Since 1920, our organization has been dedicated to working together to achieve more. The Council’s 70 member licensing boards collaborate to make this organization a leading voice in professional licensure for engineers and surveyors. There is power in our collaboration. Together, we consider issues from different angles and find better solutions. We reach further and accomplish more.

Our cooperation has made a strong national organization, but it has made our individual boards stronger in the process as well. The member boards of NCEES learn from one another. They discuss common problems and find answers. There’s no better way for a member board to find out how other boards are addressing issues—perhaps issues that board hasn’t even thought of yet. Banding together also allows us to offer licensing exams and services to support licensure and facilitate mobility for our jurisdictions.

NCEES has taken a new approach to its leadership this year though its collaboration with young professionals. The Emerging Engineers and Surveyors Group is giving us new insight into how people entering the professions view the licensure process. They are helping us identify new ways to encourage people to get licensed and then help them down that path. I appreciate their willingness to share our commitment and help us shape the future of professional licensure.

For 95 years, NCEES has been committed to advancing licensure for engineers and surveyors. Its leadership in this endeavor takes different forms and focuses on a variety of areas, but a common purpose unites its efforts: a dedication to serving the engineering and surveying professions and protecting the public. Our efforts to set the standard in uniform laws, licensing requirements, and professional ethics stem from a commitment to safeguarding the health, safety, and welfare of the public.

Much of our focus at NCEES headquarters is on supporting the member boards—providing the exams that they use to license engineers and surveyors and administering services to facilitate licensure. In 2014, NCEES moved the Fundamentals of Engineering (FE) and Fundamentals of Surveying (FS) exams to computer-based testing (CBT). The process has worked extremely well for member boards and examinees, offering better security and greater convenience. As we expected, the number of FE and FS examinees dipped after the conversion, but we are working toward returning the numbers to previous levels. Work also continues on moving the rest of NCEES exams to CBT, and we look forward to offering the first Principles and Practice exam—the Principles and Practice of Surveying—via CBT beginning in October 2016. The Records and Credentials Evaluations services continued to grow in 2014–15. The number of applications for both of these services was up 9 percent over last year.

This annual report highlights the various ways that NCEES has led with purpose in the 2014–15 fiscal year. We do not strive to be leaders for the sake of leading, but rather to allow NCEES and its member boards to fulfill their missions to protect the health, safety, and welfare of the public. Our work has taken us in a variety of directions, but it remains focused on the central goal of advancing licensure for engineers and surveyors.

Protecting the financial resources of NCEES is essential to ensuring that the organization will continue to lead with purpose. Our financial statements, which begin on page 30 of this report, show that NCEES remains financially sound. While the revenue from exams was below budget, the organization’s overall revenues were above budget and expenses were below budget.

The work of NCEES is possible because of its volunteers. Members and staff of state licensing boards form the membership of NCEES standing committees and task forces as well as zone and national leadership. Others, along with professional engineers and surveyors from across the country, volunteer on exam development committees or participate in outreach activities. NCEES thanks these dedicated professionals for their commitment. We are proud to serve the engineering and surveying professions and look forward to making them even stronger in the future.

SET THE STANDARD

NCEES is committed to setting the standard in uniform laws, licensing requirements, and professional ethics. This commitment is central to NCEES efforts to safeguard the health, safety, and welfare of the public. The organization is made up of 70 licensing boards that regulate the engineering and surveying professions in the United States—located in each U.S. state, the District of Columbia, Guam, Puerto Rico, Northern Mariana Islands, and the U.S. Virgin Islands. In 2014–15, the members of the Council continued to work together to determine best practices for the licensure of engineers and surveyors and promote their adoption to protect the public and improve uniformity among the states.

