Executive Summary Ganges River Dolphin is an indicator species of health of the river ecosystem. Being the only mammalian predator of the Ganges which is exclusively aquatic, it occupies the apex of the food chain and plays a vital role in maintaining the essential balance of its ecosystem. In spite of being a flagship species, representing an ecosystem in need of conservation, its status has become a matter of serious concern to its existence over the past few decades. The total estimated population of Ganges river dolphin ranges between 2500 and 3000 individuals throughout its distribution range (in the river systems of India, Nepal and Bangladesh), out of which more than 80% are found in India. Ganges river dolphin has been included in Schedule I of the Indian Wildlife Protection Act 1972 and in Appendix I of the CITES (Convention on International Trade in Endangered Species). It is included in Appendix II of the Convention on Migratory Species (CMS) and categorized as Endangered in the IUCN Red List of threatened animals. Looking at the urgency and also to focus on the conservation of this magnificent species, Ministry of Environment and Forests has declared the Ganges river dolphin as National Aquatic Animal on 5 October 2009. Dolphin experts and scientists have prepared a conservation action plan for the period of 2010-2020 where one of the action points is focused on education and awareness about the dolphins. Centre for Environment Education, northern regional cell (CEE North) with the support from National Mission for Clean Ganga as part of the National Ganga River Basin Authority, Government of India has approved a three year Ganges river dolphin – conservation education programme for Ganga basin focusing on UP and Bihar.

The phase II aimed at reaching out to schools, river side community and youth. The project would be implemented along the river Ganga and its tributaries flowing through Uttar Pradesh and Bihar.

School Component

Formation of 20 School clusters involving 30-35 schools with the support from local partner NGOs.

Orientation of partner agencies for facilitating activities at the project location.

Teachers training and review meetings for school teachers

School level activities of students as „Dolphin clubs‟ or „Sons Samooh’

Cluster level awareness events to reach out to community

Formation of Ganges River Dolphin Resource Centre in one of the cluster school

School and community interface melas for sharing of experiences

Spreading awareness about species in non-dolphin locations

Identification of two sites each in Uttar Pradesh and Bihar for community interventions

Selection of villages and assessment of the conservation issues and socio-economic status of communities.

Sensitization of farmers and fishing communities about the importance of conserving Ganges river dolphin and rivers for their life and livelihood.

Skill based trainings and exposure visits to help community to build capacities and for making informed decisions.

Demonstration of sustainable and alternate livelihood options to reduce pressure from river resources.

Involving Youth volunteers to keep vigil on river bank and also to promote eco-tourism activities.

Project Components

The three year long project began in March 2014 where NMCG and CEE team met during an inception workshop to agree upon World Bank guidelines to be followed for documentation and use of finances. With the initiation of the project, an inception workshop was organized on 28 March 2014 at CEE‟s Ahmedabad office to understand the project activity plan and various processes at NMCG and CEE. This workshop was aimed at sharing the learning of Phase I of Ganges River Dolphin Conservation Education Programme, orientation of CEE core project team to the financial and accounting aspects and discussion on reporting formats. With this, project activities were initiated as proposed and overall plan was shared. The project looked at two main components - one was school focused interventions and other one was community interventions. A programme brochure was developed in English and Hindi to start networking in the field. School component involved working with schools, school authorities, district officials, local NGO and other stakeholders along Ganga and its tributaries. While Community component was focused on river side village level activities, youth, local officials, institutions, government departments etc. To start activities under each component, identification of schools and villages began.

School Component:

Under the project, CEE team identified 10 locations each in Uttar Pradesh and Bihar by referring to various studies related to presence of Ganges river dolphin and conservation issues. Overall 20 locations were identified; school clusters were formed where 35-40 schools were selected which were situated close to river Ganga and its tributaries. Teachers were selected and were given training for running the activities in the school. An educational kit was provided to teachers to help them in running the programme in school. A dolphin club was formed in schools where teachers conducted classroom level and school level activities were conducted.

Three locations were selected where dolphins are not found to create awareness about national aquatic animal. In each school dolphin cluster, awareness events were conducted on environment days or any other occasion.

