Bangladesh needs to develop a strong bond market to meet the financing demands of large infrastructure projects,
speakers said at a seminar yesterday.
“We need to work together to establish a financial system that will provide various avenues for financing the large
infrastructure projects,” said MA Mannan, state minister for finance and planning, at the event held at the capital's
Radisson Blu Water Garden hotel.

IDLC Finance and Public Private Partnership Authority jointly organised the seminar on the development of bond
market in Bangladesh.
Bangladesh's infrastructure investment requirement is 7 percent of GDP but current investment stands at less than 3
percent. The development partners invest about 1.5 percent of GDP, meaning there is a financing gap of about 3
percent.
“If we can develop a bond market, it will not only meet the financing gap but also have a positive impact on the lives
of the citizens of Bangladesh,” Mannan added.
Bangladesh's financial system is heavily dependent on the banking industry, which shoulders 62 percent of the
financing needs, followed by the stock market at 20 percent, bond 15 percent and insurance 3 percent.
The bond market is fully dominated by the government treasury bonds, with only two corporate bonds being in the
market.
But in peer countries the prevalence of corporate bonds is much higher. It is over 40 percent of GDP in Malaysia, 20.5
percent in Thailand, 6.2 percent in the Philippines, 2.7 percent in India, 1 percent in Vietnam, while it is just 0.2 percent
in Bangladesh. A bond is a fixed income security that provides fixed interest, making it comparatively safer than a stock
for risk-averse investors.
Speakers said Bangladesh is unfortunately yet to develop a strong bond market. Neither policy makers nor the
corporations have shown any substantial interest in bonds, they said.
As a result, the general investors have little idea about how a bond works.
Swapan Kumar Bala, commissioner of the Bangladesh Securities and Exchange Commission, emphasised the
importance of having access to alternative means of financing for investors.
“Proactive regulatory policies are essential for the development of a bond market in our country,” he added.
Vinod Kothari, an internationally recognised consultant on specialised financial subjects, and Bidyut Kumar Saha,
senior financial sector specialist of the Asian Development Bank, presented two papers at the seminar.
They said a strong bond market is necessary for diversification of financing options and long-term investment. It also
works as complement to foreign funding.
Arif Khan, CEO of IDLC Finance; Syed Afsor H Uddin, CEO of PPP Authority under the Prime Minister's Office; and
Alamgir Morshed, managing director and head of financial markets of Standard Chartered Bangladesh, also spoke.

Islami Bank's remittance proceeds fall 13pc
Remittance receipts of Islami Bank Bangladesh fell 13 percent in 2016 compared to the previous year.
The bank received remittance worth Tk 27,998 crore last year, down from Tk 32,106 crore in the previous year,
according to the bank's latest annual report.
The bank's market share in terms of remittance receipts fell to 26 percent last year from 26.57 percent in 2015.
The bank's business was affected by the recent downtrend in remittance inflow as remittance is a major source of
income for the bank, said a senior official.
In 2016, Bangladesh's remittance income stood at $13.61 billion -- the lowest in five years, according to central bank
statistics. The receipt was $15.32 billion in 2015.

The bank is also going through a period of transition amid a major reshuffle in its board. Foreign investors are intending
to take away their investment from the bank, which had a negative impact on the bank's share price.
The bank declared 10 percent cash dividends for 2016, which was one of the lowest in the recent past; the low dividend
also took a toll on its share prices. The bank made a net profit of Tk 446 crore in 2016.