Shaping the future of professional licensureIn August 2015, delegates from the member licensing boards gathered in Williamsburg, Virginia, to discuss licensure issues, set Council policy, and vote on proposed changes to the Model Law and Model Rules. Maintaining these documents is a key part of how NCEES promotes mobility and provides leadership in professional licensure. The licensing requirements described in them reflect a consensus of what the member boards think licensing laws and rules should be.

At the meeting, delegates also modified the Manual of Policy and Position Statements by adopting a position statement on future engineering education requirements for initial licensure as a professional engineer. In addition to asserting the organization’s dedication to ensuring that the education requirements for engineering licensure continue to

safeguard the public in the future, the statement outlines several pathways for a licensure candidate to obtain the body of knowledge necessary to enter the profession. It reaffirms NCEES’ commitment to collaborating with technical engineering societies and other interested parties to explore alternative educational pathways.

NCEES will use this position statement to guide its efforts to engage stakeholders and ensure that licensing standards continue to protect the public in the future.

In 2014–15, President Widmer formed a task force to study the future of surveying. The group considered how NCEES could better communicate the value of a career in surveying and increase the number of candidates seeking licensure as a professional surveyor. At the 2015 annual meeting, the Council voted to approve the task force’s recommendations to fund a meeting of peer professional organizations to explore the issue and recommend solutions and to develop a national award to recognize excellence in surveying education programs.

Measuring professional competenceUniform licensing exams are essential to ensuring standard qualifications for professional engineers and surveyors. More than 750 professional engineers and surveyors worked with staff and psychometricians this year to ensure that NCEES exams remain reliable, uniform measures of candidates’ competence.

A key way that it fulfills this commitment is through its licensing exams: the Fundamentals of Engineering (FE), Principles and Practice of Engineering (PE), and Structural Engineering (SE) exams for engineering licensure and the Fundamentals of Surveying (FS) and Principles and Practice of Surveying (PS) exams for surveying licensure.

In the past year, 38,211 examinees took the FE exam; 23,498 sat for the PE exam; and 2,186 took the SE exam. During the same period, 900 FS and 848 PS examinees took their respective exams.

Exam usage numbers for the 2014–15 PE and SE exams were essentially even with 2013–14, but numbers for the FE, FS, and PS were lower than in 2013–14:

Supporting computer-based testing

NCEES entered its second year of computer-based testing (CBT) for the FE and FS exams, which was introduced in January 2014. These exams are now offered year round at approved Pearson VUE test centers across the country. Exam development committees and staff continue to look for ways to increase the number of examinees, improve the testing experience, and ensure the exams are accurate and reliable.

NCEES also continued transitioning its other exams to CBT format. The exam development committees for each of the 24 PE exams, the 16-hour SE exam, and the PS exam have been working toward this goal since the Council voted in 2012 to move them to CBT. In February 2015, the board of directors set the first transition date for one of these exams: it approved administering the final pencil-and-paper PS exam in April 2016 and beginning to offer the PS exam via CBT at approved Pearson VUE test centers in October 2016.

Updating exam specifications

In addition to focusing on the CBT transition, NCEES continued to develop, administer, and score its pencil-and-paper exams. NCEES conducted

professional activities and knowledge studies, or PAKS, for several PE exams to ensure they remain relevant to current professional practice. The studies resulted in updated specifications for the following exams:

In 2014–15, NCEES engaged with other organizations internationally to promote cross-border mobility. President-Elect Michael Conzett, P.E.; Immediate Past President Patty Mamola, P.E.; Chief Executive Officer Jerry Carter; and Chief Operating Officer Davy McDowell, P.E., attended the International Engineering Alliance (IEA) meeting in Istanbul, Turkey, in June 2015. IEA is an umbrella organization that coordinates six international agreements for engineering education and mobility. NCEES represents the United States in two of these agreements: the International Professional Engineers Agreement (IPEA) and the Asia Pacific Economic Cooperation (APEC).

NCEES joined representatives from many other countries at the meeting to discuss issues such as evaluating engineering programs and assessing learning outcomes. At this meeting, NCEES Past President Mamola was elected deputy chair of APEC. In this position, she will serve two years as deputy chair and then move to the role of chair.

