FOREWORD

Welcome to our 3rd Edition of the Directory of Scientists and Technicians in Zambia. Human resource remains a key element in achieving aspirations of continental and global frameworks such as the STISA 2024 and the Sustainable Development Goals (SDGs). It is important now more than ever for countries to understand the kind of capacity they possess within them in order for them to make informed decisions on the direction of their resources for human capital development. A critical mass of scientists is important to Zambia especially with the desire to industrialise.

The directory was first introduced as a means to encourage networking and information sharing among scientists in Zambia.

Today its use has grown not only are we using it for networking and information sharing but it is also being used to track our scientific and technological capacity in the country through provision of statistics on scientists and technicians according to their fields of science and technology. We are also able to derive statistics on scientists and technicians by gender.

The above are key indicators in accessing the human resource capability of the country as well as providing informed policy advice which is key in policy formulation and creation of a country strategy on human capital development.

The directory has also made it easier to forge strong partnerships and linkages for researchers within the country and with our strategic partners at the bilateral and multilateral levels.

It is our strong conviction that the directory will continue to contribute to key policy direction in S&T human capacity development and it is our sincere hope that the document continues to grow.

Our future plan is to make the directory accessible online through the NSTC website and capture a wider network of scientists and technicians in the country.

Strategic Research Fund (SRF)

The Government of the Republic of Zambia through the Ministry of Higher Education created the Strategic Research Fund (SRF). The Fund is administered through a Fund Management Committee at the Ministry of Higher Education and implemented by the National Science and Technology Council (NSTC). The Fund support basic and applied research prescribed under national priority areas. The SRF mainly targets public and private Research and Development (R&D) Centres and Institutions, in order to streamline research and development and to effectively rationalize research resources.

Objective of SRF – The Fund aims to support research and development projects in specific research areas which can generate new knowledge in basic and applied sciences, and develop products or processes necessary for further development and commercialisation. It is also aimed at enhancing research capabilities and expertise within Zambia.

Research Areas – The research activities supported under the SRF are those focused towards meeting the industrial needs in new and emerging fields of science, engineering and technology in the context of national interest. The SRF supports research in the following areas:

!Industry; e.g. Alternative Energy; Materials sciences; Manufacturing!Agriculture; e.g. Post harvest processing; plant and animal disease; crops and animal productivity etc.!Health; e.g. HIV/AIDS; Malaria; Tuberculosis etc.!Environment; e.g. Water and sanitation; Waste to wealth; Drought and desertification etc.!ICT; e.g software development biometics cybersecurity

Eligibility – The following are eligible to apply:

!Public and Private Science and Technology Research and Development (R&D) Centres/Institutions and Institutions of Higher Learning (IHL) that are registered with NSTC.!Zambian graduate students studying or conducting research at institutions registered with NSTC.!Individual Zambian researchers who are not in any institution shall be required to be affiliated to a registered R&D or learning institution.

(i) The research proposals should be practical and focussed towards problem solving in the identified priority research areas.

(ii) Proposals that demonstrate a strong multi-disciplinary and collaborative approach among researchers and institutions in Zambia are most preferred.

How to apply -The Strategic Research Fund is available to Zambian researchers who meet the requirements once a year on a competitive basis. Applicants are expected to submit a completed application form to NSTC within the call period for a particular year.

Research opportunities under the Bilateral Research Cooperation Programme. Currently running are the Zambia-South Africa and Zambia-Mozambique Joint Research Programmes. The funds are available to Zambian researchers and researchers in the two Countries.

Science and Technology Innovation Youth Fund (STIYF)

The Government of the Republic of Zambia created the Science and Technology Innovation Youth Fund (STIYF) aimed at assisting the youth to develop their Scientific and Technological innovations with specific focus on innovations that are relevant to the creation of employment and wealth.

The Fund is focused on enabling the youth innovators play a more significant role in the development of key sectors of the economy.

The Fund is administered under the Ministry of Higher Education through a Fund Management Committee and implemented by the National Science and Technology Council (NSTC) through a Technical and Financial Committee.