Jeddah-based IDB to sell off two-thirds of its Islami Bank shares
The Islami Bank currently contributes over 25% in small and medium-sized enterprise (SME) development in the
country
The Islamic Development Bank is selling off two-thirds of its shares in Islami Bank Bangladesh Limited (IBBL) as part of
its tenure strategy to drive maturing institutions.
The Saudi-based lender is bringing down its share to 2.1% in IBBL from the existing 7.5%, IDB correspondence Dr Arif
Suleman said on Tuesday.
“There has been a misconception that the Islamic Development Bank is leaving Islami Bank. We are not leaving, we
are just reducing our shareholdings,” clarified Suleman in response to queries from journalists on the sideline of the
34th Annual General Meeting of IBBL in Dhaka.
“The role of IDB in all our member countries, not only in Bangladesh, is development. In terms of IBBL, the focus has
been on developing the Islamic financial services sector in Bangladesh and also help in the development of the country
itself… we have served our purpose as an institution in IBBL. But we are not leaving,” he said.
Currently, the Islami Bank contributes over 25% in small and medium-sized enterprise (SME) development in the
country and its making a positive impact. Globally it is recognised as a highly reputable institution.
Despite reduction of shareholding, IDB will remain on board and will be active in IBBL, the IDB correspondence said.
Two foreign investors hold 52% shares of the IBBL, including 7.5% by IDB.
When asked for his comment on the ongoing high-level changes within IBBL, Suleman said: “All the changes happened
with consent of the board. Everything was done is according to the rules and system of the country. So these are the
board’s decisions and we stand by them.”
Responding to a query on two divisions in the IBBL board, Suleman said he did not know about two groups.
“I do not see a dispute. What the chairman has stated publicly in his address is where the board stands.”
Asked if the reduction in shares, given the current situation of IBBL, will create a crisis in the bank, he said: “I do not
think there is any risk or crisis issue… the reduction in our shareholdings is part of our tenure strategy, which was
adopted in 2015. We are doing this not only in IBBL, but also in other ventures abroad.”
The Islamic Development Bank is an international Islamic financial institution, established in accordance with Articles
of Agreement done at the City of Jeddah, Kingdom of Saudi Arabia on August 12, 1974, signed and ratified by all
member countries.

