National Qualification System (NQS)

NQS supports the National Preparedness Goal by creating a network of qualified personnel for potential nationwide deployment.
NQS provides the tools for jurisdictions and organizations to implement their qualification and certification processes, promoting seamless resource sharing.
The NQS Tier 5 Surge Capacity Work Force consists of state and local Incident Management Teams (IMTs).
NQS provides a common language and approach for qualifying and certifying deployable emergency personnel, enabling mutual aid partners to accurately communicate resource
needs in disasters.

Emergency Operations Center (EOC): Skillset
2017 NIMS describes common functions and terminology for staff in an Emergency Operations Center (EOC).
Individual EOC leaders determine the structure that best meets their authorities, resources, and mission.
This flexibility is necessary given the diversity of EOCs across the nation, but creates challenges when attempting to support personnel qualifications for EOCs.
EOC skillsets enable FEMA to support EOC personnel qualifications, while remaining flexible for diverse EOC structures.
EOC leaders choose which skillset(s) to assign to specific positions in their EOCs and can combine them together to form task books reflecting their EOC needs.