Community Component Riverside villages were identified under the project for community level interventions to adopt sustainable options which were promoted through different programmes, and beneficiaries were also identified for various interventions such as vermi-composting units; backyard and riverbed farming, alternative livelihood options etc. These villages were residing along tributary of Ganga and location where dolphin population is surviving was taken to raise awareness among community. CEE team regularly did field visit to project villages and interacted with community members. A Souns Sanrakshan Samiti was formed where members were taken from community including village leaders, women, youth volunteers etc. In the committee, members discussed about livelihood interventions and consultation meetings were conducted to sensitize villagers. With the formation of Souns Sanrakshan Samiti, beneficiaries were introduced to new techniques of vegetable farming, energy options, organic riverbed farming, sanitation related initiatives etc. As part of dolphin project, one of the aspects was to promote ecotourism focusing around national aquatic animal and also bring together community and schools at one platform. Active youth were selected as volunteer who were given training. Monthly follow up meeting held with all the youth volunteers. Volunteers provided support in dissemination of information about demonstration and educational material to community members and also motivating community members for adopting organic farming, solar energy options and sanitation.

In each cluster, one active school was identified to become a river dolphin resource centre where a set of material was provided to the school for conducting awareness programmes. 2.1.2 Annual Review cum Orientation Workshop CEE identified 11 local NGOs as partner organization for school activities in 14 dolphin cluster locations. These partner NGOs were given extensive training with the start of the project on 12-13 June 2014. UP Forest Department and Bihar Forest Department was invited to share their state plans for dolphin conservation. A one day review meet was conducted annually which happened in next 2 years of the project consequently on 17 June 2015 and 7 June 2016. 2.1.3 Dolphin Cluster Awareness Events and Resource Centre Each school cluster has conducted awareness events with dolphin schools. Annually one event was proposed, while at many locations more events were done by building synergy with other programmes. During these three years, all clusters have made sure that dolphin schools observe national dolphin day on 5 October and World River Day in last week of September. Apart from this other import environment days such as World Wetlands Day, World Water Day, Earth Day, Biodiversity Day, Turtle Day, Forestry Day, Environment day etc. were celebrated by dolphin school clusters. Ganges River Dolphin - Education Resource Centre The Ganges River Dolphin Education Resource Centre (GRDERC) is a focal point for conservation education activities for a group of schools or institutions. In order to build the resource centre, it needs to have resources (books, equipment, posters, charts etc.) which will help students and teachers (or any other group of people) explore and learn about Ganges river dolphin and its habitat and help in conserving it. An active dolphin school was selected to become resource centre. One centre was formed in each school cluster location which acted as nodal point for resources. Role of GRDERCs:

Provided a forum for schools to come together

Supported schools efforts in conservation action and education

Organized awareness events for the community

Helped schools in networking Each GRDERC was given following set of materials provided by CEE:

Set of dolphin material for display and campaigns A teacher in charge or key dolphin club member student had taken the responsibility of keeping the record of resources. The selected school has created a display as wall painting or panel or board mentioning that the school is designated as Ganges river dolphin - Education Resource Centre. A designated location as dolphin corner was created to showcase resources at one place. List of schools is provided as Annexure II.

Community Component CEE team has visited both the proposed locations for identification of project field office. In Bihar, a community project location has been finalized in Bettiah at West Champaran. In Bahraich district of Uttar Pradesh, CEE team has visited different locations and have identified village Baundi of Mahsi block of the district for the office location. With the set up of project field office, CEE team initiated the selection of project villages in both the locations. A team was selected to work in these field offices. They were given orientation about the project and were trained through visit to villages of Gujarat.

CEE field team at Bahraich and Bettiah conducted detailed survey of the selected villages. With the detailed village survey, a sample household survey was done for fisherman and farmer community to capture socio-economic and ecological situation. Apart from this CEE team networked with key departments at district (Education, Forest, Development and Administration) and block level. At village level, meetings held with key representatives such as Gram Pradhan, VDC members etc. Apart from this, CEE team met key expert institutions such as National Bureau of Fish Genetic Resources (NBFGR), Nehru Yuva Kendra, Krishi Vigyan Kendra etc. During the survey, major issues identified in these project villages were poverty, floods, Katan, migration, small landholdings, use of heavy amount of chemical pesticides and fertilizers, lack of awareness, poor sanitation, open defecation etc. Team found issues related to the farming and fishing which directly or indirectly was affecting the river biodiversity. Team had identified the key areas for interventions that are Agriculture, Fishing Practices, Community Sanitation, Personal Health and Hygiene, Open Defecation, Animal Husbandry, and Livelihood improvement. Major issues observed in agriculture were low productivity and income, lack of information about new techniques, high risk of flood, poor access of govt. schemes, no prevention and control on disease and PEST and availability of finance. Following interventions planned for the project village based on survey findings and need assessment:

2.2.1 Consultation and Awareness Programmes With the selection of village, CEE team conducted meetings and consultations. Various groups in the community like fisherman, farmers, artisans, occupation, elder, women and youth were approached for consultations and building understandings on project initiatives. For need assessment, participatory rural appraisal was done. Series of orientation meetings in each project village was also conducted. CEE expert team from Gujarat also visited villages and interacted with community to understand the ground realities and to finalize interventions for the project locations.

Discussions were done for the formation of Ganges river dolphin „Souns’ Conservation Committee in each project village and further sub common interest groups as farmers and fisherman. This committee was a decision making body which played advisory role with PRI and local development bodies. This committee decided on the plan of action and helped in identifying beneficiaries for demonstration and capacity building. Apart from this, community focused events were organized on the occasion of international biodiversity day and environment day.

2.2.3 Demonstration of Alternate Livelihood Options During baseline survey and meetings, it was observed and expressed by community that there is need to introduce alternative options which help them adopt practices which are river friendly. As part of project interventions, CEE team visualized few demonstrations to help farmers and fishermen to adopt alternative options for their livelihoods and life. With the help of Souns Sanrakshan Samiti, beneficiaries were identified and introduced to new techniques of sustainable options through different programmes. Market rate for total annual production 15 quintal is @ Rs. 15000-25000. Quality of compost is good as farms are showing healthy plants and products. Farms where compost was used got fewer diseases. It also required less water for irrigation.

2.2.4 Dolphin School - Community Interface As part of this activity in the project, the interaction between school and community was planned. It was envisaged that in year 2 and 3, an event as dolphin camp cum mela will organized getting various schools from their cluster on a sight to showcase their work to community. First Dolphin Camp cum Mela The event was organized on 12th and 13th April 2016 at Katerniaghat wildlife sanctuary. More than 200 children from 28 Dolphin schools of different dolphin cluster of UP and Bihar, schools from dolphin cluster of Katerniaghat, Mahsi(Baundi), Jarwal Road, Gonda, Meerut, Varanasi, Allahabad of UP and Begusarai, Bettiah, Bagaha, Muzaffarpur, Gopalganj, East Champaran, of Bihar attended the camp cum mela. More than 100 tharu community members, fishermen, forest officials, teachers, government officials and other key stakeholders were also taken part in the event. In total, more than 300 participants have visited to mela. All participants had participated in different competitions like exhibitions, Painting, Rangoli, Quiz, and Essay writing.

Second Dolphin Camp cum Mela Next round of “Dolphin Mela cum Camp” held on 24th and 25th April 2017 at Valmiki Tiger Reserve, Division-2, Forest Department, West Champaran. The main objective of event was to share learning and experiences through showcasing informative exhibitions on conservation of Ganges River Dolphin, biodiversity, forest, river and environment. In the event, more than 300 children from 38 Dolphin schools of different dolphin cluster of UP and Bihar, schools from dolphin cluster of Mahsi(Baundi), Jarwal Road, Gonda, Varanasi, Allahabad of UP and Saran, Bettiah, Bagaha, Muzaffarpur, Gopalganj, East Champaran, of Bihar ware taken part. More than 75 tharu community members, fishermen, forest officials, teachers, government officials and other key stakeholders were also taken part in the event. In total, more than 375 participants have visited to mela. All participants were participated in different competitions like exhibitions, Painting, pebble painting and quiz competition