Chittagong-based S Alam Group is tightening its grip on Islami Bank Bangladesh Limited as one of its (Group) newly
established companies on Tuesday announced that it would buy 3.20 crore more shares of the bank coinciding with
the Islamic Development Bank’s declaration of selling the majority of its stake in IBBL.
On the same day, the infighting in the IBBL board led to removal of Syed Ahsanul Alam as the bank’s vice-chairman
after three weeks of bickering, especially between IBBL chairman Arastoo Khan and Ahsanul.
Excel Dyeing & Printing Ltd, a little-known Chittagong-based company that holds a directorship post in IBBL, on
Tuesday in a notice to the Dhaka Stock Exchange declared to buy 3.20 crore more shares of the bank at the
prevailing market price within 30 days.
The IDB, which has grown frustrated with the recent changes in the IBBL board, on the day announced that it would
sell off 8.69 crore shares, cutting down its total stake of 12.07 crore shares in IBBL.
A number of IBBL directors told New Age that Excel Dyeing was mainly a company of S Alam Group.
Badrun Nessa Alam, a sister of Group’s chairman Mohammed Saiful Alam Masud, is the chairman of Excel Dyeing
while her husband Wahidul Alam Sheikh is the managing director.
Excel Dyeing is one of the seven little-known companies that bought Islami Bank shares heavily in last one year and
entered into the IBBL board by taking directorship posts after the government decided to free the bank from people
linked with Bangladesh Jamaat-e-Islami.
The six other companies are Armada Spinning Mills, ABC Venture, Grand Business Ltd, Platinum Endeavors, Paradise
International and Blue International.
IBBL chairman Arastoo Khan is a representative-director from Armada Spinning Mills which is also believed to be
linked with S Alam Group.
IBBL board members said the seven companies linked with S Alam Group hold at least 14 per cent shares of the bank
and once the Excel Dyeing’s purchase of 3.20 crore more shares is completed, the percentage would increase.
A number of directors said that there had been competition among a number of large business groups in the country
to acquire the shares to be offloaded by the IDB.
IBBL board member Md Sirajul Karim is now the representative of Excel Dyeing.
Contacted by New Age, Sirajul on Tuesday admitted that Badrun Nessa Alam is a sister of S Alam Group’s chairman
Mohammed Saiful Alam Masud and Wahidul Alam Sheikh is her husband.
Wahidul is the managing director of the company, he said adding that the business entity started to purchase shares
of IBBL from June, 2016.
Saiful Alam could not be reached over mobile phone for his comment.
The decision of Ahsanul’s removal as vice-chairman came from a board meeting of IBBL after its annual general
meeting which was held at the Army Golf Club at Kurmitola in the capital Dhaka.
Ahsanul, however, was not present in the AGM and the board meeting.
IBBL chairman Arastoo Khan at a briefing told reporters after the AGM and the board meeting that Ahsanul made
false statements to the media against the bank in last two weeks damaging the bank’s image.
‘Ahasnul also broke the oath of directorship as he leaked confidential information of the board meeting to the media
persons. From now on, he will play role as an independent director. Besides, we don’t need to have two vice-
chairmen in the board as Yousif Abdullah Al-Rajhi is a vice-chairman of the board,’ he said.
The IBBL board also selected Shamim Mohammad Afzal as the chairman of risk management committee, removing
Md Abdul Mabud, he said.
Asked why seven directors recently sent a press release to the media with the warning of resignation from the
board, Arastoo said the bank had already informed the central bank that one of his directors (Ahasnul) was
threatened and asked to resign from the board.
Ahsanul, who has been in conflict with Arastoo for the last few days, on May 20 sent to the media a press release
making the warning with signatures of seven directors including him of the 20-member board.
Ahsanul told New Age on Saturday evening that Arastoo was against them and the directors would resign if any
director of the bank was forced to resign.
In a Facebook post, Ahsanul on May 13 said that some top officials of the bank backed by corrupt government
officials were involved in an ‘exclusion-inclusion conspiracy’ in the bank’s board of directors.
‘Due to the conspiracy, it’s only a matter of time before I am forced to resign from the bank’s board,’ he said in the

Facebook post.
IBBL board director Abdul Matin, who was one of the signatories of the press release, told at Tuesday’s press briefing
that the seven directors of the board had signed the press release as they (directors) would not expect that any of
them was forced to resign under pressure from any influential group.
‘But, Ahsanul misused our statement and we are united under the present leadership of IBBL chairman Arastoo
Khan.’
At the briefing, IBBL vice-chairman Yousif, who is a representative of Saudi-based Al-Rajhi Group, said that the bank’s
financial position was now very good and his business institution would continue relationship with the bank.
Arastoo Khan at the AGM said that the IBBL board on May 13 had selected Musaed Abdullah Al-Rajhi, another
representative of Al-Rajhi Group, as a director of the bank.
The bank sent the proposal to the central bank to get final approval, he said.
Many shareholders of IBBL expressed dissatisfaction over the bank’s declaration of 10 per cent cash dividend and the
turnout of shareholders at the AGM was low.
IBBL director Areef Suleman, who is the representative of Jeddah-based Islamic Development Bank, told reporters
after the AGM that the IDB would not leave Islami Bank and it would just reduce its stake in the bank.
He said, ‘We will reduce our stake in the bank to 2.1 per cent from the existing 7.5 per cent. The IDB usually shifts its
investment from an Islamic bank when the bank becomes fully established.’
Suleman said, ‘IBBL have become a strong bank with a contribution of 25 per cent to the country’s SME sector.
The IDB will shift its investment to another Islamic bank in a Muslim country by selling its shares in IBBL, which is a
normal process,’ he said.
The largest private bank of the country has recently plunged into crisis because of internal conflicts after the changes
in its board of directors earlier this year as per a government move to oust from the bank people loyal to Bangladesh
Jamaat-e-Islami, many of the top leaders of which have been convicted of war crimes.
On January 5 this year, former IBBL chairman Mustafa Anwar, its vice-chairman M Azizul Huq and managing director
Mohammad Abdul Mannan resigned from the board and former Bangladesh Commerce Bank chairman Arastoo
Khan was made the new chairman of the bank.
The then Union Bank managing director, Md Abdul Hamid Miah, was made the new managing director of IBBL.

