Government Affairs Committee NCAPA BOD Report

North Carolina Medical Board See attached report Legislative Update PAs specifically named in  legislation HB 18 is legislation that seeks to raise the minimum age for legal use of tanning equipment without a prescription from 14 to 18 years of age.   The bill specifically names PAs as healthcare providers who may lawfully  prescribe the use of such equipment for those individuals under the age of 18.   Legislation applicable to providers, to include PAs SB 20  concerns Naloxone access and is a Good Samaritan bill.  Under the legislation, a practitioner acting in good faith and exercising reasonable care may directly or by standing order prescribe an opioid antagonist to (i) a person at risk of experiencing an opiate‐related overdose or (ii) a family member, friend, or other person in a position to assist a  person at risk of experiencing an opiate‐related overdose.  The bill would also provide immunity from civil or criminal liability to practitioners who prescribe an opioid antagonist under the aforementioned circumstances.   HB 70 seeks to enact the North Carolina Health Plan to provider coverage to all state residents with comprehensive health benefit coverage as an alternative to a health benefit exchange. Under the bill, the plan will not charge deductibles or co‐payments for the first two years.  After that, if implemented such charges may not exceed $250 (single plan) or $500 (family plan) respectively.  The plan would also offer a direct billing system for providers.  Providers who participate in the direct billing system would be entitled to payment for services w/in 30 days of providing them. With the enactment of the PPACA, we are seeing similar types of legislation across the country SB 83 is legislation that seeks to encourage volunteer health care in free clinics by limiting the liability of health care providers if the free clinic posts a notice of limited liability.  This immunity from liability would not apply in those instances where it is established that a patient’s injuries or death were caused by gross negligence, wanton conduct, or intentional wrongdoing on the part of the health care provider. This has passed Senate and now in House. PAs will be added by name to this bill SB 106/HB 154 seek to enact the Home Birth Freedom Act and would license individuals to be certified professional midwives.   The bill creates exemption from licensure requirements for other healthcare providers to include PAs.  SB 555 seeks to remove nurse practitioners from being regulated by the North Carolina Medical Board  SB 286 mandates use of a controlled substance reporting form  SB 256 an act to confirm physician supervision of all nurses providing anesthesia services

North Carolina Division of Medical Assistance This from the December Medicaid Bulletin:

Prescribers not Enrolled in Medicaid The Affordable Care Act established a new rule that prohibits Medicaid programs from paying for prescriptions written by prescribers who are not enrolled in the Medicaid program. On January 1, 2013, pharmacy providers will begin to receive a message at point-of-sale for prescriptions written by prescribers not enrolled in the Medicaid program. This message will notify pharmacy providers that pharmacy claims written by non-enrolled prescribers will begin denying on April 1, 2013.

The latest word from DMA is that this is now on hold until July. After discussion with the North Carolina Medical Society we have now begun to encourage PAs to become credentialed for Medicaid services. We will continue to monitor DMA to make sure this process is done legally. North Carolina Legislative Visitation Approximately 12 PAs and students will be attending the White Coat Wednesday in Raleigh on June 12 in association with the North Carolina medical Society. The committee felt this was a good way to begin legislative visits. Strategic Goals

North Carolina Medical Board Meeting March 2013 Allied Health Committee Emergency Situations Related to Physician Assistants’ Intent to Practice

Issue: Policy Statement/Procedure approved November 16, 2007.

Purpose: To define emergency situations and establish a policy/procedure that will be followed regarding a Physician Assistant’s Intent to Practice in an emergency situation.

Staff Recommendation: Review current policy and add additional information regarding backup supervising physicians: No change in policy

Policy Committee

I. Professional Use of Social Media

The Board recognizes that social media has increasing relevance to professionals and supports its responsible use. However, health care practitioners are held to a higher standard than others with respect to social media because health care professionals, unlike members of the lay public, are bound by ethical and professional obligations that extend beyond the exam room.

The informality of social media sites may obscure the serious implications and long term consequences of certain types of postings. The Board encourages its licensees to consider the implications of their online activities including, but not limited to, the following:

1. � Licensees must understand that the code of conduct that governs their face to face encounters with patients also extends to online activity. As such, licensees interacting with patients online must maintain appropriate boundaries in accordance with professional ethical guidelines, just as they would in any other context.

2. � Licensees have an absolute obligation to maintain patient privacy and must refrain from posting identifiable patient information online.

· � A licensee’s publicly available online content directly reflects on his or her professionalism. It is advisable that licensees separate their professional and personal identities online (maintain separate email accounts for personal and professional use; establish a social media presence for professional purposes and one for personal use, etc.).

· � Because privacy is never absolute, considerations of professionalism should also extend to a licensee’s personal accounts. Posting of material that demonstrates, or appears to demonstrate, behavior that might be considered unprofessional, inappropriate or unethical should be avoided.

· � The online use of profanity, disparaging or discriminatory remarks about individual patients or types of patients is unacceptable.

