House Energy and Water Appropriation Bill Cuts Renewable Energy Funding

In the House Appropriations Committee’s FY 2014 Energy and Water Development and Related Agencies Appropriations bill, released for

consideration this week, Congressional Republicans outlined a budget that would cut as much as $873 million from renewable energy

programs. The decision on next year’s budget could certainly affect funding for the geothermal industry.

Renewable energy programs are funded at $983 million – a cut by $911 million, and a nearly 50% reduction from what Congress had

approved only months ago. The Advanced Research Projects Agency-Energy (ARPA-E) program is reduced by $215 million (-81%). “The

bill totals $30.4 billion – a cut of $2.9 billion below the fiscal year 2013 enacted level and a reduction of $4.1 billion compared to the

President’s request,” according to the committee’s press release. “This level is approximately $700 million below the level caused by

sequestration for these programs.” The bill seeks to protect the Energy Department’s core science programs and defense-related

spending for nuclear weapons.

“In these tight budget times, sacrifices must be made to safeguard programs critical to the nation’s security and well-being. This bill

reflects these hard choices, prioritizing funding to maintain our nuclear weapons and ensure the safety and readiness of the nation’s

nuclear stockpile, and to invest in essential infrastructure projects to enhance safety and encourage commerce. This is a good bill that

guarantees these programs are maintained, while recognizing current budget constraints,” Chairman Rogers said.

Meanwhile, the Senate Appropriations Committee approved the overall funding levels for its expected Appropriations bills, a move that

starts its part of the annual funding process. Chairwoman Barbara Mikulski (D-MD) pointed out that the funding level was consistent with

the budget passed by the Senate in March. She argued that the Senate spending level was needed to: "promote a thriving economy;

provide for our national security; educate our children; train a competitive workforce; invest in medical breakthroughs; care for our

veterans; promote energy independence; and build a resilient infrastructure that can support a growing nation."

Chairwoman Mikulski specifically pointed out the difference between the House and Senate on energy saying, "We all want to promote

energy independence in this country, yet the House cuts renewable energy programs by over $1 billion, or 57 percent." Politico.com;

Administration’s Plan May Limit Emissions at Existing Power Plants

Limits on the carbon emissions of existing power plants is under discussion by the president and members of his Cabinet, Heather Zichal,

Obama's deputy assistant for energy and climate change was quoted this week by Eenews.net. According to Zichal the key administration

members will “focus on depoliticizing the climate on climate policy." Zichal suggested expansion on existing policies around renewable

energy on public land and pointed to the Clean Air Act – possibly hinting at regulating greenhouse gases at new and existing power

plants, a plan supported by court rulings. "We know we can do this. And we know that ... the solutions to tackle greenhouse gas

emissions can garner bipartisan support and build on Americans' innovative spirit."

"For the sake of future generations, our generation must move toward a global compact to confront a changing climate before it is too

late," Obama said at a speech in Berlin this week. Electric power plants are responsible for ~40% of greenhouse gas emissions, notes The

New York Times.

EPA Confirmation Delay Raises Questions About U.S. Carbon Rules

By Sustainable Energy Coalition/SUN DAY Campaign, Source: Reuters -- With a Senate vote on Gina McCarthy, President Barack Obama's

nominee to head the Environmental Protection Agency, still in limbo, speculation is rising about the fate of a proposed emissions rule for

new power plants that was scheduled to have been finished in April. But Senate Majority Leader Harry Reid has said he will not schedule

a floor vote on McCarthy's nomination until after the chamber finishes working on immigration reform, which could be in early July. One

Republican senator continues a hold on the nomination in an ongoing dispute involving a Mississippi River levee project. Industry and

environmental groups have been waiting for the EPA to complete one of its most eagerly anticipated regulations, the so-called New

Source Performance Standard for new power plants. Under the rule, which some say could play a major role in Obama's climate strategy,

no new power plant could emit more than 1,000lb CO2/MWh - about the same as a new natural-gas combined-cycle power plant. The

emissions target is far lower than even the most efficient coal plants today, which emit carbon at around 1,800 lb CO2/MWh.

U.S. Tax Code Has Minimal Effect on Carbon Dioxide and Other Greenhouse Gas Emissions, NAS

Report Says

Current federal tax provisions have minimal net effect on greenhouse gas emissions, according to a new report from the National

Research Council. The report found that several existing tax subsidies have unexpected effects, and others yield little reduction in

greenhouse gas emissions per dollar of revenue loss.