In September, Past President Mamola and CEO Carter represented NCEES at an APEC Engineer Committee workshop in Taipei, Taiwan, to discuss the feasibility of forming a centralized data bank for registered APEC Engineers to aid international mobility. Past President Mamola will work with other members of a subcommittee in the year ahead to develop the scope, content, and other details needed to create the centralized database.

NCEES currently has agreements with 10 foreign entities to administer its licensing exams in those countries. In April 2015, NCEES began offering exams in Taiwan through an agreement with the Chinese Institute of Engineers, and in February the board of directors approved negotiating a contract with Texas A&M University in Qatar to begin offering the FE exam in that country.

In 2015, the Egyptian Engineering Syndicate petitioned NCEES to allow the FE exam to be offered to graduates of all Egyptian engineering programs to assist in assessing the quality of engineering education in Egypt. Since 2009, NCEES has offered the exam in Egypt to seniors and graduates of engineering programs at the American University in Cairo that are accredited by the Engineering Accreditation Commission (EAC) of ABET, but the new agreement could open access to the NCEES exam for another 25,000 people. At the 2015 annual meeting, delegates voted to approve negotiating a

Leadership in supporting the professions is another NCEES focus. The organization is committed to facilitating the licensure process for its member boards, professional engineers and surveyors, and licensure candidates. In 2014–15, it concentrated on increasing and improving its services for these groups.

In 2014, NCEES approved the creation of a registry for professional engineers and surveyors to track continuing professional competency (CPC) credits. Since then, Council staff has worked with member board administrators to develop this registry, which will allow licensees to upload, track, and maintain a record of their CPC activities.

Standing committees considered other ways to simplify the process of meeting CPC requirements in various states. The Committee on Education and the Committee on Member Board Administrators worked together to develop a plan to promote the adoption of common CPC requirements and reporting provisions by all member boards. They developed a plan that will allow professional engineers and surveyors to either meet the CPC requirements of a particular jurisdiction or the NCEES CPC Standard. The aim is to lessen the administrative burden on engineers and surveyors who are licensed in multiple jurisdictions and to simplify the audit process.

NCEES standing committees and staff will continue developing this plan and the CPC registry in the coming year.

Growing member services to support the professionsWhile NCEES worked to develop new services, it also focused on advancing its existing services. One of its key services for facilitating mobility—making it easier for a professional engineer or surveyor licensed in one state to practice in another—is the NCEES Records program.

The program has existed in one form or another since the 1920s. It allows licensed professional engineers and surveyors to compile a record of the information typically needed for licensure by comity in other states. NCEES electronically submits these materials directly to the state licensing board each time the Record holder applies for a license, saving time and simplifying the application process.

As interest in practicing in multiple states continues to grow, so does the Records program. At the end of the 2015 fiscal year, there were 37,433 Record holders. The number of Records applications in 2014–15 was 6,296, up 9 percent over the previous year. The number of Records established rose 6 percent to 5,299; and the number of transmittal requests was 26,265, up 7 percent over the previous year.

NCEES continued to build on its other member services as well. The Credentials Evaluations service reviews the educational background of applicants against the NCEES Engineering Education Standard or NCEES Surveying Education Standard. Applicants are individuals applying for licensure with a U.S. member licensing board who do not have a degree from an ABET-accredited program—usually from one outside the United States. NCEES submits a

report to member boards, noting any areas of deficiency in education relative to the standard. Boards then use the evaluation to help decide on the applicant’s eligibility for licensure.

The number of applications for a credentials evaluation in 2014–15 rose to 1,730, up 9 percent compared to the same period last year. The number of evaluations completed was 1,588, an increase of 13 percent.