· � Licensees should routinely monitor their own online presence to ensure that the personal and professional information on their own sites is accurate and appropriate. �The Board also endorses the Model Policy Guidelines for the Appropriate Use of Social Media and Social Networking in Medical Practice adopted by the Federation of State Medical Boards which can be accessed at http://www.fsmb.org/pdf/pub-social-media-guidelines.pdf.

Policy Approved II. Drug overdose prevention

The Board is concerned about the three-fold rise in overdose deaths over the past decade in the State of North Carolina as a result of both prescription and non-prescription drugs. The Board has reviewed, and is encouraged by, the efforts of Project Lazarus, a pilot program in Wilkes County programs that is are attempting to reduce the number of drug overdoses by making the drug naloxone* and an educational program on its use available to those persons at risk of suffering a drug overdose making available or prescribing an opioid antagonist such as naloxone to someone in a position to assist a person at risk of an opiate-related overdose.

The prevention of drug overdoses is consistent with the Board’s statutory mission to protect the people of North Carolina. The Board therefore encourages its licensees to cooperate with programs like Project Lazarus in their efforts to make naloxone opioid antagonists available to persons at risk of suffering an opioid drug opiate-related overdose.

* Naloxone is the antidote used in emergency medical settings to reverse respiratory depression due to opioid toxicity.

Wanted to have a more generic policy that included other projects as well as the Lazarus Project. Staff is to come back with better wording. III. Policy for the use of controlled substances for the treatment of pain

I did not cite the entire policy as the entire policy will be rewritten after the FMSB meeting in April so that the NCMB can get input from them regarding this policy. IV. The treatment of obesity

It is the position of the North Carolina Medical Board that the cornerstones of the treatment of obesity are diet (caloric control) and exercise. Medications and surgery should only be used to treat obesity when the benefits outweigh the risks of the chosen modality.

The treatment of obesity should be based on sound scientific evidence and principles. For example, it is the Board’s position that the use of hCG for the treatment of obesity is not appropriate.

Adequate medical documentation must be kept so that progress as well as the success or failure of any modality is easily ascertained.

Policies and Procedures Committee May 2013

Committee Members: Chelle Jeffery Carolyn Pugh Sue Reich John Sallstrom Audrey Tuttle Jeffrey Katz The Committee was charged with developing the form and language for allowing Board members and committee chairs to have their rooms moved to the master account so that they would not need to pay the deposit for the room.

The Board approved the following by e-mail vote:

“The maximum allowable reimbursement for stays in NC and SC is $180 per night plus room taxes and fees. Other North American stays shall not exceed $250 or the current CONUS rate, whichever is higher, plus room taxes and fees. Stays for meetings at the Stead Center, not related to conferences, will be reimbursed at the corporate rate negotiated by Central Office. Those attending an NCAPA sponsored event may request to have approved nights of their stay moved to the NCAPA Master Account for payment by completing the NCAPA Master Account Housing Form and submitting it to NCAPA staff by the deadline on the form. Only rooms that are at or below the maximum NCAPA accommodation allowance per night listed on the housing form and only those rooms within the NCAPA contracted hotel room blocks are eligible to be moved to the NCAPA Master Account. Individuals are responsible for all incidental charges and no show charges. Individuals will not be eligible to receive any promotional award points from hotels for nights on the NCAPA Master Account. Deviation from this policy would require pre-approval by the treasurer. “ The approved form is on line on the NCAPA webpage. No new items are submitted for Board review. The annual Winter Conference and Recertification Exam Review was held at the Sheraton Imperial Hotel and Towers in Research Triangle Park, NC, Feb 24 - March 1, 2013. A total of 291 PAs and NPs participated. The conference, now in its 27th year, draws PAs and NPs from all over the country; this year, 24 states were represented. PROFESSIONAL DEVELOPMENT REVIEW PANEL The Professional Development Review Panel (PDRP) continues to focus on the content and quality of NCAPA CME programs and research all available methods of CME distribution.

The PDRP had a meeting on 4/15/13 to discuss plans for the 2013 Summer Conference. The PDRP would like to have all speakers confirmed by 5/15/2013.

2013 SUMMER CONFERENCE

The Conference Planning Committee met on April 6, 2013 to continue planning for the 37th Annual Summer Conference. Make your plans now to attend our Annual Summer Conference which is scheduled for August 18-23, 2013. Serving as our Conference Headquarters, the Kingston Plantation, a Hilton and Embassy Suites Resort, is the largest oceanfront resort and convention center on the Mid-Atlantic coast. When you enter the resort, you know you have arrived at a very special place. The resort is “close to everything, but away from it all”. The Conference Program will offer 29 hours of Category I Credit and will conclude in the early afternoon each day to allow plenty of time for you and your family to enjoy Myrtle Beach. Conference highlights include our traditional 5K Fun Run, Sand Sculpturing Contest, Horseshoe Tournament, Volleyball Tournament, Pier Fishing Tournament, 5K Run, and Golf Tournament. The Welcome reception has been scheduled for Sunday night at the Palmettos Pavilion with entertainment by Liquid Pleasure, a live band. The NCAPA Reception has been scheduled for Thursday at the Palmettos Pavilion. There will be an abundance of food available and everyone will have the opportunity to meet with NCAPA Officers, Directors and Committee Chairs. The NCAPA Annual Meeting will also be held during our Summer Conference.

