Introduction

Mayor’s ReportWelcome back to the Needham Market Newsletter.What a strange time we are living in at the moment. May I, on behalf of the Town Council, give our sincere condolences to all those that have lost loved ones during this Pandemic.

I have been asked several times, and it has also been mentioned on social media “what is happening with regard to the Crowley Park fencing and the small children’s play area?” Firstly the fencing has been on hold because of waiting for Mid-Suffolk District Council to release the required funding, which was applied for before the old fence was removed. The small children’s play area is waiting to be moved and upgraded when the

Skate Park has raised sufficient funds to start their work. I must also point out that the train has been vandalised again which is now beyond economical repair.

The Needham Market Town Plan is progressing though slowed down by the effect of the Pandemic. The Town Clerk is putting in a lot of time to enable this to be progressed and our thanks go to him.

I would also like to thank personally all the people who have worked tirelessly to keep our lovely town and the inhabitants safe at this time I will not name any profession because you are all important! Thankyou.

There are still vacancies on the Town Council so if you feel that you can put something back into the community on a voluntary basis you can contact the Town Clerk whose details are in this Newsletter.

By the time you read this, Halloween will probably have gone already. The days are getting shorter and the leaves are falling from the trees.

It is during this time of year that the colours around Needham Market, particularly at the Lake, are spectacular. Please do take a few moments to look around you, breath in the fresh air and appreciate what we have in this town of ours.

Our shops are preparing for Christmas and decorating their windows. The Christmas trees will soon be installed on the lamp standards, and the High Street will take on a completely different look.

It is mainly volunteers that will be responsible for this change and I, for one, am grateful for all the effort that goes into making this town one of the best Christmas scenes around.

Gipping Women’s ClubAt the start of lockdown, we thought that it would be for just a few weeks and that we could get back to normal by mid summer. As time passed, the truth of the situation dawned and our optimism faded. Indeed, the slow but steady pace of the easing of restrictions and the recent increase in cases both indicate that we will be unable to restart our meetings for some time yet. Rest assured that the club will get going again just as soon as we are allowed and members feel that it is safe to get together in numbers.

We will contact members to inform everyone about any start date. We would try to complete our interrupted programme from the Spring term, most importantly our Annual Meeting but in the meantime, the existing committee will continue.

For now I hope you are able to use the good weather and the free time to keep in contact with friends and family and to catch up with all those little tasks that have been hanging around for ages. I’ve been trying to achieve something useful every day but despite those good intentions, the house still needs a sort out and the weeds are flourishing in the garden. The year is rattling by even in lockdown.

We meet on Tuesday evenings at 7.45 pm during school term time at the Needham Market Bowls Club, Crowley Park, Barretts Lane, Needham Market IP6 8BX. Large car park.

We are a friendly club and always welcome new members to all our meetings and events - you can phone beforehand or just turn up one Tuesday evening.

We hope that all our members and their loved ones are keeping safe and well.

Healthwatch Suffolk Healthwatch Suffolk has just launched a new project, with Healthwatch Essex, that aims to gather feedback from the public and also the local NHS and care workforce about use of digital services (appointment systems, online consultations, phone triage, remote visiting etc).

Healthwatch Suffolk helps get the best out of health and social care services in Suffolk; improving them today and helping to shape them for tomorrow by engaging with people living here. We use the things you tell us about local care to influence the delivery and design of services in the county – not just for people who use them now, but for anyone who might need to use them in the future.

The aim of this project is to understand how the sudden increase in the use of technology during the pandemic has impacted upon people’s experiences of receiving, or providing, both NHS or social care. This is particularly important as we know many of these new means of access are here to stay, so we need to make sure they will work for those who will need and rely on them.

Community News...

Bosmere Primary SchoolBosmere Community Primary School have become part of

The Children’s Endeavour Trust Academy.Over the last year, Children’s Endeavour Trust (CET) have been working closely with the headteachers and governing bodies of five Suffolk schools: Abbot’s Hall, Chilton and Combs Ford Community Primary Schools in Stowmarket; Bosmere Community Primary School in Needham Market and Freeman Community Primary School in Stowupland.

The five Governing Bodies and Trust Board agreed that these schools will convert to academy status and join us at the Children’s Endeavour Trust. On the 1st April, Combs Ford Community Primary became the first new school to join the Trust and the other four will convert imminently.

The Trust’s Chief Executive Officer, Daniel Jones said, ‘We are very excited to be working with more schools and look forward to a more formal partnership. We are determined to harness the professional strengths within our school to delivering the best education for all the pupils in our care.’