2.2.6 Ecotourism Ecotourism has been very significant in promoting responsible tourism in the protected areas, tourists are encouraged to tour natural areas with following certain code and conducts, which also promote conservation along with economic benefits to residing communities living in or nearby to the protected areas. In India, there are many natural areas, which are filled with natural beauty and adventures to experiences the activities of wildlife roaming inside of protected areas. Ecotourism is now becoming good trend for tourist to experience and feel the joy of rivers, forest, mountains, ice, wildlife, amazing flora and fauna, aquatic life etc. Such types of ecotourism provide economic benefits to tribal communities and also encourage them to conserve the nature and its heritage. Under the project two locations for promoting Dolphin specific ecotourism were identified. These sights are Katerniaghat Wildlife Sanctuary, Bahraich in Uttar Pradesh and Valmiki National Park (also known as Valmiki Tiger Reserve), West Champaran in Bihar. Dolphin Nature Camp of Bettiah School Cluster A two days camp was organized for dolphin schools on 07-08 Dec 2016 at Valmiki Tiger Reserve, West Champaran. Total 36 students from 8 dolphin schools of Bettiah and Bagaha were taken for 2 days camp.

Ecotourism Boards cum Panels Two wildlife sanctuaries were identified as potential site for promoting dolphin ecotourism each in Uttar Pradesh and Bihar. Local community youth were selected for discussion on becoming ecotour guide. Information related to species was shared. Safety related equipments like safety jackets, torch etc. were procured and provided at the sites. To aware tourists coming to sight about aquatic biodiversity and national aquatic animal, a set of information signages were developed to install outdoor in these sanctuaries. In consultation with Forest Department, these boards were installed. A set of five boards were developed covering information on sanctuary, aquatic species and code of conduct for ecotourists.

2.2.7 Youth Volunteers From both the project locations, youth volunteers were selected and engaged to facilitate local community and schools on conservation efforts of Ganges River Dolphin and its habitat. These volunteers were given orientation about various threats to river and its biodiversity. A two days training was conducted for the volunteers to help them understand project. The youth volunteers were networked with key departments and individuals. Each youth volunteer was equipped with certain basic resource kit including cap, bag, brochures, badges, diary, stationery etc. Each volunteer was initially paid Rs. 1000 per month and later increased to Rs. 1500 towards the cost incurred for communication and local transport. Shri Deenanath Verma He joined as volunteer in the dolphin programme in 2014 from village Silauta. He has passed intermediate and due to financial situation of his home he has to leave his studies in between to start earning. He says his way of thinking changed after joining dolphin initiative and various trainings offered by Centered. He says that he wants to not only find alternative income sources for him but would also like to help his people in the village. As volunteer, he facilitated discussions at village level and convinced people to try out new farming and fishing techniques. He was concerned about the fact that during floods and also in normal time, women face lot of problem as there is no toilets. When CEE started disucssion in his village on sanitation and need for a community toilet emerged, he readily offered his land for constructing the toilet. His contribution of land is now benefitting members of 40 families. A committee is formed to ensure its cleaning and maintenence. The District Magistrate visited village to inaugrate the toilet and he appreciated Mr. Verma's effort. He will be given an appreciation certificate by DM, Bahraich. He is now inspiration to several youth in the village. Shri Giridhari Ram Mr. Ram became part of dolphin programme as volunteer in 2015. He is a progressive farmer in his village Uttar Patjirwa. Trying out different methodologies and visiting to various institutions is his interest. He himself practices composting, preperation of bio-pesticides, mulching, machan farming etc. He decided to join dolphin programme to replicate these ideas in the area among community. Mr. Girdhari ji is respected person in the village and with the role of volunteer he became messenger for conservation of dolphin and rivers. After attending CEE's training programmes, he took initiative and conducted hands on trainings for community members. He says he will continue his work in villages around his area to get more people join organic farming movement.

Project Output & Outcome

The Ganges River Dolphin Conservation Education Programme was implemented in Ganga basin during thirteen quarters starting from March 2014 till June 2017. The project could achieve its objectives as envisaged in the proposal. Below is the table showcasing output under each activity:

Demonstration options were finalized as per the need emerged after discussion: Vermi composting (92), Biopesticide (26), Solar lantern (60), Smokeless chulha (55), Toilet (30 individual + 1 CLTS); Farming vegetable (over 350) riverbed (120); Poultry (70), Banana, Papaya, mushroom, agro forestry etc. Linkage with government schemes has helped community to receive support for

Impact and Outcome of Programme 1. Reach in Schools

This programme involved rural schools which mostly are located near rivers. Generally these schools are unreached from any other programmes and opportunities.