KINGSTON AMMENITIES - The pace is unhurried, a feeling enhanced by 145 acres of park-like gardens, woods, and lakes. The ocean and half-mile secluded beach are waiting to delight you. The 50,000-square foot oceanfront waterpark & lazy river water complex, called Splash! is the heart and soul of the resort’s recreation activities. Rounding out the water park attractions are two large swimming pools, two kiddie pools, and three Jacuzzis. An adjacent area offers a lighted volleyball court, a PGA-approved putting green, and live pool-side entertainment five days a week. All proceeds go to the NCAPA Endowment and the education of aspiring PAs. SUTURING WORKSHOP - This course in basic suturing and wound care management begins with a 30-minute lecture covering the steps involved in good wound care. Topics included are wound evaluation, skin preparation, wound irrigation, and achieving painless anesthesia. A two-hour hands-on practicum, using pig's feet, follows a brief Q & A period. A low student-to-instructor ratio ensures that every participant gets instruction in instrument handling and suturing techniques. Emphasis is placed on learning how to control skin edges and suture tension. All materials are provided. The only requirement for participation is a willingness to learn. After completing the workshop, participants will know how to manage wounds and have beginning-level skills in suturing. North Carolina Academy of Physician Assistants Finance Committee Report

May 4, 2013 Committee Members: Ryan Vann, Chair Paul Hendrix Marc Katz Charlene Morris Elmira Powell Bill Vaassen Mike Borden, NCAPA staff contact 1. Review of Financial Status: As we are all aware, the Winter Conference revenue in 2013

was down significantly from the prior year. The final P&L statement is not yet available. When it is ready, the committee will likely meet by conference call to determine whether we recommend any adjustments to the budget, movement of reserve funds, etc. For now, we applaud the fact that committees all seem to be spending with discretion. We also hope that our efforts to keep committee chairs more up-to-date about the status of their budgets has been helpful

2. Unfunded Projects List: As part of our FY13 budget proposal, there were several items that

were removed from individual committee requests in order to reduce projected expenses. At the Board’s direction, an Unfunded Projects List was again created (see Appendix A in January 2013 report). These projects may be funded at some point this year if excess monies are available from our Schwab reserve fund. Please remember that it is the Board’s responsibility to prioritize and fund these projects. As a reminder, the Finance Committee will help the Board know how much, if any, funding is available for this purpose, but we will not be able to take a role in determining the “worthiness” of the projects on the unfunded list. As of this writing, the Board has chosen to purchase a new computer server for the Central Office, but no other items have been funded.

3. Quarterly Review of Schwab Account: This is performed at the end of each quarter and

reserve funds in excess of $1.15 million are available for use by the Board for the aforementioned Unfunded Projects List. In the absence of a decision to fund any of these projects, excess monies are applied to the Stead Center construction loan principal. At the end of the 1st quarter of 2013, there were excess funds totaling $99,575.66. Given that revenue for the Winter Conference was down, and given that registration began late for the Summer Conference, the Committee brings forth the following:

ACTION ITEM: The Finance Committee recommends for Board consideration that excess funds in the reserve Schwab account remain in the Schwab account until after the Summer Conference 2013 (and are thus not at this time applied to the Stead Center principal).

4. Quarterly Review of Banking/Checking Accounts: As directed by the BOD in November 2010, the Treasurer, Chief Executive, and Finance Committee chair review the Academy’s banking/checking accounts each quarter to ensure that funds in excess of $250,000 are moved into our CDARS accounts. This helps to ensure that our accounts will be fully FDIC insured in the event of bank failure/financial catastrophe. Our account balances have not recently required such fund reallocation. Mike Borden will continue to monitor our accounts on a regular basis and will let us know if our balance approaches/exceeds $250,000.

Campbell University College of Pharmacy and Health Sciences – Physician Assistant Program

Student Representative Report April 18, 2013

Faculty Notes: The faculty members have been busy! Mrs. Betty Lynne Johnson, PA-C, went to Honduras in March with other faculty from the College of Pharmacy and Health Science (CPHS, as well as the new School of Osteopathic Medicine, in order to evaluate a site for future student mission trips. The youngest member of the Campbell PA family was born in April; Mrs. Liza Greene, PA-C gave birth to Luke Davis Greene just two days after giving students her comprehensive Behavioral Med final exam! Campbell will be welcoming a new faculty member—but familiar face—Mrs. April Pope, PA-C. Mrs. Pope has been a lecturer in the Clinical Medicine and History and Physical Exam courses as well as a preceptor for students on rotation. Mrs. Pope joined PA faculty Pete Fenn at faculty workshops at the PAEA conference March 15-16. Academic Coordinator David Coniglio, PA-C attended a Recertification Refresher in Raleigh March 4-8; Program Director Tom Colletti, PA-C and Clinical Coordinator Laura Gerstner, PA-C attended the AHEC “Future of Clinical Education in North Carolina” meeting in Chapel Hill March 21. Much interprofessional collaboration has been occurring among the faculty of CPHS, most recently evidenced by submission of an abstract titled “Give Harnett Kids A Smile: A pilot rural 