Liz Green, Headteacher of Bosmere Community Primary School, added, ‘becoming part of CET has been a carefully considered journey and, as of 1st May, we begin an exciting new chapter for Bosmere children and families. Bosmere will retain its identity and uniqueness, although we will work alongside CET schools to further enhance the education and primary school experience we offer our children.’

The Needham Market SocietyOur 2020 programme has been rather disrupted by the Corona Virus, with just half of our meetings taking place from Sept ’19 to January this year. Of course our committee is disappointed but we have been busy planning hopefully for next year.

It is possible that any or all of the above may have to be cancelled if corona virus is still on the rampage, but I’m sure everyone will be understanding, if disappointed, and we will keep you informed in advance of any cancellations.

This year (2020) we have actually cancelled the two remaining meetings on 23rd September and 18th November. The 2020 AGM will be held ‘virtually’ in September, when members will be circulated at home with the usual official AGM documents.

Meanwhile the committee are aware of the town’s development at the MSDC site, Turner’s Garage site, the Lake Visitors’ Centre, Hill House Lane and Stowmarket Road.

We wish you all good health throughout the summer and winter and very much look forward to meeting up once again at the Community Centre in 2021.

Community News...

VJ Day Commemoration The war in South East Asia started badly for Britain as the Japanese attacked Hong Kong on the same day that they attacked Pearl Harbour (7th December 1941), then sinking the battleships Repulse and Prince of Wales, with heavy loss of life, before they overran Burma and Singapore, where British and Commonwealth forces on the island surrendered on 15th February 1942 on the orders of Lieutenant-General Arthur Percival.

The fight to defeat and evict the invaders from the territories they had occupied in Burma, French Indo China, Philippines, Dutch East Indies, China, Malaya and Borneo proved to be a long and brutal struggle, with the challenges of jungle-covered sharp ridged mountains, disease, and climate added to the perils of enemy action. Heavy monsoon rains flooded rivers and brought disease and mud which made Army movements slow and wearisome. XIV Army felt that they were overlooked and starved of supplies by comparison with events in Europe, hence they called themselves the “Forgotten Army.”

Comprising over one million fighting troops, one of the most remarkable features of South East Asia Command under Admiral Lord Louis Mountbatten was the truly multi-national nature of the forces involved. Only 20% of XIV Army under General Slim were British soldiers. The majority of the troops were from the Indian Army; Hindus, Muslims and Sikhs fought side by side in a common cause, (in marked contrast to the divisions that would surface during Partition, only a few years later). The Gurkhas earned their fearsome reputation for jungle fighting in Burma and there were large contingents from East and West Africa plus troops from Australia and New Zealand, in addition to Burmese and Chinese soldiers and irregulars. The Chindits, operating behind enemy lines, pioneered techniques including re-supply by air, still used by Special Forces.

The SEAC Air Force was similarly a mixed bag; The RAF was augmented with Australian, New Zealand and South African aircrew in addition to Americans. The bigger ships of the Royal Navy were attached to the US Pacific Fleet for their “island-hopping” campaign aiming for an invasion of the Japanese mainland, which was only forestalled by the dropping of atomic bombs on Hiroshima and Nagasaki. Royal Navy presence in Burma was chiefly in the form of sloops, minesweepers and amphibious craft, again with sizeable contributions from the Royal Indian Navy.

Ill treatment of prisoners of war and of the civilian populations in the occupied territories by the Japanese was reprehensible and contrary to international agreements. It has been widely documented by film and books and still rankles with many of the families affected. It is notable that successive Japanese governments have never expressed regrets for this mis-conduct, nor offered any compensation to the victims

The 2nd Battalion of the Suffolk Regiment, a Regular Army formation, served with the 5th Indian Infantry Division In 1944, being flown to Imphal to clear Japanese positions.

The 4th/5th Battalions, Suffolk Regiment were Territorial Army units. They were assigned to the 18th Infantry Division and in 1941 were switched from a destination in Egypt to Singapore, arriving just in time to fight briefly in the defence of Singapore before the surrender. Men from the two battalions were among those who were forced to participate in the infamous construction of the Burma Railway. Others perished as forced labour in the Japanese coal mines of Formosa.

None of these men regretted the dropping of the atomic bombs on Hiroshima and Nagasaki which forced the Japanese Emperor to concede defeat.

Today we remember the courage of the peoples involved and all the casualties, of all nations, as we recall the words of the defenders of Kohima,

“When you go home, tell them of us and say For Your Tomorrow, we gave our Today”

Community News...

