1.0 Statement of Business Needs

The Correctional Services Canada (CSC) requires a modern, technologically current National

Training Academy, with Accommodation and Indoor Firing Range, to enable the delivery of

Correctional Training Programs (CTP) and attract recruits who will be trained to become

Correctional Officers to maintain strong national security.

Ideally, the distance between where the Recruits train and where they live and eat should be

located within a kilometer. The close proximity offers numerous efficiencies: it highly reduces

transportation and support requirements, training time lost to travel, and the number of cars on

the road as well as land required for parking spaces.

1.0 Introduction

Since its creation in 1979, Correctional Services Canada (CSC) has been offering in-house

training to recruits, in order to prepare them to become correctional officers. CSC centralized

the Correctional Training Programs (CTP) in 2015, and a Memorandum of Understanding was

signed with the host agency RCMP to create a CSC National Training Facility in the RCMP

Depot Division in Regina, Saskatchewan. In 2018, due to capacity pressures in the RCMP

Depot Division, the CSC’s National Training Facility was relocated to an Interim National

Training Academy at the Correctional Learning and Development Centre (CLDC) Ontario. The

renovation at CLDC was completed with an expectation that this is an interim space to ensure

CSC can continue to effectively delivery the CTP. Currently CSC is also running a satellite CTP

in P.E.I. in order to meet the demands of the CSC operations.

This dispersed nature of training infrastructure creates a system that is difficult to manage and

this is inherently inefficient. With the increasing specific environmental demands for modernized

training tools and simulators, with added security requirements for networked and advanced

training technology, new infrastructure is required.

CSC has identified a need to establish a permanent National Training Academy (NTA), in

Kingston, Ontario. The lessons learned from the past and current NTA locations have guided

the requirement of the CSC permanent NTA.

This Preliminary Functional Program outlines the objectives of the different spaces along with

features of each category. The Appendix A attached outlines a list of the Spaces, highlights the

features of each space, and the Proximity Requirement. The Appendix B includes the Room

Data Sheets from the NTA in Regina, SK.

2.0 NTA Campus

CSC wishes to build a permanent National Training Academy on the grounds of Collins Bay

Institution (CBI).

The CBI site is in close proximity to the CSC Ontario Region Headquarter, close to the urban

centers and the national transit access (airports, train stations, highways).

The type of spaces CSC requires and their priority:

1. Indoor Firing Range

2. Accommodation

3. Academy

When planning the NTA Campus, the Consultant shall take into account the following, including

but not limited to:

Communicate with the City of Kingston and provide any necessary documents;

Locate the Firing Range Facility and be able to demonstrate the potential noise concerns to

the neighbours were considered and any mitigation strategy;

Identify and address any impact to the Environment;

Identify existing Infrastructure and new;

Consider Site drainage to facilitate outdoor training;

Consider delivery access (training materials and food);

Take into account access and storage of garbage;

Make allowance for Ground and Snow maintenance;

Integrate technology and innovation to maximize: the use of the space, efficiency, safety

and comfort;

Allow for future expansion.

3.0 Indoor Firing Range

The Indoor Firing Range will provide spaces, including but not limited to: weapon cleaning

training, classrooms, ammunition vault, weapon vault, storage and support spaces.

Consider the interior and exterior design of the firing range. Effective and efficient mechanical

design. Maintenance schedule of the range will need to be considered during the design phase,

as closing a range means downtime to the training.

Ideally, the distance between the Indoor Firing Range and the Academy Building should be

located in close proximity. The close proximity offers numerous efficiencies; it highly reduces

the training time lost due to travel, and the transportation of training equipment.

4.0 Accommodation Zone

The NTA had partnered with various government facilities to deliver the CTP in the past and

current. CSC had benefited from trying a different style, level of privacy, and layout of recruit

accommodation.

A modern, technologically current living facility is required and will enable CTP to promote a

healthy live-work-social environment, which will help to attract and retain recruits who are

necessary to keep Canadian security strong.

The Recruits will have an individual room, and a lockable door, that can be unlocked from the

outside with a key. Each room has power, voice, and data outlets. The room will be sufficient in

size to accommodate a single bed, a student desk, and a CSC custom design

closet/dress/drawer unit. Each room has a lockable floor locker for personal items. During the

training program, recruits must hang and display their uniform in a manner as required by the

program.