New VAT rate may be 12pc
Commerce Minister Tofail Ahmed hinted Tuesday at fixation of VAT rate lower at 12 per cent, but said the
announcement would come from the finance minister.
He said the uniform VAT (Value Added Tax) rate would not affect consumers.
"The new VAT rate won't touch essential commodity prices. We gave VAT waiver on many products," the commerce
minister told newsmen after a meeting with High Commissioner of Brunei in Bangladesh Hajah Masurai binti Haji
Masri at his secretariat office.
The pared-down new VAT rate will be tolerable and realistic, he noted.
Mr Ahmed said businesspeople have nothing to lose with VAT rate since it's the consumers who pay the VAT. They
wanted concessional VAT rate on some products, which the finance minister turned down by saying that the rate
would be uniform.
"We are reducing VAT rate considering the consumers' benefit," he said.

The VAT and Supplementary Duty Act 2012, which is going to be fully enforced from July, set a new flat VAT rate at
15 per cent.
Giving the arithmetic of the modifications, Mr Ahmed said if VAT is reduced by 1.0 per cent, the revenue loss would
be Tk 80 billion. Thus, reduction in VAT by 3.0 per cent will lower the revenue collection by Tk 240 billion.
The minister also said the stock of essential commodities in the market is much higher compared to their
demands. Thus, there is no possibility of price hike of essential commodities during the month of holy Ramadan.
He requested the businessmen not to make exorbitant profit. They should act responsibly, he added.
Mr Ahmed said various steps have been taken to keep commodity prices stable. The commodity prices and their
supply situation will be closely monitored.
Regarding price hike of sugar, the minister said there is no reason for it at present when the price on the global
market is on a downturn.
He said he will soon sit with officials of City Group and Meghna Group, the two key players in this field, to discuss the
reason for sugar-price rises.
The minister said he had instructed the chairman of the Trading Corporation of Bangladesh (TCB) to import more
sugar and sell at a subsidized rate.
He said the government will take steps to raise bilateral trade with Brunei.
Mr Ahmed said he requested Brunei to invest in special economic zones in Bangladesh.

VAT collection target to be 40pc higher
The government is likely to gun for VAT collection 40 percent higher than current fiscal year's revised target in fiscal
2017-18 by way of implementation of the new VAT law that commands a uniform 15 percent VAT for most goods and
services.
Revenue collectors may be given the task of collecting Tk 91,000 crore next fiscal year, up from current year's revised
collection goal of Tk 65,000 crore, said a senior official of the finance ministry.
Word on the increased revenue target comes at a time when the policymakers are mulling over a 3 percentage point
cut in VAT rate under the new law to bring it to 12 percent.
In addition, the government is considering increasing the VAT-free turnover ceiling to Tk 36 lakh and hiking the highest
threshold of turnover tax to Tk 1.5 crore annually to make businesses happy, the official said.
Policymakers said although the rate cut may cause a loss of revenue, the end of VAT collection at reduced rates
applicable for 65 products and 22 services under the existing VAT law will increase receipts. The government scheme
to install 50,000 electronic cash registers at the retail level is also expected to curb tax evasion and increase collection.
The new VAT law will take effect from July 1.
Also, the increase in supplementary duty rates for some key revenue-generating products and services such as tobacco
and mobile will make up for the loss in revenue receipts from the slash in uniform rate to 12 percent.

