PREFACE
It is indeed a privilege for me to present the Director’s report for the academic year
2007-08. The history of the institution dates back to 1886 when a pleader survey centre was
established at this campus by British Government. The pleader survey centre was updated as
Bihar School of Engineering in 1900 and thereafter in 1924, the institution appeared on the
scene of Technical Education of India as Bihar College of Engineering. The college became
one of the important technical Education Organizations in India and upto 1947 when India
gained independence, it was one of the most important college in British Dominion. The
appointment of Principal, teachers and even admission of students in those days were on global
basis and even today the institution has recognition among all the common wealth countries.
After independence the college was entrusted with the responsibility of providing Engineering
education to meet the local, regional and national requirements due to expansion of industries,
trade and commerce in free India. During this period the institution was manned and managed
by Patna University and funded by state Government. Due to lack of fund and proper
management facilities, the institutional growth suffered to some extent, but when Govt. of
India realised its historical importance, erstwhile Bihar College of Engineering Patna was
taken over by Central Government as a fully funded institution and rechristened as National
Institute of Technology Patna. With the notification of MHRD, Govt. of India, the institution
is working as such from 28.01.2004.
Immediately, after the take over on 28.01.2004, the management and Administration
was under the umbrella of NIT Patna. The first step that NIT Patna took was to tone up the
academics and the existing infrastructure facilities. The following achievements of the
institution during this academic year are worth mentioning.
ACADEMIC ACTIVITIES:
Semester system has been introduced from 2007 batch The institute has been accorded
with autonomous status and it has been functioning quite effectively. The institute could
manage to publish result in scheduled time. Implementation of regular class test,
assignment ,tutorials etc has aroused deep interest torwards learning among students.
PLACEMENT OF STUDENTS:
In erstwhile Bihar College of Engineering the placement of students was very poor, but
due to the impact of regular session and close monitoring of classes, the institute could achieve
a remarkable jump in the placement of students in various leading industries and organizations
of the country. The students who have completed their curriculum this year have been selected
by various leading organizations and industries of the country.
ADMISSION OF STUDENTS:
Till 2003, in erstwhile Bihar College of Engineering, the admission of students was
done through BCECE, a state Govt. Agency. Right from session 2004, the admission at NIT
Patna is being done through AIEEE.
![Page 6: NATIONAL INSTITUTE OF TECHNOLOGY PATNA · 1.01 Mission & Vision statement 1.01.01 Mission Statement To develop and promote innovations in Engineering Education at all levels namely](https://reader033.fdocuments.net/reader033/viewer/2022053114/608d5b8a104a495c3127c01e/html5/thumbnails/6.jpg)

From 2007 session the total undergraduate sanctioned intake is 400 and postgraduate
sanctioned intake is 126. All postgraduate students are admitted with GATE score and are
getting scholarships from AICTE.
APPOINTMENTS OF TEACHERS:
Initially MHRD, Govt. of India sanctioned 100 posts of teaching staff to NIT Patna and
considering 57 existing teachers, the remaining posts were advertised for filling the vacant
posts. The posts were advertised in the month of August,2006. The candidates were
interviewed in the month of December,2007 and the offer letter to the selected candidates were
sent in the month of March,2008,after approval of BOG of the institute .We succeeded in
offering appointments to 12 persons. Out of this five faculties joined upto March,2008.The
remaining posts could not be filled as suitable candidates were not available . These posts will
again be advertised to fill up these posts. The retired teachers help has to be continued for the
benefit of students in certain specialised subjects. Total number of teachers is 62 out of which
about 30 teachers have Ph. D. qualification whereas the rest have M. Tech. qualification.&

teaching learning process, course contents of various subjects, monitoring of theory and
laboratory classes and by taking initiative in projects in various subjects. Initiative starts
![Page 11: NATIONAL INSTITUTE OF TECHNOLOGY PATNA · 1.01 Mission & Vision statement 1.01.01 Mission Statement To develop and promote innovations in Engineering Education at all levels namely](https://reader033.fdocuments.net/reader033/viewer/2022053114/608d5b8a104a495c3127c01e/html5/thumbnails/11.jpg)
11
from the students end and teachers and supporting staffs are at the supervisory and
helping role. Undergraduate courses are managed in four years duration; post graduate
courses in two years duration and Ph.D. level courses in three to five years duration.
Co-curricular activities for students concentrate on debates, quizzes, vocational
training, visit to works and industrial visits. The teachers do the co curricular activities in
the form of their participation in students activities as well as by taking part in summer
schools, sponsored projects and industrial consultancy. Supporting staff participates in the
co curricular activities by undertaking a series of routine testing works for the benefit of
industries, state government organisation, consultants and trade and commerce.
Extra curricular activities are planned through games and sports, cultural
programmes and NSS activities. Cultural activities provide them a platform to know about
the culture of various states and regions of the country and gives an opportunity for
national integration. It maybe mentioned here that admission rules for students and
recruitment rules for teachers and supporting staff are such that the people from all states
of the country are inducted in NIT family and as such there is chances of intermixing of
people on national basis. Here it may be mentioned that there is good proportion of girls
students, female teachers and female supporting staff. Their presence in all the activities
gives a colourful atmosphere with decorum and decency. This inculcates a healthy
reciprocal respect for either sex.
Usually five days in a week is devoted to curricular activities whereas the remaining
two days are devoted for co curricular and extra curricular activities.
A good library with e-library facility, workshop with facilities for catering the needs
of students projects as well as sponsored project and research serves as the backbone of
academic activities. The availability of computers and broadband internet facility provide
an added advantages to a true learner. The location of the institute is on the southern
bank of holy river Ganges. The panoramic natural scenario of river Ganges is much
helpful for getting relaxation to the whole community of the institute while on work as
well as during leisure periods. The pollution free and eye catching scenario of the campus
provides a healthy inputs amidst a very busy, tough and laborious academic and para
academic activities of each and every individual.
Therefore, NIT Patna educational system attempts an overall development of its
students, teachers, supporting staff, neighbouring people, society and the nation.