health medical‐dental training initiative for Physician Assistant Students,” to the American Academy

of Pediatrics. Authors included Mr. Tom Colletti and Mrs. Betty Lynne Johnson. Class Notes First year students spent time at the Wake Med Center for Innovative Learning on two occasions this spring, learning to perform a variety of procedures including lumbar puncture, intubation, catheterization, NG tube insertion, needle decompression, and several others. Everyone enjoyed the long but fun (and edifying!) days. Students have continued to participate in a variety of public service efforts. Nearly all first year students participated in “Give Harnett Kids a Smile,” an interprofessional event aimed at providing dental services, health screenings, and health prevention and education sessions to young children of families who do not have access to dental healthcare in Harnett County. Two other health fairs—the Campbell Wellness Health Fair (on campus) and the first Campbell Mobile Health Screening Clinic—were additional opportunities for students to serve the

community and practice clinical skills. Preparations are underway for a large health fair at Buies Creek Elementary, which will be held on June 4. First year students are excited to move into the beautiful new Levine Medical Sciences Center in June and to complete their final semester of didactic coursework in July. Second year students continue to excel in their clinical rotations, and recently returned to campus for an evaluation of their clinical skills. North Carolina Academy of Physician Assistants Student Representative Report

Duke University May 4, 2013

First year students are nearing completion of Spring semester and excitedly awaiting clinical year rotation assignments. Admissions is well underway; the annual Examiner has been updated for the incoming Class of 2015. Fifty-three students are planning to attend the AAPA conference in Washington, DC in May. The Duke Challenge Bowl Team is actively preparing. The Stead Society was nominated for the Duke Student Leadership Awards. The Stead Society described their leadership style in three words: altruism, compassion, and community. In exemplifying leadership, students volunteered on January 19, National Service Day, at a local elementary school to paint a mural, organize and clean classrooms. On January 21, students volunteered for Martin Luther King Day of Service assembling kits at a local food bank, hygiene kits for a local homeless shelter, planting flowers, among many other small projects in the local community. On March 5, our annual Blood Drive and Bone Marrow Registry was a huge success! We collected a total of 48 RBC units and successfully signed up 54 new Bone Marrow registry members. Our 10 year anniversary Burton Elementary School Project partnership was held on April 11, educating fourth graders through Hygiene Hero, a super hero skit and small group stations about oral hygiene, hand washing, nutrition, and exercise. The children were very receptive, excited to learn, and share their experiences with family later that evening. The Fundraising committee is finalizing plans for the Semi-Annual Apparel sale. The Fall apparel sale was a great success in raising $734 for service projects in the local community. The Stead Snack Shack continues to be a success as well, raising nearly $300 thus far. A joint Afro-Caribbean luncheon and birthday luncheon was a celebrated cultural awareness event on February 19. It was also wear Green Day for St. Baldrick’s Pediatric Cancer awareness. On April 27, 18 plan to shave their heads, six will donate their hair, and at least 28 plan to volunteer for the St. Baldrick’s Main Event. To date, $12,050 has been raised for St. Baldrick’s! A semiformal fundraising event, St. Baldrick’s Bash, is planned to raise more for pediatric cancer research. The Hemoglobin Trotters, the Duke PA intermural Basketball team, were runners up in the Championship game, played in Cameron Indoor Stadium. The PA intermural softball team is also doing quite well this year.

On March 21, Duke School of Medicine, Doctor of Physical Therapy and Physician Assistant Program participated in a collaborative Adaptive Sporting Experience. All programs had the opportunity to participate in three adaptive sports activities: wheelchair basketball, sitting volleyball (especially for amputees), and boccia ball (for the blind). The event was sponsored by Bridge to Sports, a non-profit organization that provides opportunities for individuals with physical disabilities to play individual and team sports. East Carolina University Department of Physician Assistant Studies

18 April 2013

Class Notes: 2013 The Class of 2013 is finishing up their fourth rotation of the clinical year. All students are placed in Greenville, Raleigh or Wilmington for rotations, and I have heard nothing but positive comments about preceptors and sites. Additionally, some of the 2nd year ECU PA Students have made educational videos that promote health awareness in a fun and musical way. They have just completed their third video and have been receiving local news coverage for their efforts. Our classes this semester are challenging and comprehensive (Clinical Medicine I, Clinical Pharmacology, Diagnostic Methods and History/Physical II), and with final exams coming up in the first week of May, we are all staying busy. One of our students, Victoria Bennis, was nominated for and won the Student PAragon Award, a national SAAPA award given to one student that “demonstrated exemplary service as a PA student.” We are extremely proud of her and her dedication to continually helping others. In particular, Ms. Bennis has been working on coordinating a “How To Take Care of Me” program at a local Pitt County elementary school. Activities include educating the first graders on the importance of physical activity, healthy eating, personal hygiene, oral health care, and mental wellness through educational activities and learning games. Our class is also very excited for the national AAPA Conference coming up in May. About half of our class is attending the event in Washington D.C., and we look forward to participating and seeing an entire profession come together for a special event. Our class has coordinated successful fundraisers to help cover travel expenses, and we are proud that so many are attending this unique opportunity. Our class entered the Intramural Kickball League at ECU to try and relieve some stress and show some ECU PA School pride. Our team’s name was the “Unaboots,” and we definitely had the most team spirit of all the competitors. Multiple students in our class participate with other healthcare students from ECU in the Grimesland Free Clinic for underserved populations in the area. On Sundays, PA students, medical students and dental students volunteer both taking histories and physical exams and presenting differential diagnoses to physicians. Everyone who participated has found the experience to be very rewarding and generally supportive of practicing a team-based approach to medicine.

