About the Founder, Dr. Samuel Noordhoff Dr. Samuel Noordhoff is known in Taiwan by his Chinese name, Luo Huei-fu,
which means "man of wisdom". Born in Orange, Iowa in 1927,
shortly after graduating with a medical degree from the University of Iowa,
Dr. Noordhoff and his family made the long journey of over 20 days across the
ocean to Taiwan, to practice medicine and spread God's love.
Dr. Noordhoff has served as president of both the Mackay Memorial Hospital
and the Chang Gung Memorial Hospital, playing an instrumental role in establishing
a system for development of medicine for all of Taiwan
and establishing many milestones along the way:
First polio rehabilitation center
First suicide prevention center
First burn center
First intensive care unit
First craniofacial treatment center
In the winter of 1989, Dr. Noordhoff donated US$100,000 of his hard-earned life savings to
establish the Noordhoff Craniofacial Foundation.

Public education NCF utilizes public education programs to raise public awareness of craniofacial deformity
and to increase social acceptance to people with such conditions.
Host annual "Love Makes Whole: Children's Illustrated Book Award".
Organize awareness campaigns through television, print and web-based media.
Children’s campus drama performances.
Improve quality of medical treatment NCF pushes for advancement of treatment for craniofacial deformity,
including cleft lip and palate, microtia and other rare diseases,
through support for research, professional seminars and publication.
Organize health seminars to health professionals on
treatment of patients with craniofacial deformity.
Provide funding for research on MRI studies of severe clefts,
microtia, speech protocols and etc.
Publish professional medical materials, including books and DVDs
on the surgical techniques of unilateral and bilateral cleft lip and palate.
NCF aims to help children and adults with
craniofacial deformity receive holistic care, to sponsor
research to advance the quality of care,
and to improve public awareness
and social acceptance for our patients.

Holistic care:Beyond mending physical wounds NCF provides a wide range of social, financial
as well as psychological services not only to patients
but also their families in order to address their diverse needs,
such as psycho-social adjustment,
interpersonal skills development
and financial support.
Provide financial assistance for
medical costs to indigent patients.
Counsel patients and family members on
social and psychological adjustment.
Establish supportive self-help groups for
patients and family members.
Organize summer camps for school-age children
and teenagers with craniofacial deformity.
Produce How-to DVDs and brochures to patients and parents.

One of every 500 children born in a developing Asian country has a cleft lip or palate.
Since cleft lip and cleft palates are not life threatening afflictions, they become a low priority.
Combined with the shortage of skilled surgeons to properly and safely perform corrective surgery in
developing Asian countries, millions of patients remain untreated while newborns continue to arrive
despite medical technology is readily available to intervene.
What makes NCF unique? The Noordhoff Craniofacial Foundation stands apart from similar humanitarian organizations in that
we promote team-based care for craniofacial deformity in permanent NCF founded clinics,
called Centers of Excellence. NCF underwrites and facilitates training and education of
local teams of medical personnel who then become the primary basis of these centers.
The clinical training is provided by the Craniofacial Center of the Chang Gung Memorial Hospital,
one of the leading centers for cleft lip and palate care in the world.
What are NCF's strategies? Select and sponsor training of local medical personnel from Cambodia,
China, Indonesia, India, Vietnam, the Philippines, Pakistan and Thailand.
Build on existing capacity of local medical teams and facilitate establishment of
NCF Centers of Excellence in Cambodia, Indonesia, Vietnam, the Philippines and China.
Conduct mission trips to provide free surgery to indigent patients in
Southeast Asia and the Dominique Republic.
What have we achieved? Between 1998 and 2007 NCF conducted 47 mission trips to 7 countries and as a result,
1233 patients have directly benefited from these free surgeries.
From 2000 to 2007 there are 81 fellows from 11 countries who have undergone training in
surgery, orthodontics, anesthesiology, speech therapy, nursing and center coordination.
Since 2002 NCF has co-hosted three bi-annual international conferences, the Chang Gung Forum,
and discussed the latest trends and lessons learned on the treatment of craniofacial deformity.
The Story of Chan Heng
May 2000 Little Chan Heng, age 2, had congenital cleft lip and palate. Her parents traveled 150 kilometers to Cambodia’s capita.
June 2002 The Love Makes Whole’ medical team met with little Chan Heng again and performed a palate repair which would allow her to talk normally.
June 2006 Chan Heng has turned eight years old. She greeted us with folded hands and a smile with confidence. She was in second grade and liked school a lot. Her hope was to become a doctor and help other children.

Those who have congenital craniofacial deformities are often
faced with particular problems such as appearance, abnormal speech,
hearing disabilities or psycho-social maladjustment. It requires an integrated
team of specialists to help these patients become well adjusted persons.
All this is possible, to treat and care for these children,
with the cooperation of family and the craniofacial team of specialists.