Through this initiative schools residing along Ganga and its tributaries like Ghaghara, Gandak, Son, Saryu etc. were covered.

Awareness has been raised among school teachers, principals and students of all dolphin schools about river dolphin and other aquatic biodiversity through this programme. Schools reached out in three non-dolphin locations were also made aware about the species.

Teachers were trained about understanding this unique species, role in river ecosystem and our role in its threatened status and protection. Along with this teachers were guided to use new teaching learning methodologies which helped them to enhance their classroom transaction.

Children were engaged in using dolphin focused education material and being part of educational activities which helped them understand interdependence in nature.

Children got opportunity to creatively express their thoughts about their own surrounding especially connecting with river dolphin as mascot.

Schools have got interactive display material which encouraged student's participation.

Rally and similar awareness events were regularly organized in the clusters which helped connecting dolphin schools with nearby community with the message of save ganga - save dolphins.

Students and teachers who got opportunity to represent their cluster in national programmes was an important exposure for school to prepare themselves with good knowledge about species and environment.

Students were able to identify names of aquatic life such as birds found around rivers, river dolphin, gharial, magar, turtles using IEC material given during programme.

Media was very keen on reporting about what dolphin schools are doing on various environment days which helped in spreading the word about saving dolphin and its home rivers.

Camps and visit to river bank for school students helped them to see the situation on their own and they got hands on experience of observing rivers and its biodiversity. Students found themselves very connected to nature especially rivers with such visits which was expressed by them during interactions.

With annual teachers meet, it provided platform for sharing of experiences among schools helped them to improve on their presentation skills.

Block level education resource centres were onboard for the implementation of the programme in schools through which awareness was also raised among officials. Even training venues were given by education department in their own premises.

2. Reach of Community Interventions

The programme has build better understanding on species of Dolphin in the rivers, how its presence is beneficial to the river and human beings, they have been also able to understand about their role and actions in conservation of Dolphin and rejuvenation of river.

The socio-economic conditions has been improved of fishermen and farmers groups through the different entitlements and initiatives, the approach of riverside communities has been changed as they got alternative livelihood options through the programme

Better understanding on environmental and biodiversity issues, learnt skills on how they can take actions for conserving environment and river locally.

Shifting of livelihood approaches from fishing to farming, better understanding on WASH.

The concept of sustainable village is understood by community thus they are keen in saving natural resource for future generation.

There is upgradation of knowledge among community which bring sensitivity towards taking care of soil enrichment, crops requirement and biodiversity around.

Improvement in skills used for farming and they are now aware about new techniques which reduces cost of input given to any crop in terms of fertilizer, water and pesticide.

Intensive advocacy was done on sustainable fishing practices where fishermen were advised to catch bigger fishes and leave smaller ones for animals living in rivers and also following seasonal calendar for practicing fishing.

Sensitization of community members was done towards aquatic biodiversity and its protection which helped raising sensitivity and attachment towards saving dolphins and other aquatic species.

The Community members of nearby villages who heard about the result of the programme got also interested in the initiative and have asked to extend area of implementation of dolphin programme.

Boards installed in all project villages have helped build the understanding of the project and how this project is going to help river biodiversity and enhance people's livelihood

Demonstration of vermi composting process has helped farmers to adopt this method for making compost. Now farmers are confident about use of compost and are now promoting it to other farmers.

Resource material especially organic farming and sustainable livelihood booklet was useful for farmers as they have started using various methods given in the book.

Souns Sanrakshan Samiti is promoting conservation issues and advocating for entitlements under different schemes of government. A committee with non-involvement of funds is recognized as advocacy forum by community members.

Achievements in Bettiah Project Location

Collaborated with Rural Self Employment Training Institute, Bettiah, West Champaran, and run by Central Bank of India and Ministry of Rural Development, (MoRD) for providing training to selected beneficiaries under Dolphin programme. Community got connected to lot of schemes which will benefit them in future as well.

Collaborated with Agriculture Department and Krishi Vigyan Kendra, Madhopur Distt. West Champaran for technical assistance and guidance in farming which got various agriculture related programmes to reach dolphin villages

More than 08 beneficiaries linked with banks scheme for Cow Rearing Scheme of Bihar government

Collaboration with Forest Department for promotion of Agro forestry Scheme of Bihar Government, more than 35 beneficiaries linked with the scheme (More than 20000 plants of mix varieties distributed, survival rate is around 65 percent)

Achievements in Bahraich Project Location

With backyard and riverbed farming demonstration, different vegetable crops and melons were produced covering more than 56 bigha land which was totally cultivated by using organic products. By selling these crops farmers got added extra benefit other than their routine income and got an alternate livelihood.

