Why Demarcation of Autonomous Provinces ?
To increase representation of Madhesi Cluster in State and Federal Government Structure based on their population share
To build federal structure based on identity for inclusion of unique cultural identities in addition to the mainstreamed Nepali-Khas identity
Hill Brahman Chettri is the biggest cluster after conglomerated Madhesi Cluster with about 29 % of Nepal Population

Why Demarcation of Autonomous Provinces ?
Census records 126 ethnic groups with 123 major languages such as Nepali, Maithili, Bhojpuri, Tharu, Tamang, Newar, Bajika, Magar, Urdu and others
Madhesi Cluster: Over 60 ethnicities reported in Census including Tharu and Muslims - 34 % Nepal population
Unique Indigenous Population Clusters: Magar, Tamang, Newar, Rai, Limbu, Gurung and others

Determination of population-based constituencies for the election of House of Representatives and mixed electoral system as provisioned in the interim constitution.
Formation of National Assembly through single transferable electoral system from the votes of elected representatives of Provincial Assembly on the basis of population and compulsory representation from each province

Constituency Delineation
Votes of every person must have an equal representation power irrespective of geography.
Proposed delineation puts people from densely populated areas in disadvantage for representation in the House of Representatives.
Mandatary Representation by districts should be obsolete concept with the advent of new federal structure.
National assembly should be proportionated based on population with Mandatary representation from each state.

Citizenship Rights without Gender Discrimination
Guarantee gender equality by providing same citizenship benefits to women and men in Nepal
For the marital citizenship, there should be a clear provision in the constitution itself, not in federal law, and their representation in the constitution bodies must be per the provision of the interim constitution
