4. Status of Lifelines as of 18 May 2009 a) Power Restoration in Areas Affected

� Labrador -Bani 59 KVL – Alaminos, Bani, Anda, Boli nao, Agno, Dasol, Burgos, Infanta, Sual, Labrador, Pangasinan - 41.03 % load restored rehabilitation of 59 KVL. Repair works of customer PANELCO 1 is still ongoing.

b) Roads and Bridges

� Banaue-Hungduan –Mayoyao Boundary Road (Bokiawan Se ction) and Hungduan-Tinoc Road are still closed due to landsl ide. Clearing operations is still on going.

II. Humanitarian Efforts A. Extent of the Cost of Assistance (Details o n Tab D)

a) The estimated cost of assistance provided by NDCC, DSWD, LGUs and NGOs and Other GOs in Regions I, II, III, and CAR is PhP7,279,643.55

B. Humanitarian response Per Cluster 1. Food and Non-Food items (NFIs)

a) NDCC facilitated the release of 1,250 sacks of rice to the following LGUs: 300 MDCC 2nd District, La Union; 500 PDCC Pangasinan; 150 MDCC Bolinao; and 300 MDCC Anda.

b) DSWD prepositioned sufficient standby funds and stockpile of relief commodities such as: 2,601 family food packs, PhP557,199.36 worth of food items, Php851,935.70 worth of non-food items and PhP585,492.88 worth of standby funds;

c) Also released additional standby funds worth PhP800,000.00 to DSWD-FOs on May 8, 2009: PhP500,000.00 to Region I and PhP300,000.00 to Region III;

d) Provided PhP1,186,743.15 worth of relief commodities as augmentation support and assistance to the affected LGUs; and

e) Released and transported PhP917,970.00 worth of relief supplies from the DSWD National Relief Operations Center (NROC) to DSWD FO I for the ongoing relief operations on May 14, 2009.

Region I f). DSWD I turned over 5,000 packs of assorted relief goods to PDCC Pangasinan

worth P969,110.00 for distribution to the affected municipalities of Agno, Alaminos, Anda and Bani, Mabini and Infanta in Pangasinan and Caba in La Union.

g) PDCC Pangasinan released 500 packs of assorted relief goods for the remaining affected families in 1st District in Pangasinan.

h). The Philippine Navy and Engineering Brigade, PA provided two M35 trucks to haul relief goods from DSWD

Region III

i) LGU Sta. Cruz, Zambales provided PhP21,912.00 worth of relief goods to the affected population in said municipality.

CAR j) NOLCOM provided one M35 truck to DSWD-CAR Office to transport family food packs

to Ifugao.

2. Health and WASH a) DOH-HEMS augmented medical supplies and medicines to the municipality of

Anda and other western areas in Pangasinan and La Union worth PhP51,088.90; continuously validated and confirmed all reported deaths; assisted/provided health services in the evacuation center; and prepositioned supplies in Regions I, II, III and CAR since January 2009.

b) Per report of DOH-HEMS, all evacuation centers in Regions I, II, III and CAR are already decamped as of May 12, 2009.

c) CDCC Dagupan deployed 3 medical teams to Bolinao to provide medical assistance to affected families.

d) CHD I is still conducting assessment on water supply, health status and damaged health facilities in affected provinces.

3. Infrastructure

a) DPWH District Disaster Preparedness Teams (DPPT) conducted clearing operations and emergency repairs of damaged roads and bridges.

b) RDCC CAR reported that seven (7) bridges were total ly damaged in Binablayan, Tinoc, Ifugao.

4. Education a) DepEd Engineers/Regional/Division Physical Faciliti es Coordinators conducted

damage assessment and further validation of damaged school buildings. Based on its rapid damage assessment report, a tota l of 571 school buildings were damaged in Regions I, II, III and CAR: 63 Hi gh School and 508 Elementary Schools amounting to PhP317.048 Millio n.

5. Camp Management a) DSWD-CO activated all Disaster Management Teams (DMTs) and Social Welfare

and Development (SWAD) Teams at the regional and provincial levels to provide technical assistance to the concerned local government units (LGUs) in terms of rapid assessment, report generation, management of evacuation centers, and relief distribution.

6. Search and Rescue Operations Region I

a) PCG-SOG complete with diving gears conducted SAR operations and was able to retrieve some missing persons in La Union.

b) AFP Officers from Poro Point, PN conducted aerial survey in the hardest hit areas in Western Pangasinan.

Region II c) CASAFP Heli conducted rescue operations for the 30 persons trapped at the rooftop

in Brgy Santiago, Reina Mercedes. CAR d) PDCC Ifugao mobilized its responders to undertake SAR and retrieval operations in

the affected areas and conducted damage assessment in the landslide areas. e) The Provincial Engineering personnel proceeded to Kiangan-Asipulo-Lagawe

junction roads to assist SAR operations.

f) PRO-COR - PNP Lagawe, Kiangan, Hingyon and Asipulo in Ifugao assisted in the SAR operations.

g) PAF TOG 2 Isabela provided helicopter to 502nd Brigade to transport sniffing dogs in Lagawe to assist in locating victims in response to the request of Gov. Baguilat of PDCC Ifugao.