North Carolina Academy of Physician Assistants Elon University Student Representative Report 

May 04, 2013    Faculty Notes:  We are certainly enjoying the first year of Elon’s PA program. The faculty and staff have been very warm and inviting.  They have made the classroom time fun and enjoyable with their delightful humor and enthusiasm for what they teach.   Elon recently completed interviews for the incoming class and now is in the process of organizing clinical rotation sites.  Class Notes:  In addition, we have successfully selected an executive committee for the Elon Physician Assistant Student Society (EPASS). Members of the committee have actively encouraged students to join the AAPA and attend the IMPACT 2013.  Several highlights for our class this spring include using body‐painting of the neck and face to learn musculature, nerves and vessels. Getting to participate in lab dissections with the Physical therapy students has allowed us to appreciate the neuro‐musculature and exchange information with the PT students as well.  Volunteering at the community Open Door Clinic allowed several of us to get some hands‐on experience of taking vitals and helping with triage work. Students have taken time to relax and have fun by participating in intramural activities and preparing for a half‐marathon in late April.  Being a charter class, we have enjoyed promoting Elon through promotional commercials, photo‐shoots, and personal stories.  We are excited about Elon’s new program and PA student society and look forward to working with NCAPA throughout the upcoming year.  Respectfully,   Jamie Seals, PA‐S Krista Meier, PA‐S

North Carolina Academy of Physician Assistants Methodist University Student Representative Report

May 4, 2013 Faculty Notes: This year Methodist University PA Program received 555 applications, which is a new record. The 40 seats for the Class of 2015 have been filled after eight interviews with 69 qualified applicants. The program will be traveling April 8-11th to six campuses across the state for the Health Professions Expo week. Our program will also be participating in the PA Virtual Fair on April 24th and April 25th in which prospective students will be able to answer questions about the program. Class Notes: 2013 Some members of the Class of 2013 are preparing to travel to Mexico and Belize this summer for clinical rotations. 2014 The Class of 2014 has been busy both in and outside of the classroom. In February, members of our class went to a Career Fair at a local middle school to talk to students about the PA profession. Additionally, we welcomed John Bielinski of CME4Life as a guest speaker. In March, we hosted a 5K/10K race on a chilly morning on campus. On March 23rd, instructors from Eastern Virginia Medical School facilitated an all-day workshop in which we were taught the female and male genital exams. Our students had the opportunity to learn the exam and practice on the models. Throughout the year several members of our class volunteer on a regular basis at the Care Clinic. The Care Clinic provides free quality health care to eligible uninsured, low-income adults who live in Cumberland County. We are able to do vital signs, gather a history and work closely with volunteer physicians and PA’s. On April 19th our class will complete our second semester of our didactic year. Our class has also been busy planning and preparing for our 4th Annual Golf Tournament held at Gates Four Country Club on May 18th, with proceeds benefiting the Care Clinic. We are also hosting a blood drive on June 28th for the Cape Fear Valley Health Blood Donor Center. o The students had an opportunity to gain hands-on experience with male and female pelvic exams at their training workshop conducted by EVMS.

o Students are beginning their work on their Masters Project, including topic selection and literature reviews.

o Stephen Elledge, PA-S1, was awarded the HPSP Air Force Scholarship. The scholarship pays for his full tuition and an additional monthly stipend. He was commissioned as a 2nd Lieutenant on January 25, 2013, and will serve for 3 years after graduation.

Second Year Students Class of 2013

o The second year students are finishing their 11th and final rotation. Required rotations include internal medicine inpatient and outpatient, emergency medicine, ob/gyn, family medicine, pediatrics, surgery, and psychiatry. Each student also has 3 elective rotations.

o Graduation is on Monday, May 20th. 64 students are expected to graduate.

o The Masters Symposium was held on March 4th, 2013. The symposium is the culmination of the students’ research activities or EBM-based clinical reviews and is centered around presentations from the various groups. In addition, each group produced publication-ready manuscripts for submission to peer reviewed journals. Three papers have already been selected for publication (one with Clinician Reviews and two with JAAPA) with other papers awaiting selection. This year’s keynote speaker was David Kuhns, PA-C, CCPA, MPH. His talk was

titled ‘The International Expansion of the Physician Assistant Model: Implications for the US Workforce?’