While CBT exams are administered at approved Pearson VUE test centers, pencil-and-paper exams (currently all PE, SE, and PS exams) are administered twice a year at various sites around the country. NCEES added three new states to the list of jurisdictions for which its Exam Administration Services administers these exams: Connecticut, Virginia, and Wisconsin. It also added Taiwan to its list of foreign countries. This brings the Exam Administration Services total jurisdictions to 44 states and 8 foreign countries. The NCEES services for these jurisdictions include registering candidates, reserving exam sites, and hiring and training proctors. The addition of these new jurisdictions greatly increases the organization’s ability to ensure a secure and uniform exam-day process for candidates and licensing boards.

NCEES is working to fulfill its mission by strengthening relationships with emerging engineers and surveyors, peer professional organizations, and foreign partners. Coordination with these groups is key to advancing licensure of all engineers and surveyors.

Learning from future leaders

NCEES formed a new group to connect young engineers and surveyors with NCEES decision makers to provide feedback on the licensure process and discuss topics relevant to the future of the engineering and surveying professions.

The 12-member Emerging Engineers and Surveyors Group includes students, engineer and surveyor interns, and professional engineers and surveyors under the age of 35. The emerging leaders met with the NCEES board of directors during a focus group at the 2015 annual meeting. The group is continuing to work together in 2015–16 to shape the future of the engineering and surveying professions and the licensure process.

Collaborating with other organizations

Effective communication and cooperation with peer professional organizations are also vital to fulfilling the NCEES mission of advancing licensure.

NCEES continued to maintain strong relationships in 2014–15 by participating in other societies’ conferences and workshops to promote licensure, NCEES services, and its resources for educators.

NCEES again hosted the Participating Organizations Liaison Council (POLC), a group of 26 member organizations committed to the advancement of professional ethics and standards and the promotion of engineering and surveying licensure. Through the annual POLC meeting in March and communications during the year, NCEES and the other POLC societies maintained open dialogue about their policies and the opinions of their leadership on issues of common interest.

NCEES also continued its work with the American Association of Engineering Societies (AAES). CEO Carter was co-chair of the AAES Lifelong Learning Working Group and one of the leaders in its initiative to develop an engineering competency model. The model, which was introduced on the United States Department of Labor website in July 2015, outlines the core competencies and skills necessary to enter the engineering profession and to maintain proficiency during one’s career. The model can also be customized for discipline-specific technical skills. The collective efforts of NCEES and other AAES member organizations are a critical step toward uniting the engineering community on the fundamental requirements engineers need to solve global challenges.

Strengthening relationships with foreign partners

NCEES also focused on building relationships with international organizations. At the 2015 annual meeting, delegates approved a new member category—International Affiliate Organization—for foreign partners that have been approved to offer NCEES exams. NCEES delegates will vote in 2016 to add the new category to the Bylaws.

NCEES is committed to inspiring the next generation of professional engineers and surveyors. The organization’s 2014–15 outreach initiatives focused on educating the public—including children, teachers and parents, engineering and surveying college students, and educators—on the contributions of engineers and surveyors and the importance of licensure.

Inspiring future generationsThrough celebrating the professions and sponsoring hands-on learning activities, NCEES promoted careers in engineering and surveying to K–12 students and their parents and teachers.

An integral part of these outreach efforts was the organization’s continued support of DiscoverE Engineers Week, which is held the third week of February to celebrate how engineers make a difference in our world. The organization participated in a variety of programs to promote the importance of licensure to a larger audience.

NCEES sponsored the Best Land Surveying Practices special award for the Future City Competition. Future City challenges middle-school teams, with guidance from their teachers and engineering mentors, to design a city 150 years in the future. By NCEES offering this special award at the regional and national levels, 2,200 Future City teams—which included 35,000 students—learned how surveying is critical to their communities now and in the future.

At the DiscoverE Family Day event in Washington, D.C., NCEES members, volunteers, and staff shared their enthusiasm for engineering and surveying at two interactive activities designed to introduce children to the professions. The 22nd-annual event attracted almost 8,000 children, parents, teachers, and community groups.

