    10,203 Houses were damaged with 4,270 houses totally and 5,933partially damaged (Tab D)

    II. SITUATION OVERVIEW:

    Result of RDANA conducted by NDCC- UN IASC CT on 28 & 29 Sept 2009:

    Marikina

    Water has receded in most areas, public water service was restored withpotable water in several barangays

    Evacuation center in Malanday are congested with 700 families staying inElementary School and Municipal Hall. Seven (7) died in this barangay

    Damages to houses are extensive and the riverside roads are impassable dueto debris and rubble. Priority needs: clothing, mattresses, food and medicines

    Evacuees from Brgy. Tumana are staying at the evacuation center inConcepcion. Electricity has not been restored yet

    In Brgy. Tanong, 500 people are staying in evacuation centers water andelectricity have been restored

    Amang Rodriquez Memorial Center priority needs are power restoration andbasic medical supplies, potable water and food for the patient

    Quezon City Families in Brgy. Silangan have not returned to their respective places as their

    houses have been totally damaged

    Pasig City Identified needs: potable water, food, NFIs (clothing, blanket, mats), mobile

    phone services

    Muntinlupa

    Barangays most affected are Tunasan, Poblacion and Putatan

    Pateros

    Priority requirements: food, logistics coordination, camp managementmechanisms and health education

    Taguig City Needs identified: logistics, health, NFIs, food, WASH, protection and education

    III. RESPONSE

    Food and NFIs

    DSWD provided PhP5,497,316.00 worth of relief goods; prepositioned stand-byfunds, family food packs and stockpile of relief commodities; provided hot mealsto family-evacuees in evacuation centers through the management ofcommunity kitchen; receipt of donations both local and international

    PNRC provided assorted relief assistance to the flood victims in Metro Manila DOH provided 150 pieces of cadaver bags to NDCC and provided Generator set

    to Amang Rodriquez Medical Center

    San Miguel Corporation and Petron Corporation donated 20 pieces 2.7 kgcylinder lamps for use in the evacuation areas

    Ms.Cynthia Rodriguez and Family of Corinthian Gardens, QC providedassorted relief goods (food stuffs)

    NCRCOM distributed 500 sacks and 1,000 other assorted packs of relief goodsto affected residents in Pasig City

    AFPDRTG also transported3,000 family packs and 12,000 pieces of fresh eggsfrom DSWD NROC to affected areas in Taytay, Rizal and Pateros City

    PAGCOR under Sagip-Tulong ni PGMA Project distributed: 1) 150 reliefpacks and 10 crates (480 bottles) of bottled water at the Nangka ElementarySchool, Marikina; 2) 100 relief packs at the Fortune High School, Marikina; 3)1,040 relief packs in Cainta, Rizal; 4) assorted bread at the Ever GotescoOrtigas Branch, Rosario, Pasig City

    PAGCOR also deployed one (1) water tanker bearing potable water in Cainta,Rizal

    PCG PIO personnel delivered relief goods donated by World Vision to 50families in Brgy Tatalon, Quezon City

    WASH and HealthDOH

    Mobilized psychosocial and mental health assessment teams in NCR andRegion IV-A

    Started distribution of portalets in each evacuation center in NCR (100) andCALABARZON (20)

    DOH IV-A to deploy Medical and WASH teams from DOH IV-B to San Mateo,Rizal

    DILG-BFP Water rationing in Quezon City (Brgy Bagong Silangan), Malabon City

    (Brgys Santolan, Potrero, Maysilo), Valenzuela (Brgys Marulas,Panghulo), Pasay and in Taguig City (Brgys Toktokan, Ususan,Bagumbayan, Palingon, Sta Ana, Ligid and BCDA)

    Education

    There were 263 schools damaged in Regions I, II, III, IV-A, CAR and NCR : 214elementary schools and 49 high school with 490 classrooms

    There are 226 school buildings being used as evacuation centers and arehousing 12,560 families and 26,212 individuals

