PREAMBLE
TheseruleshavebeenrevisedtogathertheEAregulations,rules,by-laws,codeofconduct,policies,proceduresand guidelines(the‘RulesRequirements’)frommanyaspectsoftheEASportofShowHorseintooneresource.Thisinturn willmakeiteasierforjudges,competitors,ownersandorganiserstolocaterelevantinformation.
ItisimportantthatallinvolvedintheSportknowandabidebytherulesrequirementsunderwhichtheycompete.Aswell, organisersandvolunteersmustbeawareandabidebytheirresponsibilitiesandentitlements.Thishandbookwillbea keysourceofthatknowledge.
Therulesrequirementsmaynotprovideforeveryeventuality.Inanysuchcase,itisthedutyoftheappropriate organisersandofficialstomakeadecisioninasportingspiritandadhereascloselyaspossibletotheintentionofthe rulesrequirements.
CompetitorsandJudgesmustreadtherulesandconditionsofentrytoaneventcarefullyasthebreachofaruleor conditionsofentrymayattractapenaltyorsanction.
Itisdesirablethatjudges’namesandappropriateclassesbeprintedintheshowscheduleorpublicisedpriortothe show.ThesuccessoftheserulesinparthingesonthefactthatCompetitorsMUSTKNOWWHOISJUDGING. Competitorsaredirectedtomakeeveryefforttodiscoverwhoisjudgingtheirevents.
Wherethemasculinegenderappearsitalsoincludesthefemininegender.Wherethesingularappearsitalsoincludes theplural,andviceversa.
Theserulesareeffectivefrom1stJanuary2018.Fromthisdateon,allothertextscoveringthesamematterare superseded.

SECTION1: GENERALRULESANDCONDITIONSOFENTRY
1.1 ConditionsofEntry
1.1.1 Acceptanceoftherules
a) AllmembersoftheEAshallacceptandbeboundbytheserules.b) Makinganentryforanyeventconstitutesimplicitacceptanceoftheserules.c) Competitorsareresponsibleforknowingandcomplyingwiththeserules.Itremains
thefullresponsibilityoftheridertocomplywiththeequipmentrulesasoutlined.d) Breachoftherulesmayentaileliminationunlessotherpenaltiesarestipulated.
TheseRulesmustbereadinconjunctionwiththeEAGeneralRegulations.IncasesofconflictofinterpretationbetweentheprovisionsoftheRulestheprinciplesoftheEAGeneralRegulationswilltakeprecedence(EAGeneralRegulationsarticle99.8)
ShouldanyissuearisewithregardstotheinterpretationofanyShowHorseruleitshallbereferred totheEASHCfordetermination. TheEASHCwilldeterminewhatinterpretationistobegivenandthisdecisionwillbebindingandno appealorprotestwillbepermitted
1.1.2 CompetitorsmustholdtheminimumnecessarylevelofEAmembership.RefertotheGeneral Regulationsformembershipandhorseregistrationrequirements.
1.1.3 Childs/JuniorClasses
a) Childs/Juniorclassesareforriders5yearandunder18yearsonthe1stJanuaryofeachyear(excludingleadingrein).Theclassistobejudgedonthesuitabilityofthehorsetoberiddenbyachild.SmallPoniesaretoberiddenbyachild14yearsandunder.
1.1.4 HorsesshallbeshownattheircurrentrecordedheightandmustholdacurrentEAHeight
CertificatetocompeteatanyEAeventincludingStateandAustralasianHorseoftheYearEvents.Allcertificatesarevalidforastatedperiod.CompetitorsshallcarrytheirEARegistrationPapers,CompetitionLicenses(inStateswheretheyareissued),EAHeightCertificatesandEAMembershipCardatallaffiliatedshowsandmakethemavailableforinspectionuponrequest.Horsesorponiesthatareover8yearsoldandhavethreeconsecutivemeasurementsthatplacethehorseinthesameheightgroupoverathreeyearperiodwillbeeligibleforaLifeMeasurementcertificate.(RefertotheEAMeasuringRules)
1.1.5 ThepersonmakinganentryshallensurethattheCompetitorandhorseareeligibleandentered and shownonlyinthecorrectclasses,andthatthehorseisenteredandshownunderitsfullEA registeredname.
1.1.6 Ahorseisineligibletocompeteifitsbrands,microchipnumbersand/ormarkingsdifferfrom those setoutonitsEARegistrationPapers.1.1.7 NopersonshalldefaceoralterEARegistrationPapers,EACompetitionLicensesorEAHeight Certificates.1.1.8 TheJudge’sdecisionshallbefinalsubjecttotheoutcomeofanyprotest,reportorinvestigation madewithintheRules.