According to NAS, The models indicate that the provisions subsidizing renewable electricity reduce greenhouse gas emissions, while

those for ethanol and other biofuels may have slightly increased greenhouse gas emissions.

In addition, the committee examined the broader implications of tax provisions and climate change policy and concluded that tax policies

can make a substantial contribution to meeting the nation's climate change objectives, but the current approaches will not accomplish

that. While the report does not make any recommendations about specific changes to the tax code, it says that policies that target

emissions directly, such as carbon taxes or tradable emissions allowances, would be the most effective and efficient ways of reducing

greenhouse gases.

"Their conclusion is not surprising," said Karl Gawell, GEA's Executive Director. "GEA's recent analysis of the externality value of

geothermal power that shows even with the PTC the price signals in the market still don't fully value the environmental, public health and

MidAmerican Energy Holdings Co: CalEnergy and City of Riverside Execute Major Geothermal Power

Purchase Agreement

Press Release (Imperial Valley, California) June 18 -- CalEnergy, LLC, a newly formed subsidiary of MidAmerican Energy Holdings Company

and TransAlta Corporation (TSX: TA; NYSE: TAC), executed an agreement that will provide Riverside, Calif., residents and businesses with

renewable geothermal energy from 2016 through 2039. The agreement is one of the largest single purchases of geothermal energy in

North America (86 megawatts), which is more than 25 percent of the total generation CalEnergy, LLC has available for recontracting.

“We are delighted that this power purchase agreement with the city of Riverside, coupled with new capital improvement plans of more

than $1 billion over time, will sustain these facilities for another 30 years,” said Bill Fehrman, president of MidAmerican Renewables,

whose parent company is MidAmerican Energy Holdings Company. MidAmerican Renewables oversees MidAmerican Geothermal, which

is based in Imperial Valley, Calif., and owns the 10 geothermal facilities with TransAlta.

“We are pleased to be able to expand on our existing business with the city of Riverside, providing them additional reliable,

environmentally responsible power far into the future and to raise the bar regarding the quality of our product with our new portfolio

contract structure for geothermal marketing,” said Paul Taylor, president of TransAlta USA.

Rather than contracting power from individual facilities, the facilities are marketed together as a group providing a more diversified

supply and additional flexibility regarding volume and timing to meet customer’s renewable energy supply needs. Customers also have

the ability to secure contracts in increments of as low as 5 megawatts.

“This significant contract with the city of Riverside, providing more than 20 percent of its total energy needs, speaks volumes to the

advantages of base load geothermal generation,” said Steve Larsen, president of MidAmerican Geothermal. “In addition, the Salton Sea

Known Geothermal Resource Area, where our power plants are located, has the proven capacity to provide clean renewable energy for

homes and businesses for several communities in California for the next 30 years.”

Mitsubishi Power Systems: Pratt & Whitney Power Systems Acquisition Complete

Scientific Drilling: SDI Opens New Northeast Asia Facility

Press Release (Houston, Texas) May 28 -- Scientific Drilling International (SDI) recently hosted a grand opening celebration for its new

Northeast Asia facility in Manila, the Philippines.

Over fifty guests from companies, both local and abroad, participated in an afternoon of networking, technology presentations, tours,

Obama Leaves Climate Change-Fighting Tool on Shelf for Now

second term, but so far has not acted to strengthen a tool that does not require backing from Congress - the National Environmental

Policy Act. While it does not have the power to block development, NEPA forces officials to consider the environment before approving

federal projects, and the White House has proposed that climate change should rank high among those concerns. In early 2010, the

White House suggested it would make an update to NEPA that would require counting greenhouse gas emissions among the impacts

worthy of a NEPA review. But those standards have been on ice ever since they were written. Democratic lawmakers have called on the

White House to weigh climate change in proposals like the Keystone XL oil pipeline and coal export terminals planned for the Pacific

Northwest.

Texas: SMU Geothermal Laboratory Founder Retires; Conference Presentations Online

The Southern Methodist University’s Geothermal Laboratory said in an e-mailed newsletter that its founder is retiring. Dave Blackwell,

founder and director of the Southern Methodist University Geothermal Laboratory will retire and transition to Professor Emeritus.

Additionally, presentations from the Lab’s March conference are now online, along with video recordings of FERC Chairman Jon

Wellinghoff and DOE Program Manager Doug Hollett, who were Keynote speakers. Smu.edu.