The overall objective of the STIYF is to promote the development and application of scientific and technological innovations by the youth for employment and wealth creation.

The specific objectives are:

!To support the development and piloting of scientific and technological innovations by the youth;!To promote a culture of innovativeness among the youth and;!To promote the acquisition and use of Intellectual Property Rights (IPR) by youth innovators.!The fund is available to Zambian Youth below the age of 36 years. The youth are eligible as individuals or as groups.

For the purpose of this Fund, an Innovation is “a new Scientific and/or Technological idea or process that changes a way of doing something and can be commercially successful”.

Eligible innovations shall be those:

The Technology Development and Advisory Unit (TDAU) of the University of Zambia (UNZA)operates as a semi-autonomous engineering research and development unit. Zambia has 15 million hectares of water in the form of rivers, lakes and swamps, which provide the basis for extensive freshwater fisheries. Everyone in

Zambia, irrespective of socio-economic status, enjoy fish. However, demand for domestic fish for consumption still outstrips production. The sector, because

of its mostly rural setting, continues to contribute significantly to rural development in terms of employment and income generation and reducing poverty. It is

Did you know that Institutional Intellectual Property Rights Policies have great potential to spur innovativeness within the institution?

In 2016, the National Science and Technology Council NSTC held its first ever Zambia Science Conference. The conference was held in collaboration with our partners the German Research Foundation (DFG) and the National Research Foundation (NRF) of South Africa.

The Conference is a flagship event which will be held annually targeting researchers, research and innovation managers, academia, university and college students, the media and policy makers. The conference is a aimed at;

1. Provide a platform for knowledge and experience sharing among the scientific community, researchers, local institutions and international participants.

2. Share knowledge and concepts on how best to strengthen and operationalize science, technology and innovation policy agendas.

3. Networking and creation of new partnerships in the science enterprise

4. Facilitate development of linkages between the scientific community and policy makers' in order for them to adequately address the needs of the public in as far as science, technology and innovation issues are concerned.

In 2016 the theme was focused on Agriculture (Animal, Soil, Plant and Horticulture). In 2017 the conference will focus on Animal Sciences and it will be held alongside the Global Research Council Annual Meeting in Livingstone from 22nd to 23rd November, 2017.

Why Register

1. Registration of Research and Development activities is a legal requirement as prescribed by the Science and Technology Act No. 26 1997. Any contravention in respect of the rules and regulations set out in the Science and Technology Act No. 26 of 1997 are liable to a fine not exceeding twenty thousand penalty units or a term of imprisonment not exceeding five years or both.

2. Registration with the NSTC further promotes collaboration and sharing of information between and/or among institutions.

3. Institutions stand to benefit from the competitive research grants offered by the National Science and Technology Council.

R&D Registration at NSTC

REGISTRATION AND RENEWAL OF REGISTRATON OF RESEARCH AND DEVELOPMENT INSTITUTIONS /CENTRES AND ACTIVITIES FOR THE YEAR 2017

The National Science and Technology Council (NSTC) is a statutory body established by the Science and Technology Act No. 26 of 1997, to Coordinate, Promote, Regulate, and Advise government on Science and Technology Policy and Development. The functions of the NSTC among others include the regulation of research in science and technology and to register institutes and centres in the science and technology sector in accordance with PART IV section 9 of the Science and Technology Act No. 26 of 1997.

It is therefore a legal requirement as prescribed by the Science and Technology Act No. 26 of 1997 that All Research and Development (R&D) institutions and Centers in Zambia are to be inspected and registered with the NSTC. Registration with the NSTC further promotes collaboration and sharing of information between institutions. Any contravention in respect of the rules and regulations set out in the Science and Technology Act No. 26 of 1997 will be liable to a fine not exceeding twenty thousand penalty units or a term of imprisonment not exceeding five years or both.

Such registration of Research and Development Institutions/Centers and Research activities is conditional upon fulfillment of registration requirements and payment of registration/renewal of registration fees.

Kindly take note that the registration period is between January and March, of every year, as such, the NSTC strongly advises that such registration is done within this period.