1.1.9 Stallionsarenotpermittedinshowhorseclasses.1.1.10 RidersmustwearanapprovedsafetyhelmetasapprovedbyEquestrianAustralia’scurrentstandardsforhelmetsatalltimeswhenmounted.Theretainingharnessmustbesecuredtotheshellattwopoints,properlyadjustedandfastenedatalltimes.Riderswithoutapprovedheadgearshallbeineligibletocompete.1.1.11 Forsafetyreasons,atalltimeswhenridingataneventallcompetitorsmustwearsuitableridingbootswithaheelandlittleornotread.1.1.12 Ridersmustbemountedonenteringandleavingthearenaonpenaltyofelimination.1.1.13 Ifinthelineup,duringaworkout,oronthecirclethereisafallofhorseand/orrideritwillentail eliminationfromthatclass.1.1.14 Ifahorseleavestheworkoutarea,otherthanatthedirectionofajudgeorofficial,itwillentaileliminationfromthatclass.1.1.15 Intheeventofafallbyhorseorcompetitor,itwillbethedecisionoftheJudgeorarepresentativeoftheorganisingcommittee,(informedifnecessarybya doctorormedicalofficerinthecaseofarideroravetorhorsewelfareofficerinthecaseofa horse),astowhethertheriderorhorsecancontinuetocompete.
1.1.16 TheJudgehasthepowertoeliminateahorseorriderifitisdeemedbythejudgetobeerratic and unruly.1.1.17 CompetitionLicenseswillnotbeissuedtoshowhorsesthatarelessthan3yearsoldat1August intheyearoftherelevanteventorcompetition.1.1.18 ACompetitorshallnotexhibitunderaJudgewhenhisexhibitisineligibleforanyreason.1.1.19 Anyoutsideassistanceorintervention,includingcoachingbyvoice,signs,etc.,mayresultinelimination1.1.20 IfaJudgeknowinglypermitsanineligibleriderorexhibittocompete,theJudgeandtheCompetitor mayeachbeheldinbreachoftherules.
1.2 ConflictofInterest
RefertotheEAConflictofInterestPolicy.OrganisingcommitteesareobligedtopublishtheappointedJudges’namesinschedulesandadvertising in advanceoftheshow.CompetitorsareobligedtofindouttheappointedJudgesfortheirclasses.
1.2.1 ACompetitormaynotexhibitbeforeajudgeifwithintheperiodofsixmonthspriortothedateof competition:
a) theCompetitorisamemberoftheJudge’sfamily
b) theCompetitorhasrepresentedtheJudgeorcompetedonahorseownedbythejudgec) thehorseoranyhorsewasownedorleasedby:
• theJudge;• anymemberoftheJudge’sfamily;• theJudge’semployer,employeeorbusinesspartner.• theJudgeorhisbusinesspartner