A group of 32 will form a pod. Each pod has common areas, such as: washrooms (toilet and

shower), ironing room, kitchenette, and Common Room / TV Room. The kitchenette will

accommodate a microwave, a fridge, a toaster, and a coffee maker, as well as an open shelf

allowing each recruit to store their dry foods in a bid. The kitchenette will include space for a

table and chairs for socialization.

The Dining Hall and Kitchenette will be near the Residence, while the Academy Function will be

further away, so there is a separation from work for relaxation.

In addition to the Common Room / TV Room in each pod, a lounge is included for recruits to

socialize, watch sport games or shows, play cards or board games, etc. This lounge space will

provide various sitting areas and TVs.

5.0 Academy Zone

The type of spaces CSC requires are: Interior and Exterior Simulation Training Areas,

Classroom Training Spaces, Administration and Office Support Spaces.

The Simulation Training Area will be constructed to simulate the look and feel of working inside

a CSC Institution. Although plumbing in each cell is not functional, fire protection system,

electrical outlets, cable TV, and lighting are required to be operational. The simulation area

requires electronic security system as part of the training. Devices for listening and audio

recording are required in the simulation areas and Classrooms, and then wired to the adjacent

Observation Area, Training Briefing Room, and Classrooms.

Classroom Training Spaces consist of structured learning, computer lab, and flexible layout.

Breakout Rooms will be provided near the Classroom to accommodate a quiet space for exams,

a small group working on an assignment, or meetings/ interviews. Consider providing open

Breakout Spaces near the Classroom also for small group discussions, etc.

The Administration and Office Support Space are typical office function. The spaces should

meet

barrier‐free design requirements and designed to CSC Accommodation Guidelines.

Consider integrating state of the art technology to enhance learning and maximize the use of

the spaces.

Lessons Learned from past and current training points to reconsidering of a certain exterior

training to take place indoor, as the recruits testing and training could be impacted by the

weather. The simulation training equipment and storage will need to be in close proximity to

where they will be needed. If the ammunition and weapons were stored in another building

away from the firing range, extra time is required from the trainer to transport the materials

before and after the training.

6.0 Design Principles

The National Training Academy is to provide training spaces that will maximize the experience

and realism of being on the job, where possible.

The institutional simulation area will reflect the environment that the recruits will eventually be working in. Regular maintenance or repair will not interrupt the delivery of CTP. The spaces will permit training to occur throughout the year despite weather condition. Creating an environment contributing to group cohesion and teamwork. The campus and buildings design include consideration of future expansion.

7.0 Challenges

• The current CTP is facing some challenges because the Interim NTA space in Kingston is

limited. A second satellite NTA is set-up in P.E.I. to support the current demands. The on-

going pressures points to additional beds and lanes for fire arms training to support the

CTP. The overall design and layout will consider efficiency in the overall project timeline,

such as completing some components of the program for occupancy ahead of others.

• Currently CORCAN utilizes a portion of the CBI site for farming activities in support of CSCs

rehabilitation programs. The inmate vocation program is a crucial program for reintegration

into society.

• Species at risk, namely the Western Chorus Frog have been identified in various

locations within the CBI land. Based on CSC initial discussions with Environment

Canada, CSC understood that the option to relocate the SAR habitat is

discouraged.

8.0 Environmental Considerations

CSC’s Sustainable Development Strategy (SDS) 2018-2020 goals are in the process of getting an update. Recognizing that the Green Government Strategy and GHG Methodology will continue to evolve, CSC commitment to help achieve GHG reduction goals by referencing:

• Greening Government Strategy (GGS) for the Federal Governments targets regarding new

construction; and

• PSPC Guideline on Project Green House Gas (GHG) Options Analysis Methodology.

9.0 Fire Safety

Conform to the latest National Building Code, National Fire Code, Treasury Board Occupational

Safety and Health Manual, and the Fire Commissioner’s Directives.

The Design and specification of fire protection system shall be coordinated with the CSC Fire

Safety Department. Detention cell doors will be installed in the cell simulation area, so recruits

will learn how to operate the doors and cuff port. In such spaces, the Consultant design will

need to consider safety features so recruits are not confined in the cell during a simulation in the

event of power outage or a real fire evacuation is called.