7. Clearing Operations Region I a) OCD Region I coordinated with DPWH and 513rd Engineering Brigade of PN for the provision of manpower and heavy equipment required for the immediate restoration of power in La Union. b) The 24th Infantry Division PA Elements of 106th Provincial Mobile Group (PMG), PNP

in Aringay and Agoo and the DPWH personnel conducted road clearing operations in Bani and Bolinao areas. Clearing operations are still on going.

Region II c) DPWH II and Engineering District of Nueva Vizcaya, in coordination with OCD II and

PNP conducted clearing operations at the flashflood and landslide areas. d) OCD II alerted DPWH II, DA RFU II, PDCC Nueva Vizcaya Rescue 933, PDCC

Cagayan Rescue 29, PNP PRO2 Naval Force for possible deployment. CAR e) PDCC Benguet and CDCC Baguio mobilized its engineering equipment to clear

roads and fallen trees. g) The DPWH Ifugao District Office proceeded to Lamut-Banaue roads to conduct road-

clearing operations. h) The 513rd Engineering Construction Battalion of the Philippine Army dispatched its

augmentation team and equipment to Hungduan-Mayoyao Road to conduct clearing operations with one loader and 7-man team support personnel and a standby one unit M-35 cargo truck to support relief operations.

8. Conduct of Meetings a) The DND Secretary/ NDCC Chairman, together with the OCD Administrator and OCD

Chief, Operations Division, proceeded to La Union on 13 May 2009 on board Pokker Plane to preside the joint RDCCs I and CAR meeting held at the Diego Silang Hall Provincial Capitol, San Fernando City, La Union. The meeting was attended by RDCCs I and CAR members, OCDRDs I and CAR and other local Chief Executives (LCEs) in affected provinces. Four (4) personnel from OCD (two from Central Office, one from NCR and one from Region III) and personnel from DOH and other national agencies were deployed to Regions I and CAR to conduct validation of damages in the regions.

b) In line with the instruction of the Chairman, NDCC to validate data, prepare rehabilitation plan and prioritization of projects for funding, RDCC I conducted a meeting on 14 May 2009 presided by Chairman, RDCC I wherein the validating team from Manila was grouped by sector for the field validation.

c) The SND and Chairman, NDCC with OCD Administrator proceeded to Region II on

May 15, 2009 to preside another RDCC meeting. Region I d) RDCC Emergency Meeting was conducted last May 11, 2009 at Masigasig Center,

Camp Florendo, Parian, San Fernando City, La Union to discuss response and rehabilitation activities.

e) CHD I–RHEMS team conducted a meeting with PDCC in La Union regarding rehabilitation phase of affected municipalities.

f) DSWD Secretary had a meeting with selected RDCC 1 member agencies on May 12, 2009 wherein the ongoing relief efforts and rehabilitation directions were discussed.

CAR g) RDCC conducted an emergency meeting and discussed issues and concerns related

to management of the effects. h) CHD I–RHEMS team conducted a meeting with PDCC in La Union regarding

rehabilitation phase of affected municipalities 9. Damage and Needs Assessment (DANA) The validating team from Manila was distributed in the different coastal

barangays of hardest hit municipalities such as: Alaminos, Burgos, Bani, Bolinao and Mabini, Pangasinan to validate data of affected regions.

Another one person from OCD Central Office proceeded on May 15, 2009 to OCD Regional Office II to fast track the validation of data in the region with in a week.

CAR

b) DENR- CAR conducted a rapid geohazards assessment on the reported landslides occurrences at Pindongan, Kiangan; Poblacion, Kiangan; Maitab, Poblacion Norte, Lagawe; and Cudog, Lagawe all in Ifugao on May 9-10, 2009. Based on assessment, these landslides and mudflows/avalanches caused the death of 15 persons with several houses totally/ partially damaged.

c) The landslide incident along Brgy Eheb and Tocuc an at Sitio Tulibin, Tinoc, Ifugao covering Ibulao River resulted to artificia l damming approximately 3 million cubic meter of earth slided in said area. The stocked water from artificial damming is gradually receding due to breaching of some portions of the river. However, no engineering intervention has been recommended yet for any threat of another landslide from the upper portion of the river.

Region I b) RDCC Chairman Ramon Gatan, Director PPO Pangasinan, Percival Barba and

Director, OCDRD I conducted aerial survey and damage assessment in hardest hit areas in Western Pangasinan.

III. Declaration of State of Calamity in the follow ing areas:

The Provinces of Ifugao and La Union and 1st District municipalities of Pangasinan namely: Anda, Bolinao, Alaminos City, Infanta, Mabini, Bani, Sual, Agno, Dasol and Burgos were declared under State of Calamity to utilize portions of their 5% local Calamity Fund for the on-going relief operations.