d) providedprivatelyarrangedtuitiontothehorseor competitor(notincludinggroupclinics).e) theCompetitorhasgivenprivatelyarrangedtuitiontotheJudgeortrainedorprepareda
horse ownedorleasedbytheJudge,(notincludinggroupclinics).f) theCompetitorisemployed,hasbeenemployedbyorhasbeenabusinesspartnerofthe
Judge.g) Inadditiontotheabovepointsacompetitormaynotexhibitbeforeajudgeiftheirfamily
hasprovidedprivateaccommodationfortheJudgewithina3monthperiodpriortoorduringtheevent.
1.2.2 AJudgeorhisfamilyshallnotvisitneitherthecompetitorsnorthecompetitorshorses,norinspect ordiscussanyhorseenteredintheeventforthedurationoftheshow,exceptasrequiredforjudgingandwherepermittedbyrule1.2.3below.
1.2.3 NopersonshallapproachaJudgeforthedurationoftheeventunlesstheyfirstobtainpermissionfortheRingMasterorRingSteward.AcompetitorseekingtheopinionofaJudge mustdosounderthesupervisionofaSteward.1.2.4 ExemptionsmaybegrantedifjudgingappointmentsarealteredwithinsufficienttimeforJudges’namestobepublicisedpriortotheEvent.
1.3 CodeofConductfortheWelfareoftheHorse
ThefollowingcodehasbeendevelopedbytheFEIandadoptedbytheEA.1.3.1 Atallstagesduringthepreparationandtrainingofcompetitionhorses,welfaremusttake
precedenceoverallotherdemands.a) Goodhorsemanagement—Stabling,feedingandtrainingmustbecompatiblewithgood
horsemanagementandmustnotcompromisewelfareofthehorse.Anypracticesthatcouldcausephysicalormentalsuffering,inoroutofcompetition,willnotbetolerated.
b) Trainingmethods—Horsesmustonlyundergotrainingthatmatchestheirphysicalcapabilitiesandlevelofmaturityfortheirrespectivedisciplines.Theymustnotbesubjectedtoanytrainingmethodswhichareabusive,causefearorforwhichtheyhavenotbeenproperlyprepared.
c) Farrieryandtack—Footcareandshoeingmustbeofahighstandard.Tackmustbedesignedandfittedtoavoidtheriskofpainorinjury.
d) Transport—Duringtransportation,horsesmustbefullyprotectedagainstinjuriesandotherhealthrisks.Vehiclesmustbesafe,wellventilated,maintainedtoahighstandard,disinfectedregularlyanddrivenbycompetentpersons.Competenthandlersmustalwaysbeavailabletomanagethehorses.
e) Transit—AlljourneysmustbeplannedcarefullyandhorsespermittedregularrestperiodswithaccesstofoodandwaterinlinewithFEIguidelines.
1.3.2 Horsesandcompetitorsmustbefit,competentandingoodhealthbeforetheyareallowedto compete.
a) Fitnessandcompetence—Participationincompetitionmustberestrictedtofithorsesandridersofprovencompetence.
b) Healthstatus—Nohorseshowingsymptomsofdisease,lameness,significantailmentsorpreexistingclinicalconditionsshouldcompeteorcontinuetocompeteifitswelfarewouldbecompromised.Veterinaryadvicemustbesoughtwheneverthereisanydoubt.
c) Dopingandmedication—Abuseofmedicationanddopingisaseriouswelfareissueandwillnotbetolerated.Afteranyveterinarytreatment,sufficienttimemustbepermittedforthehorse’sfullrecoverybeforecompetition.
d) Surgicalprocedures—Anysurgicalproceduresthatthreatenacompetinghorse’swelfareorthesafetyofotherhorsesand/orridersmustnotbepermitted.