NCEES was the primary sponsor of New Faces of Engineering—College Edition. College Edition recognizes the best and brightest engineering students whose academic successes and experiences have positioned them to make an impact. College Edition maintains a year-round community on Facebook to share information on scholarship opportunities, events, NCEES exams, internships, jobs, and competitions.

Promoting surveying as a career without boundaries

NCEES also joined surveyors across the country to celebrate National Surveyors Week, an annual celebration held the third week of March to recognize the surveying profession and its many contributions to society.

To encourage people to turn their passion for technology and the outdoors into a career as a professional surveyor, NCEES partnered with Geocaching to launch #PSnoboundaries, a nationwide trackable geocaching contest, during the 2015 National Surveyors Week celebration.

Geocaching is a real-world, outdoor treasure hunt in which participants use GPS-enabled devices to find hidden containers, called geocaches, and log their

locations online. Today, there are more than six million registered geocachers and more than two million active geocaches throughout the world.

#PSnoboundaries featured 2,500 NCEES-branded trackables, which participants hid in geocaches to start them on their journey. As new geocachers find the trackables, they can move them to a new geocache and log the location online.

To enter the accompanying photo contest, participants took a picture of themselves with their NCEES Surveyor Trackable at a National Geodetic Survey (NGS) marker, or benchmark, and shared it on Facebook or Twitter using the hashtag #PSnoboundaries. The winners were randomly selected from more than 300 entries. The grand prize winner won a trip for two to the 2015 Geocaching Block Party in Seattle.

While the social media competition has ended, the #PSnoboundaries trackables keep promoting surveying as a career without boundaries. During the initial three-month promotion, which ended June 1, 2015, more than 52,000 trackable movements were logged, covering more than 2 million miles. As of September 2015, the trackables had been hidden in more than 107,000 locations and traveled almost 5 million miles.

Supporting other K–12 initiatives

NCEES provided financial contributions to several organizations to support their outreach efforts. It pledged $500,000 over a four-year period for the American Society of Civil Engineers Dream Big Project. This will include an IMAX movie on remarkable engineering feats, which will premiere in 2016, and a K–12 outreach program to promote engineering in classrooms across the country.

NCEES contributed $50,000 to MATHCOUNTS, which provides competitions and clubs to empower middle-school students of all ability levels and backgrounds to reach their full potential in mathematics. Its other contributions included providing up to $25,000 in matching funds for Teaching with Spatial Technology (TwiST), a program that teaches educators how to use geographic information systems (GIS) and global positioning systems (GPS) in the classroom to create meaningful and challenging lesson plans for students in grades 6–12.

Connecting professional practice and educationIn addition to supporting classroom learning and promoting careers in engineering and surveying with K–12 audiences, NCEES provided financial and volunteer resources for outreach initiatives at the college level.

NCEES promoted licensure to engineering educators and students through its Engineering Award for Connecting Professional Practice and Education. The award recognizes engineering programs that encourage collaboration between college students and professional engineers. The Marquette University Department of Civil, Construction, and Environmental Engineering won the $25,000 grand prize, and five other winners received $7,500 awards.

NCEES increased its support of Engineers Without Borders USA (EWB) with a $200,000 grant in 2014 and $250,000 grant in 2015 to fund domestic and international projects. As a major sponsor, NCEES is supporting humanitarian projects while helping students bridge the gap between classroom experience and the application of engineering in real-world situations.

At its 2015 annual meeting, NCEES voted to approve development of a professional surveying program of distinction to annually recognize up to 10 college surveying programs with $10,000 awards. NCEES staff will work with members of the Future of Surveying Task Force in the year ahead to establish the award criteria and implement the program.

