OBJECTIVE To ensure compliance to UESB and NAPOLCOM-Approved Standard speoncations for Anti-Riot Gas Mask with canisters subject for procurement, evaluation, and/or acceptance by the Philippine National Police. III. ORGANIZATION The technical evaluation will be conducted by a committee headed by the Chief, Criminalistics Section of Clothing and Equipment Division, Directorate for Research and Development or a representative deSignated by the Director, ORO. The members will come from other Directorates, the user, and other selected units of the PNP as provided for in the existing rules and requlatlons 'governing the conduct of T&E for PNPequipment. Supplier's representatives shall witness all test procedures and parameters and are authorized to operate the subject equipment or item. IV. SAMPLING PLAN , , Samples to be tested will be picked-up in random from the delivered product or manufacturing line's lot number, as the case may be. At least ten percent (10%) of the total delivery of each item is needed. V. TEST PARAMETERS A. INSPECTION PROCEDURES 1. SUBJECT: TEST AND EVALUATION (T & E) PROCEDURES FOR ANTI-RIOTGAS MASK WITH CANISTERS '

II. OBJECTIVE

V. TEST PARAMETERS

A. INSPECTION PROCEDURES

1. Evaluators should conduct inventory of deliveries of the equipment tobe tested.

2. The number of samples submitted must be in proportion to the size ofsub lots or sub batches, or parts of the lot or batch.

3. The number of items/equipment picked-up at random, nor the wholecount of its delivery, must not be included in the items that previously failed,if test has been already conducted.

4. Pictures, videos and taking notes of the items shall be taken andobserved as part of the documentation.

S. First aid medical team must be provided in case of emergency.

B. TEST PROCEDURES:

Visual Examination and Comparative Examination:

1. All the features of each item must correspond to NAPOLCOM-approvedstandard specifications. If said items are out-of-specification, they arealready considered "NON-CONFORMING" with said specifications and shouldnot be accepted. No further tests will be conducted on the said delivery,hence, shall be withdrawn by the supplier (Annex "A" - Evaluator'sComparative Analysis Report). .

2. Evaluators shall check the instruction manuals and proper labeling ofeach item/equipment,' its trademark/manufacturer's label, country of origin,stock number, lot number, date of manufacture and date of expiry, whichshall be embossed as much as possible (Annex "8" - Evaluator's VisualExamination Report).

3. Evaluators shall thoroughly inspect each item/equipment to insure thateach part of the equipment are in proper order and free from any damage,for use.

4. Evaluators must answer the criteria on visual examination for facepieceand canister, as contained in the Evaluator's Evaluation Report (Annex "C').

Functional Test:

S. Samples randomly selected will be used in the functional test.

6. A short briefing shall be conducted on the following:

6.1 Test Participants shall be grouped accordingly and they musttake note of the criteria as included in the Test Participant's Report(Annex "0'').

6.2 Supplier must give instruction on the proper donning andd~ffjng procedure of gas masks. Proper wearing of the gas masksmust be strictly observed. Canisters must be carefully placed onto theinlet port and face-piece must be fit. It must be assured thatrespirators do not leak and the canister (filter) is the proper type forthe contaminant present

7. The conditions of the test must include but are not limited to:

7.1 The concentration of contaminant (s) in the atmosphere7.2 The temperature and the humidity of the ambient atmosphere7.3 Dimensions of the room '7.4 Dimension and/or number of ventilation/outlet7.5 Canister speCification and design7.6 Psychological state of the wearer7.7 Level of physical activity of the wearer

9.1 Outdoor

• Perform negative and positive pressure test. Test Participants shalladvise any failure of the equipment.

• Perform the speechdiaphragm test and .evaluate.• Each Test Participant wearing the test equipment shall be ready to

enter the designated test area.• A Riot Control Agent will be introduced in a specific area where the

actual test will be conducted.• Test Participant shall occupy the contaminated area as soon as

possible.• Test Participants must take note of smell or taste of contaminants,

difficulty in breathing, irritation brought about by the contaminants ordizziness, as the case maybe. If the evaluator,experienced any of the

unusual indications, he must give a hand signal to the designatedSafety Officer (onsite) to exit and free himself from any danger.

• If contaminants penetrate the masks, indoor test will no longer beconducted and items will be automatically considered "NON-CONFORMING"to NAPOLCOMapproved standard specifications.

• Length of time the evaluators stayed in the smoke-filled area and timepassed after the activation of Riot Control Agent must be recordedaccordingly.

9.2 Indoor

Control Agent will be introduced.• Test Participants shall familiarize themselves with the entry and exit

points, and procedures in the conduct of the test.• Enough time shall be allowed to introduce the contaminants into the

test areal room before entry of personnel wearing the gas masks withcanisters.

• Test Participants shall enter the designated room after 3 minutes.• Test Participants must take note of smell or taste of contaminants,

difficulty in breathing, irritation brought about by the contaminants ordizziness, as the case maybe. If the evaluator experienced any of theunusual indications, he must give a hand signal to the designatedSafety Officer (onsite) to exit and free himself from any danger.

• Personnel who entered the smoked area must not inhale anycontaminant.

• Length of time the evaluators stayed in the smoke-filled room and timepassed after the activation of Riot Control Agent must be recordedaccordingly.

10. Up to maximum of three (3) functional tests are allowed.

C. EVALUATION

The following criterion shall be observed:

1. Canisters (filters) that were penetrated by smoke/contaminants areconsidered "NON-CONFORMING".

2. Final Report by the Evaluators shall be honored by the supplier;however, this is not a bar from appealing their case through officialcommunications to the Director for Researchand Development.

3. The supplier shall. shoulder all the expenses incurred for thespared/discarded canisters and gas masks.

4. Previous conditions such as improvements, lacking accessories, or anynoted defect on the face piece and canister during the pre-qualification must becomplied by the supplier. If compliance to previous conditions is not met, theitems are automatically rejected and the supplier is advised to withdraw all theitems, unless replacements/repair are allowed.

5. All the agreements undertaken durinq the pre-qualifications and initialevaluation will form part of the final evaluation/acceptance.

6. Test and Evaluationwill be limited to three times.

7. In case of complain or contest on the result; a third party designate(Industrial Technology Development Institute or ITDI, Department of Scienceand Technology or DOST)shall conduct the test at the expense of the supplier.

D. REPLACEMENT WARRANTY

The Company (Local Supplier and the Foreign Manufacturer/Supplier)warrants that the item delivered could provide the required level of protectionfrom the circumstances that it is intended. In case during the period ofwarranty, the items need the necessary repair and/or replacement, the Companyshall warrant its full repair and/or replacement, for a period of two (2) yearsupon FinalAcceptance.

VI. RESCISSION

All other Test Procedures,Guidelines or SOPscontrary to or inconsistent withthe provisions of this Test Procedures are hereby rescinded, modified or amendedaccordingly.

VII. EFFECTIVITY

This Test and Evaluation (T&E) Procedures for Anti-Riot Gas Masks withCanistersshall take effect upon approval.