e) Pregnant/Recentlyfoaledmares—Amaremustnotcompeteaftertheirfourthmonthofpregnancyorwithfoalatfoot.
f) Misuseofaids—Abuseofahorseusingnaturalridingaidsorartificialaids(e.g.whips,spurs,etc)willnotbetolerated
1.3.3 Eventsmustnotprejudicehorsewelfare
a) Competition areas — Horses must only be trained and compete on suitable and safe
surfaces.Allobstaclesmustbedesignedwiththesafetyofthehorseinmind.b) Groundsurfaces—Allgroundsurfaceswhichhorseswalk, trainorcompeteonmustbe
designedandmaintainedtoreducefactorsthatcouldleadtoinjuries.Particularattentionmustbepaidtothepreparation,compositionandupkeepofsurfaces
c) Extremeweather—Competitionsmustnot takeplace inextremeweather conditions ifthe welfare or safety of the horse may be compromised. Provision must be made forcooling horses quickly after competing in hot or humid conditions. (Refer to EA HotWeatherPolicy).
d) Stablingatevents—Stablesmustbe safe,hygienic, comfortable,well-ventilatedandofsufficient size for the type and disposition of the horse. Appropriate feed and cleanbedding,freshdrinkingwaterandwashing-downwatermustalwaysbeavailable.
e) Fitnesstotravel—AftercompetitionahorsemustbefittotravelinaccordancewiththeFEIsguidelines.
1.3.4 Everyeffortmustbemadetoensurethathorsesreceiveproperattentionaftertheyhave
competedandthattheyaretreatedhumanelywhentheircompetitioncareersareover.1.4 Abuseofthehorse(Article142,FEIGeneralRegulationsandEArules)
Nopersonmayabuseahorseduringaneventoratanyothertime.‘Abuse’meansanactionoromissionthatcausesorislikelytocausepainorunnecessarydiscomforttoahorse,includingwithoutlimitationanyofthefollowing:
a) whippingorbeatingahorseexcessivelyb) subjectingahorsetoanykindofelectricshockdevicec) usingspursexcessivelyorpersistentlyd) jabbingthehorseinthemouthwiththebitoranyotherdevicee) competingonanexhausted,lameorinjuredhorsef) ‘rapping’ahorseg) abnormallysensitiseordesensitiseanypartofahorseh) leavingahorsewithoutadequatefood,drinkorexercisei) usinganydeviceorequipmentwhichcausesexcessivepaintothehorse.
1.4.1 Reportingofabuse
Anyonewitnessinganincidentofabusemustreportitintheformofaprotest(seeEAGeneralRegulationsArticle163)totheOCimmediatelyorwithin14daysoftheincidenttotheStateEAoffice,whichhastheoptionofpassingittotheDisciplinaryTribunal.Competitorsarealertedtothefactthat,aswellasFEIandEAGeneralRegulation142,cruelapplicationofspurs,whipsorbitsisillegalinsomeAustralianstatesandterritories
1.5 ProtestsPertainingtotheApplicationofCompetitionRulesandConditionsofEntry
1.5.1 ProtestswillonlybeacceptedbyacurrentEAmemberagainstanyperson,horseorbodyinvolvedinanycapacityinanEAeventorotherwisesubjecttothejurisdictionofEAincludingforanyallegedfailuretoobserveanyoftheEARulesRequirementsor

violationofthecommonprinciplesofbehavior,fairness,oracceptedstandardsofsportsmanship,whetheroccurringduringorinconnectionwithanEAevent..
1.5.2 ProtestsinrespectofanymatteroccurringduringorinconnectionwithanEAeventincludingthemattersmustbemadetotheAppealsCommitteeduringitsperiodofjurisdiction
1.5.3 ProtestsregardingmatterswhichhavenotoccurredduringorindirectconnectionwithanEA event orwhichwerenotknownuntilaftertheendoftheeventshallbemadetotheEAState Branch ManageroftherelevantEAStateBranch
1.5.4 ProteststotheAppealsCommitteemustbegivenpersonallytothePresidentoftheAppealsCommittee.ProtestsmadetotheEAStateBranchManagermustbereceivedbytheEABranchnotlaterthan14daysaftertheendoftheevent.
1.5.5 Protestsmustbeinwriting,signedbythepersonmakingtheprotestwhomustbe18yearsor over, andaccompaniedbyanysupportingevidence,includingthenamesandcontactdetails (including telephonenumber)ofanywitness,anystatementfromanywitnessandthe necessarydepositas deemedbytheorganisingcommittee
.1.5.6 Notwithstandinganyprovisiontothecontrary,protestsagainstanyofthefollowingmatters mayonly belodgedwiththeAppealsCommitteeandwithinthefollowingtimelimits
1.5.6.1 Protestsconcerningtheeligibilityofacompetitororhorseortotheconditions ofthearena:not laterthan30minutesbeforethestartoftherelevantclassor competition 1.5.6.2 Protestsconcerninganobstacle,ortheplanorlengthofthecourseforajumping competition: notlaterthan15minutesbeforethestartoftheclassorcompetition; 1.5.6.3 Protestscontainingirregularitiesorincidentsduringaclassorcompetition,orthe classificationofaclassorcompetition:nolaterthan60minutesafterthepostingof theresultsofsuchclassorcompetition. 1.5.7 Notwithstandinganythingtothecontrary,theEAStateBranchManagermay,inspecial circumstanceswhich–inhissolediscretion–warrantsuchaction,refertoaJudicialCommittee a protestagainstanypersonorbodymadebyanypersonorbodyoronhisowninitiative,at anytime, inregardtoanymattercontemplatedbyclause1.5.1andwithoutthepaymentofa deposit.
1.5.8 TheGroundJuryand/ortheAppealsCommitteemustreportanyprotestmadeanditsdecisionorrecommendationtotheEAState BranchManagerassoonaspracticable
1.6 Protests,reports,appealsandYellowWarningCards
1.6.1 AYellowWarningCardmaybeimposedforthefollowing:• Abuseofhorse(anactionoromissioninvolvingthemistreatmentofahorse).• AbuseofanOfficial(includingabusiveorbullyingbehaviourdirectedtoanOfficial
andconductdirectedtowardanOfficialthatdenigratestheOfficial).• FailuretofollowadirectionofanOfficialrelatingtocompliancewiththeserules.
Officials and competitors need to abide by the Codes of Conduct as contained in the EAMember Protection Policy. Refer to the Complaints Procedures, EA Disciplinary By-laws atwww.equestrian.org.auforprocesses.Acopyofthe“YellowWarningCard”isannexedtotherules.