Association with Krishi Vigyan Kendra for their climate resilient crop initiative called NICRA (National Innovation in Climate Resilient Agriculture) in one of the dolphin village helped over 200 farmers to get benefit of the scheme.

Collaboration with Fisheries Entrepreneurship Training Centre (FETC), Colonelganj, Gonda with this project activities was helpful in terms of training of fisherman on various species and methods. Apart from this institute plans to work in field with fisherman in future for few field demonstration of fisheries.

District magistrate of Bahraich Mr. Ajay Deep Singh-IAS has inaugurated dolphin project supported community toilets and dustbins. He appreciated the quality of work and efforts taken by CEE under NMCG supported initiative in the village. The district authority announced to adopt Baundi dolphin village for making ODF.

Way Forward This three year duration project in Ganga basin has delivered some very positive and encouraging responses which become potential reason for continuing such efforts in future to save aquatic biodiversity and their habitat rivers. Schools, community, youth, institutions, media etc. were engaged in the entire journey of the project implementation which has not only shown positive results but have also shown path for future. The local networking and partnerships helped in working with wider group of stakeholders along with schools. The programme was able to generate interest among government departments, institutions, NGOs, researchers, youth etc. Consultations to bring in local issues such as state of river, biodiversity, livelihood etc could be part of the implementation strategy as this provides an opportunity to everyone to contribute and participate. Networking in the programme was focused on information dissemination while it was felt that networking could take one step forward and build in partnership with other ongoing similar initiatives. Other initiative of NMCG in the basin area focused on awareness generation could build upon or may be networked to get better visibility. Communication strategy used in the programme was one of the important learning areas which became key factor for the success of the programme. This phase of the programme built on phase I's learning thus it get into next level for school activities. Community, youth and ecotourism related interventions were introduced first time based on other similar efforts of other organizations. These have also shown lot of potential in taking them up at next level. It was strongly felt that youth groups from NSS, NYK and volunteer programme could also be engaged and synergized in such initiatives. Networking with protect areas where dolphins are sighted has huge potential for promoting ecotourism. So far forest focused ecotourism is seen in the country, we could see opportunities in river focused ecotourism. Similarly there are community driven forest management programmes but with the results from this project shows big possibility in doing community oriented river conservation programmes. As eco development committees are formed, we could look at rivers related stakeholders like fisherman, boatmen, riverbed farming farmers are also engaged. This initiative along river side shows potential of engaging farmers and fishermen community in practicing organic farming methods in vegetable and riverbed farming which becomes an add on income source. Youth of the village was associated in the programme in convincing community to learn and adopt new practices which had created great impact. CEE team has gained trust and confidence of the community members during this project and they are keen that Ministry of Water Resource and Ganga Rejuvenation should continue its support by providing support for some more time. Request from nearby villages have also started coming.

Plan for Sustainability of the Initiative Outcome from the programme and feedback from stakeholders about the initiative are very positive. One could see change in level of awareness among people about Ganges river dolphin and other aquatic biodiversity. The partner NGOs are feeling confident in running the educational programme and have built their own niche with the help of dolphin initiative in their location. Similarly at village level community has started thinking differently about river and its life. Earlier it was seen as place to just harvest resources and suffer from floods and its effects. Now they know that sustainable harvesting and caring for rivers and its aquatic biodiversity will be very important for them as well. While schools which have been associated in the programme will be connected with one of the other programme to support them with regular guidance. However, there is great scope to identify new locations and engage new school clusters in this programme. One could take dolphin as mascot for saving river Ganga and its biodiversity. Apart from schools, it would be quite relevant to engage youth group from local area, NCC, NSS and Nehru Yuva Kendra to take field level action based activates. The community level demonstration projects on organic farming and alternative livelihood, energy options, enterprises, eco-tourism options need to be scaled up and also replicated in other Ganga villages. Standard training programmes could be designed to train farmers about organic farming techniques and alternative options.