The training scenarios will involve the use of stage smoke, so the Consultant design will also

need to select the type of detectors that will not trigger a fire alarm or notify the fire department.

CSC has an in-house Fire Engineering team. The design consultant is required to complete

and submit Building Code Analysis of the proposed site and building design for CSC Fire

Engineer review.

10.0 Electronics Security Systems

Provide security electronics at both exterior and interior simulation training area for

training purposes. Design, specification, and location of security system components shall be

coordinated with the CSC National Security Electronics Design Authority. It is also suggested

that the interior cameras be deployed with open cable trays as conduit is not necessary to

protect the wiring. The systems are to be defined for both live action and where appropriate,

simulated inputs and outputs. Work on security systems shall include but be not limited to the

following:

1. Perimeter Intrusion Detection System. (Note: the aim is to investigate a cost effective

solution that will enable training. The perimeter may be simulated with a model and small

video

11.0 Mechanical Design Consideration

Provide zoned HVAC distribution within simulation training area to allow for training flexibility.

Stage smoke will be used in the cell simulation area, so special ventilation is required at the cell

range as well as in one cell in the maximum and medium simulation training area.

CSC may hold meeting and session that may involve smudging. Provide special ventilation in

the large boardroom.

11.0 Electrical Design Consideration

Provide power, voice, data, and cable TV connection in each cell simulation and common area /

room simulation space. The look and feel of the electrical box to mimic the type and style used

in the institution.

The Simulation Control Post has control of the cell range similar to the institution. However, the

adjacent Observation Space for the Trainer will have control of each cell and cell range area to

facilitate varying simulation scenarios for recruit training.

The Trainer and recruits gathered in the adjacent Observation Space should be able to hear the

sound of the simulation and conversation in the cell or cell range.

The Trainer in the adjacent Observation Space should be able to control and simulate different

sounds in the simulation space. In addition, the Trainer should be able to speak to and guide

the recruit going through the scenario in the adjacent room.

12.0 I.T. and Audio Visual

CSC I.T. is not the same as ESS. The cables and racks will be stored in separate rooms and

maintained by CSC I.T. and/or Shared Services Canada.

Technology is a key component in providing training. For instance, design consideration such

as the ability to:

watch the live scenario that is taking place in the simulation space from the classroom;

play different scenario sounds in the simulation space, controlled by the trainer observing

from an adjacent room;

talk to the recruit going through the simulated scenario, while standing in an adjacent room;

Record and playback a scenario;

CSC is moving towards paperless course materials. Recruits can download their course

materials into their devices.

13.0 Shared Services Canada (SSC)

Shared Services Canada is the designated government department for the supply and

installation of I.T. technology. Design consideration will take into account coordination with SSC

for who will supply what, cost, and schedule.

14.0 Summary

The consolidation of the CTP in Kingston will optimize the efficiency of the real property

accommodation portfolio; while at the same time optimize training schedules by reducing

commuting times for recruits. This will create greater efficiencies in the use of personnel and

resources. The Indoor Firing Range will alleviate the current and future pressure of spatial

capacity in the Ontario Region. The creation of live, work, and social areas into a campus is a

critical component to CTP operational efficiency, sustainability and effectiveness. The National

Training Academy will aid in the attraction, recruitment and retention of CSC Correctional

Officers and personnel. The modern facility will incorporate technologies and materials to

optimize energy conservation, reduce the facility operating costs and GHG emissions.

Door  Movement Control Grille Barriers: 

Grille door is sliding, and it shall be of the same design, quality and steel as the adjacent fixed grille barrier.  The maximum force required to prevent a sliding grille door from moving to the closed position, during any point of its closing travel is not more than 133N (30 lbf)³. 

Grill shall be resistant to deformation by screw jack and by impact.  Tests shall conform to the following: (1) screw jack test – resistant to 30mm screw jack turned by a 350mm wrench, and (2) impact test in accordance to ASTM A673/A673M‐07⁴. 

 Garage door (separating max range into sections):

HVAC  One cell shall be designed for inert training gas control: 

Inert simulation gas will be used to simulate riot control in inmate occupied area.  The ventilation systems should be designed to minimize the spread of tear gas laden air to adjacent area or areas remote from the source. 