Royal British LegionDue to the Corona Virus Lockdown, Needham Market Branch of the Royal British Legion had to cancel the VE Day activities planned for 8th June: a display on the High Street, talks to schools In NM and Creeting St Mary and a garden party.

Instead we observed the 11a.m. two minute silence of the National Remembrance at home and participated in the home-based garden parties in the afternoon.

NM RBL meets on the last Thursday of the month in the Community Centre, School Street and welcomes visitors – when we can resume !

Wow! 2020 will certainly go down in the history books. Those pupils of the future will have an easy date to remember! Let’s hope that there will be plenty of positive memories to balance out all the negatives.

Our shop on the High Street reopened on Saturday 1st August. It was lovely to be back at work and we had many similar comments from our customers.

Our new times of opening are 10am-4pm from Tuesday to Saturday. We ask you all to respect our COVID-19 precautions, which are in place for both staff and customers. There is antibacterial gel at the door for use at entry and exit, and face coverings are required, as in all shops. As I write, we are limiting customers to 3 at any one time and ask for your patience if we are full.

Sadly, we are unable to take donations in the shop due to infection control, but there are collection points at the retail centres in Martlesham and Holywells. You can donate to the centres Monday to Saturday, 10am-2pm. Please visit the St Elizabeth Hospice website for more information before donating and shopping with us.

As with everything else at the moment, we are liable to change at short notice. However, it is not all doom and gloom as we now have a fantastic stock of our gardening goodies in our new goods range. We have some of the favourites from last year, plus some new and exciting items. There are gardening gloves, trowels and matching forks, garden twine, pruning shears and lots of other useful items.

Earlier this year I described our ‘book’ room upstairs, which, as well as books, is full of jigsaws, CDs, DVDs, linens, children’s clothes and toys.

This month I would like to tell you more about our other room upstairs. One end is dedicated to men’s items, including trousers, shirts, ties, jackets and hats. Plus, we also stock a variety of LPs. The other, larger, section of the room is simply full of bric-a-brac, including glasses and china. It’s well worth a good look round … and then another to find the things you missed the first time round if you’re anything like me!

Community News...

What a year! ! No sooner had we decided on our plan for the year, everything shut down and the plans were put on hold.

When the garden centres opened again we decided that we would get what plants we could, and with the stored cannas, fill the containers. They turned out well, and thank you all who help with the watering and maintenance.

We held the judging of the High Street property’s floral displays at the end of July. The winner was Burnley House, followed by Woodwards and 83/85 High Street. A very close judgement due to the effort put in by many in the Street, and thanks go to all.

No meetings have been held, and at present, none are planned. Where would we be without e mail! Hopefully we will be able to get together again in the autumn/winter, so watch this space.

Needham W.I.Hello everyone it seems such a long time since the last newsletter and how life has changed since then.

I know we have exchanged a few emails but it’s not the same as having a conversation face to face. From the emails you will have seen that Denman College is closing - I’ve never been but I know that those of you who have enjoyed the experience - apparently the courses, the company and the food were all excellent. You will also have read the sad news of the death of Sue Bailey, the president of Barking W. I. We shall miss her cheerful, smiling presence at the group meetings.

I don’t know when we will start our meetings again but, if anyone has any ideas about how we could get together please let someone on the committee know. I think it would need to be outdoors with plenty of room so we can socially distance. We can take chairs and drinks with us. Any ideas welcome.

Please keep safe everyone - we are lucky here the number of cases is low at the moment and we need to keep it like that - you know that if you need anything you only have to ring us and we’ll do our best to help. Community News...

Bill Chilvers(30th October 1951 – 26th February 2020)

There is no skirting around the tragic and completely unexpected nature of Bill’s death. Having been in seemingly excellent health, on the 26th of February, after setting off to Needham Market to work on the temporary public toilet building project, Bill was found dead at the wheel of his car.

Bill’s Funeral Service was held at Needham Market Community Centre on Thursday 19th March, when those in attendance (limited in number due to the COVID-19 situation) heard about Bill and his life.

Bill was described as a hardworking and dedicated family man. Skilled and practical with a wide range of passions and interests. A devoted husband. A doting father and grandfather. A loyal and reliable friend. He was a man of principles, firm in his convictions, perhaps set in his ways and certainly never one shy to share his opinion. A man who set a lot of store in honesty and integrity, recognising their importance in governing his own behaviour and seeing its value in others. Never confrontational, but not one to back down when challenged. Fair and measured with a keen sense of right and wrong. Always ready and willing to go to bat for his family.

