Alvaro Osorio Alejandro Colorado Negotiation Frames Ukraine rebel uprising Since 1991, when the USSR finally broke apart, the countries that rise from this former union had fought internal conflicts from pro-russian groups and democratic groups in favor of autonomous governments or annexation to the European Union. This had been the case in Ukraine. In this country the overall population is divided into two factions, the ones that what to join the European Union and want to remain an independent country and the separatists, rebels with the sole objective of become part of Russia once again that is where the conflict arise (Substantive issue). In this conflict, the Ukranian government want to maintain the integrity of their country and join the European Union (outcome frame) because the see themselves as the defenders of democracy (Identity frame) and for them the separatists are just a group of criminals that want to destabilize the government and the country (Characterization frame). On the other hand, separatists want to liberate the provinces of Donetsk and Luhansk to annex them to Russia (outcome frame) because they see themselves as a liberating force that wants to improve their peoples’ life standards (Identity frame) by separating from the oppressive and negligent Ukrainian government (Characterization frame). Because of the radical point of views this both parties have in terms of the outcomes they want to achieve, is quite understandable the heights this conflict have reached, this is why several other parties had to intervene to give the negotiations a new edge. The European Union and United States had intervene as observers in order to avoid the conflict to scale further by trying to leverage both Ukraine and rebels concerns (Aspiration frame), this concerns are being noted by trying to set a series of agreements and protocols, a temporary truce have achieved and several other key points regarding reconstruction, military buffer zones and humanitarian aid are being executed. The UN and other ONGs are making sure all the processes are held in the right way and ensuring international law is fulfilled and universal human rights respected in the negotiations (Process frame).

For the rebels the risks are also high because, if the local government take the upper hand, they may face justice and these regions would be under heavy surveillance and control to avoid future uprisings (Loss-gain frame). For the International community that is observing the conflict the results could mean a successful containment of the situation or further destabilization in the region backed up by Russia (Loss-gain frame).
