The total Navy Personnel Allocation Plan excluding USMC, for Fiscal Year 1959 requires a man year strength of approximately 631,811 man years . This includes all Regulars and Reserves on continuous active duty, a l l officer candidates and personnel from other government service who a r e reimbursed by the Department of the Navy, but excludes personnel with other government se rv ices in a reimbursable status. MAJOR CONTINENTAL AND EXTRA-CONTINENTAL AVIATION SHORE ACTIVmIES

The planned Naval Aviation Shore Establishment, including Marine Activities, for the Fiscal Year 1959 is reflected in the assigned missions of individual activities. These missions a re based on the Basic Naval Establishment Plan for Fiscal Year 1959 and may be modified a s revised SECNAV NOTICES a r e issued. Assigned tasks to accomplish the listed mission a re promulgated by BUAER NOTICES (Series 5451) which supersede the OPNAV NOTICES for each activity. The llunits/activities to be supportedw by individual activities a r e designated by the Chief of Naval Operations and will be listed in the appropriate BUAER NOTICE 5451. The eventual planned pre-D-Day base capacity for each activity is contained in OPNAV INSTRUCTION 0011010.10B of 11 June 1958 or revisions. Permanent duty sta- tions of Naval units a r e contained in the effective edition of OPNAV INSTRUCTION 3114.14.

In the following tabulation of bases and satellite fields, an Outlying Field (OLF i s an airfield l having no established facilities in operation except a landing area. It i s designa ed a s such by the Chief of Naval Operations in this document for the purpose of providing a landing area whereon aircraft based at established Naval a i r installations can conduct landing practice or other exercises which a r e best conducted away from the parent installations. An OLF is under the cognizance of a nearby parent air station to which a r e allocated minimum funds for the maintenance of the OLF. No personnel a re based at an OLF.

An Auxiliary Landing Field (ALF) is an airfield having some facilities in operation in addition to a landing area. It is designated a s such by the Chief of Naval Operations for the purpose of providing an airfield at whicx aircraft based at established Naval air installations can be re- fueled and/or rearmed for the conduct of gunnery practice. The facilities which a re in opera- tion, in addition to the landing area, may include several o r all of-the following: minimum personnel berthing and messing facilities, a i r traffic control, communication, crash and rescue, refueling or rearming equipment, An ALF is not a separate established Naval activity, and therefore is not listed in the "Catalog of Naval Activitiesw. It is under the cognizance of a near- by parent air station to which a r e allocated minimum personnel, funds and equipment for its support. The parent a i r station may maintain a small caretaker detachment at an ALF.

AVIATION SHIPS

'ATTACK CARRIER CLASS (CVA). Including four ships under construction, this Class totals t w e n t y - o n e f t e e n a r e active, two (ORISKANY and CORAL SEA) under- going modernization and four under construction. The latest ship to be laid down (ENTER- PRISE) will be nuclear powered.

The active inventory includes three ships of the FORRESTAL Class, two of the MIDWAY Class and ten conversions of the old ESSEX Class.

All ships have angled decks and all but four of the total a r e equipped with steam catapults.

Three of the 27A-125 conversions (hydraulic catapults) a r e scheduled for redesignation to CVS during the next fourteen months. The ORISKANY and CORAL SEA will return to service in February 1959 and January 1960 respectively. The new INDEPENDENCE (CVA-62) i s scheduled for commissioning in January 1959. The KlTTY HAWK, CONSTELLATION and ENTERPRISE will follow in that order with ENTERPRISE scheduled for commissioning in September 1961.

ASW SUPPORT CARRIERS (CVS . The nine unconverted ESSEX Class car r ie rs , three 27A conversions and one ship with an'experimental angled deck (ANTIETAM) have been reclassified CVS. Of these thirteen ships, ten a r e presently in the active fleet, one has been assigned CNATRA and two a r e in reserve. Four ships (all unconverted ESSEX Class) a r e scheduled for decommissioning and the reserve fleet during 1958 and 1959.

4. Note: The portions of the table following relative t o C a r r i e r Air Groups and associated squadrons ref lects the organization as of October 1958. A new Car r ie r Air Group organization however h a s been established and is currently in the process of implementation. The new organization provides for 16 groups (one for each attack car r ie r , plus one additional a i r group f o r both LANT and PAC). NAVAL AIR TRAINING COMMAND Location: Headquarters, NAS Pensacola, Florida. NAVAL AIR ADVANCED TRAINING COMMAND Location: NAS Corpus Christi, Texas Mission: T o coordinate and direct a l l advanced and specialized advanced flight and ground training and such other training a s may be assigned a t such activities a s a r e placed under the cognizance of the Chief of Naval Air Advanced Training.

I . Flight Training Program a . The Flight Training Program is divided into two general segments. Basic train-

ing is conducted in the Pensacola a rea utilizing NAS Pensacola, NAAS Whiting and NAAS Saufley as parent stations with appropriate outlying fields assigned. Advanced Training is conducted primari ly in the Corpus Chris t i a r e a utilizing NAS Corpus Christi, NAAS Kingsville, NAAS Chase, and NAAS Por t Isabel.

b. The Flight Training Program is geared t o produce 2,300 Naval Aviators a year consisting of 2,200 Navy and Marine Corps and 100 Foreign and Coast Guard. The course length is approximately 18 months duration including pre-flight.

c . The various advanced training specialties include jet fighter/attack, prop attack, ASW, multi-engine land, multi-engine sea, helicopter and lighter-than-air training. All these courses a r e entered upon completion of Basic Flight Training.