1.04 New Initiatives
Ministry of Human Resource Development, Government of India took over the erstwhile
Bihar College of Engineering Patna on 28.1.04 and rechristened it as National Institute of
Technology Patna. The immediate initiative was taken in the session 2004-05 to transform
the system of administration and management of the Institute. Some of the drawbacks and
the problems of the old system were identified and actions were taken to improve the
system and bring it on a new track. Some of the new initiatives that were taken during this
session were as follows:
i. New Academic System:After obtaining autonomous status vide NIT Act,2007, NIT
Patna introduced semester system of examination for all the branches and it has been
functioning quite effectively .We could manage to publish result in time.Implemntation of
regular class test ,assignment ,tutorials etc has aroused deep interest torwards learning
among students.
ii. Creation of Website of NIT Patna:
NIT patna website is operational from October 2004 and is available at
www.nitp.ac.in. The website is easily available on all major search engines like
google, yahoo etc.The website home page is nicely designed and it contains information
about the institute along with the photo of the main building. The home page contains link
for all departments and sections like Academics,Library,Placement,Tender,Alumni etc
and so it is quite user friendly .The institute is using the website for tender and other
advertisements, result publication, hostel allotment, events etc .The website has enabled
NIT Patna in creating transparency for its activities.E-mail facility is provided to Director
,Registrar and various departments of the college in NIT patna domain. All major activities
of NIT patna are visible to the world through our website.
iii. New Library building construction:
Prior to creation of NIT Patna, Bihar College of Engineering and Patna University had
started the construction of new central library building in its campus with the help of
some UGC grants. The construction was held up after making the ground floor due to
paucity of funds. The matter was taken up with MHRD, Govt. of India which provided
sufficient funds for further construction of library building through its plan grant. The
construction activity was started in the year 2004 itself. Now the construction of new
central library building has been completed. It has e-library facilities also.
![Page 13: NATIONAL INSTITUTE OF TECHNOLOGY PATNA · 1.01 Mission & Vision statement 1.01.01 Mission Statement To develop and promote innovations in Engineering Education at all levels namely](https://reader033.fdocuments.net/reader033/viewer/2022053114/608d5b8a104a495c3127c01e/html5/thumbnails/13.jpg)
13
iv. Renovation of Girls Hostel:
The work of renovation of girls hostel was entrusted to CPWD which tookup the work
and completed the renovation work in scheduled time. Girls are residing in the hostel
located inside the campus of the Institute.
v. Repairs and Renovation of other Boys Hostel; College Buildings and Quarters for
accommodation to Director, other functionaries, teachers and supporting staff:
Due to shortage of funds the above mentioned buildings could not be maintained
annually for decades together in erstwhile BCE period. A plan for their repair and
renovation were prepared and funds were provided by MHRD, GOI through plan and
non-plan grant of NIT Patna. The work was entrusted to CPWD which started the
renovation and repair work in the session 2004-05 and is continued till date. This
initiative gave an initial facelift to NIT Patna buildings.
vi. Construction of boundary wall:
Previously there was no boundary wall from river Ganges side for NIT Patna and in
the other side the condition of the boundary wall was very poor. The Institution security
was very much in danger due to lack of proper boundary wall. MHRD, GoI provided fund
for construction of boundary wall and the task was entrusted to CPWD which initiated
this construction in the session 2004-05.The construction of boundry wall has been
completed in this period.
vii. Introduction of EPABX to improve communication among various departments
of the Institute:
There was no internal communication system during erstwhile BCE, Patna period. The
plan for introduction of EPABX system was prepared and implemented by using funds
provided by MHRD through its plan grant.
viii. Security:
Earlier in erstwhile BCE Patna only a few durbans were managing the security of the
Institute including its hostels. Due to lack of proper boundary wall and unprotected entry
points security problems used to occur very off and on. The case of theft and dacoity were
recorded during those periods. In view of the above mentioned situations steps were taken
to introduce a better and effective security by outsourcing the activity. Security encircles
the campus, the hostels and the quarters of teachers and supporting staffs.
ix. Internet Connection:
![Page 14: NATIONAL INSTITUTE OF TECHNOLOGY PATNA · 1.01 Mission & Vision statement 1.01.01 Mission Statement To develop and promote innovations in Engineering Education at all levels namely](https://reader033.fdocuments.net/reader033/viewer/2022053114/608d5b8a104a495c3127c01e/html5/thumbnails/14.jpg)
14
The internet connectivity of 128 Kbps provided by ERNET was not sufficient for our
growing requirement .Hence ,NIT Patna has taken the service of BSNL to provide us with
2 Mbps(1:1)dedicated leased line connectivity.
x. Development of NIT Patna Campus
NIT Patna has decided to undertake construction of Academic building,Boys hostel, girls
hostel,Student Activities Centre in the existing campus. .NIT Patna administration has
given top priority to take up these construction to facilitate student of this institute at the
earliest .The pictorial view of models of these proposed buildings is given at the end of
the report.
xi. Admission of UG students through AIEEE 2007:
Earlier during erstwhile BCE Patna the admission to UG students were done through
BCECE Board. NIT Patna approached AIEEE and succeeded getting admission through
AIEEE from 2004 session itself.
xii. Admission of PG students:
New Brochure of information for PG students admission was prepared and
advertised on all India basis. In the new system the students having GATE score were
made eligible for admission to PG courses. All the regular admitted PG students in Civil,
Mech. and Electrical branch get scholarship which is funded by AICTE, New Delhi.
xiii. Restructuring of administrative system:
1. Apart from seven departments of Engineering namely Civil, Electrical, Electronics
and Communication, Mechanical, Architecture, CSE and IT, full fledged department
for Physics, Chemistry, Mathematics, Humanities and Social Sciences are working.
Every department is provided with Head of the Department. The Headship is on
rotation basis and every HoD is provided with an advisory committee in order to help
them. On the advisory committee HoD is to be Chairman and the other teachers work
as its member. HoD is made responsible for running the department and helps the NIT
administration time to time on various aspects and activities of the department.
Enough delegation of power has been invested in HoDs.
2. Overall Hostel Management has been entrusted to Chairman(HMC). For every hostel
there are warden and Asstt. Wardens depending upon the size of the hostel. The
participation of boarders is through prefect system.
3. Four functional Deans namely Dean (Academic Affairs), Dean (Student Affairs),
Dean (P&D) and Dean (SRIC) are working. Senior teachers are given the
responsibility for these activities.
![Page 15: NATIONAL INSTITUTE OF TECHNOLOGY PATNA · 1.01 Mission & Vision statement 1.01.01 Mission Statement To develop and promote innovations in Engineering Education at all levels namely](https://reader033.fdocuments.net/reader033/viewer/2022053114/608d5b8a104a495c3127c01e/html5/thumbnails/15.jpg)