Bill was born at the White Lion pub in Ufford, which his parents ran, and subsequently went to Primary Schools at Ufford and Wickham Market, before finishing his education at Farlingaye High School.

Having served an apprenticeship, he started his first employment as a storeman at the US airforce base at Bentwaters. He married Jane in 1976.

Bill was living in Ipswich, bringing up a family and enjoying his job supervising works across the town’s many parks and grounds when, in 1985, he moved to Stowmarket.

It was in 1980 that Bill first started volunteering his time with the Special Constabulary, a role he continued in until 2011, when he retired from the Specials.

Later, when Bill had been self-employed for several years which included working for Needham Market Town Council on various small contracts, the Council created the role of Needham Market Town Warden which Bill was ideally suited to and, he was appointed in early 2015. The duties of the job, grounds and property maintenance, directing traffic for community events and so forth matched his diverse range of knowledge, skills and experience. The job was also ideally suited to him in many other respects. With his clear and demonstrable love for the town and its community he could not have been happier.

Needham Market Town Mayor, Councillor Steve Phillips, is standing beside the War Memorial at the Town Burial Ground, Barretts Lane and is holding a plaque which reads:

(OCTOBER 1951 - FEBRUARY 2020)

HE SUPPORTED THE COMMUNITY OF NEEDHAM MARKET IN MANY ROLES INCLUDING AS TOWN WARDEN AND POLICE SPECIAL

MUCH MISSED BY ALL WHO KNEW HIM

Community News...

Fraudsters in Needham Market

Following two recent incidents in Needham Market Suffolk Police have this advice:

Genuine police officers or staff would never approach residents and ask for cash withdrawals to be made or for people to purchase items on their behalf.

Police would ask people with vulnerable relatives, friends or neighbours to make sure they are aware of this type of scam.

• Never give out personal information about your bank account to anybody over the phone or on the doorstep.

• If someone calls claiming to be a police officer, ask for their photo identification, officer number and police force. If they phone, hang up and call 101 using a different phone. If you can’t use a different phone, wait at least five minutes before calling back. A genuine police officer will not mind waiting while you check.

• Police and banks will never ask you to give out personal details such as account numbers or PIN numbers.

• If you have given out information which could compromise your bank account security in any way, call your bank to cancel your cards as soon as possible.

• Never hand over money to someone at the door to be sent off elsewhere.

Anyone with concerns about such calls should contact Suffolk Constabulary on the non-emergency number 101 or 999 if a crime is in progress.

Town Council News...Town Councillor Resignation and Current Vacant Seats It was with regret the Town Council recently received the resignation of Martin Spurling who had served as a Councillor for many years, including as Council Chairman and Town Mayor. Town Councillors wished Martin well for the future. The resignation creates a new vacancy on the Town Council. Further vacant seats already existed. If you have an interest in becoming a Town Councillor, please feel free to contact me to express that interest or to have an initial discussion about what being a Town Councillor entails. Contact details for the Town Council Office are shown on the inside cover of this Newsletter.

Civic Events Cancelled (Civic Service and Remembrance Sunday) The two Civic Events that are normally held during each calendar year have been cancelled due to the COVID-19 restrictions. The Needham Market Branch of the Royal British Legion makes every effort to ensure commemorations from military history do not go unobserved (as with the recent VE and VJ commemorations reported in this Newsletter) and they will hold an appropriate Remembrance Service to make sure that no-one is forgotten and to remember and honour those who have sacrificed themselves to secure and protect our freedom.

Council Meetings Rescheduled Please note, full Town Council meetings will be held on the third Wednesday of each month until the end of the year. Meetings start at 7:30pm and are being held now in the Burton Room at Needham Market Community Centre, in order COVID-19 rules on social distancing can be observed. Both the Community Centre Management and I have carried out Risk Assessments following the pre-requirements of COVID-19 rules for holding the meetings.

Former Needham Market Middle School Site DevelopmentHaving been surprised by the fencing off of the Hurstlea Road public car park, with no notice given by Mid Suffolk District Council (the contractors arrived earlier than the District Council planned for), it came by chance that the Town Council learnt of the start date for contractors due to arrive on site for development of the former Middle School. Following a request from the Town Council (and the Police) to the District Council to secure the vacant site, following lots of activity involving

children being found on the roof of and within the school building, the District Council let it been known contractors are due on site mid-September (unless they turn up earlier as was the case on Hurstlea Road). From the point of view of the start of the development of the Middle School site, it will at least ensure the condition of the building and surrounding area no longer blights the area, it will also stop the activity of children who have seen and used it as a playground facility albeit an extremely dangerous one.