Kenya: ERC Launches Renewable Energy Portal

The Energy Regulatory Commission of Kenya (ERC) has developed the Web-based Kenya Renewable Energy Portal to provide information

on licensing and regulatory requirements for renewable energy project development in Kenya. The goal is to consolidate and reduce

transaction costs for renewable energy developers. The Portal includes prerequisites for application, fees and charges, expected

processing time, contact persons and office location, renewable energy electricity tariff structures, status of the renewable energy sector,

Central America’s Barriers to Renewable Development Addressed in Worldwatch Institute Report

“The Way Forward for Renewable Energy in Central America” is a new report from environmental researchers Worldwatch Institute and

INCAE Business School. The roadmap covers seven countries -- Guatemala, Nicaragua, Belize, El Salvador, Costa Rica, Honduras and

Panama – many of which have shown dedication to renewables development. "Central American countries have issued ambitious policy

statements that express political will for the further advancement of renewables, and some of them have made significant progress,” co-

author Ana María Majano, associate director of INCAE Business School's Latin American Center for Competitiveness and Sustainable

Development, was quoted in press. GEA has noted that geothermal energy plays an important role in El Salvador, generating

approximately 24% of the country’s electricity, though the country is still primarily dependent on imported oil.

The findings of the study showed countries’ vast renewable energy resources are undertapped, while an estimated 7 million people in the

region have limited or no access to electricity. Fossil fuel use is increasing, but has negative effects and is unlikely to ever reach people

who live in remote areas. Co-author Alexander Ochs, director of Climate and Energy at Worldwatch, was quoted that increased regional

use of fossil fuels is triggering significant health, societal and economic costs, including rising greenhouse gas emissions and worsening air

Canada: Old Mining Sites in Nova Scotia Approved for Geothermal Project

The government has granted permission in the Nova Scotia town of Springhill to tap into water sources at old mining sites in the area for

the purpose of producing geothermal energy. This would be the first municipal geothermal program in the province. These mining sites

are estimated to hold an estimated 49 billion liters of water. Globalnews.ca

Canada: CanGEA Updates Canadian Geothermal Supply Chain and Sector Profile

The Canadian Geothermal Energy Association (CanGEA) has released two new reports. The Canadian Geothermal Supply Chain report

defines the segments of the geothermal industry, including power and direct use of heat and cooling industries, and segments that are

both directly and indirectly related to the value chain of development. The Canadian Geothermal Sector Profile report analyzes market

participation and includes companies involved in Canadian and international geothermal markets. Similarities of the geothermal industry

to related industries such as oil & gas, carbon capture and storage/sequestration, and mining sectors are analyzed for technology and

Chile: Feed-in-tariff for Geothermal Suggested at $0.30 per kWh

Chile is considering a feed-in tariff (FIT) for all “non-conventional” renewable energies, with the FIT for geothermal of $0.20 to $0.30 per

kWh. The bidding process for the FIT would be held every two years, with a focus on power generation, and would be open to all

interested developers. Press reports quoted Chilean energy undersecretary Sergio del Campo Fayet at the recent 2nd International

Congress on Geothermal Energy in Chile, where he said the proposal is part of the “20/20 Law” vision of the Chilean Government to reach

Dominica: Delegation Meets with Financier of Geothermal Project

Prime Minister Roosevelt Skerrit’s delegation was set to visit AgenceFrancaise Development (AFD) in Paris today, June 20. The agency

has provided financing for the exploratory phase of Dominica’s geothermal program and has agreed to provide financing (6.5 million

Euros) for drilling the production well. AFD is expected to delve into legal, institutional, and regulatory arrangements affecting

geothermal development, while the government team will share Dominica`s strategy for developing geothermal energy and plans for a

small power plant. From Dominica, Public Works Minister Rayburn Blackmoore, permanent secretary in the Minister of Public Works

Lucienne Blackmoore, Ambassador Vince Henderson, and chairman of the Technical Committee on Geothermal Energy Development

Montserrat: Second Geothermal Well Drilled

Work on the second well of Montserrat’s geothermal project is nearing completion, with a depth of 1,184 m. “We anticipate that over

the next three weeks drilling will be completed and we will continue monitoring the warm-up and making preparations to test both

wells,” the government said in a release. The project’s first well was completed by Iceland Drilling Company in May, to a depth at 2,298

m. The project on the British Overseas Territory is being fully funded by Britain’s Department for International Development (DfID).