Student Activities

o Wake Forest is registered to participate in the National Medical Challenge Bowl in Washington, DC. We also plan to participate in the NCAPA Challenge Bowl on Saturday, May 11, 2013.

o Wake Forest PA Program had 6 students selected to the House of Delegates for AAPA, including 4 second year and 2 first year students.

o Our women’s intramural basketball team lost a close game in the semifinals, and our coed softball team is currently undefeated.

o Fundraising efforts this spring have focused on raising funds for students to attend the AAPA Impact conference in May. Fundraising efforts have included bake sales pancake breakfast merchandising sales proceed sales at area restaurants.

o First year students spoke with students at three local high schools about the PA profession. The high school students went through a case study, learning how to check reflexes and muscle strength, how to take vital signs, how to read imaging scans, and cranial nerve testing. Wingate University PA program NCAPA Student Report 

April 18, 2013    The class of 2014 at Wingate University is excited to be wrapping up our second semester. We all have been busy studying for finals, planning our clinical rotations that start in August, and getting people ready for the AAPA conference in D.C.    The student society has planned several fundraisers to help raise money to support our AOR representative Megan and others going to the D.C. conference. We are first holding an event supported by Chick‐Fil‐A on May 21st. With the generosity of patrons donating their receipts, we will receive a percentage of the nights total. In addition, all our classmates are chipping in items from Spring‐cleaning to hold a rummage sale to raise money for the trip.     

The student society is collaborating with local high schools to try and hold a Career/Health Fair/Q&A event. We are hoping to spread information about the PA profession, general health, exercise, nutrition tips and field questions about being a PA student.     

Wingate is happy to announce it has finalized the incoming class of 2015. 46 students will join the student body, with several students being the inaugural class at our satellite campus in Hendersonville. The class of 2014 is in the process of setting up a buddy system, which pairs upper and lower classmates to help ease their transition to school    

Finally, the entire PA faculty and student body bid a heartfelt farewell to Professor Gregory Petty PA‐C at the end of March. He decided to leave the faculty to pursue a full‐time Orthopedics position in Charlotte. He was an influential teacher, a great professor, and will be missed.   Respectfully submitted,    Andrew Sewalish

NCAPA Guidelines for Web, Blog, and Social Media Postings

1. Committees are encouraged to develop informational material for the general public and NCAPA members:

a. As a subsidiary page on the NCAPA website. b. As a blog. c. As News and Events listings on NCAPA’s web site. d. As postings routed to NCAPA’s social media (Twitter and Facebook). e. For inclusion in Pulse, NCAPA’s monthly e-newsletter.

2. Parameters:

a. A subsidiary page should be used when information is expected to remain static for at least two months.

b. A blog should be used when information is expected to be added/changed frequently (more often than every two months), is lengthy (more than 700 words), would require multiple pages, or would include more than 10 photographs.

3. Guidelines for a subsidiary web page: a. Links to any committee subsidiary page will be from the parent page,

http://ncapa.org/index.php/about-us/committees/ b. Page content must be appropriate for the general public. (Viewing will not be limited to only

NCAPA members.) c. Content for a subsidiary page should be submitted for posting to NCAPA’s webmaster, Lee

Busselman, via email ([email protected]). d. Photos may be submitted as email attachments. Any photos submitted should have a

2013 PA Week Proclamation WHEREAS, quality, affordable and accessible patient-centered healthcare, provided by skilled practitioners, contributes to the well-being and quality of life for all citizens of North Carolina; and WHEREAS, physician assistants are often the first point of contact for many patients and play a vital role in helping patients understand their medical needs and empower them to become effective advocates for themselves; and WHEREAS, PAs are academically and clinically prepared to provide healthcare services, including diagnosis and treatment of disease, assist in surgery and prescribe medications with the direction of a supervising physician; and WHEREAS, a valuable asset to the medical community, PAs work side-by-side with physicians to enhance the delivery of high-quality healthcare for patients, often in medically underserved and rural areas; and WHEREAS, PAs have earned the respect of the general public for their dedication and contributions to people’s lives and for working together with the healthcare team to ensure delivery of more efficient and effective healthcare services; NOW, THEREFORE, I, Governor Pat McCrory, do hereby proclaim October 6–12, 2013, as PHYSICIAN ASSISTANT WEEK throughout North Carolina and encourage all of our citizens to recognize physician assistants for the significant impact they have made and continue to make in healthcare as a critical part of the healthcare team.

Health Committee Report

May 4, 2013

Health Committee Mission: To ensure the continued health and effectiveness of highly trained, competent physician assistants for the benefit of the public’s health and safety. Members: Amy Boucherle, Chair L. Gail Curtis Daniel Mattingly Oswald Ganley Charles Kober Corey Richardson Activity Report:

1. The committee held a face-to-face meeting on March 1, 2013. 2. Warren Pendergast, MD and Joseph Jordan, PhD from NCPHP were in attendance. 3. A prospective student member, Anna Peabody, from Wake Forest was also in

attendance. 4. There are currently 34 active PA cases being addressed through PHP. This calendar

year was described as a “busy year”. A number of PAs in recovery still lack a local monitor (within a 20-minute radius). Any individuals interested in serving as a monitor should contact Amy Boucherle. Monitors are needed for the following locations: Asheville, High Point, Morganton, Wilmington, Albemarle, Lumberton, Charlotte, Greenville, Raleigh, Fayetteville, Matthews, and Clemmons.

