1 Introduction, review of the last meeting minutes & action points-NCC.
The meeting was convened under the chairmanship of
Piyali Mustaphi, Chief Nutrition UNICEF, in the
interim of Nutrition Cluster Coordinator (NCC).
Participants introduced themselves. Previous minutes
were endorsed and action points reviewed using the
tracking matrix.

2016 CHF 1st allocation: the allocation strategy is
drafted ($20 million). The OCHA representative in the
meeting informed the audience that there will not be
any allocation for nutrition this time. It will only be
for IDPs, Food, shelter, NFIs and multi-sectoral
assessments.
Nutrition may benefit from the 2nd allocation.

- IMAM reports: Partners have been reminded to
submit all the reports from January to March 2016
through the nutrition database (SAM, MAM, IYCF and
MN)
- 2016 HRP project registration: All partners need to
register their nutrition related humanitarian response
projects. Partners are not required to register activities
part of BPHS/EPHS services.

3 Introduction of Supercereal for AM-PLW Treatment – WFP (presentation attached)
WFP updated the cluster members that the TSFP (OPD-
MAM) treatment for AM-PLWs will change from a
food basket to a specialised nutritious food: Supercereal
(SC). The SC is a fortified wheat-soya blend with sugar,
which is successfully used globally and recommended
for AM-PLW treatment.
In advance of the switch, WFP will carry out a small
acceptability (taste) test. The test will also facilitate the
design of a communication strategy to support SC
acceptability and adherence.
Cluster members asked questions on the SC
energy/calories, and on the composition of the SC.

- CD WG:
ACF and SCI to send an overall report as well as
monthly reports to PND regularly on the training
information in their relevant provinces.
All group members are going to start working on
developing “post training monitoring toll/checklist”
which will be finalized during next meeting.
IMAM Officer/PND would coordinate the issue of
developing community SOP with CBHC department of
the MoPH to get their consent and support.
Selection of the criteria for the trainees of the nutrition
diploma course is done and will be shared with the
members of the NPCC to get their ideas.
- IMAM WG:
Finalisation of the revised IMAM Guidelines is under
discussion within the IMAM WG and PND. Any
revisions to the AM-PLW treatment and admission/exit
criteria can be added by PND at a later date, as
necessary.
SAM supply is ongoing for 2nd quarter of 2016 by
UNICEF.
IMAM TWG members without UNICEF, WFP,
AKHS, ACF and SCI are permanently absent, so
IMAM TWG members should be reassigned.
The Supply Chain Management SOP is ready and will
be sent to PND and its training may be conducted in
May, 2016 by UNICEF
- IYCF WG:
Collected photos of BMS labels should be presented in
national committee of BMS code, so different relevant
ministries will take actions for its improvement in order
to be according to standards. 4 hospitals (Rabia Balkhi,
Malalai, Dasht Barchi, Istiqlal and Cure) are monitored
for BFHI implementation to see availability of: BFHI
focal point, BFHI technical committee and cascade of
BFHI and/or SOP trainings to the rest of the staff, IYCF
IEC materials, better implementation of BMS code 10
steps reporting on BFHI
- MN:
Development of a protocol for iron supplementation to
premature and low birth weight baby. Successful
implementation of first round 1000 day campaigned in

developed and sent to ministry of justice for approval.
84 MoPH and MoE provincial staff received WIFS
ToT.
WIFS program is practically implemented in Parwan
district.
- AIM WG:
Surveillance tool (GM) revised with Early initiation of
breast feeding
Rational of small scale surveys discussed and the
decision was to go:
- By villages not by districts to increase the
coverage
- The AIM working group should decide about
small scale surveys before conducting the
surveys
- The implementing partner should be fully
involved from the planning phase
- Based on the surveys the AIM will recommend
action points as needed

5 Key Partner Updates-All
ACF:
According to the plan, ACF was to do a SMART survey
in Wardak, but, due to accessibility issues, it’s moved
to western region in Hirat province.
Medair:
There is a plan to do a SMART survey in Kandahar
province, with the support of ACF
PND:
- With UNICEf and WHO support, PND conducted
ToT SAM training. Cascading trainings are to be
conducted for all TFU staff in the country
- PND team is conducting regional workshop in Hirat,
after a monitoring exercise in western provinces (Hirat,
Ghor, Farat and Badghis) to discuss on the findings.
- NNSS database is being revised
- A one day nutrition database refresher training
conducted for western region provinces

2nd quarter 2016 SAM supplies are getting released. All
partners are asked to request on time after PND and
GCMU send email to them. This will help to avoid
shortage of supplies.

WFP – Gulan Camp: OPD-MAM support from WFP
was extended for only 1 month to May 15th. The NCC
will meet with UNHCR and WFP/UNICEF to discuss
their obligations for support of TSFP under their global
mandate. Pending outcomes of that meeting, the
Ghulan Camp services will be extended
