The Powerful Neighborhoods Program provides free low-flow showerheads, faucet aerators, energy-efficient LED light bulbs, and advanced power strips to qualifying residences. These products save water, save energy and lower the customer’s utility bills. This program is provided free of charge to City Light customers who have at least five households on the same property interested in receiving free upgrades.

Due to their unique ownership structure, condos and co-ops require a few extra administrative steps in order to participate in Powerful Neighborhoods. This outreach kit was created to help you easily recruit participants so you can quickly take advantage of all the program’s benefits.

Powerful Neighborhoods Frequently asked questions for condo and co-op properties

How do I know if my property is eligible?Powerful Neighborhoods serves all condos and co-ops that are City Light customers and have at least five households on the same property interested in receiving free energy-saving upgrades.

Is a property audit required?All properties must complete a brief audit before scheduling an installation. Most audit appointments take 1.5 hours or less and will look for additional opportunities for saving energy throughout the building.

Is this really free?Yes! Seattle City Light is a leader in clean electricity and conserving energy with the longest- running energy conservation program in the nation. Seattle City Light is proud to offer programs like the Powerful Neighborhoods Program to help our customers benefit from energy-efficient products.

Is there a minimum participation level?In order to ensure the program’s cost effectiveness to customers, we need to serve 5 or more units during an appointment.

Can I install the LED bulbs myself?No. The technicians must install the LED bulbs so that they can select the right bulb for the location and so the proper reporting can be done.

Will you replace all my light bulbs?Technicians will replace all qualifying inefficient bulbs, including incandescent and halogen bulbs. Compact fluorescent lamps (CFL’s) already do a good job saving energy and don’t need to be replaced. Additionally, the bulbs in 3-way lamps may not be able to be replaced due to compatibility concerns.

What if I don’t like something?The technicians will leave behind your old bulbs in case you’re unhappy with any of your new ones.

Will you install showerheads, aerators and advanced power strips, too?No. Because everyone’s plumbing and electronics are a little different, the technicians will leave these items behind for you to install on your own. However, Powerful Neighborhoods will happily accommodate your building’s maintenance staff if you would like them to accompany our technicians and install your water-saving products for you during your appointment.

Which free measures will I qualify for?The number of free measures you are eligible to receive varies by building and by unit.

Do I have to be home during my appointment?Residents that wish to participate need to be home unless they are willing to leave their key with a neighbor, property manager, or maintenance staff.

What else can I do to save energy and lower my bills?If you want to evaluate other conservation measures such as insulation and windows for electrically heated buildings, or other measures for saving water as well as electricity, visit seattle.gov/multifamily or call (206) 684-3800 to speak to an Energy Advisor about potential incentives.

Powerful Neighborhoods Participation checklist

• Gain permission to participate from your condo/ cooperative homeowner’s association (HOA)Participation in Powerful Neighborhoods is free of charge, but we need permission from your HOA first. Please have a representative sign and return a participation agreement before scheduling your audit. Participation agreements may be faxed to (509) 321-0834 or emailed to [email protected].

• Schedule a building audit All properties must complete a brief audit before scheduling an installation. Most audit appointments take 1.5 hours or less and will look for additional opportunities for saving energy throughout the building. This service is provided free of charge. A building representative will need to meet and accompany an auditor provided by Seattle City Light. The auditor will need access to 1 or 2 units as well as common areas, parking garages, and any centralized heating or cooling systems.

• Recruit 5 or more participants In order to ensure the program’s cost effectiveness to customers, we need to serve 5 or more units at the property during a single visit.

• Schedule an installation appointmentCall 877-311-8752 or email [email protected] to schedule your appointment. Appointments are subject to availability and program funding is not guaranteed beyond 2016. Act now to reserve your space!

• Post reminder forms for participating units The Powerful Neighborhoods Programs will provide you with reminders of entry and opt-in forms for anyone who wishes to receive an advanced power strip. Distributing these forms are a good reminder for participants to keep their upcoming appointment. Residents that wish to participate need to be home unless they are willing to leave their key with a neighbor, property manager, or maintenance staff.

Would you like some help spreading the message about Powerful Neighborhoods within your community? These sample communications are provided as suggestions only and are included for your convenience. You are welcome to modify any of the sample messaging or design your own to fit your needs.

Gaining approval

To the Condo Board MembersFrom [Name] Owner [Unit #],

Seattle City Light offers a free program called Powerful Neighborhoods that provides free energy-saving products for buildings like ours, including LED lightbulbs, showerheads, faucet aerators and advanced power strips. The typical building that participates can expect to receive an average of $5,500 in free products and save 15,000 kWh/year of energy, depending on how many units sign up.