An exhaust system shall exhaust the inert simulation gas directly to the exterior of the building.  Mechanical design shall prevent the inert gas from returning into the main building ventilation system.

For devices  in cells, specify cover plates with “Security Screws” or have special boxes and cover plates fabricated.

Range lighting: 

Design corridor  lighting  to eliminate glare and source brightness  in  field of  view  from  control post.    Take note of  glass/plastic  and other highly reflective  surfaces  and  ensure  against  mirrored  light  source  images within control post field of view.  Refer to Technical Criteria Section A‐13 regarding  glare  control  in  control  posts.    Include  dimmer  controls  for general lighting in control posts. 

Cell lighting fixtures: 

Cell light fixtures may be supplied by CSC at a cost per unit to the Contractor. The fixture will be manufactured for CSC. Specify storing, installing etc. by Contractor, unless instructed by CSC otherwise.  

The fixture shall include a 2/32 W fluorescent lamp rapid start ballast.  It shall operate on 120 VAC 60Hz on a separate circuit than receptacles. It will also have a small lamp as night light. LED strip lighting may be used instead of fluorescent.  

Night light is required in each cell. 

Each cell shall be controlled separately in order to simulate different scenario.

Simulation – Maximum Range Control Post, and                   Principal Entrance Control Post 

Function Monitor and control training.  Design Criteria 

Maximum Range Control Post: 

An enclosed area which is staffed to provide the following functions:  (1) visual surveillance, (2) control of movement, (3) monitoring of detection, surveillance, safety and communications equipment, and (4) intervention when required by means of arms or gas. 

For the purpose of simulation, this control post requires protection from physical attack only, ballistic attack will not be used within this training space. 

Control post is equipped with consoles for control of remote barriers and doors, these barriers and doors and movement through them shall be visible from the post.  Manual override of door control is required. 

The control post equipment placement shall be laid out to allow for effective viewing and console control from a sitting or standing position. 

A secondary means of egress is required.  

Principal Entrance Control Post (PECP) : 

Monitors arrivals and departures to and from an institution. 

ARCHITECTURE

Steel structure faced with minimum 3.12 mm steel on each side, spaced a minimum  of  50 mm  and  filled with  insulation  for  sound  deadening;  or Single  steel  sheet  minimum  9.52 mm  (3/8”  or  0.375”)  thick  with  an interior  wall  board  facing.    Other  configurations  will  be  accepted provided equal performance and economies can be demonstrated. 

Welded  construction  is  preferred.    If  bolts  are  used  they  shall  be  a minimum of 9.6 mm diameter.  Any bolt work exposed to the inmate side shall be security type or welded when bolted. 

The exterior enclosure of the maximum range control post shall be a consistent level of protection throughout; however, building elements within that enclosure may be of standard construction. 

Corridor under observation from the control post should be finished with low reflectance (20%‐40%) colours. 

Walls opposite control post windows should be finished one tone darker than other walls. 

Control post interior surfaces, including fixtures should have low reflectance (20%‐40%) colours achieved by use of darker colours and

Door Frame  Frame shall be of 2.5 mm rolled steel. 

Door Hardware  Entry into the control post from a public or inmate areas shall be through a vestibule constructed to level A protection.  Locks for doors in vestibule shall be jamb mounted detention electric locks interlocked. 

Entry into a dedicated security route shall be from level A protection area and  through  a  detention  door with  a mechanical  lock  keyed  from  two sides. 

Millwork  To the extent possible, slope control panel tops and avoid use of polished metal. 

Window Opening  Enclosure is constructed to resist physical attack with hand tools for 30 minutes.  Ballistics attack will not be conducted within this simulation training space. 

Enclosure of the control post shall have sufficient glazing to allow for effective surveillance.  Mullion and structural member locations shall be designed in order to minimize obstruction to field of vision. 

Glazing used in control posts shall be a type which, if broken, will not form into shards or be easily dismantled to become a potential weapon. 

Glazing shall be no spalling type. 

Glazing panels shall be to a uniform size and to manufacturer standards to the extent possible. 

Visibility from within a control post is critical to the operations.  Control post conditions both interior and exterior, must ensure that glare is reduced to minimum. 