a) SeriousinfringementsinvolvingAbuseofhorse,AbuseofanOfficialorfailuretofollowadirectionrelatingtocompliancewiththeseRulesmustincuraYellowWarningCard.
b) OnlyEAapprovedShowHorseOfficialswiththeappropriateEAaccreditedtraininghavetheauthoritytoissueayellowwarningcardatanevent.FollowingameetingwiththepartyconcernedattheeventYellowWarningCardsmaybeissuedonthedayandwhenbeingawardedbyanEAOfficialshouldideallybedeliveredpersonallytotherider,togetherwithanexplanationastowhyitisbeingissuedandthepossibleconsequencesofanyfurtheroffencesbeingcommitted.IfafterreasonableeffortstheridercannotbenotifiedduringtheperiodoftheeventthattheyhavereceivedaYellowWarningCard,theridermustbenotifiedwithin14(fourteen)daysoftheevent
c) Inthecaseofridersundertheageof18years,aParent/GuardianmustbepresentwhentheriderisissuedwiththeYellowWarningCard.
d) WhereariderreceivestwoormoreYellowWarningCardswithina12monthperiodforthesameoffencetheStateShowHorseCommitteewillprepareareportforreferraltotheEABranchforconsiderationundertheDisciplinaryBylaws/GeneralRegulations.
e) YellowWarningCardsreceivedatbothInternationalandNationaleventswillbetakenintoaccount.
f) TheEAOfficialwilladvisetheirStateBranchandStateShowHorseCommitteeoftheissueofALLYellowWarningCardsandthereasonsfortheissuewithin48hoursoftheevent.
g) TheStateBranchshallassoonaspossibleadvisetheNationalOffice,whowillarrangefortheYellowWarningCardissuetobeenteredintoaNationalDatabaseandwillplacethenoticeontheEANationalwebsite.

responsibled) invitinganypersondeemednecessarytohelpthemreachadecision.e) atleastonejudgefromthecompetitioninwhichtheincidentoccurredmustbeconsulted.

SECTION 5 - STATE HORSE OF THE YEAR AND RIDER CHAMPIONSHIPS
TheserulesaretobeadheredtobytheStateOrganisingCommitteesintheconductofStateHorseofthe YearandRiderChampionshipsandonlyrefertothoseclassesthatqualifyhorses/ridersfortheAustralasian ShowHorseandRiderChampionships.AllStateCommitteesthatdonotadheretotheserulesmayrender allridersandhorsesineligibleforcompetingatthatyear’sAustralasianHorseandRiderChampionshipsat thediscretionoftheNSHC.Intheeventthatacompetitorhasmorethanonehorseinaclass,theriderwillbepermittedtoridemultiplehorses,howeverifattherequestofthejudgesororganisingcommitteethata"goaround"isrequiredforallclassesthenanotherriderwillneedtobeelected.Thenominatedridermustadheretotheagerestrictionsoftheclass.