The government is also considering impose SDs on the import of 700-800 products in the upcoming fiscal year from
existing 170 items.
Insiders said the hike in the list of items to face SDs is planned in the face of demands from businesses for protection
to local industries from competition with imported products and safeguard the interest of export-oriented industries.
The government is expected to fix the total revenue collection goal for the National Board of Revenue at Tk 248,000
crore, which 34 percent higher than the revised target for fiscal 2016-17.
VAT is the biggest source of revenue collection for the government, followed by income tax and import duty, according
to the NBR.

Govt may hike duty to make up for VAT loss
The government may increase supplementary duty on some products and services, including tobacco and usage of
mobile phones, to make up for the potential revenue loss from a cut in the planned VAT rate.
The increased SD on these sectors may help cover a part of the revenue loss, said a senior official of the finance ministry
yesterday.
The measure is being considered as the government mulls reducing the VAT rate from 15 percent that will be
applicable across the board once the new law comes into force from July 1. On May 21, Finance Minister AMA Muhith
said the rate would be lowered slightly.
Concerns are high that imposition of the unified 15 percent VAT rate on all goods and services, from multiple rates at
present, may fuel costs of living and affect low and fixed income consumers.
In response to a query on the reduced VAT rate, the finance minister on May 21 said it will be finalised on May 25 or
26. He reaffirmed that a single rate will be in effect instead of multiple rates.
The minister held a meeting with Prime Minister Sheikh Hasina on May 14 on the proposed budgetary measures,
including activation of the new VAT law for 2017-18.
Insiders said the government may reduce the rate of the indirect tax to 12 percent. Earlier, Muhith told reporters that
a one percentage point cut in the rate will cause a revenue loss of Tk 4,000 crore.
The finance ministry official said SDs are to be increased on items that generate large amount of revenue. Cigarettes
and usage of mobile phones are the two sectors that together bring more than a third of the total revenue collected
from businesses and economic activities domestically.
At present, cigarettes are subject to as high as 64 percent SD and 15 percent VAT. Mobile phone users have to count
5 percent SD along with 15 percent VAT and 1 percent surcharge. Policymakers had also considered imposing VAT on
English medium schools. But the Supreme Court ruled in February that the government can't collect VAT from the
students of these schools, giving some relief to the guardians.
As per the government plan, VAT will account for 40 percent of the total revenue collection target of Tk 236,000 crore
in the upcoming fiscal year. The target is 31 percent higher than the revised target for the outgoing fiscal year. VAT, a
consumption tax, is the biggest source of revenue.

Businessmen in the export-oriented garment accessories
sector are fearing a rise in production costs due to
implementation of the proposed VAT law from July despite
assurances to the contrary from the revenue authority.
At present, all export-oriented sectors are out of the purview
of value-added tax. The new law prescribes a uniform 15
percent VAT for most goods and services.
The VAT officials at the field levels -- knowingly or unknowingly
-- have said that if any trader buys garment accessories from
the local market and sells those to the export-oriented
garment factories, VAT will have to be paid at the government-
fixed rate.
“When I met a VAT official he told me that the garment
accessories traders will have to pay VAT if he purchases from
the local markets and re-sells to the same markets,” said an
accessories trader and garment exporter asking not to be named.
However, Zakir Hossain, deputy project director of the National Board of Revenue's VAT Online Project, said if any
accessories trader purchases goods from the local market by opening letters of credit they will not have to pay the
VAT.
The traders will have to pay the VAT if the goods are purchased from the local markets in cash, but the sum can be
reclaimed at the end of the month in the form of rebate.
“So ultimately, the garment accessories makers and traders would not be paying the VAT,” Hossain told The Daily Star
by phone.
The export-oriented garment accessories sector should be exempt from VAT even if they purchase from and re-sell to
the local market, the accessories trader said.
If the proposed VAT rate of 15 percent is implemented for garment accessories as well, the garment sector's cost of
production will go up abnormally and Bangladesh will lose its competitiveness in the international markets, said the
trader.
“Most of the accessories makers and traders run small businesses as they do not have big capital. As a result, these
small accessories makers and traders would be in big trouble if the new VAT law is applied to the sector.”
Moreover, the new VAT is not well understood by the majority of the small accessories makers and traders.
“So, there is a big chance of misunderstanding between the VAT officials and the small businessmen,” he added.
Currently, garment exporters are overburdened with the 0.70 percent tax at source, said Md Abdul Kader Khan,
president of the Bangladesh Garment Accessories and Packaging Manufacturers and Exporters Association.
If the VAT is imposed the sector will be abnormally affected, he said.
The garment accessories makers have invested more than Tk 30,000 crore, according to Khan.
The number of accessories making factories is nearly 1,600.
“Now we are capable of meeting the whole requirement of the garment sector,” said Khan.
The share of accessories sector is 20 percent in the total garment export, he said. For instance, if a formal shirt is
exported at Tk 100, the accessories makers get Tk 20.