NCEES volunteers and staff spoke with educators and students at exhibitions at many society conferences throughout the year—including the American Society for Engineering Education, the National Society of Black Engineers, and the Society

of Women Engineers. It also reached these groups on college campuses through its Speaker’s Link, a network of professional engineers and surveyors who talk to students about the licensure process and provide first-hand accounts of what it takes to become licensed and how doing so has benefited their careers. The outreach activities gave NCEES volunteers the opportunity to engage with students and educators to explain the privileges and responsibilities of licensure.

+ The member licensing boards of NCEES share a commitment to advancing licensure for engineers and surveyors. NCEES volunteers—including member board members and staff and professional engineers and surveyors from across the country—have responded to the organization’s appeals to volunteer their time and expertise to support the organization’s mission.

At the 2015 annual meeting, 235 delegates attended the business sessions to conduct Council business and debate the issues. Many others attended zone interim meetings across the country in the spring. One hundred twenty-five members and staff of member licensing boards served on NCEES standing committees and task forces. Many others were part of the 752 exam development volunteers who worked to write exam questions and develop exam preparation materials. Volunteers were also central to NCEES outreach efforts this year, including promoting licensure to college students and participating in hands-on learning activities for K–12 initiatives.

“The nice thing about [being an exam development volunteer] is everybody’s in the same boat. Everybody works together and there’s really a sense of camaraderie. The thing I enjoyed most about the exam development is the review that it gives to me. 1. SIGNIFICANT ACCOUNTING POLICIES

Nature of Business—The National Council of Examiners for Engineering and Surveying (the “Council”) was incorporated under the laws of the State of South Carolina in 1938, being formed for the purpose of promoting enactment and administration of uniform state laws for the licensure of professional engineers and land surveyors, functioning as a clearinghouse for matters pertaining to licensure of engineers, certifying professional records of engineers, publishing proceedings, yearbooks, directories of registered engineers, etc., and administering uniform examinations for licensure of engineers and land surveyors.

Financial Statement Presentation—The accompanying financial statements have been prepared on the accrual basis of accounting in accordance with accounting principles generally accepted in the United States of America. Under these standards, the Council is to report information regarding its financial position and activities according to three classes of net assets: unrestricted net assets, temporarily restricted net assets, and permanently restricted net assets.

Unrestricted—Net assets that are not subject to donor-imposed restrictions. Unrestricted net assets may be designated for specific purposes by the Council or may otherwise be limited by contractual agreements with outside parties.

Temporarily Restricted—Net assets whose use by the Council is subject to donor-imposed stipulations that can be fulfilled by actions of the Council pursuant to those stipulations or that expire by the passage of time.

Permanently Restricted—Net assets subject to donor-imposed stipulations that they be maintained by the Council.

Contributions received are recorded as unrestricted, temporarily restricted, or permanently restricted support, depending on the existence and/or nature of any donor restrictions. Support that is restricted by the

donor is reported as an increase in unrestricted net assets if the restriction expires in the reporting period in which the support is recognized. All other donor-restricted support is reported as an increase in temporarily or permanently restricted net assets, depending on the nature of the restriction. When a restriction expires (that is, when a stipulated time restriction ends or purpose restriction is accomplished), temporarily restricted net assets are reclassified to unrestricted net assets and reported in the Statement of Activities as net assets released from restrictions.

Cash and Cash Equivalents—The Council considers all highly liquid investments with a maturity of three months or less when purchased to be cash equivalents. At times throughout the year, the Council may maintain bank balances in excess of FDIC insured limits.

Certificates of Deposit—Certificates of deposit at September 30, 2015 have varying interest rates and maturity dates and are carried at cost. At times throughout the year, the Council may have balances in excess of FDIC insured limits.

Accounts Receivable—Accounts receivable, consisting of registration fees, are recorded at net realizable value and the Council grants credit to customers on an unsecured basis. The Council records an allowance for doubtful accounts based on its historical collection experience coupled with a review of its current receivables. The allowance was $5,000 at September 30, 2015 and 2014.

