Acknowledgements Creation of the Regional LMI Profiles was an initiative of the Interagency Workgroup for Regional Profiles under the auspices of the Massachusetts Department of Workforce Development and the Massachusetts Workforce Investment Board (MWIB). This report, the first in an expanded Regional LMI Profiles Series, is a resource guide to the newly defined labor market areas in Massachusetts. The Regional LMI Profiles provide comprehensive timely data and information for the state and sixteen workforce areas. They give state and local policy makers tools to better assess the dynamics of Massachusetts’ many local economies and to compare and contrast the economic performance of our state’s varied regions. New Labor Area Configurations Massachusetts recently implemented new labor area configurations based on results of the 2000 census and new standards required by the U.S. Office of Management and Budget (OMB). The new areas are called New England City and Town Areas (NECTAs). These areas, while reflecting the importance of cities and towns to New England, are based on the same criteria as Metropolitan Statistical Areas (MSAs) used for areas outside of New England. The basic criteria are as follows:

1) Areas with an urbanized core of 50,000 and more are designated as Metropolitan NECTAs

2) Areas with an urbanized core of at least 10,000 but less than 50,000 are called Micropolitan NECTAs

3) A NECTA containing a single core with a population of at least 2.5 million may be subdivided to form smaller groupings of cities and towns referred to as NECTA Divisions

Based on the new standards, Massachusetts now contains all or parts of eight newly defined and configured Metropolitan NECTAs and four Micropolitan NECTAs. One of the Metropolitan NECTAs (Boston-Cambridge-Quincy, MA-NH) is further subdivided into nine NECTA Divisions. There are also three state-defined Labor Market Areas (LMAs). Nine small towns are not part of any labor area due to the lack of sufficient economic integration to a core area (Charlemont, Conway, Hardwick, Hawley, Petersham, Provincetown, Rowe, Royalston, Warren). Data Availability Labor Force Data Unemployment rates and other labor force data, also referred to as Local Area Unemployment Statistics (LAUS) data, are available for NECTAs, NECTA Divisions, and LMAs, as well as Workforce Areas, counties, and cities and towns. The data are available on a monthly basis and are usually released on the Tuesday after the third Thursday of each month. Quarterly Census of Employment and Wage Data (QCEW) Quarterly employment and wage data (also referred to as ES-202 data) are available for the same areas as the labor force data. They are released approximately five to six months after the end of each quarter. Current Employment Statistics (CES) Data Monthly jobs data based on the CES survey are available for all NECTAs and NECTA Divisions with the exception of the MA portion of the Providence-Fall River-Warwick RI-MA Metropolitan NECTA, the Taunton-Norton-Raynham MA NECTA Division, the Lawrence-Methuen-Salem MA-NH NECTA Division, and the MA portion of the Nashua NH-MA NECTA Division. The jobs data are usually released the same day as the statewide unemployment and labor force data (third Thursday of each month). Occupational Employment and Wage Data Occupational employment and wage data , obtained from the semi-annual Occupational Employment Statistics (OES) survey, are released twice a year (spring and fall) and are available by Workforce Area and the old MSA definitions. Data on the new NECTA definitions will be released in May of 2006. About Metropolitan and Micropolitan Statistical Areas The Office of Management and Budget (OMB) defines metropolitan and micropolitan statistical areas for purposes of collecting, tabulating, and publishing federal data. Metropolitan and micropolitan statistical area definitions result from applying published standards to Census Bureau data.

The general concept of a metropolitan or micropolitan statistical area is that of a core area containing a substantial population nucleus, together with adjacent communities having a high degree of social and economic integration with that core. Metropolitan and micropolitan statistical areas comprise one or more entire counties. NECTAs are conceptually similar but are defined using cities and towns.

The largest city in each metropolitan or micropolitan statistical area is designated a "principal city." Additional cities qualify if specified requirements are met concerning population size and employment. The title of each metropolitan or micropolitan statistical area consists of the names of up to three of its principal

cities and the name of each state into which the metropolitan or micropolitan statistical area extends. Titles of metropolitan divisions also typically are based on principal city names but in certain cases consist of county names. The New England city and town areas (NECTAs) are defined using the same criteria as metropolitan and micropolitan statistical areas and are identified as either metropolitan or micropolitan, based, respectively, on the presence of either an urbanized area of 50,000 or more population or an urban cluster of at least 10,000 but less than 50,000 population.