    Camp Management

    DSWD set up Social Welfare Inquiry Sets in all affected areas; set up NGOs anddonors desk in all DSWD-FOs to strengthen linkages between the DSWDLGUs, NGOs

    DOH established drop off points in MMD-DOH Central Office headed byEngr. Dave Masiado

    OWWA set up assistance center at NDCC Operation Center for the families ofOFWs

    Emergency Telecoms/Mapping

    IBM and OCD personnel deployed at the Ever-Gotesco ACP with the

    Emergency Response Network (ERN) Kit as back-up communications CEISSAFP coordinated with SMART Telecom re: Installation of GSM900

    repeater at NDCC Operation Center to enhance mobile phone signal inside theOPCEN building

    Globe Telecom temporarily lent four (4) hotlines at NDCC OPCEN to augmentthe communication capability in responding to emergency calls in the calamityareas with the following hotline numbers: (0917) 733-4193, (0917) 733-4256,(0917) 733-4263 and (0915) 536-6719

    Telecoms Sans Frontier (TSF) deployed 2 teams from Bangkok and installed aTelecom Centre with Internet, phone, fax lines and computers at the NDCC HQat Camp Aguinaldo, Quezon City.

    PNP installed radio communication facility at Cainta Police Station, and at the

    Forward NDCC Operation Center NGCP conducted power restoration in various damaged sub-stations (S/S). All

    lines are on normal operation except San Jose, Bulacan and CND-San Miguel(Bacnotan, San Miguel, La Union); waiting for normalization of load systemsfrom distribution utilities (Meralco for Metro Manila area)

    Geodata Systems Technologies, Inc, Philippines in coordination with theAFP Command Center; and MapAction technical personnel in UK were

    deployed to the NDCC Opcen on 29 September to provide situation mappingsupport to the NDCC and humanitarian clusters.

    IV. SAR, Clearing and Retrieval Operations

    AFPa. PA concentrated clearing operations in Batasan Rd, Cogeo Rd, Marikina

    City area, Antipolo, Balimbing, Pililia, Tanay, Teresa and San Mateo, Rizalb. SOLCOM augmented clearing in Baras, Cuyambay, and Teresa, Rizalc. 51st Engr Brigade cleared C-5 Flyover and Provident Subd, Marikina Cityd. PAF conducted road clearing operations in Santolan and Sta Lucia, Pasig

    City involving four hundred six (406) personnel and various heavyequipment

    e. 7ID, PA conducted DRRO in Bulacan (Norzaragay, San Francisco delMonte, Hagonoy, Bustos, Sta Maria), Zambales (Palauig, Botolan),Pampanga (Arayat), rescued 158 persons in Arayat, Pampanga and inHagonoy, Bulacan as well as evacuated 1000 residents of Sitio Bangan,

    San Juan Bao, Arayat, Pampangaf. NOLCOM evacuated thirteen (13) families and eighty six (86) person in

    Candaba, Pampangag. TRADOC, PA conducted clearing operations along the road of Brgys Sta

    Lucia and Patling both of Capas, Tarlac while NOLCOM operated in BrgyEstrada, Capas, Tarlac

    PNPh. PNP joined AFP troops in clearing Provident Village and other areasi. NCRPO rescued 194 additional persons: 30 in Brgy Potrero, Malabon City,

    161 persons in Marikina and 3 persons in Brgy Pinagbuhatan, Pasig Cityj. Chairman, RDCC-IVA/RD, PNP-IVA mobilized 500 personnel, one (1) fire

    truck and three (3) dump trucks for a clean-up drive in the municipalities

    of San Mateo, Rodriguez and Taytay all in Rizal ProvinceSOLCOM team, headed by CPT Montemayores, with two (2) M35 trucks and one (1)

    rubber boat, proceeded to Brgy Landayan, San Pedro, Laguna for possiblerescue operation due to the rise of water level in the area

