VALIDATION STATEMENT

When the National Archives acquired custody of this file, the accessioning procedures called for a~ manual comparison of the documentation to a printout of a portion of the records in each data set. This manual comparison is referred to as a "preliminary assessment" or "validation." The number of records which were compared varied from data set to data set. However, as a general rule the comparison involved less than ten records and was limited to only the first and last records in each data set. This is a statement of the results of the preliminary assessment or validation.

DOCUMENTATION FOR THE 1989 EXIT SURVEY DATA

This survey of former Federal employees was conducted by the U.S. Merit Systems Protection Board in 1989. A total of 2778 employees responded to the survey. A copy of the survey questionnaire used can be found in Appendix ,1.

Two different data files are available for this survey. One is a raw data file (this file is labeled EXITRAW). Enclosed in Appendix 2 you will find file specifications/layout for the raw data file.

The second data file is an SPSSI systems file which was created using SPSS-PC (this file is labeled EXITX89). This file was created via an SPSS EXPORT command, so that it can be run on a variety of hardware systems; however, SPSS software will be needed to run this file. An SPSS IMPORT command will be needed to access the file. The systems file contains a data dictionary with the file layout, variable labels (i.e., survey questions), value labels (i.e., response categories for the questions), etc. already built into the file. Therefore, after calling up the file with an IMPORT command, one can immediately begin running SPSS statistical procedures on the data. The variable names used in this file correspond exactly to the question numbers used on the survey (e.g., question 2.01 "Desire to pursue nonwork interests" is' represented by the variable named "Q2.0 1 "). This is the only documentation needed to run analyses on this file.

A copy of the report issued by the U.S. Merit Systems Protection Board based on results from this survey can be obtained from:

U.S. Merit Systems Protection Board Office of Policy and Evaluation A TTN: Dr. Paul van Rijn . 1120 Vermont Ave., NW. Washington, DC 20419

You are encouraged to contact Dr. van Rijn by telephone if you have questions or would like to discuss these data files (202-653-7701).

u.s. MERIT SYSTEMS PROTECTION BOARD Washington, D.C. 20419

Dear Colleague:

We need your help with this survey of people who are leaving full-time permanent jobs with the Federal Government.

The U.S. Merit Systems Protection Board (MSPB), an independent Federal agency, is conducting a special study of the reasons people leave the Federal civil service. The purpose of this study is to find ways to retain high-quality workers and to improve the overall quality of the Federal work force. The results of this study will be reported to the President, Congress, agency managers, and the general public.

DO NOT PUT YOUR NAME ANYWHERE ON THIS QUESTIONNAIRE. PLEASE BE ASSURED THAT ALL YOUR RESPONSES WILL BE HELD IN STRICT CONFIDENCE.

Please complete and return the questionnaire directly to MSPB in the enclosed postpaid envelope within 5 days after you receive it. It will probably take less than 20 minutes to complete this questionnaire.

If you have any questions, please call Paul van Rijn at (202) 653- 7208.

Thank you for your assistance.

Sincerely,

Evangeline W. Swift Director, Policy and Evaluation