American Samoa: Plans for Geothermal Drilling Underway

Drilling for geothermal energy on the main island of Tutuila could start next year, Timothy Jones, director of American Samoa’s Energy

Office told press. “We have the geological society taking a look at American Samoa from satellite and taking a look at us from geological

studies and telling us where the best places are to drill,” Jones said. “We’re going to drill three pilot holes and look for that steam. We

have a very high probability of hitting and once we establish that, that will lower our bills probably by 50 percent.” Rnzi.com

Australia: Financing Changes will Allow Demo Geothermal Plant to Proceed

A new financing arrangement for Petratherm’s demonstration plant at the Paralana South Australian site scales down the project’s size

but allows it to proceed. The Australian Renewable Energy Agency (ARENA) will provide a $13 million grant that will meet half the costs

of the drilling program, and the plant will be downsized from a planned 30 MW to a 7-MW facility. Petratherm was awarded a $62.8

million grant in 2009 under ARENA’s predecessor but ran out of money. The change means that the project will only require a smaller

$26 million grant from the previous program. “ARENA will continue to review projects in the context of the market and act to support

the development of renewable energy technologies, making them more affordable and ultimately increasing their use in Australia,”

ARENA CEO Ivor Frischknecht told press.

The flexible funding approach is seen as a “shot in the arm” for the company, Petratherm Managing Director Terry Kallis was quoted.

“It’s a massive boost for the entire project and an important vote of confidence by the Government in Petratherm’s capabilities and the

geothermal energy sector in general,” he said. Moving forward a second deep well will be drilled into the hot rock reservoir created

Indonesia: Government to Offer New Geo Purchase Price and a $302M Exploration Fund; Seeks Higher

Education Participation in the Industry

An Indonesia government official said a new pricing plan for buying electricity from geothermal power plants is expected to encourage

developers and could revive stalled projects. The price rise is anticipated to be in the range of $0.17 and $0.30 per kWh, depending on

the power production capacity of the plant, in five groups: 55MW, 20 MW-55 MW, 10 MW-20 MW, 5 MW-10 MW, and under 5 MW.

“The prices will be determined through a tender. Those with the lowest bid will win the geothermal projects being auctioned,” Energy

and Mineral Resources Minister Jero Wacik was quoted by press, speaking at the Indonesia International Geothermal Convention and

Exhibition.

Meanwhile, a fund to finance geothermal exploration is being set at $302 million, Saritaon Siregar, chairman of the Finance Ministry’s

investment agency, told press. “If exploration shows good results, the local government can put the area for bidding and investors that

win can repay the exploration funds to us,” Siregar said.

The government is also seeking the involvement of higher education. Geological Agency head at the Energy and Mineral Resources

Ministry Calvin Karo-Karo was quoted in press, “The government should not be alone in developing geothermal energy. The involvement

of the community, especially higher education institutions, is important and an activity like this should routinely be held in various

universities.”

“The Geological Agency has invited Strata 1 and 2 university graduates to conduct their research. They don’t have to cover the costs; we

will do that for them. They are free to choose the specific areas and we will provide the funds for the surveys and the information-

Indonesia: Projects in Lampung and Bali Meet Local Opposition

A geothermal power project in Lampung by PT Supreme Energy has been suspended until January of next year, after protests from

residents on the slopes of Mt. Rajabasa. Villagers in Jeti village said the geothermal project would “damage the social structure of the

community,” according to press reports.

Supreme Energy has already spent around $30 million on a geothermal study and, along with its partners, plans to invest more than

US$800 million for the exploration and construction of a plant. The consortium won the permit in 2010 and has an agreement with PT

PLN to sell electricity from the proposed plant at the price of 9.5 US cents per kilowatt-hour. The proposed power plant would have a

capacity of 2 x 110 MW.

At the same time, construction of a geothermal power plant in Bedugul reserve forest is being rejected by Bali’s community, according to

reports, although the central government’s Energy and Mineral Resources Minister Jero Wacik said recently the project would continue.

Hindu high priest Ida Pedanda Sebali Tianyar Arimbawa was quoted in press, “Geothermal power is obviously not in line with our belief

that the mountain is a holy place. We just hope that the central government will respect it.” The province`s governor, I Made Mangku

Pastika, also said he would reject the development. "I think it is a local wisdom that we must uphold and until now my response (towards

Domuyo Geothermic Project, Neuquen, Argentina Accepting Sales of Bids (deadline extended to July 10)

The Embassy of Argentina announced The Secretariat for Investment Development and Trade Promotion of the Province of Neuquen

(ADU-NQN) has extended the sales of bids on the Domuyo Geothermic Project until July 10, 2013, and has also extended the date for

receiving the proposals and the opening the envelopes. The project is published in Bank Projects of Productive Investments (BaPIP) of

this Secretariat, under No. 101 (Project on Generating Energy from the Use of the Resources of the Domuyo Geotermico).