Investments—Investments are stated at fair market value. Changes in fair market value during the year are included in the Statement of Activities as unrealized gain or loss on investments.

Property and Equipment—Property and equipment are stated at cost less accumulated depreciation. Expenditures which substantially increase the useful lives of existing assets are capitalized. Routine maintenance and repairs are expensed as incurred.

The preceding table shows the gross unrealized losses and fair value of the Council’s investments with unrealized losses that are deemed to be only temporarily impaired, aggregated by investment category and length of time that individual securities have been in a continuous unrealized loss position at September 30, 2015 and 2014.

The Council employs an investment manager and has adopted an investment policy designed to achieve a low-risk diversified portfolio. The unrealized losses on the Council’s investments were caused by changes in interest rates and the performance of the various investments in which the Council maintains an interest. Because the Council has the ability and intent to hold these investments until recovery of fair value, the Council does not consider these investments to be other-than-temporarily impaired at September 30, 2015.

Use of Estimates—The preparation of financial statements in conformity with accounting principles generally accepted in the United States of America requires management to make estimates and assumptions that affect the reported amounts of assets and liabilities and disclosure of contingent assets and liabilities at the date of the financial statements. Estimates also affect the reported amounts of revenues and expenses during the reporting period. Actual results could differ from those estimates.

2. INVESTMENTS AND CERTIFICATES OF DEPOSIT

Investments are stated at fair market value, and realized and unrealized gains and losses are reflected in the statement of activities. Investments by category are summarized as follows:

The Council generally capitalizes property and equipment acquisitions which exceed a $5,000 threshold. Depreciation of property and equipment and amortization of assets recorded as capital leases are computed using the straight-line method, based on estimated useful lives as follows:

Office building 39 years

Office equipment 3 to 7 years

Land improvements 7 years

Depreciation expense for the years ending September 30, 2015 and 2014 totaled $401,339 and $372,825, respectively.

Customer Prepayments—The Council receives prepayments for exams that occur during the next fiscal year. Those fees include an administration fee and a registration fee. The administration fee is recorded as revenue when earned because that portion of the fee is nonrefundable. The registration fee is not earned until the exam is administered; therefore, those fees are deferred until the exam date.

Deferred Membership Fee Revenue—Collection of annual dues for membership in the Council and receipt of registration fees are based on the calendar year. The Council records, as deferred revenues, that portion of membership dues and registration fees which has been received but not earned.

Income Taxes—The Council has been granted exemption from federal and state income taxes under the provisions of Section 501(c)(3) of the Internal Revenue Code. Accordingly, the accompanying financial statements do not reflect a provision or liability for federal and state income taxes. The Council has determined that there are no material unrecognized tax benefits or obligations as of September 30, 2015. Fiscal years ending on or after September 30, 2012 remain subject to examination by federal and state tax authorities.

The Council has no appreciable history in this area and, as such, it is difficult to assess what the true cost would be to the Council should they be forced to recreate a bank of questions over a relatively short period of time. As the potential costs are not measurable, no liability has been accrued in the accompanying financial statements to account for such a contingency. Instead, the board has designated a portion of the Council’s unrestricted net assets to provide for such an event should it occur in the future. The amount designated was $7,000,000 at September 30, 2015 and 2014.

8. PROFESSIONAL LIABILITY INSURANCE

The Council is not currently involved in litigation related to professional liability claims. Management believes that if claims occur in the future, they will be settled within the limits of coverage, which is on a claims-made basis, with insurance limits of $1,000,000 in the aggregate. The Council’s professional liability insurance is a claims-made policy. Should this policy lapse and not be replaced with equivalent coverage, claims based upon occurrence during its term, but reported subsequent thereto, will be uninsured.

