South Australiarsquos nature is like that of nowhere else in the world

We have thousands of kilometres of stunning coastline and some of the most amazing wildlife experiences on Earth

People come from all over the world to experience the unique unforgettable things we offer

The South Australian Government wants to capitalise on the appeal of our natural environment and realise the promise of our State as a nature-based tourism destination

To further activate the sector the Government has identified 18 nature-based tourism opportunities and brought them together in this one expression of interest document

These opportunities vary greatly in location and style but what they have in common is enormous and ongoing economic potential

In 2017 South Australia is the best place in the nation to invest in nature-based tourism

The industry is thriving and the Government is strongly supportive ndash both in relation to specific projects and to creating a general business environment conducive to jobs growth and investment

What we are looking for now are companies and entrepreneurs willing to explore the opportunities develop a vision and submit expressions of interest

I trust that the publication of this booklet will instigate a new phase of investment ndash one that creates jobs and makes South Australia an even more exciting and popular destination

Eighteen business-ready opportunitiesRight now South Australia has 18 attractive opportunities for businesses to get started in nature-based tourism

This package offers a range of accommodation hospitality and tour opportunities throughout the state This is a once in a lifetime opportunity to ride a wave of international interest in South Australia by expanding your business or creating something new

This is not an ordinary call for expressions of interest Each opportunity is situated in a very special place providing the canvas for a very special idea Developing a business in a park offers you an opportunity to capitalise on the internationally recognised lsquonational parkrsquo brand It can also give your product a distinctive appeal and a strong competitive advantage

Each opportunity is within easy reach of Adelaide Airport Port Lincoln Airport Kingscote Airport or Penneshaw Ferry Terminal on Kangaroo Island Nine of the opportunities are no more than a 30 minute drive from the Adelaide CBD

To help your idea succeed the South Australian government is willing to negotiate attractive terms for the right businesses You are invited to submit an expression of interest for one or more of these opportunities

Major investments into projects like the Kangaroo Island Wilderness Trail the Mukanthi Nature Play Space and the Mount Lofty Ranges cycle trail network have attracted thousands of visitors This is having a flow-on effect creating demand for coffee food new places to stay and alternative things to do Businesses have an opportunity to capitalise on this demand by bringing extra services to the table

South Australia is leading the world in the adoption of renewable energy sources such as wind and solar Change has been achieved because the South Australian government

Progressing your idea

The purpose of stage one is to identify those businesses that are interested in progressing one or more of the opportunities on offer

You can register your interest by submitting an expression of interest (EOI) online More information regarding each new business opportunity is provided in the information sheets including the name scope and objectives for each site

EOIs must address the following criteria

1 Your business name ABNACN (if applicable) postal address and email address

2 The name and contact details of your preferred contact person

3 The opportunity you wish to apply for

4 A brief outline of your concept

5 A high level summary of how your concept is consistent with the scope of the opportunity offered and compatible with the site objectives

6 A brief description of your skills and experience in developing and operating comparable enterprises

7 A summary of your financial capacity to deliver the concept

Proponents who meet criteria one to seven above may be invited to provide a detailed proposal in stage two

The submission of an EOI does not place any obligation on the proponent or on DEWNR to proceed to stage two

The purpose of stage two is to select those proponents that will be invited to submit a detailed proposal

In stage two DEWNR will send proponents a request for proposal

The request for proposal will

1 Outline the information that proponents should include in their detailed proposal

2 Explain the criteria that will be used to evaluate each detailed proposal

3 Provide further information about the approval pathway that each proposal will need to follow

After the assessment and evaluation of detailed proposals proponents may be invited to participate in stage three

The purpose of stage three is to negotiate the terms and conditions of agreements

The commencement of negotiations does not place any obligation on the proponent or government to enter into an agreement

Preparation and lodgment of EOIs

All EOIs must be lodged electronically at wwwparkssagovaunewbusiness Late submissions will not be considered All responses become the property of the Minister once submitted

No responsibility of any kind will be accepted by the Department of Environment Water and Natural Resources (DEWNR) with respect to the accuracy and completeness of the information provided regarding each new business opportunity Any liability in connection with the information contained here by any interested party is hereby disclaimed

This document and information regarding each new business opportunity is provided to assist proponents in making their own appraisal of the opportunities presented herein and in deciding whether to submit an EOI However the information regarding each new business opportunity is not intended to serve as the basis for an investment decision on the opportunityEach proponent is expected to make such independent investigation and to obtain such independent advice as he or she may deem necessary for such a decision