From the Executive Summary: “The sponsoring institution will award an exploration contract in order to determine and extract

endogenous vapors in Maitena and María Victoria mines. This contract will provide the right to exercise the option to exploit the

mining concession contract with the sponsoring institution to build and operate one or more geothermal power plants in order to supply

the Argentine wholesale electricity market (MEM for its acronym in Spanish) and/or the Energy Provincial Entity of Neuquén (EPEN for its

acronym in Spanish).” Minimum amount required from investor: US$ 10,000,000.00. The feasibility study has been completed. Tax

National Geothermal Academy Returns to Univ. Nevada-Reno (July 8 thru Aug. 2)

The 2013 National Geothermal Academy’s four week intensive summer course is returning to the University of Nevada, Reno this

Zayed Future Energy Prize Seeks Submissions (by Aug. 5)

Submitted by Zayed Future Energy Prize -- Submissions are now open for the 2014 edition of the Zayed Future Energy Prize. The Prize is

an annual $4 million award for excellence and innovation in the fields of renewable energy and sustainability. Over the last five years, the

Prize has honored 21 organizations and individuals for their innovation in renewable energy in the categories of: large corporations; small

and medium enterprise; non-governmental organization; lifetime achievement; and global high schools (distributed amongst 5 schools

from five regions--Americas, Europe, Africa, Asia and Oceania). Close of nominations for lifetime achievement is July 22, and submissions

GEA Honors Nominations are Open (deadline extended to September 6)

Nominations are currently being accepted for the Geothermal Energy Association (GEA) Honors 2013 awards program. This year, awards

will be given to GEA member companies in the following categories: Technological Advancement: Awarded to an individual or company

that has developed a new, innovative or pioneering technology to further geothermal development; Environmental

Stewardship: Awarded to an individual or company that has fostered outstanding environmental stewardship through the use of

geothermal systems.

This award will be presented in conjunction with the Environmental and Energy Study Institute (EESI); Economic Development: Awarded

to an individual or company that has made a substantial contribution to the development of local, regional or national markets through

the development of geothermal systems; as well as honors in the Special Recognition category: Nominations will also be accepted for

special recognition of individuals and companies for outstanding achievement in the geothermal industry. These awards are open to GEA

members, as well as non-member companies and individuals.

The GEA Honors program deadline for nominations has been changed to September 6. For more information or to submit a nomination,

RFP for a Renewable Energy Project, Chugach Electric (rolling submissions through March 31, 2014)

Submitted by Chugach Electric Association -- Chugach Electric Association, Inc. issued this Request for Proposal to solicit competitive

proposals for renewable and zero-carbon energy sources. This GEA notice notes some of Chugach Electric’s key details of the RFP.

Eligible projects will range in size from 5 to 50 megawatts (“MW”) and rely upon renewable or zero emission fuels or energy sources for

electricity production. Chugach is soliciting renewable energy resources that comply with the Green-e Energy National Standard 2.0 --

Currently wind, solar, geothermal, certain types of hydropower, certain biomass, biodiesel and fuel cells powered by renewable fuel

(Green-e.org). This RFP is open to submittals at any time during the rolling review process, which is initially intended to run from April 1,

2013 through March 31, 2014. The rolling submission deadlines are: June 30, 2013; September 30, 2013; December 30, 2013; and March

31, 2014. Chugach will review projects submitted before each Submission Deadline prior to the next Submission Deadline. Bidders must

indicate their interest and establish themselves on Chugach’s “Renewable RFP 2013 List” by completing the Expression of Interest form

(Appendix B of the RFP) which should be sent via e-mail to ron_vecera@chugachelectric.com. The subject line should read, “(company

name) intends to propose RFP 13-05.”

Although geothermal technology is well established, there are a number of new advancements that have extended applicability and

Session Title: Geothermal and Oil/ Gas Industries: Areas for Mutual Benefit

The use of oil and gas fields for electrical development has been rigorously discussed for years, but rarely acted upon. The application of

geothermal co-production and geo-pressured hybrid technologies, including waste-to-heat power, is increasingly being transferred to the

oil and gas industry and has been shown to reduce costs, CO2 emissions and more. Meanwhile geothermal projects are also using more

oil and gas technologies to enhance their production through EGS (enhanced geothermal systems). This session covers mutual benefits to

both industries.