5.8.1 ShowHorse,ShowHunter,Childs/JuniorandLeadingRein-Ifahorsehascompetedina qualifyingclassatanEAHOTYinthecurrentyearinanotherStateitisnoteligibleto competein anotherEAHOTYinthesamecalendaryear. 5.8.2 RiderClasses-IfariderhascompetedinanEAHOTYinthecurrentyearinaqualifying classinanotherStatetheyarenoteligibletocompeteinanotherEAHOTYinthesame calendaryear.
5.8.3 ShowHunters–ifahorse/ponyisenteredasaShowHunterataStateHOTY,itwillbe precludedfromenteringtheStateHorseoftheYearasaShowHorseandviceversa.
5.8.4 ShouldahorsethathascompetedattheAustralasianShowHorseandRiderChampionships wishtocompeteataStateHorseoftheYearinthefollowingcalendaryear,wheretheState’s HorseoftheYearisheldwithin3monthsoftheAustralasianShowHorseandRider Championshipsanamnestymayoccurinregardstothisrule.Thisrulewillbecomeeffective atthecompletionofthe2017AustralasianShowHorseandRiderChampionships. 5.8.5 AllChangesofownershipandrelevantpaperworkmustbecompletedbytheEABranchwithin 7businessdaysimmediatelyfollowingthecompletionoftheAustralasianShowHorseand RiderChampionships.

5.20AscorermaynotofficiateinanyclasswheretheyhaveaConflictofInterestorperceivedConflictof InterestandwillnothaveanydeliberatecontactwiththeJudgespriortotheclass/classesorinwhichtheConflictofInterestoccurs.

6. AUSTRALASIANSHOWHORSEANDRIDERCHAMPIONSHIPS
6.1 HorsesmustholdcurrentregistrationwithEAandcompetitorsmustbefinancialmembersofEA.
6.2 TheclassahorsequalifiesforatStateChampionshipswillbetheclassthatthehorsecompetesinatthe AustralasianShowHorseChampionships,regardlessofchangestoaheightcertificate.
6.3 AllmeasuringtobefinalisedatStateChampionshipsandanyprotestsatState Championshipsshouldincludeavalidreason.
6.4 Therightofprotestremainsbutdoesnotincludeahorseonceithasqualifiedforthe National
Championshipsunlesstheprotesthadbeenlodgedpriortotheeventof qualification.
6.5 InternationalcompetitorsdonotrequireanEAheightcertificate
6.6 TheselectionofStaterepresentativeswillbethesoleresponsibilityoftheStateBranchconcerned
and entriesmustbelodgedthroughtherelevantStateBranchbytheclosingdateoftheevent.
Thewinnerandrunner-upplacegetterfromstatequalifyingeventswillbeinvitedtocompeteattheAustralasianShowHorseChampionships.Shouldthewinnerandrunnerupaccepttheirinvitationtocompete,thethirdplacegetterwillnotberequired.Ifthewinnerorrunnerupisnotabletoaccepttheirinvitation,thenthethirdplacegetterwillbeeligibletocompete.TheEAShowHorseCommitteewillnotconsiderapplicationsforhorses/ponies/ridersplacedlowerthanthirdplaceattheirStateHOTY.Intheeventthatacompetitorhasmorethanonehorseinaclass,theriderwillbepermittedtoridemultiplehorses,howeverifattherequestofthejudgesororganisingcommitteethata"goaround"isrequiredforallclassesthenanotherriderwillneedtobeelected.Thenominatedridermustadheretotheagerestrictionsoftheclass.
6.7 TheretentionofrelevantStatemembershipfollowingqualificationfortheAustralasianShowHorseand RiderChampionshipsisrequiredasfollows;
6.8 OnceahorsehasqualifiedfortheAustralasianShowHorseandRiderChampionships,thecompetitormustretaincurrentrelevantStatemembershipinthatcalendaryearandtheresidencyofthehorsemustbethesameatwhichitqualifiedfortheAustralasianShowHorseandRiderChampionships.OnceariderhasqualifiedforAustralasianShowHorseandRiderChampionships,theymustretaintheirrelevantStatemembershipforthatcalendaryear.
6.9 AhorsewillnotbedisqualifiedfromrepresentingthestateinwhichitqualifiedasaresultofachangeofownershiporleasewithinthesameState.IfahorseissoldorleasedtoanotherstateitisnolongereligibletorepresenttheStateinwhichitqualified.
6.10 AhorsewhichhascompetedorqualifiedforaStateatanAustralasianShowHorseandRiderChampionshipmaynotcompeteinanyotherState’squalifyingcompetitionintheperiodleadingupto theAustralasianShowHorseandRiderChampionshipsconcerned.
6.11 AhorsecompetingintheShowHorse,ShowHunterandLeadingReinClassesmustberiddenbya memberfromtheStateorTerritorythatthehorseisrepresenting.
6.12 AlljudgeswillbeselectedfromtheEAShowHorseNationalJudgesListandwillberandomlyselected byEANationalOffice:6.12.1 ApaneloffourjudgeswillbeselectedforallOpenShowHorse,OpenShowHunter, Leading