9. FAIR VALUE DISCLOSURES

The Financial Account Standards Board (FASB) issued a statement that defines fair value and establishes a framework for measuring fair value. That framework provides a fair value hierarchy that prioritizes the inputs to valuation techniques used to measure fair value. The hierarchy gives the highest priority to unadjusted quoted prices in active markets for identical assets or liabilities (Level 1 measurements) and the lowest priority to unobservable inputs (Level 3 measurements). The three levels of the fair value hierarchy are described as follows:

Level 1—Inputs to the valuation methodology are unadjusted quoted prices for identical assets or liabilities in active markets that the Organization has the ability to access.

Level 2—Inputs to the valuation methodology include:

° quoted prices for similar assets or liabilities in active markets;

° quoted prices for identical or similar assets or liabilities in inactive markets;

° inputs that are derived principally from or corroborated by observable market data by correlation or other means.

If the asset or liability has a specified (contractual) term, the Level 2 input must be observable for substantially the full term of the asset or liability.

Level 3—Inputs to the valuation methodology are unobservable and significant to the fair value measurement.

The asset’s or liability’s fair value measurement level within the fair value hierarchy is based on the lowest level of any input that is significant to the fair value measurements.

Valuation techniques used need to maximize the use of observable inputs and minimize the use of unobservable inputs.

Following are descriptions of the valuation methodologies used for assets measured at fair value. There have been no changes in the methodologies used at September 30, 2015 and 2014.

Equity Securities and Fixed Income BondsThese investments are valued at the closing price reported on the active market on which the individual securities are traded. These are classified within Level 1 of the valuation hierarchy.

Mutual FundsThese investments are public investment vehicles valued using the Net Asset Value (NAV) provided by the administrator of the fund. The NAV is based on the value of the underlying assets owned by the fund, minus its liabilities, and then divided by the number of shares outstanding. The NAV is a quoted price in an active market and classified within Level 1 of the valuation hierarchy.

The preceding methods described may produce a fair value calculation that may not be indicative of net realizable value or reflective of future values. Furthermore, although the Council believes its valuation methods are appropriate and consistent with other market participants, the use of different methodologies or assumptions to determine the fair value of certain financial instruments could result in a different fair value measurement at the reporting date.

4. LEASES

The Council’s office building is constructed on land leased from Clemson University. The current annual rental amount is $1,998. In 2010, and at each 10-year interval until the lease expiration date in 2079, the rental amount will be adjusted to be consistent with changes in the Consumer Price Index.

The Council leases certain equipment under various capital leases and non-cancelable operating leases expiring in various years through 2020. Assets under capital leases consist of the following at September 30:

Rent expense under operating leases was $123,835 and $134,878 for the years ended September 30, 2015 and 2014, respectively.

5. RETIREMENT PLAN

The Council sponsors a qualified profit sharing plan with a 401(k) deferred compensation provision. All employees are eligible to participate in the Council’s profit sharing plan and 401(k) plan upon reaching age 21 and having completed three months of employment. The profit sharing plan and 401(k) plan provide for employer contributions by the Council at the board of directors’ discretion.

The expense charged to operations for the plans was $511,127 and $493,073 for the years ended September 30, 2015 and 2014, respectively. As of September 30, 2015 and 2014, $271,856 and $254,255 was accrued as profit sharing plan payable.

6. DEFERRED COMPENSATION

The Council has entered into deferred compensation agreements with several key employees. Under the agreements, a percentage of the employee’s compensation is deferred to be paid at a specified future vesting date. The agreements provide for disability and death benefits should either event occur prior to receipt of amounts due under the agreements.

7. DESIGNATED NET ASSETS

As the Council is providing licensure examinations to professionals entering the engineering and surveying professions, it is essential that these exams remain adequately safeguarded to ensure the integrity of the examinations. Although the Council has gone to great measures to protect the examinations from being compromised either through inadvertent error or deliberate theft, the board has recognized that the potential exists for the safeguards to be breached, resulting in the need for the creation of new examination questions to replenish those that have been compromised.