5. A Standard Operating Procedure will be developed for allocation of Kober Treatment Grants. Once completed and approved by the health committee, it will be presented to the Board of Directors.

6. The committee is considering an action item to present a brief annual report at the November Board of Directors meeting. This report would address PA utilization of NCPHP services specifically and the state of PA health within North Carolina.

7. The committee discussed the Patient Promise, a program for clinician wellness developed at Johns Hopkins. The committee discussed promoting this program through the Pulse as well as NCPHP. There currently is no North Carolina chapter of the Patient Promise, but interested members may obtain more information from the following website: thepatientpromise.org. PHP may also share information about the Patient Promise through its newsletter, Metamorphosis.

8. A table-top display will be designed for placement at conferences to make attendees aware of resources available through the health committee and NCPHP.

9. The health committee will facilitate 12-step meetings during the summer conference. Lunch will be provided.

10. The Health Committee blog is currently being evaluated by the Communications committee. The possibility of an associated Twitter account was discussed, but was tabled until work on the blog begins.

account activity from Paragon Bank verifying payees and check endorsements.  No discrepancies 

have been noted.

North Carolina Academy of Physician Assistants Membership Committee Report

May 4, 2013 Members: Wanda Hancock, Chair; Stacy Lee, Rick Ulstad, Julie Daniel-Yount, Michele Johnson, Lisa Shock, Nathalie Oritz-Pate Activity Report:

The membership committee held a conference call with three members and staff present to complete the proposed PA of the Year Award (see attachment). There was unanimous approval of the proposal by the committee members on the call.

Membership renewals of memberships have been extremely slow this year and many did not renew. The membership committee asked members of the committee and the board to make contacts personally to encourage renewal. Current number of non-renewals is 1191 which is an increased over last YTD numbers. Through the efforts of the committee and board this number has been reduced by more than 300, however it appears that we are losing a high percentage of members annually. Many of those contacted were not aware of the lapse and expressed appreciation for the personal contact. Future efforts to improve will include sending email blasts as well as in the second month after expiration sending a snippet of one the important articles with a message that to read the rest of the article renewal will be required and a link to the website will be given.

Membership Campaign: collecting data and information for development of a membership recruitment and retention plan. Several resources were used to develop the plan. Stacy Lee attended CORE and offered a number of suggestions. Lee Bussleman and Wanda Hancock have participated in two AAPA sponsored conference calls addressing the issues of membership recruitment and retention. See link below for an article on benchmarking of membership.

Membership Survey Progress Report on Work Plan Assignments

Award criteria developed and presented to board for action. Nonrenewal contacts have been made by some of the committee members, others were not able to

make this commitment. Many board members were also not willing to participate in this project to retain our non-renewing members. Industry research has indicated a high success rate when personal contact is used to retain or garner members. Success rate is estimated at renewals of about 250 members secondary to this effort when comparing January statistics to April 2013.

Marketing Campaign for increasing membership was addressed at the April 20 meeting: o Booth at the annual conference to be manned by committee members and staff. o New member reception at the annual conference with hopes of getting sponsorship. o Each one reach one campaign with the member getting the largest number of graduate PAs to

join will be awarded a year free membership. o Welcome packets to be sent to new members will be enhanced to include a Starbucks gift card,

more cost efficient certificate, drug discount card and a list of member benefits. o Telephone contacts will be made with each new PA in North Carolina as we are notified by

NCMB. This would be about eight to ten calls a month. o Plans for setting up a “buddy” program by matching a current member in the area with the new

one to give the “touch”. Membership Survey from October to November was reviewed. Recommendations were as follows:

o Advocacy was the top benefit for the responders. There should be communication monthly about what the committee or the lobbyist is doing to meet this most important need.

o Continuing Education is the second most important and overall, members felt that this was an excellent effort. Recommendations for moving the winter conference to different locations around the state was identified.

o Leadership and Information was identified as third and fourth, respectively. Development will be addressed in the future.

o Member benefit package was identified as important (fifth) but only ranked as “good”. Work in this area to increase the professional benefits was identified as well as marketing those we do offer.

Graduate visits will be scheduled in the next month as coordinated by staff. There will be solicitation for membership committee and board to address the graduates. Wake Forest graduates are already scheduled in May.

Reports for the Pulse of committee activity will be developed by committee members and presented for inclusion. We anticipate addressing a membership benefit or concern in each issue. Assignments were made.

Membership News: Members will be asked to submit “news” such as change of job, moving, marriage, births, etc. We will ask for permission to publish this information to increase our networking efforts.

Benefits are being continually evaluated. Marketing of the current benefits will be addressed. Recently signed the agreement with MassMutual to add discounts to our list of benefits.

Merging of Regional Chapters and Membership will be addressed in June with anticipated completion for presentation by the August Board meeting.