II. Post Graduate Flight Training a. The jet transitional training unit a t NAS Olathe provides jet transition o r re-

f resher training for 240 pilots per year . The course is 4 weeks in length and consists of 9.5 hours in the F9F-8T and 20.5 hours in the F9F-8 for a total of 30 hours. In addition, there i s a jet indoctrination course for senior Naval Aviators. This course is 9 days in length and con- sists of 11 hours in the F9F-8T.

b . The helicopter training unit a t ALF Ellyson Field provides post graduate train- ing to experienced Naval Aviators a s well a s providing advanced training t o student pilots. T h e course is of 8 weeks duration and consists of 60 hours pilot t ime.

c . The lighter-than-air training unit at NAS Glynco provides post graduate lighter- than-air training t o experienced Naval Aviators a s well as advanced training to student pilots. T h e course is of 17 weeks duration and consists of approximately 200 total hours.

NAVAL SCHOOL OF AVIATION MEDICINE Location: NAS Pensacola, Florida. Mission: Tra in aviation medical personnel and perform research in the field of aviation medicine, aviation psychology, and allied fields.

The School of Aviation Medicine, under the administrative control of the Chief of Naval Air Training, indoctrinates an average of one hundred and sixty (160) flight surgeons a year. Academic studies a r e directed toward the medical problems peculiar to aviation, aviation safety and a i rc ra f t accident investigation. In addition, pr imary flight training in the T-34B, through solo, familiarization flights in a l l phases of naval aviation, plus indoctrination flight training in helicopters is presented t o broaden the medical officer 's understanding of aviation medical problems. In addition, the School conducts such research projects in the field of aviation medicine a s a r e assigned by higher authority.

PROGRAMS: I. By the above mission, the Chief of Naval Air Technical Training is assigned the

responsibility for training those Naval aviation personnel who keep naval aircraft flying. The training programs set forth below a r e in effect to fulfill that responsibility.

a. Class "PH Training Class "PW training is providedl to aviation recruits to acquaint them with the

aeronautical organization (and the duties of airmen), to train them to a reasonably uniform level of educational background in the sciences basit: to rate and In-service training, and to select those best qualified for entrance into specific rating schools. The training is offered a t two schools, the Airman (P) School, Naval Air Tet:hnical Training Center, Norman, Oklahorna and the Airman (P) School, Naval Air Technical Training Center, Jacksonville, Florida. Thie latter school processes only WAVE and USMC recruits.

b. Class "Aw Training The basic knowledge and skills required for performance of the duties oi: lower

rated petty officers a r e acquired by personnel through Class "Av training. Fourteen such gchools a re in operation, eight of which offer specialized courses to train personnel in Rate (i. e., ADJ, ADR, ATN, ATR, etc.).

The purpose of Class "0" training i s to prepare officers to fill_specialized technical aviation billets o r CIC and Air Control billets in the Naval forces. Fourteensuc_h_ schools a re in operation. Eleven of the major schools a re listed below.

f . Naval Air Mobile Training

This specialized training of a nature similar to Class "C" i s provided at the field location where the training requirement exists through the use of a seif-sufficient technical school transportable by van. Naval Air Mobile Trainers (NAMT's) are of four basic types:

(1) NAMT(M) - Maintenance of specific models of aircraft.

(2) NAMT(M0R) - Familiarization and instruction in the operation and handling of aircraft munitions (including air-launched guided missiles) and allied equipment including terminal ordnance items of aircraft armament control systems.

(3) NAMT(OF) - Operational flight trainers.

(4) NAMT(TAC) - Operated either independently or in conjunction with an NAMT(O?), these trainers provide pilots and crew members with training in specific models of aircraft and equipment under simulated operating conditions.

Further, trainers a re classified a s being in either Class "AT' or Class "BW status, the essential difference being that Class "Aw trainers a r e manned by NATECHTRACOM personnel and Class "Bv trainers by local personnel.

Trainin Load: Approximately 6,500 reserve pilots will utilize these facilities during regular- ly s c e 'u e rills and active duty for training. All personnel attached to the drill pay units a r e in the READY RESERVE, personnel may be ordered t o active duty either in time of war, in t ime of national emergency declared by the Congress o r proclaimed by the President, o r when otherwise authorized by law.

a. The 48-drill program i s composed of combat and combat support type squadrons in addition to administrative Air Wing Staffs. These squadron a r e organized and trained to con- form in composition and mission with their regular Navy a d Marine counterparts. They attend 48-drills per year in addition t o an annual 14 day active duty training period.

b. The 24-drill program is composed of Bureau of Aeronautics Reserve Training Units (BARTU's) and Marine Air Reserve Groups (MARG's). These units t ra in individuals to supple- ment the Naval Establishment upon mobilization. They attend 24 dr i l l s per year in addition to an annual 14 day active training period.

MARINE AIR TRAFFIC CONTROL UNITS

A Marine Air Traffic Control Unit is a fleet unit designed to provide air traffic control for advance bases. It is an integral par t of a Marine Air Base Squadron and contains homing facilities, surveillance radar , GCA, mobile TACAN, a portable control tower, and the necessary communication equipment to provide complete terminal a i r traffic control. At present there a r e seven active MATCU's; four in FMFPAC and three in FMFLANT.