I’ve attached the program flyer for your review. Participation is voluntary but we do need a minimum of five units to opt in to be eligible. I hope our community would be willing to participate—this is a no-risk, easy way to lower utility bills by reducing water and electricity consumption.

I am willing to be the point person for this project. The next step is for the board to sign a participation agreement and to schedule a free building audit to determine which energy- saving products we qualify for. Then we would need to talk to all the owners and residents to see if we can recruit at least five of them to participate.

Let me know your thoughts, and thank you for considering this. This program is ending in December so we need to act soon to get in on the free opportunities that Powerful Neighborhoods has to offer.

Scheduling a building audit

Dear Neighbors,

I am interested in having [Building name] participate in Seattle City Light’s Powerful Neighborhoods program: seattle.gov/light/conserve/multifamily/install.htm

I have the approval of the board to schedule an audit to determine our eligibility. The program offers a variety of free, energy saving LED lightbulbs, which will be installed for us at no cost. They will also leave behind energy- and water-saving showerheads and bath/kitchen faucet aerators if we qualify for them. Additionally, anyone who’s interested can also request an advanced power strip to curb their entertainment systems’ excess power use.

I am willing to be the point person on this. I have scheduled our building audit for [Date, time]. The auditor will check out my unit and our common areas. If you are available at that time, please let me know so they can check an additional unit or two for energy saving opportunities.

Once they have an idea of what upgrades we might be eligible for/interested in, we’ll schedule an installation date. Each unit must be opened by the owner/resident or an authorized representative during the installation. We also need to give them a count of how many aerators and how many showerheads we want, and they will leave those for us to install.

POWERFUL NEIGHBORHOODS

Participation agreement Seattle City Light (SCL) is focused on helping its customers conserve electricity through cost-effective energy efficiency measures. Towards this goal, Seattle City Light Powerful Neighborhoods Program (the Program) provides free energy-saving equipment, including efficient lighting and water saving devices, to multifamily properties within the SCL service area. Additionally, as a convenience to our customers and to ensure the highest possible realization of energy savings, the Program provides free installation for the energy efficient lighting in residents’ homes and free delivery of the water saving measures to the property.

SCL has contracted with Ecova to operate the Program. Ecova and its subcontractor(s) will provide the energy and water saving measures as well as the labor to install the energy efficient lighting as authorized representatives of SCL. The Program is provided by SCL at no cost to participating properties or their residents.

In order to participate in the Program, the property owner or an authorized agent of the property must agree to the following:

A property representative will post the provided Efficiency installation reminder forms to the front door of every residential unit in the property a minimum of 48 hours prior to the installation appointment. Ecova will provide the appropriate forms to the owner or authorized agent upon scheduling the installation appointment.

The owner or authorized agent will provide keys to the installation team so that they may access the tenants units -OR- the owner or authorized agent will accompany the install team and provide access to tenants’ units during the installation appointment.

Reminder—efficiency installation Dear Resident,

Your community’s HOA has coordinated with Seattle City Light to participate in the Powerful Neighborhoods Program which will provide FREE energy conservation upgrades for your unit. The Seattle City Light team is scheduled to serve your residence on:

This program will replace any existing incandescent light bulb, including those in lamps, with an equivalent ENERGY STAR® certified Light Emitting Diode (LED) bulb. Any bulbs replaced by this program will be left within your residence. This program may also provide WaterSense® certified high efficiency showerheads and faucet aerators for you to install and Advanced Power Strips if you have a qualifying entertainment center.

How will it benefit me? The LED bulbs we will install use on average 75% less energy than traditional incandescent bulbs while providing the same quality of light and they also last much longer, with an average lifespan of 10 to 15 years. The water savers will reduce your building’s water usage and also save energy used to heat the water. The Advanced Power Strips will reduce the energy used by your TV entertainment center. The results will be lower electric bills for you as well as less impact on the planet!

Does it cost anything? No! This program is provided by Seattle City Light at absolutely no cost to residents or the property.

Do I have to be here? Yes. If you can’t be home during our service, you can still participate by arranging to leave your key with a neighbor, property manager, or maintenance staff. The installation should take approximately 10 minutes in each unit.

Who will be doing the work? All of the members of our experienced energy efficiency team have undergone background checks and drug screening. All installers will carry City of Seattle issued identification. To learn more about the install team please visit our website: seattle.gov/light/install.
