Who looks after the community NATIONAL SYSTEM FOR CIVIL DEFENSE
• Centralized Body which produces technical guidelines for planning and disaster reduction since March 12th, 2002 when it has been institutionalized.
• Its work, as for planning, is reflected by various work methods that have been developed; they enable planning by identifying the specific reality of each scene, kind of threat, medium risk, etc.

• The Region extends between 29º02'S and 32º16'S parallels, and from 69º49’W meridian up to the Pacific Ocean and is formed by three valleys crossing the Region form East to West.
• This Region is the narrowest part of Chile; in it, the average altitude of the Andes range is the highest and it’s the only Region in Chile without volcanoes.
• The yearly average rainfall range from less than 30mm in the North to 200mm in the South.

• Every unit must have en emergency plan.
• This plan specifies the actions of each Committee of Emergency (COE) member according to the event.
• In it, liaison plans are defined.
• COE Operation site, etc.
• The COE is the team which coordinates State actions to overcome the emergency realized by various services.
General ProcedureNATIONAL SYSTEM FOR CIVIL DEFENSE
• Every local council must issue an Alfa Report where the situation experienced in the commune as a consequence of the event is shown. This report is issued twice daily as long as the emergency situation persists. It’s primarily issued via Internet, fax, phone and radio vhf or hf.
• The report is made by local council and sent to the upper level (Provincial Government) which, eventually, consolidates and issues a report for the whole province to higher level.
• After receiving reports from all three provinces, they are consolidated and sent to central administration.

• 20 minutes after an event, the Civil Defense Office must meet in Regional Government building for a preliminary assessment and to activate the COE if it’s necessary.
• Contact every commune to gather information about people affected, damage, etc.
• Preliminary report of effects and intensities.

• In case of any emergency situation report to Vicuña commune local system.