With the rise of the sector, the local manufacturers can supply cartons, sewing thread, buttons, stickers, labels, steel
buttons, zippers, hand tags, plastic hangers, collar interlinings, tissue papers, plastic clips and printed materials to the
garment sector.
The local manufacturers are also supplying accessories worth nearly $1 billion in a year to some other rising export-
oriented sectors like ceramics, frozen fish, flowers, crockery and pharmaceuticals.
In the early days of garment business in the 1980s, Bangladesh was dependent on accessories imports from China,
Hong Kong, Taiwan, Turkey and India.
“Now, the accessories makers import only if the retailers and brands select a particular item from a particular country,”
Khan added.

Apparel exporters gear up to make sportswear
Local garment makers are gearing up with fresh investment to enter the global sportswear markets, as demand for
the items is on the rise with changes in taste and fashion.
Although Bangladesh is the second largest garment exporter worldwide after China, it has little presence in the global
sportswear market worth $270 billion. China and Vietnam are currently dominating the market.
Bangladesh exports a few million jerseys during different occasions, although the country has greater potential in the
sportswear segment, for both fashion and sports functional wear.
“We are setting up a big factory in Gazipur on 50 bighas of land to produce specialised garment items, including
sportswear, wind jackets, denim items and swimwear,” said Abdus Salam Murshedy, managing director of Envoy
Group, a leading garment exporter.
The group is investing Tk 500 crore in the proposed plant, Murshedy added.
KM Rezaul Hasanat, chairman of Viyellatex Group, said sportswear has two segments – fashion and functional. The
fashion segment includes garments that are used like any other apparel item, while the functional items are used for
performance during sports.
Local manufacturers export fashion sportswear items on a limited scale, but they are yet to explore functional wear,
said Hasanat who also ships sportswear to a European buyer.
Asif Zahir, director of Ananta Apparels, said they have plans to set up a separate factory to produce sportswear in
future, as demand for Bangladeshi goods is rising worldwide.
Momin Mondol, managing director of Mondol Group, another leading garment exporter, said they shipped a few
million pieces of jerseys during the last football world cup in Brazil in 2014. Bakhtiar Uddin Ahmed, general manager
at Fakir Apparels Ltd, a Narayanganj-based garment maker, said his company produces sports t-shirts and trousers on
a limited scale.
Mohammad Hatem, former vice-president of Bangladesh Knitwear Manufacturers and Exporters Association, said he
supplied eight lakh pieces of jerseys to 10 football playing nations, including Brazil, Germany, France, Portugal and
Argentina, during the last football world cup.
Hatem sold the jerseys between $2 and $2.50 a piece.
Hatem said many factories in Bangladesh supply jerseys to different football clubs in Europe, like Barcelona, Real
Madrid, Manchester United and FC Bayern Munich.