4. Since NIT Patna had no administrative personnel at its disposal the faculty members
were given the responsibility of functioning as Registrar, Dy Registrar(Procurement),
Dy Registrar(Exam), Asstt. Registrar (Academics), Asstt. Registrar (Accounts), Astt.
Registrar (Admission), Astt. Registrar(IT) and Astt. Registrar (Student).
5. Since NIT Patna was passing through transformation phase it was felt that a Liasion
Officer be kept at Delhi to keep a constant touch with the Chairman, MHRD, AICTE,
UGC, CBSE and industries which are interested in placement of our products. A
liaison officer was appointed on contractual basis and a mini liaison office has been
created at New Delhi.
6. Audit Officer with professional competency was felt to be necessary to keep an eye
and vigil on the expenses of funds. A retired personnel from CAG was appointed on
ad-hoc basis to help the administration in this regard.
7.
xiv.Constitution of BoG, Finance Committee, BWC and Senate of NIT Patna:

FINANCIAL STATUS
8.01 Analysis of Plan and Non-Plan Grants
The estimate of requirements of grant under non- plan head was arrived at by
considering pay and allowances for teaching and non- teaching staff, pension
and retirement benefit, electricity, water and telephone, Estate maintenance,
departmental operating expenses, minor equipment, Students amenities, hospital
expenses, contingent expenses, other operating expenses and other expenses
including BRNS project expenses, legal charges, meeting expenses, postal
expenses, printing and stationery. A sum of rupees 10.5 crores was sanctioned
by MHRD to cover these expenses.
Similarly the estimate of requirements of grant under the plan head was arrived
at by considering the fund requirement for the purchase of fixed assets like
computer and accessories, electric equipment, furniture, Generator, library
building, purchase of photocopier machine, projection equipment,
telecommunication equipment, water cooler and purifier purchase, renovations
of hostels, college building, quarters, construction of boundary wall, vertical
expansion of some of the buildings e.t.c and for this purpose 1.0 crores was
sanctioned by MHRD in this financial year. However, estimate was more than
the available grant by MHRD the shortage was attempted to be covered by
internal resource to some extent or by trimming the original estimate and
dropping some of the work or by undertaking some of the work partly in this
financial year.
PG students scholarship was obtained from AICTE and for this financial year
Rs. 1290630/-was obtained. The full details of income and expenditure can be
seen in the annexed audited annual account of 2007-08.
