Integrated Land Records & Registration system

The following are the results of implementation:-

All sub-registry offices in the state have been made computerized.

Besides computerization, these offices were internet connected and have been put under web-based online operational system.

Registration process has been integrated with CLR & Property valuation.

Land record status for every transaction of land registration gets authenticated through CLR.

In case of sale deed of land,

The information’s about plot provided in deed are tallied with the information which comes from ejami website (CLR)

If any discrepancy found in Plot Nos or in Available Area & not tallied with property valuation then this deed is considered as invalid deed.

Dynamic land records managements and integration with registration and Land Records Offices significantly reduced the scope of fraudulent property deals and also reduce land dispute.

The following figure shows how the plot information's such as its class, subclass, actual land, transferred land, available land, present owner of land and his/her share comes from ejami website.

In the below figure transferred land 0.602 units against plot No 260

indicates that, this amount of land has already been registered against

one or more deed which was previously executed and waiting for

mutation. After mutation the amount of Actual Land will be reduced.

As soon as the Deeds are admitted by the Sub Registry Officer the transactions

are recorded in the sellers khatian(RoR) through inbuilt integrated system to avoid

fraudulent transaction.

Online Property valuation & integration with Registration

Property owners have free access to view their property value without any compromise.

Free accessibility to the records reduce interface between the citizen and the Government

functionaries, thereby reducing rent seeking and harassment.

The computerized land valuation is integrated with the property Registration system

hence there is no scope to lower value denomination during registration.

The Computerized Land valuation which replaces the paper base system is highly

secure with temper proof, easily available and can ascertain the actual valuation

within a minute.

• No Physical Visit Required – Access through https:/jami.tripura.gov.in/

– System is integrated with CSCs ensuring further ease of access to rural farmers.

• increased Access Points for citizen (from 46 Government owned CLR centres to 1097 CSCs across the state besides universal online access

• Digitally signed copy of RoR (server signing method) from anywhere any time basis. – Digital Payments enabled through e-GRAS

– Land Records server and e-GRAS

– We plan to increase the number of revenue related services through CSCs in phased manner in future.

– Maps are also available online : Server side Digital Signatured Maps shall soon to be rolled out

Vanadhikar Mobile App:

• With an aim to demarcate the land allotted to Forest Dwellers under the Forest Rights Act., a GIS based Mobile App has been developed for identification and demarcation of Patta land.

• It is the 1st initiative in the country to demarcate land by using Mobile Tech supported by GAGAN/NAVIC system. App has been developed in collaboration with NESAC

• Data of 1.3 lac pattas issues has been validated with Land Records Database

• This shall be the backbone of demarcation of Forest Plots among patta holders/co-sharers using Geo-referenced Forest Maps

• The integrated GPS dongle can help the department to measure the exact claimed area inside the forest with high precision and accuracy.

• Geospatial validation will give one time validation and prevent future disputes

Project Objectives: Development of Mobile Application with geo-tagging and survey

capabilities with higher positional accuracy by integrating the

GAGAN/NavIC technologies.

Development of Dashboard Application for visualization, management,

editing and monitoring of geo-tagging and survey details in the form of

geo-spatial maps along with attribute information as per the checklist

given.

To conduct a training programme for the Officials to be involved in geo-

tagging and survey activity.

Geo-Spatial Survey of Forest Patta Land

Mobile Application has been developed for

geo-tagging.

It has been developed using Ionic/Cordova

platform.

For record management, SQLite database has

been used along with PHP and MYSQL back end

server.

It currently supports android version 4.4+ OS

platform.

Land Bank • Khas Land

– 3,27,185 Acres i.e 1324.07 sq. Km – 13% of the total area (10,491 km²)

• Possibility of use of technology for better Land Resource Management

• Advantages: Policy creation and maintenance of land pool in every revenue

village through Land Bank. Identification of current enjoyers on the Government land. Ineligible encroachers having landed property of own shall be

evicted from the Government land for distribution to the landless poor or to develop industrial hub in the state.

Land banking is the practice of aggregating parcels of land for future sale or development.

Land banks is designed to acquire and maintain problem properties and then transfer them back to responsible ownership and productive use of land in accordance with the Government.

• All Khash, Departmental land (State & Central Govt), Tea Garden lands are Included under Land Bank.

• Search facility is available by mentioning size of land, classification etc.

• These landed properties are out of purview of Sub Registry.

• These khatians are not transferred by way of execution of deed in Registration Offices and shall remain locked in the eJami Portal.

• However in case of necessity for transaction of land, reference to be made to the DLRS for necessary clearance.

Other used cases of Land

Banks • Queries have been made to Zero in on

Degraded Forest Land using Satellite Imagery

and deriving Rev village wise quantum of

degraded forest to making aforestation plans

• We have used Geospatial Technology to find out

Khas lands adjoining NH/ Major Roads to

identify Locations for setting up Petrol Pumps

• We have used criterion of Degraded Forest

Land with minimum area (30 hectares) within 1

km of Roads for Bru IDP Settlement purposes

Map Updation – Integration with

Bhunaksha (WIP)

• Online enquiry into the plots created without a corresponding Plot

• Assess TK wise Work Load

• Phase I

– Tehsils chosen where number of plots is manageable to be done in-house.

Complete Legacy Map Updation Work

– Roll out Bhunaksha integrated Mutation process

– Before finalisation of Mutation process in “Jami” a confirmation will be taken from

“Bhunaksha” regarding creation of Map

• Phase II

– Tehsils where number of plots is very high will be done through employment of

Private Surveyors with work outcome based remuneration

– Plots which do not have legacy burden can be rolled out for Mutation linked with

Bhunaksha

Geo Referencing of Revenue Cadastral Maps

• There is an urgent need to convert the existing digitized maps into

GIS-ready digital form in order to facilitate updating of cadastral

maps in sync with the changes made in the RoRs.

• The work has been taken by the Department, till date 200 map

sheets (out of 5312) have been covered under GIS and rest shall

be completed by 2021-22 by engaging private agency.

ULPIN

• Government of Tripura has successfully implemented ULPIN

(Unique Parcel Land Parcel Identification Number) for one Revenue

Village namely Mohanpur comprising 8 (eight) Map sheets as Pilot

implementation. The State Government has taken decision to

implement ULPIN for rest of the Revenue village under Mohanpur

Sub Division during November 2021