Seven yrs after, seven projects under first Indian LoC limping
Seven of the projects under the first Indian Line of Credit (LoC) still limp along even after confirmation of the loan
seven years ago, while two more LoCs lie in wait.
Officials gave Tuesday such a situation with the execution of the seven projects, involving a sum of US$699.07
million. The projects are under the modified US$862 million worth of first LoC.
They said completion of the seven projects by Bangladesh Railway (BR) and Bangladesh Standards and Testing
Institution (BSTI) was long way off owing to different complexities in way to execution.
In the last joint project-review meeting in Dhaka last month, the Indian government side had expressed their
disappointment over the delays in implementation of most of the projects under its first LoC.
In the meantime, India already offered Bangladesh another $2.0 billion second LoC in 2016 and a third one worth
$4.5 billion early this year.
The government has already taken up 21 projects for implementing under the second and third LoCs.
"It is quite disappointing that the implementing agencies are so incapable, they can't execute the projects despite
confirmation of the Indian first LoC in August 2010," a senior Ministry of Finance (MoF) official said, seeking not to
be quoted by name.
He said only eight projects out of total 15 under the 1st LoC had so far been completed while the remaining seven,
costing $699.07 million, are still incomplete.
Out of the seven struggling projects, the state-owned railway-service provider, BR, is implementing six while one is
being implemented by BSTI.
The two -- BR and BSTI -- have claimed that complexities in the procurement process, difficult land-acquisition
system in Bangladesh and some other procedural problems came out as key reasons for the delay in project
implementation under the LoC-I.
A BSTI official said some problems emerged when the Indian contractor supplied necessary equipment, resulting in
the execution delays.
"When we were going to commission the machinery, supplied by the Indian contractor, faults were detected. So, we
asked the supplier to replace the equipment.
"We hope the problems will be resolved soon," he added.
Meanwhile, a General Manager of BR, Mozibur Rahman, told the FE that their LoC-supported seven projects were
being implemented in full swing.

"We are forced to start the work with delays as land acquisition took huge time for Khulna-Mongla railway line-
construction project. Land development for the track has recently been started. I am hopeful of completing the
entire works by December 2019," said Mr Rahman, also the director of the project.
He said they had awarded works to two Indian companies early last year to start the construction of the railway
track and the Rupsha Rail Bridge within 42 months from the awarding of contract for the $308.92 million project.
India-company IRCON will construct the railway track between Khulna and Mongla and another Indian company --
Larsen & Toubro Ltd -- will build the Ruphsha Rail Bridge over the Rupsha River in Khunla.
According to the BR officials, the US$ 102.9 million-cost construction of 2nd Bhairab and 2nd Titas Bridge with
approach rails project has had a good progress as 83 per cent of the total allocated funds from the Indian LoC have
been disbursed till early this year.
The remaining $123.1 million-supported Construction of 3rd & 4th dual-gauge track in Dhaka-Tongi section and the
doubling of dual-gauge track between Tongi and Joydevpur including signalling works, $79.95 million- supported
Procurement of 120 broad-gauge coaches, $78.1 million- supported Rehabilitation of Kulaura-Shahbazpur section of
BR, and $3.63 million-funded Replacement and modernisation of signalling and interlocking of three stations of
Ashuganj-Akhaura section in east zone of BR have also been struggling for long.