    MMDA distributed three hundred sixty (360) helmets to personnel and volunteer

    groups who are conducting clearing and cleaning operations; conduct of dewatering and cleaning of pump floor submerged in mud

    water in Quiapo, Paco, Pandacan, Sta Clara, Makati City, Hagonoy,Labasan, Taguig City and Tapayan;

    provision of one hundred nineteen (119) manpower with variousequipment for SAR, distribution of relief goods and standby vehicles atthe Advance Command Post along Katipunan Avenue;

    rescued 1,000 victims in Provident Village, Marikina;

    clearing of primary and secondary roads in Marikina City; deployment of one hundred fifty six (156) personnel with equipment and

    tools for the conduct of clearing of primary roads in Metro Manila, repair ofconcrete barriers and see-through fences along Marcos Highway andAurora-Katipunan fly over

    SAR team rescued fifty (50) persons in Brgy Pinagbuhatan, Pasig City on2256H 30 September 2009

    k. Established a Command Advance Post at Santolan LRT Station in MarikinaCity with two (2) SAR Teams (15 personnel) and one (1) team to assist inthe distribution of relief goods

    l. K9 Unit dispatched at Greenwood Executive Village, Cainta and rescued

    twenty two (22) persons on 1800H 30 September 2009PDCC Nueva Ecijam. Five (5) highly-trained personnel with one (1 ) amphibious vehicle, one (1)

    motorized rubber boat and one (1) mobile kitchen provided assistance inMetro Manila

    CDCC-Olongapo Cityn. Dispatched the Olongapo Rescue Team to Metro Manila to augment in the

    rescue and evacuation operationsSBMAo. SBMA Fire Department and SWAT (LED) provided assistance in the SAR

    operations in Metro Manila with one (1) rescue van, one (1) rubber boatand two (2) dump trucks

    V. SUPPORT SERVICES

    PAF Provision of assets and personnel in the transport and distribution of

    relief goods in Rizal Province (San Mateo, Taytay, Rodriguez, Cainta),Taguig City (Lower Bicutan, Napindan), Pasig City (Sta Lucia, Santolan,Pinagbuhatan) and in Pateros

    PNP Conduct of traffic direction, control and clearing operations in Pateros,

    Quezon City (Balintawak, Cubao, North Fairview), Malate, Pasig City(Rosario, Maybunga, San Miguel), Marikina City (Barangka, Provident

    Village, Marcos Highway) and in Rizal (San Mateo) PRO-CALABARZON led by PCSUPT Perfecto Palad together with four

    hundred fifty (450) conducted clean-up operation at Rodriguez, San Mateo,Taytay all in Rizal Province

    NOLCOM

    Transported relief goods (120 boxes of sardines, 50 cavans of rice) toArayat, Pampanga and 400 cavans of rice to PSWDO-Pampanga

    DILG-BFP Conduct of flushing operations in Quezon City (New Era, Sta Lucia, San

    Bartolome, Lagro, Pinagkaisahan), San Juan and in Marikina

    VI. REHABILITATION

    DBP ordered the mobilization of all concerned branches and headof offices units to extend assistance to affected clients displaced, employeesand other victims thru rehabilitation program in the form of moratorium oninterest/principal payment; restructuring their loan payment extension; interestrate reduction; additional loan if viable; closer monitoring of loan for faster

    recovery; distribution of relief goods in coordination with NDCC with in the week.Likewise directed all ATMs in affected areas to be in full operations

    Zambales- Region IV-A: Cavite, Laguna, Batangas, Rizal, Quezon- Region IV-B: Marinduque and Mindoro (Occidental and Oriental)- Region V- Catanduanes, Camarines Norte and Camarines Sur

    NDCC Circular to Chairmen of RDCCs I, II, III and CAR directing them toundertake necessary response measures to avoid loss of lives and destructionof properties

    NDCC MEMO Order No. 18 on the suspension of classes at all levels in MetroManila including the province of Rizal on 28 September 2008
