiontoanyotherinterna|disconnectswitchesprovided or needed to be provided keeping in view the safety of hYmln:. &

any animals. In the eveni of LT/HT supply failure from the end of the

Distribution Licensee, the consumer has to ensure that there will not be any

Solar Power being fed to the LT/HT grid of Distribution Licensee' The

consumer is solely responsible for any accident to human beings / animals

whatsoever (fatai /non{atal /departmental /non-departmental) that may

occur due to back feeding from the SPV plant when the grid supply is off'

DistributionLicenseereservestherighttodisconnecttheinsta||ationatanytime in the event of damage to its grid, meter, etc. or to prevent accident or

damage.

e) The consumer shall abide by all the codes and regulations issued by the

Commission to the extent applicable and in force from time to time' The

consumer shall comply with JERC/Dishibution Licensee /CEA requirements

with resoect to safe, secure and reliable function of the SPV plant and the

grid. The power injected into the grid shall be of the required quality as per

limits specified in these regulations or any other standards prescribed by CEA

from time to time that are applicable at the time of Solar Project installation'

F) The consumer shall restrict the harmonic generation within the limit specifled

in the agreement or specified by the Central Electricity Authority as and when

such regulation is issued.

S) The Solar Power Generator (SPG) (individual homes/commercial, establishments and other entities deflned under eligibility criteria ) may

establish grid interactive solar power plant in the Rooftop or elevated surface

with the following options:i. Grid interactive Solar Svstem without battery.ii. Grid interactive Solar System with battery backup.

However, in both the options, features as per these regulations shall

be available so as to ensure islanding of the Solar system & prevent back

feeding to Grid system of the Distribution Licensee. The invefter standard

shall be such that it should not allow Solar Pv/battery power to extend toDistribution Licensee's grid on failure of Distribution Licensee's grid supply,

irrespective of the connectivity options. The required inverter standards forthree phase and single phase Solar PV are furnished in the regulations. The

inverter should be a sine wave invefter. Harmonic standards shall be as per

IEEE 519.

h) Solar Power systems will be allowed with in house auto synchronization /de-synchronization facility with distribution system of the licensee at generation

voltage level. They will utilize the same service line for excess power

injection into the Grid which is currently being used by the consumer for

drawl of power from utility's grid and will operate in synchronization with

Distribution licensee's system provided that such injection of power from the

Rooftop solar system shall not be more than the limit of the total

consumption from the licensee's supply by the consumer in a Settlement

Period. However, specific approval of the licensee will be required in case the

above said limit is required to go beyond the said limit, keeping in view the

Capacity available in the Transformer where the Solar Power is to be grid

fed, it will be decided by the Dishibution Licensee to see the overall average

cost of power purchase. It will be mandatory for the solar rooftop generator

to provide an appropriate protection system on their incoming side/

consumer premises with the feature of "Islanding the solar generator"/ so as

to achieve isolation of consumer power-system from utility power-system

during grid failure including protection from voltage / lightning surges.

Islanding protection will be installed by the Solar Power Generator and thedistribution licensee to ensure that it is effectively working including when

operating on Batteries, The Power Conditioning Unit of the solar plant shall

have features to filter out harmonics and other distortions before injecting

the energy into the system of the Distribution Agency. The harmonics &

invener standards are as specified in the requlations

12. A single bi-directional service connection meter shall be installed to measure

import and export (Kwh) separately. For existing service connections, the

uni-directional service connection meter shall be replaced with a bi-

directional service connection meter.

13. Solar Generation meter to measure gross solar Pv energygeneration is mandatory for consumers' Solar Generation meters shall

be located at Ground floor adjacent to the bidirectional meter.

14. Upon receiving the consumer's request for effecting Solar net metering along

with the copy of the Safety Certificate and the singed net metering

agreement, the Solar Project shall be connected to the grid by the respective

Sub Divisional Officer, Electy.(OP) within 10 (Ten) working days and the bF

directional service connection meter shall be sealed. The intimation of the

commissioning of solar power plant be sent to the Director/ Science and

Technology. UT Chandigarh and the Nodal Officer by SDO (Operation) within

5 days positively). The closing meter reading of the old service connection

meter and opening meter reading of the new bidirectional service connectlon

meter should be properly recorded'

15. Caution stiakers shall be used with the green back ground and the text

"Solar Power System'written in white lette-rs The size of these stickers shall

oe ro CU (widin) x 7 CM (height) with the text clearly printed in the centre

of the sticker. All SPV ownini iont'*"|.s should have a mandatory sign

board fitted near the exi*in6 meter reading terminal- stating that 'This

iervice is fitted with a LT grid donnected SPV plant'' The- Solar Power System

. ciution Stickers shall be fixed under the supervision of the Junior Engineer

in the following locations.

(a) on or near to, the service connection meter of service with grid

connected Solar Project;

(b) On the Consumer maln switch, of a service connection with a grid

connected solar Project;

(c) On LT poles wlth grid connected Solar Project at helght of about 150

meter from the ground;

(d) On LT feeder pillars with grid connected Solar Project on the street -facing door of the feeder Pillar'

(e) On each of the LT take off poles of a Distribution Transformer to which

Solar Project are connected

(f) On substation end of HT feeder having Solar Project'

(a) The Nodal Offlcer shall verity periodically the. expected generation with

the Solar Generation Neter and also compare the inverter meter reading

with Solar Generation Meter reading to avoid malpractices'

(b) A record may be maintained at the Nodal Offlce of each SPV plant

iommissioning date and other details including whether the inverter is a slne

wave inverter and comply with Harmonic requirements as seen in the test

ceftificate.

(c) The SPV qonnection details of pole/pillar box/DT/SS feeder end wise may

be maintained at Sub Divisional level as this information are vltal'

17. CED personnel reserve the right to inspect the solar Project and grid

connection routinely in accordance with the provision of Electricity Act, 2003'

18. Meter Reading & Billing

(a) The service connection meter readings of solar service connections can

(b) In case of a net import bill, the Consumer shall settle the same as per

to the Crid at the Solar Power Premises in excess of 100o/o (one hundredpercent) of imported energy may be adjusted in another electricity service

connection of the Prosumer within the State or Union Territory. Excess

energy exported to the grid (measured in kWh) may only be utilized to offsetthe consumption (measured in kwh) and may not be utilized for adjustmentof any other fees or charges levied by the Distribution Licensee. The

Distribution Licensee in addition to energy billing shall be eligible to raise

Invoices for any other charges as allowed by the Commission. Electricity

, Dufy, if applicable, shall be payable on the net energy imported from thegrid

d) The Net-metering injection is not eligible for REC (Renewable Energy

Certificate). The quantum of electricity purchased by the DistributionLicensee of the respective licensee area under the commission's jurisdiction

shall get covered towards the Solar RPOS for the Solar Power purchased

from any consumer who is either a Non-obligated or an obligated entitywhether covered under Solar Rooftop with Net Metering. The Ground

mounted Solar PV and Solar Thermal projects are also tovered. The self-consumption of the Solar Power Generated will also be counted towards theRPOS of the Distribution licensee, if the Solar Power Generator is meteredand such generation is ceftified by the nominated State Nodal Agency i.e.

Director/Science and Technology, UT Chandigarh.

19. Remaining Terms & Conditions shall be as per JERC regulation 2015'
