If the PATON is scheduled or is unscheduled with a discrepancy, you should submit the photo
on-line on a USCG AV PATON Report-7054.
Otherwise, identify the photo and e-mail it to [email protected].
HD Photos often reject on the PATON System.

Never submit a USCG AV PATON Report-7054 for an “unscheduled”
Private aid unless you have observed a documentation error or
a discrepancy.

The PATON List is the official 2014 PATON schedule and
status report.When there are no more PATONs left on this list, you have completed your 2014
PATON assignment.

Also check every ATON in every patrol area in First
Northern Pass close to Federal aids using a chart plotter
to check the position. Perform a visual check of the aid’s features. Compare to the Light List and check their charted position.
Notify the CG ANT or STA when you observe a discrepancy on an ATON – Federal Aid.

“You are not alone!”Keep the Auxiliary management aware of all
problems that may deter your team from attaining their assigned goals.
There are many resources available to assist you in planning, communicating, and executing.

BRIDGESSurvey all Class 1, 2 and
3 bridges.
•If a bridge is not navigable from the sea, submit a Bridge Update Report to change the Class Code to Class 4.– We will not need to survey this bridge again.
•Do not survey Class 4 Bridges unless specifically requested by the Coast Guard.

CHART UPDATING PROGRAM
•Encourage members to participate in Chart Updating WebEX Training and live workshop programs.
•Prepare and publish a list of Chart Updating opportunities for your AOR.
•Plan and facilitate some Chart Updating events and submit CU reports to NOAA.

SMALL CRAFT FACILITY (SCF) UPDATING
•Identify and publish a list of Small Craft Facilities within your AOR that meet the criteria for inclusion on a Small Craft Chart.
•Review existing charted and listed SCFs for accuracy.
•Encourage members to participate in the Small Craft Facility WebEX Training programs.
•Plan and facilitate some Small Craft Facility events and submit SCF reports to NOAA.
•If your area is not plotted on a NOAA Small Craft Chart, you are off the hook.

The ATON (Federal Aid) PROGRAMEncourage and teach OPFAC owners and coxswains to check every Federal Aid to Navigation that they pass while underway on a CG AUX patrol.
Encourage OPFAC owners to make discrepancy reports to the Coast Guard. Never report Federal Aids that are watching properly. The Coast Guard only wants to be alerted to discrepancies.

OVERALL NAVIGATION SYSTEMS ANNUAL RESPONSIBILITIES
It is the DSO, ADSO, SO and FSOs responsibility in each AOR to formulate a plan of execution to accomplish their assigned goals. This planning should include such items as:
Forming Navigation Systems (NS) Teams with the NS Staff Officers within your AOR.
Preparing and publishing a list of AVs and members who are committed to execute the work required to meet each Goal and Objective.

Preparing and publishing a list of OPFACs that are committed to support your assigned work plan.
[OPFAC owners do not have to be AV trained.]
Tracking and reporting your AVs performance throughout the year.
Following up and re-planning for success when schedules are not met.
Providing constant communication and feedback back to your volunteers and chain of command.

Unfortunately, when an Navigation Systems Staff Officer fails to make a detailed plan for achieving their
assigned goals and objectives, it is a sure bet that nothing is going to be accomplished in their AOR in
2014.23
