    Recommendation:

    That the November 16, 2010,Transportation Department report2010TD1432 be received for information.

    Report Summary

    This report provides an overview ofthe Citys NeighbourhoodInfrastructure Renewal Program andidentifies neighbourhoods that havebeen renewed since 1980. The reportalso outlines the list of plannedneighbourhood infrastructurerenewals from the 2% tax increase upto 2018 and identifies proposedtimelines required to achievecondition targets.

    Previous Council/Committee Action

    At the August 30, 2010, City Councilmeeting, the following motion waspassed.

    That Administration provide a reportto Transportation and Public WorksCommittee, with the followinginformation on the NeighbourhoodRenewal Program:

    Name and number of

    neighbourhoods that have beenrenewed each year since 2000.

    Name and number ofneighbourhoods that have beenrenewed the 20 years prior to2000.

    Name and number ofneighbourhoods that are plannedfor renewal with the 2% taxincrease up to and including2018.

    Plans for communicating theneighbourhood renewal toneighbourhoods, business andindustrial areas.

    Criteria used to determine theneighbourhoods to be renewed.

    Coordination between road andsidewalk reconstruction andsewer, water and drainagereplacement.

    Total dollars allocated in previous

    20 years to these programs priorto the 2% program.

    At the August 24, 2010, Transportationand Public Works Committee meeting,the following motion was passed.

    That Administration provide a reportto Transportation and Public WorksCommittee outlining theneighbourhoods awaitingreconstruction or overlay, and theanticipated timelines to achievecondition targets based on thefinancial strategy described in theJuly 27, 2010, TransportationDepartment report 2010TD2720, andinclude improved methods for publicaccess to information related toneighbourhood renewal.

    During the period between 1987 and1999, 37 neighbourhoods wererenewed. Prior to 1987 there was nosignificant renewal work undertaken inthe neighbourhoods. (Attachment 2)

    Proposed Renewal Neighbourhoods -2011 - 2018

    Administration has identifiedapproximately 35 candidateneighbourhoods for the NeighbourhoodInfrastructure Renewal Program from2011 through to 2018. This is apreliminary list as potential locationsmay be adjusted to accommodate

    coordination with other capitalinfrastructure work. The candidateneighbourhoods identified from 2011 to2018 using the 2% Tax funding areshown in Attachment 3.

    Proposed Neighbourhood InfrastructureRenewal Communications Plan

    Communication in regard toneighbourhood infrastructure renewal

    programs consists of: meetings/open houses with the

    community in the year prior toconstruction

    Community League meetings bulletin information to individual

    residences and businesses is carriedout immediately prior to and duringconstruction

    Information regarding criteria,neighbourhood condition and

    neighbourhood scheduling isprovided on the City of EdmontonWeb Site.

    Administration is looking foropportunities to enhance the Citys

    investment in the NeighbourhoodInfrastructure Renewal Program by: investing in value-added

    neighbourhood projects that improvethe liveability of neighbourhoods

    better connecting residents to eachother, by looking at coordinatingwork with other capital budgets andprograms that better meet the needsof neighbourhoods

    The proposed plan is based onenhancing direct sharing of informationusing the resources and opportunitiesavailable through the GreatNeighbourhoods Program. In addition,

    an update to the Citys Neighbourhoodweb page is being developed to provideresidents and business owners witheasier access and more up-to-dateinformation relating to projects in theirneighbourhoods.

    Neighbourhood Infrastructure RenewalCriteriaThe Citys Neighbourhood InfrastructureRenewal Program involves three

    different alternatives depending on theage of the roads. Our current optionsinclude:

    Microsurfacing roads are resealedwith a thin ride surface.Microsurfacing candidates havetypically good road conditions andare typically applied 10-12 yearsafter road reconstruction orresurfacing.

    Overlay roads are repaved andsidewalks are treated to eliminatesafety hazards. Overlayneighbourhood candidates havepoor road condition and goodsidewalk condition.

    Reconstruction roads are repaved,sidewalks, curb and gutter, andstreetlights are replaced.Reconstruct neighbourhoodcandidates have poor sidewalk

    condition and fair to poor roadcondition.

    Selection and timing of neighbourhoodinfrastructure renewal depends on thecondition of the following infrastructurecomponents: Sidewalks Curb and gutter Road condition surface and base

    In addition to infrastructure condition,factors such as available budget andcoordination with external infrastructureoperators such as drainage, EPCORWater and other underground utilitiesdetermine timing of construction.

    Before infrastructure renewal isscheduled, timing of planned work in theGreat Neighbourhoods Capital Programis reviewed, and any necessary

    infrastructure renewal is scheduled inconjunction with the GreatNeighbourhoods Capital Program.Attachment 4 shows proposed locationswithin this Program.

    Neighbourhood Infrastructure RenewalConstruction Coordination

    Currently, Administration is involved inongoing short-term coordination with

    EPCOR Water to ensure thatunderground work is completed prior toreconstruction of roads and sidewalks.Despite this short term coordinationeffort, there have been situations inwhich newly constructed roads wereexcavated in order to repair

    underground infrastructure. In responseto this issue, Administration has beenworking with both EPCOR Water andDrainage in assisting them in developingmore aggressive rehabilitation programs

    which would be intended to more closelymeet the schedule of theNeighbourhood Infrastructure RenewalProgram. The proposed plans for theseutilities would allow them to performadditional work which allows moreneighbourhoods to become eligible forthe Citys Neighbourhood InfrastructureRenewal Program and would reduce thenumber of locations in which newlyconstructed roads are excavated.

    Previous 20 Years NeighbourhoodRenewal Funding Sources Prior to 2%Tax Funding

    Prior to the City implementing thededicated 2% tax levy funding, the Cityrelied on various funding sources toconduct neighbourhood rehabilitation.Data on funding programs is onlyavailable back to 1992. Since 1992, the

    City has spent approximately $282million on neighbourhood renewal from13 different funding sources (averageannual expense of about $16 million peryear). A summary of the variousneighbourhood funding programs andtheir levels of funding are contained inAttachment 5.

    Proposed Timeframe Required toAchieve Neighbourhood Infrastructure

    Renewal Construction Coordination

    The current NeighbourhoodInfrastructure Renewal Program isbased on the City using an annual 2%tax increase to develop a sustainedfunding source for the renewal ofneighbourhoods. This funding source

    would be dedicated to neighbourhoodsonly and would allow the City to nothave to rely on other levels ofgovernment or other funding programsin order to maintain the condition of its

    neighbourhoods. Several scenarioshave been reviewed and the proposedfunding model would see theneighbourhood 2% tax increasecontinue through 2018, with deletion ofMunicipal Sustainability Initiative fundingin 2018. An ongoing review ofconstruction inflation will be necessaryto ensure that sufficient funds are inplace for sustainable funding. Based onthis funding pool the City would have all

    of its neighbourhoods restored to acondition rating of C or better withinapproximately 20 years. This meansthat the combined average condition ofthe roads, sidewalks, curbs andstreetlights would be rated as fair togood for the entire City. The projectedtime-frame is also based onreconstruction rate of five to six newneighbourhoods per year.