ACTION ITEM: Approval of the PA of the Year Award policy, procedure and plan for 2013 conference presentation. Attached. Budgetary request: The membership committee respectfully requests an increase in budget of $3000 to cover the cost our proposed membership marketing campaign at the 2013 Summer Conference. Costs would include transportation, one night hotel, and per deim for committee members, plus providing brochures and favors at the booth. North Carolina Academy of Physician Assistants Physician Assistant of the Year Award

The PA of the Year Award honors a physician assistant who has demonstrated exemplary service to the PA profession and the community. This person has furthered the image of the physician assistant profession and provided a significant contribution to the health of the citizens of North Carolina. Process The NCAPA Awards Committee administers the PA of the Year Award. During the first year, the Awards Committee will consist of three Directors –at- Large and two individuals appointed by the President. In subsequent years, the Directors-at-Large will be replaced one by one with the award winners so that in the 4th year, the committee will consist of 3 previous winners and 2 members appointed by the President. The Awards Committee should extend a call for nominations to NCAPA members no later than April 1 with nominations being closed by May 1. Any NCAPA member has the right to submit a nomination. Nomination materials should include a written rationale or biographical abstract detailing how the nominee meets the award criteria and why he or she is deserving of the award. The Awards Committee shall review all nominations and select the PA of the Year recipient no later than June 15. The recipient should be notified of the award no later than July 1 so that arrangements can be made for the recipient and family members to make arrangements to attend the Award Ceremony at the NCAPA Annual Conference. In addition to the actual award or plaque, the recipient will receive complimentary conference registration and one night’s lodging associated with attending the awards presentation. A plaque will be placed in the Stead Center with the name of the recipient added annually. Criteria The potential recipient must be a Fellow Member of NCAPA in good standing for a minimum of five years and be licensed by the NC Board of Medical Examiners. The contributions of the individual span the entire career of the individual. Characteristics by which nominees will be judged, and that should be addressed in the nomination process, include but are not limited to:

1. Evidence of recognition by all segments of the PA profession and others in the community. This person should be well known by the PA profession and well recognized by the NCAPA membership. Examples of documentation would be letters of reference from co-workers, employers, students, instructors. Other awards or recognitions should be identified.

2. Evidence of commitment to the PA profession. How has this person demonstrated a long-term commitment to the PA profession and NCAPA over many years of practice and experience? Has this person spent time outside of the clinical practice to promote the PA profession?

3. Evidence of championing the PA cause. How has this person promoted the PA profession? How has this person supported the profession and NCAPA? How has this person advanced PAs as an integral part of health care in the state?

4. Evidence of outreach to individual PAs and PA students. How has this person reached out to individual NCAPA members? Have they been a mentor to other PAs? How has this person worked with individual PAs within his/her practice? Has this individual mentored PA students, taught courses at a CME event or PA program?

5. Evidence of writing or speaking skills. What publications or presentations has this person completed? Have they functioned in a leadership position with NCAPA or other PA organization?

The committee members will consider all nominees and select the recipient based on the above criteria and eligibility requirements. The final selection will be reported to the President who in turn will notify the recipient of the award.

 Additional activity for the Membership Committee to include, meeting of the committee, operation 

of a booth for membership recruitment and goodwill during the conference, and new member 

reception during the annual conference. 

 

The original budget requested for 2013 was cut by $8500 during Executive Committee review 

 

The above represents attendance at the conference by at least 4 members of the Membership 

Committee.  Our meetings are usually attended by 4‐5 of the members, therefore the above request 

should be sufficient and the members at our meeting on April 20 are all planning to attend if their 

schedule allows.  Registration for the conference will NOT be included.

They are asked to re-charter by June 1. The regional chapter committee is in the process of determining what topics to address in toolboxes on the website in preparation of dissolving the regional chapters committee at the end of 2013. The first topic will likely be about grant writing. The Leadership Boot Camp (Alisha DeTroye’s Leadership College Project)/Regional Chapter Workshop is scheduled for September 7 and 8 at the Stead Center. Mark your calendars-more details to follow! NCAPA Endowment

Board Report May 2013

Endowment Trustees: Elmira Powell, (President), Don Metzger (NCAPA Executive Committee appointee), Ryan Vann, Alisha DeTroye, Rob Holliday, Gail Marion, Suzanne Reich (treasurer), Brenda Scronce, (secretary), Jim Hill, and Robert Wooten. Our last meeting was February 11th via conference call. The discussion surrounding emerging PA programs in North Carolina continued as news that: High Point University, South University, Gardner Webb and St. Augustine are among those considering a program. It was announced however, that *ARC-PA has suspended the expansion of PA programs in the U.S. for one year so all efforts are on hold for now regarding the addition of new programs. Elon University enrolled its first PA class in January of this year. [*Accreditation Review Commission on Education for the Physician Assistant] The Trustees were briefed on an interview that I had with Dr. Harvey Estes regarding fundraising ventures that the Endowment could consider to increase its revenue. He first assured us that we were not alone in experiencing a shortage of revenue streams, as other like entities, are having the same challenges. He offered several recommendations that the Trustees will consider in the year to come. It was recognized that my tenure had expired at the end of 2012 but in order to minimize disruption of the Endowment process, it was agreed that I would continue to serve as President until the end of 2013.