Glazing system: 

Maximum Range glazing shall meet the equivalent H.P.  WHITE1 rating of Level C Ballistics and Level III Forced Entry. A glazing meeting Class/Level HG4 Ballistics (Table 1) and Class IV Forced Entry (Table 2, Sequence 31) in ASTM F1233‐082  is also acceptable.   32 mm polycarbonate  laminated as tested and approved by HP WHITE meets this requirement. 

This material  shall  be  protected  by  a  6 mm  polycarbonate with  an  air space  between  it  and  the  1250 mm  laminated  polycarbonate.    The sacrificial layer shall be set on the attack side;

Gunports shall be strategically placed around the Control Post enclosure to allow coverage of critical areas. Gunport design shall permit the widest field of  fire possible. Blind  spots around  the  immediate  location of  the Control Post shall be tolerated. 

Gunports shall be located at a height suited for rifle firing while standing and shall accommodate varying officer heights. 

Gunports shall remain closed at all times. Covers shall be hinged to swing in rather than slide so that they cannot be wedge shut. 

An acceptable solution  for new gunports consists of a vertical slot sized 45 mm by 350 mm  cut out  from a 32 mm polycarbonate glazing panel sized as per a  typical window  light. The slot shall have bevelled vertical sides  from  a  6 mm  perpendicular  distance  from  the  inner  face  of  the glazing at 45° to the outer face. Additional protective glazing shall not be used on either side of this panel  in order to maintain a minimum depth while meeting  Level A protection.  It  should be noted  that  the bevelled edge of  the polycarbonate has an opaque  surface,  therefore,  impeding visibility. A hinged door of 6 mm steel shall be frame and bolted through the glazing.

Cell lighting fixtures: 

Cell light fixtures may be supplied by CSC at a cost per unit to the Contractor. The fixture will be manufactured for CSC. Specify storing, installing etc. by Contractor, unless instructed by CSC otherwise.  

The fixture shall include a 2/32 W fluorescent lamp rapid start ballast.  It shall operate on 120 VAC 60Hz on a separate circuit than receptacles. It will also have a small lamp as night light. LED strip lighting may be used instead of fluorescent.

Simulation – Vehicle Sallyport 

Function Vehicle and pedestrian access and egress control.  Design Criteria An  exterior  Sallyport  shall  remain  open  at  all  times  to  permit  existing  vehicle movement  except  for 

during simulation training.   A small shed (1 person occupancy) will be added on the site to simulate sign in.  Sallyport area has both inner and outer perimeter fences.  Two sliding gates sized to allow entry and exit  of  regular  garbage  pick  up  and maintenance  vehicle  to  B  Block.  Both  sliding  gates  shall  be manual operation, providing locking and unlocking feature for training purpose.  Sallyport area shall be sized to facilitate a thorough inspection of vehicles; the ideal width is to hold two van type trucks (8.5m minimum). Crash barrier on the exterior vehicle gate is not required.    Pedestrian  traffic  shall  be  physically  separated  from  vehicular  traffic.    Entrance  vehicle  and pedestrian gates shall have manual locking feature.  The outer and inner fences shall be parallel, erected in straight lines.

Fence Fabric  The fence fabric shall be installed on the interior courtyard side of the fence posts.  Wire mesh shall be continuous from top to bottom. 

Fence Detection System is not required. 

Height of both fences, excluding overhand arms, shall be 3.6m.

Chain link fence fabric shall conform to the following specifications: o Wire size: 4.8mm (minimum) (6 Gauge); o Size of mesh: 50.8mm; o Height of fence fabric: 2,500mm (8’); o Barbed edges top and bottom; o Average mass of zinc coating to be not less than 610 g/m² of 

uncoated wire; and o Breaking tensile strength to be 10,000 N∙min. 

Fence fabric shall be pulled taut before fixing in place.  Tautness, when fixed in place, is to be established by pull tests.  The application of a 12kg perpendicular pull at the midpoint of the mesh panel (midpoint of posts/rails) shall show a displacement of no more than 30mm from the fence at rest plane.

Training Briefing Room 

Function This room shall be multi‐functional.  It will be used for gathering when the CSC Commissioner is visiting.  It may be used to simulate Visits and Correspondence, Music Room, Chapel, Hobby Room, Library at the Institution. Design Criteria An area shall have display monitors to show the live monitoring of the exterior and interior simulation spaces, as well as capability to listen to the simulation in action.