nominatedJudgemustbeontheEquestrianAustraliaNationalJudgesPanel,and havejudgedataminimumofoneHorseoftheYearShows.Whilstfulfillingthese appointmentstheyshouldhavecoveredarangeofclassesincludingOpenShow Horse,OpenShowHunter,LeadingRein,RiderandChilds/Juniorclasses.The judges’experienceshouldreflecttheprestigeoftheeventtheyarerequiredtojudge.AjudgeappointedtotheAustralasianShowHorseandRiderChampionshipsmustnothavejudgedShowHorse/ShowHunterclasses,Riderclasses,Child’sclassesorLeadingReinclassesataStateHorseoftheYear,NewZealandHorseoftheYearoranyAustralianRoyalShowthecurrentyear.NorhavejudgedattheASH&RCinthepreceding5years.
6.13 WorkoutsmustbeprovidedtoallcompetitorsinridingChampionshipsandLeadingReinclassesatleast24hourspriortothecompetition.
6.14 AllhorsescompetingattheAustralasianShowHorseandRiderChampionshipsareeligibletobeswabbedaspertheNationalMedicationControlPolicy.
6.15 Arunner-upandthirdplacegetterwillbeawardedineachclass.
6.16 Resultsofwinners,runners-upandthirdplacegetters,andthenamesofallFinalists(top10)tobesenttotherelevantEAStateBranchOffice.
6.17 TheAustralasianHorseandRiderChampionshipProgrammustrefertotheEAConflictofInterest
policy.
7. ShowHorseJudgingSystem
TheShowHorsejudgingsystemisusedfortheEAAustralasianShowHorseandRiderChampionshipsand thefinalsoftheEAStateShowHorseandRiderChampionships.Alljudgesshouldbeawareoftheprocedure.
Thethreejudgesmuststandseparatelyandjudgewithnoconsultationamongstthem.Attheconclusionof theworkoutsthethreejudgesmarktheirfirst,secondandthirdchoicesonapreferentialjudgingslipand handittoasteward.Thestewardthentalliesthepreferences,givingthreepointsforafirstpreference,two forasecondandoneforathird.Thethreejudgeswillcontinuetostandseparatelyuntilthescorershave determinedthatthereisnoequality.ThethreejudgesmustnotcometogetheruntilauthorizedbytheChiefSteward.
Thehorsewiththehighestnumberofpointsisthewinnerandrunner-upthenexthighest.
Anexceptiontothisruleiswhenanyonehorseisgivenafirstpreferencebytwojudges.Thathorseisautomaticallythewinneronsixpoints,evenifanotherhorsehasonefirstpreference(3points)andtwo secondpreferences(2pointsx2)totalingsevenpoints.Thiscomesaboutasitshouldalwaysbeamajority rulessituationi.e.whentwojudgespickthesamehorse-itisautomaticallythewinner.

8.1 General
Asinallequestriansports,judgesmust:
a) BeinpossessionandhaveanunderstandingoftheEANationalShowHorseRulesandGuidelinesbook andanyamendments.
b) HaveanunderstandingofEApoliciesandby-lawsincludingtheEAMedicationControlPolicy,theEA MemberProtectionPolicyandtheEADisciplinaryBy-Laws
c) Treatrequestsfromcompetitorstoexplaintheirdecisionsasanopportunitytoassistthecompetitorto improvetheirperformance.

1.11 DutyofCare
1.9.1 Attimeswhenthevenueandfacilitiescannotbepreparedtothedesirablestandard(forexample,hardgroundduringdroughtconditions,unstableorslipperysurfaceduetowetweather),theOrganisingCommitteeshouldmakeallendeavourstoinformcompetitorsofthe associatedrisksofcompetingunderthecurrentconditions–forexampleoverthePublic AddressSystem.Competitorsmaythenassessthepotentialrisksassociatedwithcompeting. UnderextremecircumstancesitmaybeinthebestinterestsforallconcernedfortheOrganising Committeetosuspendcompetitionuntilconditionsimprove.