Evaluation of proposals

The Department of Environment Water and Natural Resources (DEWNR) reserves the right to undertake the following actions

bull Choose information that is to be disclosed Nothing in this process obliges DEWNR to disclose any particular information to the proponent or its subcontractors representatives or external advisers

bull Extend the closing date

bull Amend the requirements at any time prior to the closing date

bull Seek additional information from one or more of the proponents on any issue at any time and to continue discussions with one or more of the proponents

bull Discontinue discussions at any time with any proponent

bull Enter into discussions with any other person or company who is not a proponent

bull Allow a proponent to change a submission

bull Withdraw opportunities from this process before or after the receipt of submissions

bull Seek the advice of external consultants to assist the Minister in the evaluation or review of proposals

bull Make enquiries of any person company or organisation to ascertain information regarding the proponent and the submission

bull Consider an incomplete submission

Conditions of participation

The Department of Environment Water and Natural Resources expects that proponents will

bull Declare any actual or potential conflict of interest

bull Comply with all South Australian laws applicable to the process

bull Not attempt to influence the outcome of this process by offering any employment payment or any other incentive to or in any way seek to improperly influence any person employed by the Minister or engaged by the Minister

bull Not make any news releases or responses to media enquiries and questions pertaining to this process or the subsequent selection process without the Ministerrsquos written approval If any proponent acts contrary to these expectations the Minister reserves the right to terminate negotiations or consideration of a submission

bull Meet all costs associated with preparing a submission and participating in the process unless agreed in writing


Planning considerationsThe pathway for planning and approval may differ between each opportunity The Department of Environment Water and Natural Resources (DEWNR) will provide further information regarding planning requirements to those businesses that have been selected to participate in stage two Some of the key planning issues that should be considered before submitting an EOI are outlined below This is not necessarily a comprehensive list but is provided in the interests of proponents

Aboriginal heritage

Sites of significance according to Aboriginal tradition and sites significant to Aboriginal archaeology anthropology and history are protected in South Australia by the Aboriginal Heritage Act 1988 More information about the protection of Aboriginal heritage is available at httpsstatedevelopmentsagovauaboriginal-affairsaboriginal-affairs-and-reconciliationaboriginal-heritage

Native title

Native title may exist over some sites Where native title exists the South Australian government and proponents will have responsibilities under the Native Title Act 1993 Further information is available at httpaiatsisgovausitesdefaultfilesproductsnative_title_information_handbooknative_title_information_handbook_2016_nationalpdf

Park management

In South Australia the National Parks and Wildlife Act 1972 provides for the protection and enjoyment of parks In addition the National Parks and Wildlife (National Parks) Regulations preclude or constrain certain activities in parks Further information about permitted activities in each park is available at wwwenvironmentsagovauparks

Regulations relating to fire apply and parks may be closed during catastrophic fire days Park management plans have been developed for some parks These plans often provide guidance at a strategic or site specific level for the development of tourism enterprises Park management plans are available at wwwenvironmentsagovaumanaging-natural-resourcespark-managementplans-strategies-and-policiespark-management-plans

Development approval

Depending on the nature of your proposal development approval may be required Development plans place controls on certain types of development and are available at wwwsagovautopicsplanning-and-propertydevelopment-plans

Native vegetation

The Native Vegetation Act 1991 and the Native Vegetation Regulations 2017 have been established in South Australia to protect native vegetation

If you are considering developing a proposal that involves the clearance of native vegetation you should consult the Native Vegetation Council so that you are aware of the requirements under the Native Vegetation Act 1991 and its Regulations These requirements may include the provision of a Significant Environmental Benefit Note that lsquoclearancersquo means any activity that could cause any substantial damage to native plants including cutting down and removing plants burning poisoning slashing of understorey removal or trimming of branches severing roots drainage and reclamation of wetlands and in some circumstances grazing by animals For further information contact the Native Vegetation Council on telephone 8303 9777 or visit wwwnvcsagovau

Heritage sites

The state heritage values of a site are managed under the Heritage Places Act 1993 Heritage values may be historic social aesthetic or scientific in nature and contribute to an understanding of identified heritage values Compatible adaptive reuse proposals are encouraged but are subject to development approval in accordance with the Development Act 1993 More information is available at wwwenvironmentsagovauour-placesheritageconserving-our-heritage

Feedback If at any time during the process a proponent considers that they have been unfairly treated the proponent must first notify the contact officer in writing If the matter is not resolved to their satisfaction they may then contact the DEWNR Procurement Complaints Officer to request in writing that the issue be resolved