IDLC launches open-end mutual fund
IDLC Asset Management Ltd launched its first open-end mutual fund—IDLC Balanced Fund—at a programme at
Sonargaon Hotel in Dhaka on Monday.
IDLC Asset Management is a wholly-owned subsidiary of IDLC Finance. IDLC Finance is the sponsor of the fund and
IDLC Asset Management is its asset manager, the company said in a statement.
Investment Corporation of Bangladesh is the trustee and custodian of the fund.
IDLC Balanced Fund offers fund management through skilled fund managers mitigating investment risk.
Investors can invest anytime, any amount starting from Tk 5,000 (for individuals) and Tk 50,000 (for institutions) with
the facility of anytime fund withdrawal at net asset value with the lowest exit load.
Investors can also check the present value of their investment every week on the company's website.
The objective of IDLC Balanced Fund is to provide the investors with regular annual income as well as capital gain in
the long run. AB Mirza Azizul Islam, a former caretaker government adviser, attended the event as the chief guest.
“IDLC is launching its first mutual fund for the common people of Bangladesh,” said Arif Khan, CEO of IDLC Finance.
“As a result of mass participation presumably with a long-term orientation, our capital market will receive a good,
stable flow of fund.”
Since individual investors will participate in the capital market through institutionalised products like mutual funds,
volatility of the market will be lowered, Khan said.
“IDLC Balanced Fund will give people a tool to better manage their fund and grow it consistently over a longer horizon
to materialise their aspirations of life,” said Rajib Kumar Dey, managing director of IDLC Asset Management.

Brac Bank's profit rises 104pc
Brac Bank's profit after tax surged 104 percent year-on-year to Tk 126.7 crore in the January-March quarter this year.
The bank's consolidated earnings per share (EPS) hit Tk 1.62 in the first quarter, up from Tk 0.98 in the same period of
2016, according to a statement.
Selim RF Hussain, managing director and CEO of Brac Bank, and AK Joaddar, deputy managing director, presented the
financial results at a programme at the bank's head office in Dhaka yesterday.
Local and foreign investment analysts and capital market experts participated in the programme.
Hussain said, “Brac Bank has kept pace of its outstanding financial performance beyond 2016 and delivered a strong
financial performance in the first quarter of 2017.”
The bank is confident of continuing this business momentum over the next few years, he added.
The bank has 182 branches, 460 ATMs and 448 SME unit offices with its customer base now standing at 1.5 million.

LafargeHolcim, StanChart team up for distributor financing programme
LafargeHolcim Bangladesh Ltd has become the latest partner of Standard Chartered Bank's “Distributor Financing”
programme.
The bank is offering the programme for the distributors of LafargeHolcim to enhance its business capacity, the bank
said in a statement.
This global programme is part of the bank's 'Banking the ecosystem' initiative, which aims at deepening relationships
with corporate clients, and their buyers, according to the statement.

Bangladesh, signed the agreement at the head office of the bank in Dhaka on Sunday.

International News Huawei narrows gap with Samsung, Apple in smartphone sales
China's Huawei has narrowed the gap with its two biggest competitors Apple Inc. and Samsung Electronics in global
smartphone sales, first-quarter data from research firm Gartner showed on Tuesday.
The Chinese network-to-consumer-electronics builder increased its market share to 9 percent during the first quarter
from 8.3 percent in the year-earlier period.
"Huawei has now steadily held the third spot in the worldwide ranking of smartphone vendors," Anshul Gupta,
research director at Gartner, said in a statement.
"However, pressure is mounting as its counterparts in China are catching up."

Chinese vendors Oppo and Vivo grew their shares of the market to 8.1 and 6.8 percent respectively, helped by
aggressive marketing and sales promotions, posing a threat to both Huawei and Apple in China, where Oppo is the No.
1 smartphone seller.
Samsung Electronics kept its top spot but saw its market share shrink to 20.7 percent from 23.3 percent as it continued
to feel the impact of its costly Galaxy Note 7 recall last year after several devices spontaneously caught fire.
"Although Samsung announced that pre-orders for the Galaxy S8 and S8 Plus are up 30 percent year on year, the
absence of an alternative to Note 7 and the fierce competition in the basic smartphone segment are leading Samsung
to continuously lose market share," Gartner's Gupta said.
Apple's market share dropped to 13.7 percent from 14.8 percent. The first quarter of the year is Apple's weakest when
sales dip after the holiday-heavy fourth quarter. Customers are also holding back on buying iPhones in anticipation of
new models that will be launched later in the year.
Overall, 380 million smartphones were sold during the first quarter, 9.1 percent more than in the year-earlier period.
